1.0 METHOD STATEMENTS

1.1 INTRODUCTION & PROJECT OVERVIEW:


Project QN004 - “Roads and Infrastructure Al Khor Industrial Area – Package 5” forms part of
the PWA / Ashghal Local Roads and Drainage Programme (LR&DP).
Al Khor is an existing town located approximately 60kms to the north of Doha City in Al Khor / Al
Dhakhira Municipality and in Zone 75 of the Qatar Area Referencing System (QARS).
The proposed new Al Khor Industrial area is located off the Umm Birka Road (Expressway)
approximately 10kms west of Al Khor Town and is an original MMUP project that was
established and approved as a Concept in 2009.
The Project QN004 – “Roads and Infrastructure Al Khor Industrial Area” has been designed as
three separate packages of work, which will be procured via three separate construction
contracts. Package 5 is one of the Project in it. The site location is shown below in figure#1:

1.2 SCOPE OF WORK


The scope of this Memorandum of Procedure is to provide work procedure for construction of
Project which includes:
1.2.1 Boundary Wall Works:
The Al Khor Industrial Area site is to be enclosed by a boundary wall. The extent of the wall,
together with locations of the final Industrial Area accesses is indicated in above figure#1.

The boundary wall will be constructed from precast reinforced concrete elements comprising
2.6m high precast panels spanning between columns that cantilever up from simple precast
concrete pad foundations. The foundations and columns are at typically 6m spacing. Note, the
pad foundations can also be constructed using in-situ reinforced concrete.

We are responsible for the detail design of all of the following precast elements:
 Precast reinforced concrete foundations or in-situ reinforced concrete foundations;
 Wall panels; and
 Columns

1.2.2 Quarry Stabilisation Works:


The southern boundary of the Al Khor Industrial Area runs along the edge of a disused quarry,
in accordance with requirements issued by the Ministry of Environment, the existing quarry
slope requires stabilisation.
Any existing material stockpiled against the slope will require removal and stockpiling in an
alternative area within the quarry. The quarry slope treatment will comprise:
 Excavation to a 1V: 1H slope along the slope face, this excavated slope will be left in a
typically natural condition and not ‘smoothed’.
 Within two discrete areas of the quarry, the slope will be excavated back into benches,
before a traditional earthwork slope is constructed to allow the provision of an
acceptable stand-off distance between the edge of the ROW and the top of the quarry
wall. The slope will be constructed at an angle of 1V: 3H.

1.2.3 Strained Wire Fence:


 A strained wire fence will be installed at 3m distance from the toe of all slopes with two
access gateways.

1.3 PERMITS AND LICENSES:

Alcat will obtain all the necessary licenses, permits and approvals from the relevant
Authorities for the obtained project to commence and continue the work without any
stoppage, as mentioned in Volume2, Schedule A, Part C. Below is the list of required on-
going Permits/NOCs relevant to the project:
 Temporary land for contractor’s laydown and site offices
 Land acquisition for boundary wall
 Existing farm wall and gate conflict with the boundary wall
 Land for quarry stabilization

Below is the list of approved Permits relevant to the project:


 Environmental permit - We shall perform geological mapping exercise satisfying
Environmental Permit conditions.
 Geotechnical Investigation Permit

Below is the list of obtained NOCs relevant to the project:

1.4 MOBILIZATION:

The mobilization will commence upon possessing the site. We will prepare site logistic and
obtain required approval from Engineer, and required permits from the Authorities. The site
mobilization will include the following, but not limited to:
 The sign boards.
 The contractor and Engineer site offices.
 Temporary site facilities such as electricity, water supply, drainage, etc.
 Health and rest areas for Labors.
 Stores for Materials.
 Any other Requirements.
Also Alcat shall prepare any Pre-request Submittals, such as:
1. Human Resources:
1.1. Organization chart and administrative staff list for approval.
1.2. Subcontractors Logs.
2. Construction Machinery and Equipment will be listed and submitted for approval.
3. Samples of materials and sources will be submitted for approval before supply to the
site.
4. Quality & HSE plans will be submitted for approval.
5. Method statement, construction sequences and programme will be submitted for
approval.
6. Take over the surveying control points provided by the Employer, and built survey
control network/benchmarks.
7. Submit Shop Drawings Submittals and approvals Logs.
8. Site mobilization (preparing the site layout & logistic plan for approval).
9. Commercial Submissions:
9.1. Submit advance payment guarantee, performance bond, and insurances as
stipulated in the contract.

