TERM OF REFERENCE
For Consulting Services on the
Preparation of the Butuan City Economic Development Plan and the Profiles and
Plans of the 10 Leading Industry Clusters in the City

1. Rationale

Having an economic development plan is an all-time necessity for any local

government unit that is serious in its efforts to uplift the living conditions of its
people. Butuan City, unfortunately, does not have such a document.

True, the city has several documents that look at the current economic realities,
desired conditions and the contemplated programs and projects but these are
generally not set in one formal document and have not been taken with a common
framework by the city’s operating units in the economic services front. The
documents are also in need of so much more details on the economic dynamics in
the city for the stakeholders to see the conditions with more clarity and take action
with more precision relative to the desired results.

Coming up with the economic development plan has actually been tried in the last
couple of years but the regular operating units of the city failed to come up with the
document. The planning and other offices carrying out economic development
services happen to be too busy in attending to other tasks. The city government
therefore has to resort to outsourcing the job.

2. Objective

The Butuan City Government eyes the completion of The Butuan City Economic
Development Plan and the Profiles and Plans of the 10 Leading Industry
Clusters in the City by a consultant after the contract period of three months.

3. Scope of Work

Given the objective, the work will involve the following:

Supervision of Data Generation. Prepare data generation and instruments and

supervise the designated personnel of the city government in generating the data
that would establish the economic conditions of Butuan City not just in the last five
years but as far back as relevant established facts could allow for the stakeholders
to have an in-depth understanding of the economic dynamics that lead to the
current realities.

The data to be generated shall include, among others, the poverty, income,
employment and other macro-economic indicators, the economic structure,
productivity at the economic sector, industry and product or crop levels, the

economic players and the available economic services and institutions,

government and private, serving as service providers.

Diagnostic Analysis and Planning Workshops Designing and Facilitation.

Design and facilitate workshops that would make the economic players in the city
assess the current economic conditions and establish the development gaps as
well as formulate the vision, set the development scenario, and determine the
mission, goals, objectives, strategies, programs, projects and activities. The
institutional set-up shall also be recommended in these workshops as the financial
requirements for the successful implementation of the plan determined.

Industry Clusters Profiling and Planning Workshops for Ten (10) Leading
Clusters. Designing and conduct of workshops for the profiling and planning of
players in the determined 10 leading industry clusters.

Plan Writing and Packaging. Involve writing and packaging the plan into book
and power point presentation forms.

4. Project Term

The consultant shall complete the job in 90 calendar days.

5. Deliverables

The deliverables and their respective schedule of submission are as follows:

5.1. Inception Report

To be submitted within five (5) days after receipt of Notice to Proceed

(NTP), presenting the activities undertaken after receipt of the NTP and
how it intends to go about the job considering possible
adjustments/revisions to the Technical and Financial Proposal as a result
of evaluation after initial field work and data gathering

5.2. Data Generation Instruments

To be submitted 10 days after receipt of the NTP.

5.3. Data Base

To be submitted 30 days after receipt of the NTP

5.4. Diagnostic Analysis and Planning Workshop Designs

To be submitted along with the Data Base 30 days after receipt of the
NTP

5.5. Ten Leading Industry Clusters Profiling and Planning Workshop Designs

To be also submitted along with the Data Base 30 days after receipt of the
NTP

5.6. First Draft, Butuan City Economic Development Plan and The Profiles
and Plans of the 10 Leading Industry Clusters in Butuan City

To be submitted 45 days after receipt of NTP.

5.7. Second Draft, Butuan City Economic Development Plan and The Profiles
and Plans of the 10 Leading Industry Clusters in Butuan City

To be submitted within five (5) calendar days after the First Draft shall
have been returned for incorporation of comments by the City’s Technical
Review Committee.

5.8. Final Copy, Butuan City Economic Development Plan and The Profiles
and Plans of the 10 Leading Industry Clusters in Butuan City

To be submitted within five (5) calendar days after the Second Draft shall
have been returned for incorporation of comments by the City’s Technical
Review Committee.

All written drafts and final copies of the required documents shall be submitted to
the City Government of Butuan in six (6) copies. The final documents shall also
be provided with six (6) electronic/CD copies.

6. Methodology

The preparation of the plans and profiles shall be in accordance to the

methodologies in the Technical Proposal submitted by the consultant.

7. Consultant’s Professional Fee

The consultant’s fee is set here at Php300,000.00

The fee drawdown shall be as follows:

Upon submission of the inception report - 10%

Upon Data Generation Instruments - 10%
Upon Submission of the Data Base - 10%
Upon Submission of the Diagnostic Analysis and - 10%

A mobilization fund equivalent to 15% of the contract amount shall be
provided by the City Government of Butuan upon the issuance of the
notice to proceed. The amount shall be recouped by retaining sums
proportionate to the percentage of each billing.
