ACESM Program Overview

The Advancing Community Empowerment in Southeastern Myanmar (ACESM) project, supported by the US
Agency for International Development/Burma, aims to support communities in their empowerment processes
by reducing vulnerabilities, promoting community participation in decision making, and strengthening
mechanisms for more responsive and accountable local governance. ACESM is a five-year, $48 million project
funded by USAID and implemented by Pact in partnership with Community Partners International, Mercy Corps,
and Save the Children. The project will also partner with a range of local and regional organizations to address a
variety of community needs and development priorities in the region.

ACESM will work to foster integrated, inclusive, and sustainable service provision to underserved communities
in areas of Southeastern Myanmar. Beginning with community-identified needs and solutions, the project takes a
systems approach that constructively engages the demand and supply sides of service delivery, focusing on
health, education, livelihoods, water/sanitation/hygiene (WASH), and disaster risk management.

Project partners will provide technical support for skills-building and institutional strengthening to nurture
relationships and explore cooperation within and between communities, service providers, and decision makers.
ACESM promotes a locally driven shift, where possible, from humanitarian assistance toward a strategic
approach that can channel community voices and priorities towards improved, integrated service delivery and
contribute to conditions for inclusive peace and development.

implementing a wide range of development programs which focuses on promoting the lives of the
vulnerable community.

Pact in Myanmar is currently seeking a motivated, experienced and dedicated candidate for the
position of Senior Officer (Database).

Position Title: Senior Officer (Database)


Department: MEL Department
Supervisor: MEL Coordinator
Salary: Attractive, with generous staff benefits
Duty Station: Yangon-based, with 10% travel to field
Duration: 12 months full time initially
Renewable subject to satisfactory work performance and fund
availability

Position Summary:
The Senior Officer (Database) will be responsible for providing support and assistance in Monitoring,
Evaluation, Reporting and Learning activities of Pact Myanmar ACESM project databases and data
management. Through routine management of the project database, s/he will ensure the timely
aggregation and summarization for a large number of indicators in the sectors of maternal and child
health, Education, livelihoods, WASH, Community strengthening and others in coordination with a
number of implementing partners. A successful candidate will be solution-oriented and able to
coordinate well with different departments. S/he will have a desire to contribute to program
development as well as assist in providing timely and accurate data management and database
support.

Specific Duties and Responsibilities


 Day-to-day management of the ACESM project database, including importing data
submissions, checking accuracy of data summaries, running reports for data summaries and
exporting data on-demand, and data entry.
 Occasional training of project and MEL staff in how to use the database in order to access data
on-demand, including technical and MEL staff from partner organizations.
 Updating project location lists, indicator mapping, reporting period and data tables in the
database.
 Create data reports generated from the database, both in standard format and in response to
ad hoc requests.
 Assist in updating the structure of the project’s online cloud database, Microsoft Access data
entry system, or CommCare data collection forms when required.
 Administer the project’s online cloud database to ensure that the database is up-to-date,
accurate, and generates reports that meet management data needs.
 Assist to supervisor to monitor data collection, collation, storage, analysis and reporting of
local partners, ensuring that data is audit-worthy and find realistic solutions to problems.
 Promote potential local partners to use mobile data collection, GIS and other technologies to
enhance their MEL systems.
 Promote team member skill on computer applications (excel, database).

 Occasional travel to township offices and project sites to train field teams in database use,
troubleshoot problems, or observe MEL activities.
 Work with the MEL team to troubleshoot problems with project databases as they arise.
 Participate as an active member of the MEL team in all team meetings, professional
development activities and ongoing initiatives.
 Manage documentation of updates of data in real time.
 Assist in preparing reports in Burmese language when needed
 Any other duties assigned by MEL Coordinator

Expected Results:
 Assists in administering ACESM MEL systems, helping to ensure systems operate in a timely and
standardized manner
 Systematic documentation of project results in standardized, accessible database

Minimum Qualifications Required:


 University degree with at least four years’ experience in international organizations or
institutions
 Advanced level qualifications in computer science and ability to use different computer
programs such as Microsoft Excel and Access and other commonly used programming
languages.
 Experience using mobile data collection systems, Arc GIS and Cloud based Database system
would be assets.
 Solution-oriented, committed, efficient, flexible, and experienced in working effectively and
harmoniously with colleagues from varied cultures and professional backgrounds
 Interest in community development projects and willingness to learn about project cycles,
workflows and reporting requirements
 Willingness and availability to travel in-country, up to 10%, and ability to work with minimal
supervision
 Ability to type in Myanmar language
 Able to communicate effectively in spoken and written English