9.2. Obtain any required regulatory and statutory approvals from concerned
authorities for the project.

1.5 REFERENCE DOCUMENTATION


All project activities/works shall be executed in accordance with the specifications, regulations,
notices, circulars, applicable codes and other contract binding by the PWA (where applicable),
and its assigned and approved programme management contractors and general engineering
consultants. Following below, but not limited to, shall be used:

1.6 DRAWINGS & SKETCHES


We shall prepare at the beginning of the project list of required shop drawings for different areas
and different types of work. The mentioned list will be recorded in log forms and linked to the
construction program to show the dates required for the job.
Detailed construction drawings, except precast element design drawings, shall be received from
Consultant, it will be reviewed to identify any omissions or queries. We are responsible for the
detail design of all of the precast elements. Design drawings shall be prepared and submitted to
the Engineer for approval. Precast element work shall not be started prior to received the
approved construction drawings.
We strongly believe in the active role of the coordination during both the Engineering and
Construction phase of the Project. According to the requirement of the project, all Engineering
needs will be fulfilled prior to start of work.
Also, sketches will be prepared for quick and simple clarifications and to facilitate the flow of
work.

1.8 DETAILED METHOD STATEMENTS

1.8.1 GROUND INVESTIGATION


In ground investigation, geological mapping shall be carried out to satisfy the conditions of the
Environmental Permit for the project, a geological mapping exercise of the quarry face shall be
undertaken, in its existing condition. The exercise shall be undertaken to determine the rock
quality in this area and to assess whether there has been any damage to the rock, resulting
from blasting activities. The mapping exercise should include rock strata descriptions, together
with structural geological information, such as dips, strikes, fracturing, etc. where possible. The
slope mapping shall be undertaken by a suitably qualified geologist or geotechnical engineer.

1.8.2 DEMOLITION/SITE CLEARANCE


1.8.2.1 General:
We shall excavate and remove surface material such as articles, debris, windblown sand,
vegetation and any other unsuitable material in the areas and to the thickness instructed by the
Engineer. Clearing and grubbing shall be restricted to the removal of surface material and
debris, including quarry run material stockpiled against the existing quarry face and the
construction debris stockpiled in the quarry base and shall not include the excavation of natural
ground unless directed by the Engineer. The removed material shall be loaded and transported
to an approved dumping area.

The removed material shall be loaded and transported to an approved dumping area. In the
case of the quarry run material against the quarry face and the construction debris, the
approved dumping area shall be in an alternative area within the quarry, outwith the project
area.

All surface objects, trees, stumps, roots and other protruding obstructions not designated to
remain shall be grubbed and cleared as follows:
 In areas inside of the grading limits of cut and embankment areas, stumps and non-
perishable solid objects shall be cut off not less than one metre below the subgrade level
in the area.
 In areas outside of the grading limits of cut and embankment areas, stumps and non-
perishable solid objects shall be cut off not less than 500 mm below finished ground
level.
 In areas to be rounded at the top of cut slopes, stumps shall be cut off flush with or
below the surface of the final slope line.
 Grubbing of pits and ditches will be required only to the depth necessitated by the
proposed excavation within such areas.
 Except in areas to be excavated, stump holes and other holes from which obstructions
are removed shall be backfilled with suitable material and compacted.
 Where designated, we will carefully remove existing trees and carefully transport these
to a location designated by the Engineer and in coordination with Municipality of Garden
Section.

 Removal of stockpiles that interfere with the project works, including material piled
against the existing quarry wall and end tipped construction and general waste dumped
within the quarry base.
1.8.2.2 Disposal of Materials:
Materials removed, but not recovered shall be disposed of in a lawful manner at approved
dumping areas and it shall be disposed off within 50km of the Project Site, as mentioned in
Project Specifications. Contractor shall be responsible for obtaining the location of the dumping
area as well as the necessary permits and approvals from the relevant authorities.
1.8.2.3 Protection to Existing Services and Installations:
 Operations shall be conducted in such a manner as to avoid hazards to persons,
property and vehicles. After work is started on any structure, work on that structure shall
be continued to completion promptly and expeditiously.
 Services to unused installations shall be safely disconnected before demolition.
Notification of disconnection shall be given to the appropriate authorities.
 Drains, manholes and gullies that are to remain shall be protected and kept clear of
debris at all times. They shall be left clean and in working order.
 Details of any underground caverns, chambers, wells or voids discovered during the
demolition operation shall be reported to the Engineer. Dangerous openings shall be
protected and illuminated.
 The quantity of dust in the atmosphere shall be minimized by spraying the demolition
and stockpile removal works with water.
1.8.2.4 Equipment to be used:

1.8.3 REMOVAL & REPLANTING OF EXISTING TREES


1.8.3.1 Excavation Pits for Palms and Trees at New Location

Excavation of pits shall begin after the new locations are specified and marked. Size of the pits
shall be 1500mm x 1500mm x 1500mm for Trees, and 2000mm x 2000mm x 2000mm for
Palms. Excavators and dump trucks shall be used for excavation of palms and trees pits and
carting way the debris respectively.
1.8.3.2 Preparation of Soil Mix & Distribution

Following materials shall constitute planting Soil Mix proportions by volume:


a. Dune sand.
b. Sweet Soil.

c. Compost- Organic amendment shall be animal manure, de-odorized and pre-packed in


25 liters plastic bags.

