The boundary wall will be constructed from precast reinforced concrete elements comprising
2.6m high precast panels spanning between columns that cantilever up from simple precast
concrete pad foundations. The foundations and columns are at typically 6m spacing. Note, the
pad foundations can also be constructed using in-situ reinforced concrete.
We are responsible for the detail design of all of the following precast elements:
Precast reinforced concrete foundations or in-situ reinforced concrete foundations;
Wall panels; and
Columns
Alcat will obtain all the necessary licenses, permits and approvals from the relevant
Authorities for the obtained project to commence and continue the work without any
stoppage, as mentioned in Volume2, Schedule A, Part C. Below is the list of required on-
going Permits/NOCs relevant to the project:
Temporary land for contractor’s laydown and site offices
Land acquisition for boundary wall
Existing farm wall and gate conflict with the boundary wall
Land for quarry stabilization

1.4 MOBILIZATION:
The mobilization will commence upon possessing the site. We will prepare site logistic and
obtain required approval from Engineer, and required permits from the Authorities. The site
mobilization will include the following, but not limited to:
The sign boards.
The contractor and Engineer site offices.
Temporary site facilities such as electricity, water supply, drainage, etc.
Health and rest areas for Labors.
Stores for Materials.
Any other Requirements.
Also Alcat shall prepare any Pre-request Submittals, such as:
1. Human Resources:
1.1. Organization chart and administrative staff list for approval.
1.2. Subcontractors Logs.
2. Construction Machinery and Equipment will be listed and submitted for approval.
3. Samples of materials and sources will be submitted for approval before supply to the
site.
4. Quality & HSE plans will be submitted for approval.
5. Method statement, construction sequences and programme will be submitted for
approval.
6. Take over the surveying control points provided by the Employer, and built survey
control network/benchmarks.
7. Submit Shop Drawings Submittals and approvals Logs.
8. Site mobilization (preparing the site layout & logistic plan for approval).
9. Commercial Submissions:
9.1. Submit advance payment guarantee, performance bond, and insurances as
stipulated in the contract.

The removed material shall be loaded and transported to an approved dumping area. In the
case of the quarry run material against the quarry face and the construction debris, the
approved dumping area shall be in an alternative area within the quarry, outwith the project
area.
All surface objects, trees, stumps, roots and other protruding obstructions not designated to
remain shall be grubbed and cleared as follows:
In areas inside of the grading limits of cut and embankment areas, stumps and non-
perishable solid objects shall be cut off not less than one metre below the subgrade level
in the area.
In areas outside of the grading limits of cut and embankment areas, stumps and non-
perishable solid objects shall be cut off not less than 500 mm below finished ground
level.
In areas to be rounded at the top of cut slopes, stumps shall be cut off flush with or
below the surface of the final slope line.
Grubbing of pits and ditches will be required only to the depth necessitated by the
proposed excavation within such areas.
Except in areas to be excavated, stump holes and other holes from which obstructions
are removed shall be backfilled with suitable material and compacted.
Where designated, we will carefully remove existing trees and carefully transport these
to a location designated by the Engineer and in coordination with Municipality of Garden
Section.

Removal of stockpiles that interfere with the project works, including material piled
against the existing quarry wall and end tipped construction and general waste dumped
within the quarry base.
1.8.2.2 Disposal of Materials:
Materials removed, but not recovered shall be disposed of in a lawful manner at approved
dumping areas and it shall be disposed off within 50km of the Project Site, as mentioned in
Project Specifications. Contractor shall be responsible for obtaining the location of the dumping
area as well as the necessary permits and approvals from the relevant authorities.
1.8.2.3 Protection to Existing Services and Installations:
Operations shall be conducted in such a manner as to avoid hazards to persons,
property and vehicles. After work is started on any structure, work on that structure shall
be continued to completion promptly and expeditiously.
Services to unused installations shall be safely disconnected before demolition.
Notification of disconnection shall be given to the appropriate authorities.
Drains, manholes and gullies that are to remain shall be protected and kept clear of
debris at all times. They shall be left clean and in working order.
Details of any underground caverns, chambers, wells or voids discovered during the
demolition operation shall be reported to the Engineer. Dangerous openings shall be
protected and illuminated.
The quantity of dust in the atmosphere shall be minimized by spraying the demolition
and stockpile removal works with water.

