1.1.Highlights:

 Mizoram is one of the seven states in the North-East of India. Mizoram shares its borders
with other north-eastern states of Manipur, Tripura and Assam, and neighbouring countries
of Bangladesh and Myanmar.

 Industries in the state enjoy a unique location-specific advantage. Bordering Myanmar and
Bangladesh, Mizoram offers a gateway for engaging in international trade with Southeast
Asian countries. With improving road, rail and air connectivity and the establishment of
trade routes with neighbouring countries, trade facilitation has improved over the last
decade.

 With 30 per cent (6,346 sq km) of its geographical area covered by bamboo forests, the state
is one of the leading producers of bamboo in India, contributing 14 per cent to the country's
bamboo stock. It offers immense potential for commercial exploitation of the natural
resources for export-oriented industries.

 The climatic conditions in the state provide a conducive breeding ground for commercial
exploitation of all kinds of silkworms. Sericulture remains one of the state's key industries.
During 2016-17, raw silk production in Mizoram stood at 76 metric tonnes.

 Mizoram has abundant hydro-electric power potential (around 4,500 MW). As of October
2017, Mizoram had a total installed power generation capacity of 167.02 MW (comprising

41.47 MW from state utilities & 125.35 MW from central utilities). Renewable power &
thermal power contributed 41.67 MW and 61.16 MW, respectively.

 With a literacy rate of 91.85 per cent, Mizoram offers a highly literate workforce. Knowledge
of English is an added advantage for the Mizo workforce. Mizoram government has
formulated a new economic development programme called 'the Way Forward' under which
the agriculture and allied services would not be dependent on marginal farmers, scientific
farming would be introduced and agri-business would be encouraged by bringing in the
educated youth in the agricultural sector.

 According to the DIPP, cumulative FDI inflows to the North-eastern states, during April 2000
to June 2017, stood at US$ 96 million.

1.1.1. Key Sectors focused:

 The natural resources, climatic conditions and policy incentives in the state support
investments in bamboo, sericulture, tourism, agro-products and agro-processing sectors.
 With abundant natural resources and supporting policies, the food processing sector offers
potential for investment. Mizoram accounts for about 12 per cent of the total fruits
produced in Northeast India, and the yield per hectare is on the rise because of adoption of
modern horticultural practices.
 With its highly green hills, crisscrossing rivers, and interspersed lakes, Mizoram is a tourist’s
paradise. Under the 12th Five-Year Plan, Mizoram had 11 ongoing tourism projects with a
sanction of US$ 7.7 million from the Government of India.

1.2.Government Initiatives

New Delhi: The Union Minister of State (Independent Charge) for Development of North Eastern
Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr
Jitendra Singh has said the Government has given a big push to a diverse range of infrastructure
projects in the region.

Briefing the media after releasing the Calendar for the year 2018 of the Ministry of Development of
North Eastern Region (DoNER), Dr Jitendra Singh said the Government under the leadership of Prime
Minister Shri Narendra Modi has laid emphasis on improving rail, road, air and inland waterways
connectivity in the NER and with a host of power projects, the region is already on course to turning
power surplus.

Prime Minister Narendra Modi said in Aizawl, Mizoram on December 16, 2017 the Centre is
committed to put all the state capitals of the northeast on the rail map and is executing 15 new
projects of 1,385 km length, at a cost of over Rs 47,000 crore in the region. With the dedication of
the 60-MW Tuirial hydropower project at the hands of the Prime Minister, Mizoram became the
third power- surplus state in the north-east after Sikkim and Tripura. The Tuirial project, which was
announced and cleared in 1998 by the then Atal Bihari Vajpayee government, is the first major
central project to be successfully commissioned in Mizoram, the Prime Minister said.

The Airports Authority of India (AAI) has taken initiatives to strengthen regional air connectivity in
the North Eastern States. A new terminal building is being constructed with an estimated

expenditure of Rs 500 crore at Agartala Airport and the AAI would spend Rs 2,500 crore in North East
States in next three years, AAI Chairman Shri Guruprasad Mohapatra said at Agartala on Dec.15,
2017. As many as 92 air routes connecting state capitals in the region are being planned as part of
the Centre’s Udaan scheme.

Reflecting the improving regional connectivity and tourism potential, over 1.6 lakh foreign and 77
lakh domestic tourists visited Assam and the other Northeastern states during 2016, registering a 5.2
per cent increase over the previous year. Last year, the region registered a significant quantum jump
of more than 15.8 per cent.

In a major boost to the Inland Waterway Transport System in the northeast, Union Shipping Minister
Shri Nitin Gadkari on December 29, 2017 flagged off cargo movement on the Pandu-Dhubri route of
the Brahmaputra River. Transportation of cargo on the National Waterway 2 -- from Pandu in
Guwahati to Dhubri along the Assam-Bengal border would reduce logistics cost and save 300-km
road travel. River between Sadiya in the easternmost part of upper Assam and Dhubri was declared
the National Waterway-2 in 1988. Five bridges would be constructed on the river to ease
transportation. The bridges would connect Jorhat with Nematighat, Disangmukh with Tekeliphuta,
Louit with Khablu, Numaligarh with Gohpur and North Guwahati with Guwahati, the union minister
said at the flagging-off ceremony in Majuli Island in Assam. Another roll-on, roll-off (ro-ro) ferry
service to transfer passengers and vehicles in large numbers will start here soon, Shri Gadkari said.
Dr Jitendra Singh said the Northeast is all set to get India’s first-ever "Air Dispensary" based in a
helicopter and the DoNER Ministry has already contributed Rs. 25 crore as part of the initial funding
for this initiative. The proposal put forward by the Ministry of DoNER, he said, has been accepted
and is in the final stages of process in the Union Ministry of Civil Aviation.