The above material in the soil mix shall be brought to the site in quantities as required and shall
be stored at an approved location for mixing in the site.
Mixing proportion of the components (by volume of Dune Sand: Sweet Soil) shall be as follows:

For Palms & Trees 8:2


For palms and trees, compost shall be incorporated to the soil at top 300mm after 3 months
from the date of planting, once the trees and palms establish new root system. Sulfur coated
slow release compound fertilizer (16:18:5+Fe) shall be applied after planting. Rate of application
shall be 100gms per palm, and 50gms per tree.
Shovel shall be used for mixing the components of the planting soil mix and dump trucks shall
be used for transporting the planting soil mix from the mixing location to the planting areas.

1.8.3.3 Removal Works for Palm Trees:

Root zone of the palm tree shall be watered thoroughly before excavation is taken up. When the
root zone soil is moderate moisture content, just adequate to hold the soil together as the root
ball, excavation shall commence.
Draw a circular line with 700mm radius from the base of the palm tree and mark the line with
chalk powder.
Excavation of palm shall begin along the marked circular line using a backhoe attachment of the
excavator machine, ensuring the bucket movement is an outward motion.
The excavation shall be to a depth of 750mm minimum all around the palm trees. Exposed roots
shall be trimmed, but not closer than 250mm from the trunk, and the root ball shall be shaped
manually into a cone shape. Boom truck shall be used in the operation for holding the tree while
digging and for removal works.
The growing bud shall be protected by wrapping the fronds with hessian cloth and tied properly.
Now palm tree is ready for transportation to the area as designated by the Main Contractor.

1.8.3.4 Removal Works of Trees:

Draw a circular line with 500mm radius from the base of the trees and mark the line with chalk
powder.
Excavation of trees shall begin along the marked circular line using a backhoe attachment of the
excavator machine, ensuring the bucket movement is in at outward motion. The root ball shall
be tapered towards the tip. The Excavated trees shall be loaded onto a boom truck/low bed
trailer using a crane and shall be transported to the re-location area as per instructions of the
Engineer in coordination with Garden Section Municipality.

1.8.3.5 Transportation of Palms, and Trees:

Palm and trees shall be carefully lifted up by crane without any damage to the root ball. After
completion of loading, they shall be covered by shade cloth for protection from drying by wind

and sun during transportation.

1.8.3.6 Planting Palm:

The palm tree pits shall be watered for setting of soil mix. Volume of soil equal to the size of the
root ball shall be removed from center of the palm tree pit. The palm tree shall be lifted by a
hydraulic crane and the root ball shall be placed at the center of the pit. After aligning the palm
at the center of the pit holding by the crane, soil mix shall be placed though the sides of the root
ball. Water shall be poured direct into the soil mix along with the placing to ensure that the soil
gets into all parts of the root ball. The slings from the crane shall be removed while the soil mix
is compacted lightly with hand tamping tools to secure the palm in the pit as well as to remove
air pockets.
Guying wires shall be used for bracing the palm trees. There shall be three turn buckle
arrangements for making adjustments to the bracing.

1.8.3.7 Planting Trees:

The tree pits excavated in the relocation area and filled with soil mix shall be watered for settling
of soil mix. The trees shall be positioned at the center of the pit and soil shall be removed to
accommodate the root ball of the tree. The tree shall be placed in the pit and soil shall be placed
around the root ball and shall be compacted manually. Adequate care shall be taken to avoid
damages to the roots and also to eliminate air packets. The trees shall be irrigated immediately
after planting.

1.8.4.1 Survey Works


 Experienced & professional survey personnel will be engaged for commencing the
works.
 Accurate survey data will be provided using the survey instruments (Calibrated) such as
total station survey instrument and leveling survey instrument.
 Calculated and set out of all survey lines and points will be provided on site before
preceding the work.
 According to existing benchmark referred from the Qatar National Height Datum &
QND95 Grid System, three temporary control points have been established.
 Then, the survey team will make a complete survey record and take levels of the site
upon which the setting out for the works shall be based in accordance to the approved
drawing.