Excavation of pits shall begin after the new locations are specified and marked. Size of the pits
shall be 1500mm x 1500mm x 1500mm for Trees, and 2000mm x 2000mm x 2000mm for
Palms. Excavators and dump trucks shall be used for excavation of palms and trees pits and
carting way the debris respectively.
1.8.3.2 Preparation of Soil Mix & Distribution

The above material in the soil mix shall be brought to the site in quantities as required and shall
be stored at an approved location for mixing in the site.
Mixing proportion of the components (by volume of Dune Sand: Sweet Soil) shall be as follows:
Root zone of the palm tree shall be watered thoroughly before excavation is taken up. When the
root zone soil is moderate moisture content, just adequate to hold the soil together as the root
ball, excavation shall commence.
Draw a circular line with 700mm radius from the base of the palm tree and mark the line with
chalk powder.
Excavation of palm shall begin along the marked circular line using a backhoe attachment of the
excavator machine, ensuring the bucket movement is an outward motion.
The excavation shall be to a depth of 750mm minimum all around the palm trees. Exposed roots
shall be trimmed, but not closer than 250mm from the trunk, and the root ball shall be shaped
manually into a cone shape. Boom truck shall be used in the operation for holding the tree while
digging and for removal works.
The growing bud shall be protected by wrapping the fronds with hessian cloth and tied properly.
Now palm tree is ready for transportation to the area as designated by the Main Contractor.
Draw a circular line with 500mm radius from the base of the trees and mark the line with chalk
powder.
Excavation of trees shall begin along the marked circular line using a backhoe attachment of the
excavator machine, ensuring the bucket movement is in at outward motion. The root ball shall
be tapered towards the tip. The Excavated trees shall be loaded onto a boom truck/low bed
trailer using a crane and shall be transported to the re-location area as per instructions of the
Engineer in coordination with Garden Section Municipality.
Palm and trees shall be carefully lifted up by crane without any damage to the root ball. After
completion of loading, they shall be covered by shade cloth for protection from drying by wind

The palm tree pits shall be watered for setting of soil mix. Volume of soil equal to the size of the
root ball shall be removed from center of the palm tree pit. The palm tree shall be lifted by a
hydraulic crane and the root ball shall be placed at the center of the pit. After aligning the palm
at the center of the pit holding by the crane, soil mix shall be placed though the sides of the root
ball. Water shall be poured direct into the soil mix along with the placing to ensure that the soil
gets into all parts of the root ball. The slings from the crane shall be removed while the soil mix
is compacted lightly with hand tamping tools to secure the palm in the pit as well as to remove
air pockets.
Guying wires shall be used for bracing the palm trees. There shall be three turn buckle
arrangements for making adjustments to the bracing.
The tree pits excavated in the relocation area and filled with soil mix shall be watered for settling
of soil mix. The trees shall be positioned at the center of the pit and soil shall be removed to
accommodate the root ball of the tree. The tree shall be placed in the pit and soil shall be placed
around the root ball and shall be compacted manually. Adequate care shall be taken to avoid
damages to the roots and also to eliminate air packets. The trees shall be irrigated immediately
after planting.

The exposed surface of blinding concrete will be trowelled, cured using clean water.
Shop Drawings:
Shop Drawing of Precast foundations, column and wall panel shall be prepared, which
will be showing the lifting hook, cross-section, reinforcement, fixing accessories,
elevation and layout plan will be prepared and submitted for approval.
Sample:
After the approval of shop drawings, a full size sample panel for foundations, columns
and wall panel will be cast and offered for inspection and approval prior to start the
regular casting. The approved mock up will be referred for quality and workmanship for
acceptance.
Mould Fabrication:
After the approval of shop drawings and sample, the moulds for precast elements will be
prepared according to the approved shop drawings and the Engineer would be
requested to inspect before proceeding for the regular casting.
Steel mould will be fabricated in a fabrication yard on steel casting tables. The casting
tables are under the shades and fitted with hydraulic jacks and vibrators, the finished
product will be straight, smooth and true to size and shape.
Preparation of Reinforcement:
Reinforcement cages will be prepared according to the approved shop drawings and
kept ready one day in advance for inspection prior to cast of each type of element. After
preparing the mould reinforcement will be placed in the mould and cover will be
maintained as per approved shop drawings.
Quality control plan will be implemented to assure the accuracy, proper work sequence
and maintain quality at each stage of production. One experienced supervisor will be
assigned full time to provide QC for such works.
All the Moulds will be assembled on casting tables. Mould release agent will be applied
for all moulds.
Then the steel cage will be placed in the mould and proper cover will be maintained.

