ORDINANCE NO. 6677

AN ORDINANCE WHICH PROVIDES THE ELEMENTARY STUDENTS OF ALL LEVELS

IN ALL PUBLIC SCHOOLS IN CEBU CITY WITH A FREE MEAL EVERY LUNCH DURING
CLASSES DAYS

Section 1. Title.- This ordinance shall be known as “The Free Meal Distribution Ordinance”.

Section 2. Statement of Policy. – The Cebu City Local Government Unit must support and provide
all the students in Public Elementary Schools a free lunch every afternoon. This will be the new
program in the Cebu City which aims to minimize the malnutrition rate in the town. Meals will be
distributed at school during lunch breaks. It would help the parents also of these students in
ensuring that they eat their regular and balanced diet everyday. Nutritionist will be hired per school
to assure and maintain the quality of food which the students consume every lunch breaks.

Section 3. Definition of terms.-Below are the terms defined under this ordinance.
A.) Free- this word under this ordinance meant to express that compensation is
not needed. In other words, parents,teachers,and students will not spend
anything for this because it will be appropriated by the Cebu City Government.
B.) Students- this word under our ordinance means that elementary students in all
public schools in Cebu City.
C.) Everyday – it means that all days in weekdays. From Mondays to Fridays.

Section 4. Who may exercise. – This ordinance will be benefited by all the Elementary students in
all public schools in Cebu City, Philippines.Teacher will help also in distributing free lunch meals to
the students every lunch breaks at school. Parents will make sure that their kids really eat the meal
given to them. In other words, there will always be a collaboration among teachers and parents in
terms of labor force in making sure that the students are really following and eating the diet
program imposed by the nutritionist in every schools.

Section 5. Requirements.- You must follow all the qualifications and non of the disqualifications
inorder to avail the program imposed by the Cebu City Government.

Qualifications : The children must be a bonafide student of that Elementary School. That
the student is a regular student of that school.
Disqualification : The right to a FREE lunch every afternoon will be waived if the students are not
eating it regularly.

Section 6. Special Registration. – All the students in all elementary levels in Cebu City must
enrolled themselves in that school inorder to avail the benefits of this ordinance.

Section 7 . Applicability.- This ordinance shall be applicable throughout the school year in six
consecutive years.

Section 8. Rules and Regulation. – Mandatory claiming of free lunch to students every lunch
breaks is a must. Parents who will not allow their child to eat nutrition foods will be given a certain
sanction by our Department of Social Welfare and Development here in Cebu City.

Section 9. Appropriation.- All the needed things, food ingredients and utensils will be provided by
the Cebu City Government.

Section 10. Separability Clause.- If any part of this provision which may held invalid or
unconstitutional under the 1987 Philippine Constitution, the other parts of the provision which are
valid and constitutional under the same basis shall remain valid ,effective and self executory.

Section 11. Effectivity Clause.- This Ordinance shall take effect fifteen (15) days after its
publication in a newspaper of local or general circulation or posting in at least two (2) conspicuous
places in the province/city/municipality.