1.8.4.2 Trial Pits


 Before any excavation works, trial holes or pits shall be carried out to locate and confirm
the existing utilities, if required. Cable scanner/ detector will be used to identify the
presence and location of underground utilities. Once utilities were identified, labours are
used to expose manually the buried pipes.

1.8.4.3 Excavation at Site


 The excavation shall be carried out to the lines, grades and levels as shown on the
drawings.
 The excavation shall be carried out using mechanical excavators with a jackhammer.
Excavated unsuitable material shall be disposed off at the designated areas or as
directed by the Engineer. If excavated material is suitable to reuse in the backfilling
work, permission shall be taken from Engineer prior to the use of suitable excavated
material. This suitable material shall be piled up nearly to the work with the permission of
an Engineer.
 It shall be excavated with vertical sides to the width, lines, grades and depths as per the
approved drawings.
 Any over excavation done shall be backfilled with suitable fill material and completed in
accordance with QCS 2010 –Section 6 Part 3 (Earthworks).
 Loose materials will be removed from the edge of the excavation.

1.8.4.4 Blinding Concrete Placement:


 Prior to blinding preparation, the formation level of the base shall be compacted using
plate compactor.
 Install formworks by marking the coordinates points marked by the surveyor.
 Wooden formwork shall be used for blinding concrete.
 Formworks shall be fixed in level and align vertical.
 Before the concrete is placed, surface shall be cleaned and ready for concreting.
 Concrete will be casted direct from concrete mixers by using mixer chutes.
 The blinding concrete will be leveled by trowel.

 The exposed surface of blinding concrete will be trowelled, cured using clean water.

1.8.4.5 Production of Precast Boundary Wall Panels (Foundation/Columns/Wall):

Shop Drawings:
 Shop Drawing of Precast foundations, column and wall panel shall be prepared, which
will be showing the lifting hook, cross-section, reinforcement, fixing accessories,
elevation and layout plan will be prepared and submitted for approval.
Sample:
 After the approval of shop drawings, a full size sample panel for foundations, columns
and wall panel will be cast and offered for inspection and approval prior to start the
regular casting. The approved mock up will be referred for quality and workmanship for
acceptance.
Mould Fabrication:
 After the approval of shop drawings and sample, the moulds for precast elements will be
prepared according to the approved shop drawings and the Engineer would be
requested to inspect before proceeding for the regular casting.

 Steel mould will be fabricated in a fabrication yard on steel casting tables. The casting
tables are under the shades and fitted with hydraulic jacks and vibrators, the finished
product will be straight, smooth and true to size and shape.
Preparation of Reinforcement:
 Reinforcement cages will be prepared according to the approved shop drawings and
kept ready one day in advance for inspection prior to cast of each type of element. After
preparing the mould reinforcement will be placed in the mould and cover will be
maintained as per approved shop drawings.

 Quality control plan will be implemented to assure the accuracy, proper work sequence
and maintain quality at each stage of production. One experienced supervisor will be
assigned full time to provide QC for such works.

Trial Mix & Mix Design Approval:


 The trial mix design will be conducted for required concrete strength for different
proportions of materials. The cubes of these trial mixes will be crushed @ 1, 7 and 28
days. On the basis of result of crushing strength of above cubes, the mix design will be
submitted to Engineer for approval. A list of material source along with laboratory test
reports will be submitted to Engineer with the proposed mix design.

Mould Preparation For Casting:

 All the Moulds will be assembled on casting tables. Mould release agent will be applied
for all moulds.
 Then the steel cage will be placed in the mould and proper cover will be maintained.

 Lifting hooks / sockets / inserts will be fixed with reinforcement as per approved shop
drawings.

Concrete Batching & Mixing:

 Concrete will be batched on batching plant at Precast factory, having the separate bins
for different sizes of aggregate, washed sand and cement silos for storage of Ordinary
and White Portland Cement. The batching plant is calibrated and equipped with the
weigh batching machines. The machines shall be cleaned, checked and adjusted
regularly. Frequency of calibration is six months interval for batching plant scales, by
independent service organization approved by the Government Authority or when ever
problem is apparent.
 The valid calibration certificate will be maintained at production stage and for full
production duration.
 Cement shall be weighed on a separated weight device to that used for the aggregate.
Admixture will be added to the mix through the automatic dispenser.
 Concrete shall be batched as per approved Mix Design. Moisture will be checked and
batch water will be adjusted on each day of concrete.
 The constituents shall be thoroughly mixed for three minutes minimum before discharge
for pouring. Concrete mixer / bucket shall be cleaned at the end of each pour or at
change of mix design.