Lifting hooks / sockets / inserts will be fixed with reinforcement as per approved shop
drawings.
Concrete will be batched on batching plant at Precast factory, having the separate bins
for different sizes of aggregate, washed sand and cement silos for storage of Ordinary
and White Portland Cement. The batching plant is calibrated and equipped with the
weigh batching machines. The machines shall be cleaned, checked and adjusted
regularly. Frequency of calibration is six months interval for batching plant scales, by
independent service organization approved by the Government Authority or when ever
problem is apparent.
The valid calibration certificate will be maintained at production stage and for full
production duration.
Cement shall be weighed on a separated weight device to that used for the aggregate.
Admixture will be added to the mix through the automatic dispenser.
Concrete shall be batched as per approved Mix Design. Moisture will be checked and
batch water will be adjusted on each day of concrete.
The constituents shall be thoroughly mixed for three minutes minimum before discharge
for pouring. Concrete mixer / bucket shall be cleaned at the end of each pour or at
change of mix design.

Concrete Strength will be checked prior to lifting of unit to verify the design lifting
strength. After Concrete Strength Verification, casting table will be tilted at approximately
80° and with overhead crane the panel will be removed from table. It will be shifted to the
curing yard, where it will be covered by polythene sheet and water cured for at least 7
days or as instructed by the Engineer.
The precast element will be stored and protected to prevent contact with soil, staining
and physical damage.
The elements will be stored with non-staining resilient supports.
The elements will be stored on firm, level and smooth surface to prevent cracking,
distortion, wrapping or other physical damage.
Identification marks will be visible on stored units.
Finishing Yard:
The surface of each precast element will be checked. Any blow-hole or air void on
surface, chamfer will be repaired as per approved repair method statement and material.
Any damages during handling and erection will be repaired as per approved repair
method statement and material.

The foundations are ready for receiving the precast wall panels.
All concrete tests shall be carried out in accordance with QCS 2010.
1.8.4.7 Erection of Precast Elements:
The location of foundations will be marked on blinding concrete.
Mobile crane shall be used in the erection work.
The precast foundations will be placed at the marked location with the mobile crane.
Then the Wall panel will be lowered through the recess to rest on a footing. Wooden
wages will be fixed in recess to maintain the wall panel in position.
When required, the used braces on both sides of the wall panel will be fastened to
prevent the wall from dislocation.

SRC20 grade concrete shall be done in the post foundations, as shown in the tender
drawings.
The post shall be adequately braced in both directions after insertion into the wet
concrete and support shall be maintained till the concrete is fully hardened.
When erecting fence posts the concrete shall be placed in position before the
commencement of the initial set.
The entire foundation hole shall be filled with concrete, the use of partly backfilled holes
shall not be permitted. Straining posts shall be provided at the ends and corners of
changes of direction or acute variations in level and at intervals not exceeding 150m for
mild steel line wire or 300m for high tensile line wire in straight lengths of fence.
Struts shall be provided at each straining post.
Where there is a change in plan direction of the fence two struts shall be provided.
Intermediate posts shall be provided at intervals measured centre to centre of posts not
exceeding 3.5m.
The number of line wires fixed, shall be as per the approved drawings.
The top wire shall be secured with approximately 75mm below the top of the posts, each
line wire shall be strained tightly and secured to each straining posts by either widening
brackets attached to the post with fixing bolts or high bolt strainers passing through a
hole in the post and secure with a nut and washer.
Attachment to intermediate posts with the exception of the high tensile line wire for which
stirrups are not permitted each line wire shall be secured to each intermediate posts by
one of the following means;

Droppers shall be attached after all wires have been strained and secured in position.
Where sectional droppers are used the ends of all droppers or adjacent levels of wire
shall be fixed to at least one wire common to both levels.
When measured within 14 days of erection the settled tension in the line wire between
straining posts at 100 m apart shall be at least 1.6 kN.

Material that is already stockpiled against the quarry slope shall be considered unsuitable and
shall be moved and stockpiled in an alternative area within the quarry, which will not impact with
the works. It shall be removed by the Excavator (with bucket), Bulldozer, and dump trucks.
The quarry location and the face which has to be stabilised is shown in the below figure:

Surveyor shall mark the limit of the cutting work with stakes and flags, and he shall supervise
and coordinate with Engineer throughout the work. Excavator (with a jackhammer) shall be used
for cutting the limestone. Once the rock is crushed to a certain depth up to the height of a
jackhammer, a bulldozer (with ripper) and excavator (with bucket) shall be used to take out the
crushed material, and it shall be loaded in a dump truck to transfer it in the designated areas.
Cutting in layer by layer shall be carried out as shown in the above figure (in brown color). Site
Engineer with coordination with Surveyor shall supervise the work to maintain the slope during
cutting. Proper access and egress shall be made while working on slope excavation.

