EASTSIDE RIDGE SPECIAL AREA PLAN
5035 NE 2 AVENUE, 5135 NE 2 AVENUE and 5175 NE 2 AVENUE
APPLICATIONS FOR A LARGE‐SCALE COMPREHENSIVE PLAN MAP AMENDMENT AND A SPECIAL AREA
PLAN, SUBJECT TO COMPLIANCE WITH THE MIAMI 21 ZONING ORDINANCE AND MIAMI CITY CODE,
AS AMENDED, AND ALL APPLICABLE CRITERIA, CONSIDERATIONS AND/OR OTHER REGULATIONS.
Pursuant to Section 163.3184 of the Florida Statutes and the Miami 21 Zoning Code, as amended, the
Zoning Ordinance of the City of Miami Florida, the subject proposals for large‐scale comprehensive
plan map amendment and the Eastside Ridge Special Area Plan at 5035, 5135, and 5175 NE 2
Avenue, MIAMI, FLORIDA, have been submitted and reviewed to allow a LARGE‐SCALE
COMPREHENSIVE PLAN MAP AMENDMENT and a SPECIAL AREA PLAN (“SAP”), subject to all
applicable criteria.
The proposed Eastside Ridge SAP is comprised of approximately 979,050 square feet of Lot Area
(approximately 22.47 acres) including portions of NE 3rd Avenue, NE 53rd Street, NE 3rd Court, NE 2nd
Court, and NE 51 Street which are internal to the subject site. This referral is contingent upon the
Applicant’s submission of supplemental materials that address comments by the Urban Design Review
Board, and the City’s Zoning and Planning Departments. The Eastside Ridge SAP will change the zoning
atlas from Urban Center Transect Zone T5‐O to Urban Core Transect Zones T6‐8‐O and T6‐12‐O. The
Eastside Ridge SAP will also modify the Transect Zone regulations that are applicable to the subject
parcels to the extent indicated therein. Where a section is not specifically modified, the regulations
and restrictions of Miami 21 shall apply. The preliminary development concept calls for the
development of a mix of retail, commercial, office and residential uses and associated parking areas
throughout the SAP area. The preliminary development program totals approximately 5,638,167
square feet of development, consisting of the following uses: (i) approximately 257,490 square feet of
residential use floor area consisting of 2,798 dwelling units; (ii) approximately 2,476,767 square feet of
lodging use floor area consisting of 418 lodging units; (iii) approximately 283,798 square feet of
commercial use floor area; (iv) approximately 97,103 square feet of office use floor area; (v)
approximately 295,678 square feet of open space; and (vi) 155,348 square feet of civic space. These
square footages are approximate and may increase or decrease at time of building permit but are not
to exceed a total of 7,342,875 square feet of Floor Lot Ratio. This preliminary mix of uses will be
supported by an anticipated parking inventory of 4,338 parking spaces available within new above‐
ground and below‐grade parking structures.
LARGE‐SCALE COMPREHENSIVE PLAN AMENDMENT, pursuant to Section 163.3184, Florida Statutes to
amend the 2020 Future Land Use Map to change the subject property’s land use designation from
Medium‐Density Multifamily Residential to Restricted Commercial.
SPECIAL AREA PLAN, pursuant to ARTICLE 3, Section 3.9 and Article 7, Section 7.1.2.8, to allow greater
than nine (9) abutting acres in size to be master planned. This master plan area is to allow a greater
integration of public improvements and Infrastructure and greater flexibility so as to result in higher or
specialized quality buildings, and streetscape design.