Transportation and Placing of Concrete:


 After the inspection and approval of reinforcement, lifting sockets and cast in inserts, the
concrete will be batched and shall be transported from batching plant to casting yard by
transit mixer.
 Slump and temperature of Concrete from every transit mixer will be checked and if within
specified limits then concrete will be poured in the mould. The following procedure
observes during the concrete pouring.

 The concrete will be poured in maximum of 150mm thick layer.


 Each layer will be properly compacted.
 Care will be taken to avoid segregation.
 The drop height of concrete shall not exceed 1.50 meter.
 The gap between pouring of each layer will not exceed 30 minutes.
 After completion of pouring and surface trowelling the exposed surface of concrete
will be covered by a polythene sheet to avoid the moisture loss.

De-Moulding, Lifting and Curing:


 As the precast elements will be cast on steel tables, fitted with hydraulic jacks, which can
be tilted up to 80-85 degree. So the lifting of all precast elements from casting table shall
be vertical. Concrete cube samples will be taken during casting to verify the concrete
strength of precast prior to lifting as well as for crushing at 7 & 28 days. Next day of
concrete pouring, the formwork from sides of mould will be removed. Identification no. of
Panel will be marked on the side, so that it is visible during stacking and transportation.

Concrete Strength will be checked prior to lifting of unit to verify the design lifting
strength. After Concrete Strength Verification, casting table will be tilted at approximately
80° and with overhead crane the panel will be removed from table. It will be shifted to the
curing yard, where it will be covered by polythene sheet and water cured for at least 7
days or as instructed by the Engineer.

Storage of Precast Elements:

 The precast element will be stored and protected to prevent contact with soil, staining
and physical damage.
 The elements will be stored with non-staining resilient supports.
 The elements will be stored on firm, level and smooth surface to prevent cracking,
distortion, wrapping or other physical damage.
 Identification marks will be visible on stored units.
Finishing Yard:

 The surface of each precast element will be checked. Any blow-hole or air void on
surface, chamfer will be repaired as per approved repair method statement and material.
Any damages during handling and erection will be repaired as per approved repair
method statement and material.

Delivery and Handling of Precast Elements


Precast elements will be transported to the site on a flatbed trailer fitted with a steel frame to
avoid any damage of panel due to movement and will be fixed tightly with the belt on the trailer.
 All lifting equipment shall be inspected by a competent person prior to the lifting
activity.
 No precast element will be lifted without the lifting plan procedures.
 The plan will detail the type of lifting equipment and lifting accessories to be used.
 All certificates relating to the lifting equipment and accessories will be checked
before lifting operations commence.
 Lifting plan and certificates shall be available on site.
 The precast units will be delivered to the project site to assure the continuity of
erection.
 Delivery schedule of precast elements will be coordinated with the Site engineer in
preparation to receive the units for installation.

1.8.4.6 Construction of cast in-situ foundation:


 The location of footings will be marked by surveyor on blinding concrete.
 Form works are placed in position according to approved drawings in line with the levels
and lines given in approved construction drawings.
 Reinforcement for the boundary wall footings are fixed according to approved
construction reinforcement drawings.
 The shuttering and steel reinforcements are checked to proceed with casting.
 Ready mixed concrete is poured into the form works and finished as required.
 The concreted footings are cured for duration of 7 days.

 The foundations are ready for receiving the precast wall panels.
 All concrete tests shall be carried out in accordance with QCS 2010.
1.8.4.7 Erection of Precast Elements:
 The location of foundations will be marked on blinding concrete.
 Mobile crane shall be used in the erection work.
 The precast foundations will be placed at the marked location with the mobile crane.
 Then the Wall panel will be lowered through the recess to rest on a footing. Wooden
wages will be fixed in recess to maintain the wall panel in position.
 When required, the used braces on both sides of the wall panel will be fastened to
prevent the wall from dislocation.

1.8.4.8 Grouting Works


 After precast wall panel has been leveled, aligned and followed by the procedures for
grouting, the recess in footing will be grouted with cement/sand grout added with non-
shrink additive material up to the bottom of wooden wedge.
 The method of mixing and applying of grouting will be as per manufacturer’s procedure.
 The next day of grouting, wooden wedges will be removed and with the same grouting
material remaining area uncovered will be filled.
 On completion of grouting operation, cover the exposed area by wet hessian and
polythene sheet

1.8.4.9 Sealing Joints


 Prepare the material for sealing of joints in between precast wall. Prior to the application
of sealing the joints, surfaces shall be free from any grease, dust laitance and other
adhering particles must be removed.
 Apply the mastic sealant using the applicator gun in a straight line along the edge of the
wall and keep it steady and firm. Run the sealant along the length of the wall panel edge
until reach the end or in a corner. When finish applying the mastic sealant, use spatula
for an application to evenly lay out the finish sealant.