Filling works shall be carried out by the dump trucks, bulldozer, grader, water tanker and roller.
Dump truck and loader shall be used to transport fill material, others shall be used to implement
respectively to the works of spreading, leveling, sprinkling and compaction. Rough leveling shall
be done by bulldozer, fine leveling shall be done by the grader. Filling shall be in layers not
exceeding 150mm compacted thickness, or 250mm uncompacted thickness.
The rolling should be carried out by Roller in an axis parallel to the quarry wall, until the soil
reaches the required density. In crowned sections, rolling shall start from both edges of the road
in the direction of the road axis. In order to compensate or the amount of water loss from
evaporation during the course of compaction, additional quantities of water shall be added
as required. Proper access and egress shall be made while filling works. The material used in
the filling works shall be as per the Project Specifications- QCS2010 amendments/additions, 1st
issue Clause 3.3.2. Testing shall be done as mentioned in the Project Specifications- QCS2010
amendments/additions, 1st issue Clause 3.10.

ALCAT’s hazard identification, Risk Assessment, Control and Management procedure is set on
international HSE management standard. Our objectives is to identify the hazards associated
with the various job works involved in our constructional activities, eliminate the hazards
wherever possible by appropriate means meeting the health and safety standards. And to
propose and institute control measures and recovery procedures necessary for the remaining
hazards.
Where any of the following activities are performed in the site specific and detailed Job hazard
analysis and risk assessment will be done:
All risk assessment and JHA will be well implemented, documented and review regularly making
sure it meet and suit the job/task being carried out. Below is the procedure for our risk
assessment and JHA:

Step 1 - Identify the hazards: Spot hazards (anything that have the potential to cause harm)
by walking around your workplace, asking your employees what they think, observation,
checking manufacturers’ instructions manuals.
Step 2 - Decide Who might be harmed and how? : Identify groups of people who might be
harmed and how the hazard could cause harm such as regular works, visitors, suppliers, client
and the public.
Step 3 Evaluate the Risk and Decide on Precaution/control Measures? : Evaluate the risks
(risk: likelihood of a hazard causing harm and it severity) using risk matrix.

List what is already in place to reduce the likelihood of harm or make any harm less serious. For
areas that required further actions, adequate control measure should be put in place making
sure that you have reduced risks ‘so far as is reasonably practicable’. Choose your control
measures using the hierarchy of hazard control;
Elimination Get rid of the harm or prevent the risk (best outcome)
If this is not possible:
Substitution Replace hazardous materials, equipment, chemicals with something less
harmful; and/or
Isolation Separate people from harm, for example using barriers
Engineering Separate people from the harm, change the physical working
environment, for example, by redesigning work, plant, equipment,
components or premises; and/or
Administration Establish administrative procedures such as work method statements,
safety instructions and provide staff with training in them; and/or
PPE Use protective clothing
Step 4 Record your Findings and Implement them: Record your findings, prioritize and deal
with those hazards that are high-risk and have serious consequences first.
Step 5 Review your Assessment and Update if necessary: Review your assessment to
make sure you are still improving. If there is a significant change in your workplace such
procurement of new machines &plant, change in system of work, new legislations then check
your risk assessment and where necessary, amend it.

All risk assessment of our major activities using the above five risk assessment steps
Job Hazard Analysis:
A Job Hazard Analysis shall be carried out on all our construction and maintenance job tasks,
which have potential health, safety and/or environmental risks and shall be carried out prior to
commencement of work, to identify hazards and to identify the measures necessary to control
them. The purpose of the JHA is:
Reveal ways in which injuries/incidents could occur and highlight awareness of those hazards
and necessary precautions to be taken;
Suggest methods of modifying or changing the tasks to reduce or eliminate the hazards
identified:
Produce better perception and communication of the requirements of task planning and
safety awareness of all personnel in the work team;
Lead to supervisory instructions that are clear and easily understood by all team
members and correctly detail the method of performing the task in a safe manner.
Below are the stages for Job Hazard Analysis for all job tasks:
1. Identify the job to be analyzed.
2. Review the Hazard Register or existing JHA’s.
3. Beak the job down into steps.
4. Identify the hazards and threats associated with each step and who or what might be
harmed.
