SECURITY ACCESS CONTROL SYSTEM
1.0 GENERAL
1.1 REFERENCE
1.2.1 The contractor shall allow supplying, installation, testing and commissioning of the complete door
access control system as specified and as shown on related drawings.
The system shall be designed for ultimate reliability and maximum operating efficiency using only
the highest quality, fully field proven products.
The system components shall be of modular design to allow ease of installation, service, future
expansion, upgrades and addition to the system.
The system components shall have operating environments to allow complete functionality at a
temperature of 0 to 50 degree centigrade and a relative humidity of 90% (non-condensing).
At the time of installation and commissioning the contractor shall provide all additional components
required to eliminate any noise and signal attenuation problems found at site.
System shall be interfaced with the fire alarm system of the building in order to operate the door
locks automatically in case of fire as per CONSULTANT/ PROJECT MANAGER approved cause
and effect logic and fire philosophy.
1.3.1 The Quality Control/Quality Control/Assurance duties shall be performed by the Contractor. The
system of quality control verification shall be in accordance with ISO 9000 Standards of Quality
Control/Assurance.
A. Design, manufacture, testing and method of installation of all apparatus and materials
furnished under requirement of these specification shall conform to latest publications or
standard rules of the following:

1. Dubai Electricity and Water Authority (DEWA) regulations for electrical installation
works
2. Department of Civil Defence requirements
3. DIC – Telecom Department (DIC-EITC-DU) standards and requirements
B. British Standards
The following Codes and Standards to the extent specified herein form a part of this specification.
When an edition date is not indicated for a code or Standard the latest edition enforce at the time of
proposal submitted shall apply.
1.5 SUBMITTALS
1.5.1 Contractor shall submit all items in accordance with the requirements of Division 1, Submittals and
shall include but not be limited to the following:

F. Three (3) sets of the Manufacturer’s User’s Manuals and Installation Manuals.
G. Course outlines for each of the end user training programs. The course outlines shall include
the course duration, location, pre-requisites, and a brief description of the subject matter.

2.0 PRODUCTS
2.1.1 Wiring tag requirements: all wiring throughout this project will be tagged using a numerical
numbering system and be recorded in an Excel spreadsheet listing cable number, location, wire type,
and function. A legend of wiring numbering scheme will accompany this spreadsheet. This document
will be provided in both hard copy and electronically as an Excel spreadsheet.
2.1.2 All low voltage control, data, and other cables will be terminated using terminal strips, with crimp
type lugs, no “b style crimp connectors” or wire nuts will be allowed.
2.1.1 The system shall allow for access to the facility by use of card readers at the locations indicated on the
Drawings.
2.1.2 The system shall provide for computer based configuration so as to allow the greatest control of access
both during configuration and ongoing operation.
2.1.3 The Access Control System local control panels shall be located within the above ceiling which is
hiding for any tampering.
2.3.1 The Access Control System (ACS) shall be capable of integrating multiple building functions
including access control and alarm management.
2.3.2 The system shall be listed by Underwriters Laboratories for UL 294 Access Control Systems and shall
carry the UL labels as required.
2.3.4 The system shall incorporate the necessary hardware, software, and firmware to collect,
transmit, and process alarm, tamper and trouble conditions, access requests, and advisories in
accordance with the security procedures of the facility. The system shall control the flow of
authorized personnel traffic through the secured areas of the facility.

All readers shall be configured with the reader electronics mounted separately, on the “secure” side
of the door such that only the reader head and pilot lights are mounted in the reader housing on the
“entry” side of the door.

The Card Reader technology shall be contactless smart card reader designed with the practical site
installation requirements in mind, and shall be subjected to CONSULTANT/PROJECT MANAGER
final approval.
The concealed fixings shall allow the reader to be mounted directly on to a flush or surface single
gang back box. The reader shall also be capable of mounting directly to metal surfaces such as
turnstiles etc. with no effect on the reader operation.
Shall support reader output to suit the specific application required, i.e. Wideband 26 to 40 bit.
The reader shall also operate in the standalone and RS485 formats as an encoder, writing data to the
Mifare card either from its own programmed memory or from a PC or other such device.
The reader shall have single piece design for easy installation.
A single LED that changes color from red to green is also acceptable.
The card reader shall have a built-in tamper detection feature.
The reader shall be available in card only and card plus PIN pad versions. Furnish and install in the
style and quantities as shown on the Low Current System drawings, and architectural drawings.
A. The Contactless smartcard shall not need a direct contact to the reader.
B. The card which shall have no contact plates for the data to be exchanged with the reader as
specified in ISO 7816. It shall communicate using wireless technology with the reader.
C. The phase signal and the energy to power the card, shall be transmitted via a high frequency
signal from the reader to the card.
D. Data shall then be transmitted bi-directionally by this signal providing a fast and very
efficient data exchange.
E. The Card Shall feature Quick transaction time, simple usage and robustness as standard.
F. Subject to the style of reader used the card shall transmit data over a distance of up to 15cm.
I. The Card shall be protected by two software keys per sector for read and write.

L. Shall support High security protection of data held within the memory sectors.
N. The Smart Card may also be capable of storing the complete two-dimensional structure of
the fingerprint image.
O. The cards shall be constructed of top quality, highly durable and resilient PVC plastic or a
PVC/Polyester composite material for use with Smart Card readers.
The contractor shall co-ordinate between the door supplier and the access control system supplier to
ensure that electric latch release magnetic door holder supplied by the access control system supplier
is installed by the door supplier to manufacturer’s requirements.
3.0 EXECUTION
3.1 INSTALLATION
3.1.1 All consoles, terminals, and controllers shall be factory wired before shipment to the job site.
3.1.2 Controller cabinet doors shall open a minimum of 170 degrees to avoid blocking personnel
movement. Each door shall be equipped with a cylinder lock, a tamper switch and a piano-type
hinge with welded tamperproof pins.
3.1.3 Provisions shall be made for field wiring to enter the cabinet via standard knock-outs at the top,
bottom and sides of controller cabinets.
3.1.4 Each wire shall be identified at both ends with the wire designation corresponding to the wire
numbers shown on the wiring diagrams.
3.1.5 All exposed wiring within the cabinets, consoles, and terminals shall be formed neatly with wires
grouped in bundles using non-metallic, flame-resistant wiring cleats or wire ties.
3.1.6 All ferrous metal work shall be painted, in accordance with the manufacturer’s standards.
3.1.7 Input and output wire and cable requirements shall be application specific and shall use the proper
shielded cable as required by the specific application / code and as per manufacturer requirement
3.2.1 The Contractor shall be responsible for testing and commissioning of the installation in accordance
with all applicable documents in the Contract set.

3.3.1 Operator training shall consist of a two days course conducted on-site by a factory trained
professional instructor. Training conducted by installers, technicians, or project managers is
unacceptable.
D. Written examinations.
Additional equipment Video Imaging training sessions shall be made available to the Owner if
necessary, at additional cost.
3.4 WARRANTY
3.4.1 All equipment furnished under this contract shall be warranted for a period of twelve (12) months
from the date of final Owner acceptance of the system.