1.8.4.10 Waterproofing Works


 The concrete surface shall be free from any moist, dirt and deleterious material prior to
application of bituminous paint.
 Two coats of bituminous paint shall be applied on the surface which will be in contact
with the ground. It shall be applied in accordance with the manufacturer specifications
and procedures.
1.8.4.11 Backfilling and Compaction
 Approved backfilling material shall be used or if excavated material is suitable for usage,
then it shall be placed carefully around the structures and thoroughly compacted to
prevent any damage to the precast foundation.
 Each lift shall be of 150mm thick compacted layers, and it shall be compacted using a
plate or walk behind compactors.

1.8.4.12 Painting Works (if required)


 Examine substrates with applicator for compliance with the paint requirements. All
unsatisfactory conditions will be repaired prior to the start of works and surfaces
receiving paint must be thoroughly dry.
 A mobile tower scaffold is to be used for work at height.
 When working at height, safety officer shall properly check and ensure the scaffoldings
are in place. No painting to be carried out from ladders.
 Provide “WET PAINT” signs to protect newly painted finishes.
 Clean all surfaces to receive paint prior to the start of the works, to ensure that no
substances such that may impair the bond which left on the wall. Mechanical cleaning of
the metal surface will be applied using a sand paper.
 Painting will not be done when surfaces are moist or greasy. Also, when the temperature
is less than 3°C above dew point or the humidity is higher than 85%. Painting shall also
be avoided if the climate is windy.
 Filling/Sealing shall be done if there are any spots/voids in the concrete surface. Surface
shall be made smooth using sand paper.
 The surfaces to be primed will be dry and thoroughly cleaned prior to the application of
the paint material. Primer shall be applied as per the manufacturer’s specification and
procedures.
 After primer, first coat of paint shall be started by roller. The film thickness and spreading
rate of each layer should be as per manufacturer’s specifications and procedures.
 Drying time is dependent on the environmental conditions, normally with temperature of
40°C the minimum dry time is 2 hours prior to the application of the next coat or as per
the instruction of the Engineer.
 Each coat will be cleaned and free of dust prior to the application of the next coat.
 Rollers shall be of the type and quality required to provide the proper application and
finish of the coat.
 Each coat will be applied uniformly over the entire surface. Runs, drips and sags will be
avoided, if occur, they will be removed and the surface will be recoated.
 On irregular surfaces, edges will be coated first.

1.8.4.14 Safety during Lifting of Precast Elements:

 Cranes will be tested for safe working load from independent authority.
 No operation shall take place without an appointed and identifiable signalman.
 All lifting tackle shall be in good condition and free from any obvious defect and noted
with its safe working load.
 Personnel Protective Equipment (P.P.E.) will be provided to all workers at site for their
safety.
 Test Certificate of Lifting Tackles and crane shall be available during operation.
 Crane operators must be trained, competent for the task.

1.8.5.1 Survey Works


 Well experienced & professional Survey personnel will be engaged for commencing the
works. Accurate survey data will be provided using the survey instruments such as total
station survey instrument and leveling survey instrument. Calculated and set out of all
survey lines and points will be provided on site before preceding the work. According to
existing benchmark referred from the Qatar National Height Datum & QND95 Grid
System, a temporary bench mark will be established. Then, the survey team will make a
complete survey record and take levels of the site upon which the setting out for the
works shall be based.
 The proposed location of fence lines, gates and terminal posts with suitable stakes will
be installed by the surveyor.

1.8.5.2 Excavation Works


 Excavation shall be done by the excavator (bucket and hammer), and excavated
material shall be disposed off from dump trucks and trailers at the designated areas.
 Excavation will be carried out to the lines, grades and levels as shown on the drawings.

1.8.5.3 Strained Wire Fencing Installation & Concreting

 SRC20 grade concrete shall be done in the post foundations, as shown in the tender
drawings.
 The post shall be adequately braced in both directions after insertion into the wet
concrete and support shall be maintained till the concrete is fully hardened.
 When erecting fence posts the concrete shall be placed in position before the
commencement of the initial set.
 The entire foundation hole shall be filled with concrete, the use of partly backfilled holes
shall not be permitted. Straining posts shall be provided at the ends and corners of
changes of direction or acute variations in level and at intervals not exceeding 150m for
mild steel line wire or 300m for high tensile line wire in straight lengths of fence.
 Struts shall be provided at each straining post.
 Where there is a change in plan direction of the fence two struts shall be provided.
 Intermediate posts shall be provided at intervals measured centre to centre of posts not
exceeding 3.5m.
 The number of line wires fixed, shall be as per the approved drawings.
 The top wire shall be secured with approximately 75mm below the top of the posts, each
line wire shall be strained tightly and secured to each straining posts by either widening
brackets attached to the post with fixing bolts or high bolt strainers passing through a
hole in the post and secure with a nut and washer.
 Attachment to intermediate posts with the exception of the high tensile line wire for which
stirrups are not permitted each line wire shall be secured to each intermediate posts by
one of the following means;
 A wire stirrup pass through a hole in the posts secured to the
 A hairpin stapled post through a hole in the post and the ends twice bent over
 A line wire pass through a hole in the post

