has granted an election
watchdogs’ plea to com-
pel the Commission on
Elections (Comelec) to
disclose the source code
it used for the country’s
first nationwide automat-
ed polls last May 10.
The source code is
the human-readable ver-
sion of the computer
programs that ran the
Precinct Count Optical
Scan (PCOS) machines
used in the May 10 elec-
tions.
The source code en-
sures there are no holes
or trap doors that can be
used for cheating or to
corrupt data. It can also
reveal if the voting and
canvassing were properly
done by the machines.
In a seven-page deci-
sion, the court en banc
granted the petition for
mandamus of the Center
for People Empowerment
in Governance (CenPEG)
for the Comelec to release
the election source code
for review as mandated
by law.
The court cited Sec-
tion 12 of Republic Act
No. 9369, or the Election
Automation Law, which
provides that "once an
automated election sys-
tem (AES) technology
is selected for imple-
mentation, the Comelec
shall promptly make the
source code of that tech-
nology available and open
to any interested political
