County Executive June27,2018

The Honorable Alex M. Azar II

U.S. Department of Health and Human Services
200 Independence Avenue, S.W.
Washington, D.C. 20201

Dear Secretary Azar:

This cotTespondence is intended to express my dismay over the actions of our federal government
and my grave concerns about the well-being of children separated from their loving parents and placed in
Maryland. Based on news reports, which are, unfortunately, the only sources of inf01mation I have
regarding this matter, Baltimore County is now home to some of the immigrant children who have been
so cruelly separated from their parents.

As I am sure you know, Adverse Childhood Experiences (ACEs) have been proven to cause long-
term health and mental health consequences. The Centers for Disease Control (CDC) states:

The wide-ranging health and social consequences of ACEs underscore

the importance of preventing them before they happen. CDC promotes
lifelong health and well-being through Essentials for Childhood -
Assuring safe, stable, nurturing relationships and environments for all

In accordance with the Freedom of Information Act (5 U.S.C. § 522), I request that you inform
me of the number and location of these children cmTently in Baltimore County, Maryland. I also ask that
you provide me with the names of any organizations that have contracts to provide these services in
Baltimore County and what services those placement agencies are required to deliver, as well as who is
monitoring to ensure children are being treated humanely.

I request a waiver of all fees for this request. Disclosure of the requested information to me is in
the public interest because it is likely to contribute significantly to public understanding of the operations
or activities of the government and is not primarily in my commercial interest.

Donald I. Mohler III
County Executive