 Droppers shall be attached after all wires have been strained and secured in position.
 Where sectional droppers are used the ends of all droppers or adjacent levels of wire
shall be fixed to at least one wire common to both levels.
 When measured within 14 days of erection the settled tension in the line wire between
straining posts at 100 m apart shall be at least 1.6 kN.

details.
 It shall be fixed at site by the Crane.

1.8.7 QUARRY WALL STABILISATION:


1.8.7.1 General:
Earthworks required to construct the amendments to the quarry face, comprising removing
unsuitable materials from the vicinity of the existing quarry face, excavations of the quarry face
to the specified angle, processing of the excavated material to meet the project requirement for
engineered fill, excavation prior to the backfilling and placing and compacting of the selected
material in the batter slope.

Material that is already stockpiled against the quarry slope shall be considered unsuitable and
shall be moved and stockpiled in an alternative area within the quarry, which will not impact with
the works. It shall be removed by the Excavator (with bucket), Bulldozer, and dump trucks.
The quarry location and the face which has to be stabilised is shown in the below figure:

1.8.7.2 Quarry Stabilisation:


1.8.7.2.1 Excavation for Cutting
All superficial deposits shall be removed by using bulldozer (with ripper), and deposit material
shall be shifted by using excavator (with bucket) and dump trucks. Excavation to a 1V: 1H slope
along the slope face shall be done by using an excavator (with a jackhammer) and tracked
bulldozer (with ripper), the excavated slope will be left in a typical natural condition and not
‘smoothed’. Excavation for cutting methodology is shown in the below figure:

Surveyor shall mark the limit of the cutting work with stakes and flags, and he shall supervise
and coordinate with Engineer throughout the work. Excavator (with a jackhammer) shall be used
for cutting the limestone. Once the rock is crushed to a certain depth up to the height of a
jackhammer, a bulldozer (with ripper) and excavator (with bucket) shall be used to take out the
crushed material, and it shall be loaded in a dump truck to transfer it in the designated areas.
Cutting in layer by layer shall be carried out as shown in the above figure (in brown color). Site
Engineer with coordination with Surveyor shall supervise the work to maintain the slope during
cutting. Proper access and egress shall be made while working on slope excavation.

1.8.7.2.2 Filling Works:


Benched Rock Face
The existing quarry face would require benching in order for the placed fill to key into the slope
and reduce the risk of slip circle development and subsequent slope failure. First benched rock
face shall be prepared by using excavator (with a jackhammer) for cutting, and bulldozer (with
ripper) and excavator (with bucket) shall be used to load crushed material in the dump trucks,
which further be transferred to the designated areas. Site Engineer with coordination with
Surveyor shall supervise the work to maintain the slope in the benched rock face. Where
benches are constructed prior to placement of the embankment fill, these shall not be trimmed
in order to allow the development of friction between the benched slopes and the placed fill.
Proper access and egress shall be made while making the benched rock face.

Filling layer by layer (Batter Slope)


After completion of benched rock face, placement of fill would be undertaken in layers of no
greater than 250mm uncompacted thickness, using appropriate granular fill. The material would
require moisture conditioning and rolling to form engineered layers. The newly formed slope
would be finished with a batter of approximately 18° (3H:1V).

Filling works shall be carried out by the dump trucks, bulldozer, grader, water tanker and roller.
Dump truck and loader shall be used to transport fill material, others shall be used to implement
respectively to the works of spreading, leveling, sprinkling and compaction. Rough leveling shall
be done by bulldozer, fine leveling shall be done by the grader. Filling shall be in layers not
exceeding 150mm compacted thickness, or 250mm uncompacted thickness.
The rolling should be carried out by Roller in an axis parallel to the quarry wall, until the soil
reaches the required density. In crowned sections, rolling shall start from both edges of the road
in the direction of the road axis. In order to compensate or the amount of water loss from
evaporation during the course of compaction, additional quantities of water shall be added
as required. Proper access and egress shall be made while filling works. The material used in
the filling works shall be as per the Project Specifications- QCS2010 amendments/additions, 1st
issue Clause 3.3.2. Testing shall be done as mentioned in the Project Specifications- QCS2010
amendments/additions, 1st issue Clause 3.10.

