not whether the technique raises productivity of labor, but whether it decreases
cost of production. "Productivity criterion" differs from "cost criterion".

production techniques raising productivities of labor increase the organic
composition of capital: And in this note we do not enter there.

In analysing the effect on the rate of surplus value, it is very important to
distinguish basic industries from non-basic industries. This was fully recognized by
Marx as well as D. Ricardo. But this distinction is also vital for the analysis of the
effects of technical changes on the rate of profit, as Ricardo insisted. Marx denied
this. This is, as we shall later show, an error of Marx.

마르크스주의학파에서 기초재 산업에 새로 도입된 생산기술은 두 개의 대립되는 효과를

Newly introduced production techniques of Marxian style in basic industries have
two opposing effects: to increase the rate of surplus value and to increase the
organic composition of capital. Nevertheless, Marx insisted that the rate of profit
has the tendency to fall. Why does not the former effect wholly offset the latter?
다음과 같은 해석은 가장 결정적이고 일관적인 답변이다. 이윤율 은 생산의 유

Most conclusive and consistent answer to this is interpreted as follows: The rate
of profit, , can not exceed the inverse of the organic composition of

laborer works for nothing. This unqueStionable relation demonstrates that the
inverse of the organic composition of production is an upper limit of the rate of
profit. And this limit, according to Marxian vision, must be such a decreasing
function of time that → . Therefore, however high the rate of surplus
value may become, the rate of profit cannot exceed the upper limit, which itself
decreases as time passes by. Thus though up and down of the rate of profit is
possible, its trend cannot be increasing nor stationary as shown in the below
figure:

The first problem is concerned with inequality (6) itsel£ Can the inequality be
valid? If the rate of profit could be measured by , then the inequality (6)
necessarily follows. Marx calculated the general rate of profit as aggregate surplus
value divided by aggregate capital in terms of value, that is . But this
procedure is not correct. The general rate of profit, , is determined by the
following equations:

As easily seen, thus obtained is not equal to in general. Has this
general rate of profit, r, its upper limit determined by the organic composition of
production? Answer is yes. We can get from equations (1) and (7) the below
inequality:

The right side of (8) denotes the inverse of the organic composition of
production in the i th industry. Therefore, the inequality (8) means that the general
rate of profit cannot exceed the inverse of the organic composition of production
in some industries. This relation plays the same role as the inequality (6). Because,
according to Marxian vision, the organic compositions of production of all industries
have the tendency to increase without limit, so the general rate of profit must
decrease in the long run.
그럼에도 비록 부등식 (6)이 무효한 것으로 판명되더라도, (6)식에 의한 결과의 타당성은

Thus, though the inequality (6) is found to be invalid, the validity of the result
which follows from (6) is not yet hurt, by the virtue of the inequality (8); Then,
can we agree with Marx's proposition? There is more task to be done before we
do so.

The proposition that the production techniques in non-basic industries do not
influence the general rate of profit was demonstrated by D. Ricardo, but denied by
K. Marx. The reason why Marx could not get the correct resuit is that Marx
calculated the general rate of profit by dividing the aggregate surplus value by the
aggregate capital including non-basic industries, namely ,

If the general rate of profit is , then non-basic industries play the same
role as basic industries, and the distinction between basic and non-basic becomes
insignificant in analysing the effect on the general rate of profit. But the general
rate of profit cannot be measured by such a simple quotient but the equations (7),
where non-basic industries play only a passive role.
기초재 산업에 도입되어 비용 기준을 만족시키는 신-기술은 일반이윤율을 반드시 증가
시킨다고 하는 (3)식에 대한 명제는 마르크스주의의 이윤율 저하 [경향의] 법칙과 양립할
수 없다. 그렇지만 이 명제는 커다란 생산의 유기적 구성이 될 수 있다. 만약 새로 도입된
기술이 비용 기준을 만족하거나 실질임금률을 일정하게 유지한다면 일반이윤율은 예외 없이

The proposition that the new technique satisfying cost criterion (3) introduced
in basic industries necessarily increases the general rate of profit cannot be
compatible with Marxian law of the rate of profit to fall. This proposition states
that, however large the organic composition of production may become, the general
rate of profit must increase without an exception, only if the newly introduced
technique satisfies the cost criterion and the rate of real wage remains constant.
And we can safely say that every production technique introduced by capitalists

Now we assume the technical change in a non-basic industry. In this example
the third industry is non-basic and the other two are basic, because the third
industry is not necessary to maintain the production of the others but the first
and·, second are necessary for all industries. Examining the above four equations,
we can know that the equation (9.3) has a different character from other three
equations. (9.1), (9.2) and (9.4) can determine , , and without aid of (9.3).
And (9.3) receives pre-determined value of and , and determines. . Thus,
(9.3) does not serve to determine the general rate of profit in any way. Therefore,
the technical change in non-basic industry which influences the parameters of the
equation (9.3) has no effect on the general rate of profit. This is the first
proposition cited in the former section. Non-basic industries cannot take part in
determining the general rate of profit but only passively accept the general rate of
profit determined among basic industries.

and 6 units of labor are needed, So, while production techniques in non-basic
industries have no influence upon the general level of profit, they are concerned
whether the. general level of profit itself exists or not.

Next we assume the technical change in basic industries, say, the second
industry. We suppose that capitalists in the second industry adopt the new
technique of Marxian type. Namely, it increases the productivity of labor and the
organic composition of production and reduce the cost of production at the
prevailing prices and wages.

우리의 결론은 실질임금률이 충분히 상승하지 않는 한 마르크스의 이윤율 저하경향법칙
을 부정한다. 자본가에 의해 채택된 기술혁신은 일반이윤율이 하락하지 않는다. 기초재 산
업의 혁신은 일반이윤율을 적극적으로 증가시킨다. 그리고 비-기초재 산업의 혁신은 일반이
윤율의 수준에 영향을 미치지 않는다.
Our conclusions are negative to Marxian Gesetz des tendeziellen Falls der
Profitrate. Unless the rate of real wages rises sufficiently, the technical innovations
adopted by capitalists do not reduce the general rate of profit. Innovations in basic
industries positively raises the general rate of profit. And innovations in non-basic
industries have no influence upon the level of the general rate of profit.

Marx's failure to get these correct result, in our own view, is due to two
causes. The first is his lack of thoroghness in the analysis of so-called
transformation problem. And the second is his neglect of the important character of
capitalistic behavior regarding the adoption of new production techniques.

The first point is related to Marxian formula:

Proauktionspreis is not sufficient. But he could not re-examine his analysis. But
he could not re-examine his analysis.

On the second point, we cannot say that Marx did not know this character.
Because in his Das Kapital he repeatedly stated the restrictive character of

At the end of this note, we put a few words to reveal the significance of this
note to the whole Marxian economics.

4) The content which Marx wanted to demonstrate by the Gestez is that in
capitalistic society the progress of productivity takes inevitably an intimidating form,
or the fall of the rate of profit. But as shown above, capitalistic classes can raise
the rate of profit, if laborers fail to get an increase of wages. Thus the movement
of the rate of profit is determined by the struggle between conflicting classes.