Dr Jitendra Singh said Arunachal Pradesh welcomed the New Year by keeping its promise of making
the state Open Defecation Free. It has become the second state in North-East after Sikkim to achieve
ODF status. Arunachal Pradesh has managed to do this before the deadline of October 2, 2019. The
state government had cut short the national ODF target by one year and ten months ahead of the
national target and set 31 December, 2017, as the final target to achieve ODF status in Arunachal
Pradesh. The project undertaken under Swachh Bharat Mission (Gramin) saw the light of day only
after the State Government extended an incentive of Rs 8,000 per toilet. This is in addition to the
Centres support of Rs 12,000, raising the grant for constructing a toilet to Rs 20,000.

2. Introduction
Mizoram is one of the seven states in the North-East. Industries in the state enjoy a unique location-
specific advantage. Bordering Myanmar and Bangladesh, Mizoram offers a gateway for engaging in
international trade with Southeast Asian countries. With improving road, rail and air connectivity
and the establishment of trade routes with neighboring countries, trade facilitation has improved
over the last decade.

Between 2004-05 and 2015-16, Gross State Domestic Product (GSDP) expanded at a Compound
Annual Growth Rate (CAGR) of 11.04 per cent to US$ 1.91 billion whereas the Net State Domestic
Product (NSDP) expanded at a CAGR of 10.51 per cent to US$ 1.63 billion. The tertiary sector, the
largest contributor to Mizoram’s economy, witnessed growth at a rate of 16.24 per cent during
2004-05 to 2015-16; driven by trade, hotels, real estate, finance, insurance, transport,
communications and other services.

The state has the potential to harness 4,500 MW of hydro power. As of October 2017, Mizoram has
an installed capacity to produce 64.19 MW of hydro power. More PPP participation is expected to
enhance the production. The state has a large forest area and contributes 14 per cent to the
country’s bamboo production. The climatic conditions in the state provide a breeding ground for
commercial exploitation of all kinds of silkworm.

Zoram Industrial Development Corporation (ZIDCO) is responsible for the overall development of
industrial infrastructure in the state. Mizoram has eight industrial estates, of which five are
operational and the remaining are yet to be developed.

ZIDCO has established an integrated infrastructure development center (IIDC) at Lunglei district with
an investment of around US$ 1.0 million. The center offers power, water, telecommunication and
other amenities for the industrial units.

The following are some of the major initiatives taken by the government to promote Mizoram as an
investment destination:

 As per budget 2017-18, an amount of US$ 13.2 million has been allocated to the industry
sector.
 As of October 2017, about 99,000 rural households had been electrified. Out of the 704
villages in Mizoram, only 11 villages remain un-electrified till October 2017.
 As per state budget 2016-17, an amount of US$ 27.55 million has been allocated by the state
government for employment of an EAP project- Mizoram State Roads–II Regional Transport

Connectivity Project (MSR-II RTCP) under the Public Works Department. Moreover, for the
enhancement of another EAP project- Serchhip-Buarpui road, an allocation of US$ 10.38
million has been made by the state government during 2016-17.
 In May 2016, for the improvement of rail connectivity in land locked region of North-East,
Prime Minister Narendra Modi inaugurated the passenger trains from the state. Moreover,
the railway project of Bhairabi-Sairang route is estimated to be commissioned by 2018-19.
 The state allocated US$ 56.75 million for Urban Development & Poverty Alleviation in
budget 2017-18.
 A border trade center has been established for trade with Bangladesh.
 In state budget 2015-16, the Government of Mizoram allocated US$ 19.03 million for the
construction of Chhumkhum-Chawngte road and Champhai-Zokhawthar road. The
construction of these roads forms a part of the externally aided projects (EAP) under the
Public Works Department.
 Mizoram is setting up a special economic zone (SEZ) in the Northeast with assistance from
the North East Council. The SEZ will be located at Khawnuam village in Champhai. Bamboo-
based industries would play a major role in the proposed SEZ.
 The National Bamboo Mission (NBM), a centrally sponsored scheme, envisages increase in
the coverage area under bamboo plantation and consequently improvement in yield to 18-
20 tons per hectare from current 3 tons.
 The state government is working towards bringing maximum families under sericulture
farming and silkworm rearing. The government of Mizoram has opened one research &
training institute at Aizawl (Zemabawk) which provides training and certification courses in
Sericulture.
 Mizoram's Government has signed memorandum of understanding (MOU) with national
companies for oil palm development.

Mizoram is one of the fastest growing economies among the states of India with a per capital
income of Rs 50,021. Mizoram had the second highest GSDP growth during the 11th Five Year Plan
(2007-2012) in Northeast India at 11 percent exceeding the target of 7.8 percent which is also much
higher than the national average of 7.9 percent. During the 10th Five Year Plan (2002-2007), the
Gross State Domestic Product (GSDP) was expected to grow at around 5.3 per cent but grew at 5.7
per cent. The biggest contributors to GSDP growth are Agriculture, Public Administration and
Construction work. Tertiary sector of service sector continued to have the contribution to the GSDP
with its share hovering between 58 per cent and 60 per cent during the past half a decade.

 BAMBOO BASED INDUSTRIES


Bamboo resources occupy 31% of the geographical area of Mizoram with a yield of
3.2 mn tons per year. The state is endowed with 35 species of bamboo. The state
government has set up eight bamboo handicraft clusters and nine bamboo furniture
clusters.
 Textile and Handloom
Handloom production in the state was USD 945,000 during 2015-16. The sector has
high potential for exports to south-east Asian countries.
 Fisheries

Of the 24,000 ha of potential area for fish farming in Mizoram, only about 4,790
ha has been utilized as of 2015-16.