1.10 HSE HAZARD IDENTIFICATION AND RISK MANAGEMENT PROCESS

ALCAT’s hazard identification, Risk Assessment, Control and Management procedure is set on
international HSE management standard. Our objectives is to identify the hazards associated
with the various job works involved in our constructional activities, eliminate the hazards
wherever possible by appropriate means meeting the health and safety standards. And to
propose and institute control measures and recovery procedures necessary for the remaining
hazards.

Where any of the following activities are performed in the site specific and detailed Job hazard
analysis and risk assessment will be done:

All high-risk construction work, such as:


Involving excavation to a depth greater than 1.5 metres,
 Working in confined space.
 Near traffic or mobile plant,
 Around electrical installations and underground utilities.
High sources of hazards such as:
Manual handling
 Use, installation, inspection and/or repair of plant and equipment
 Working at heights
 Vehicle movement on site
 Electrical work
 Traffic control
 Underground utilities
 Overhead utilities
 Noise
 Paving/laying of hot asphalt

All risk assessment and JHA will be well implemented, documented and review regularly making
sure it meet and suit the job/task being carried out. Below is the procedure for our risk
assessment and JHA:

Risk Assessment: is a formal process of identification of hazards related to job task,


assessing/evaluating the level of risk associated with the hazards and proposing adequate
controls to eliminate or reduce the level of risk as low as reasonably practicable.
ALCAT aim of carrying out risk assessment process is to eliminate hazards or reduce the level
of its risk by providing adequate precautions or control measures, as necessary, creating a safer
and healthier workplace. Risk assessment is very important as it form an integral part of ALCAT
occupational health and safety management system. Which help us to:
Create awareness of hazards and risks.
 Identify who may be at risk (employees, visitors, contractors, the public, etc).
 Determine if existing control measures are adequate or if more should be done.

Five Steps of Risk Assessment

Step 1 - Identify the hazards: Spot hazards (anything that have the potential to cause harm)
by walking around your workplace, asking your employees what they think, observation,
checking manufacturers’ instructions manuals.
Step 2 - Decide Who might be harmed and how? : Identify groups of people who might be
harmed and how the hazard could cause harm such as regular works, visitors, suppliers, client
and the public.
Step 3 Evaluate the Risk and Decide on Precaution/control Measures? : Evaluate the risks
(risk: likelihood of a hazard causing harm and it severity) using risk matrix.

List what is already in place to reduce the likelihood of harm or make any harm less serious. For
areas that required further actions, adequate control measure should be put in place making
sure that you have reduced risks ‘so far as is reasonably practicable’. Choose your control
measures using the hierarchy of hazard control;
Elimination Get rid of the harm or prevent the risk (best outcome)
If this is not possible:
Substitution Replace hazardous materials, equipment, chemicals with something less
harmful; and/or
Isolation Separate people from harm, for example using barriers
Engineering Separate people from the harm, change the physical working
environment, for example, by redesigning work, plant, equipment,
components or premises; and/or
Administration Establish administrative procedures such as work method statements,
safety instructions and provide staff with training in them; and/or
PPE Use protective clothing

Step 4 Record your Findings and Implement them: Record your findings, prioritize and deal
with those hazards that are high-risk and have serious consequences first.
Step 5 Review your Assessment and Update if necessary: Review your assessment to
make sure you are still improving. If there is a significant change in your workplace such
procurement of new machines &plant, change in system of work, new legislations then check
your risk assessment and where necessary, amend it.

All risk assessment of our major activities using the above five risk assessment steps
Job Hazard Analysis:
A Job Hazard Analysis shall be carried out on all our construction and maintenance job tasks,
which have potential health, safety and/or environmental risks and shall be carried out prior to
commencement of work, to identify hazards and to identify the measures necessary to control
them. The purpose of the JHA is:

Reveal ways in which injuries/incidents could occur and highlight awareness of those hazards
and necessary precautions to be taken;
 Suggest methods of modifying or changing the tasks to reduce or eliminate the hazards
identified:
 Produce better perception and communication of the requirements of task planning and
safety awareness of all personnel in the work team;
 Lead to supervisory instructions that are clear and easily understood by all team
members and correctly detail the method of performing the task in a safe manner.

Below are the stages for Job Hazard Analysis for all job tasks:
1. Identify the job to be analyzed.
2. Review the Hazard Register or existing JHA’s.
3. Beak the job down into steps.
4. Identify the hazards and threats associated with each step and who or what might be
harmed.
5. Assess the potential of each hazard.
6. Develop solutions to eliminate or control the potential hazards.
7. Record the JHA.
8. Review the job on completion and update the JHA as necessary.
