CHAPTER 1THE PROBLEM AND ITS SETTINGIntroduction

Today, most particularly in our country, traffic accidents are really bigproblems that result in uncertain
trouble. They cause not only financial problems and even worse unexpected deaths of some people. Of
course, there are many other causes that resulting accidents. These can be about the faults of driverslike
violation of the traffic rule s, they can be about road factors and also lack of knowledge or sometimes
bad vehicle conditions. Therefore, this particular isabout what cause traffic accidents.!et s take
"ommonwealth #venue $ue%on "ity, which has been called the&'iller (ighway) due to the numerous of
accidents that have occurred there,ranging from car*on*car collisions to pedestrians being killed while
crossing.These accidents can be fatal or non*fatal. The +etro +anila evelopment #uthority -++ #
has implemented laws regulating traffic, specifically onmotorcycles. +otorcycles*related accidents have
been declared as one of theleading causes of deaths in the Philippines. +otorcycles are more prone
toaccidents as they expose their drivers and passengers to twice as much risk thanin four*wheel
vehicles. One of the most important factors about the traffic accidents in"ommonwealth #venue,
$ue%on "ity is the violation of the Traffic rules and

"ommonwealth#venue. 6nefficient and ignorant drivers whoare not experienced enough cause real
problems in traffic. The drivers who gottheir licenses from bad driving courses or schools, cause traffic
accidentsbecause they become drivers without actually having enough knowledge aboutdriving and also
about traffic rules. Therefore, this also makes them becomeresponsible for the undesirable conditions
on the road.The other factor is bad vehicles conditions. 7ome of the drivers do notcheck their vehicles
before starting to operate them, which can eventually resultto road accidents. efective breaks are
one of the most serious and commonmechanical failures that cause car accidents. 8reak pads wear
down over time,and some drivers wait far too long to replace them. 6f a driver can9t stop his or her car
safely, it won9t be long until an accident ensues. efective headlights andtaillights are a much higher
percentage of accidents happening at night thanduring the day, when visibility is down, and drivers
depend on lights to help themsee the road. 6f a vehicle has dim or broken headlights, tail lights, brake
lights or blinkers, it would be very hard for a driver to see or even more dangerous andharder for other
drivers to see them.6n conclusion, traffic accidents do not occur without any reasons. Theycome into
being due to some factors: These can be the factors about drivers,roads or about some rules. #s one can
now see, road accidents along"ommonwealth #venue are mainly based on a man s or driver faults.

the region, with nearly <,=== people dying due to variousroad*related reasons every year. +otorists,
pedestrians, bystanders, and cyclistsare not very safe while using this road. 0ven though the death toll is
2uite high,hundreds of thousands of people use the "ommonwealth #venue every day as itleads to
various important locations within the city. The highway is connected tomain roads leading to "aloocan,
+arikina, 8ulacan, and +anila, which is why itbecame an indispensable part of the >ilipinos daily
commute.The high volume of vehicles passing through "ommonwealth #venue result in fre2uent
roadaccidents? ump trucks, cargo trucks, buses, cars, and other vehicles regularlyusing it, collide while
traversing the length of the highway.The purpose of this thesis is to identify what is the main reason or
reasons of road accidents along "ommonwealth #venue, and also to find out if there areother factors
that contribute to motor vehicle accidents along said"ommonwealth #venue in $ue%on "ity.

Setting of the Study

"ommonwealth #venue formerly known as on +ariano +arcos #venuenamed after the father of
President >erdinand +arcos, is a 1/.; km -<.< mi highway located in $ue%on "ity, Philippines, which
spans from 1= to 1A lanesand is the widest in the Philippines. 6t is one of the maBor roads in +etro
+anilaand is designated as part of adial oad < - *< ."ommonwealth #venue starts from the
$ue%on +emorial "ircle inside the0lliptical oad, and passes through the areas of Philcoa,
Tandang7ora, 8alara,8atasan (ills, and ends at +indanao #venue in the >airview area.The "ommonwealth
#venue is divided to two portions, the CDA*lane>airview #venue and the 1A*lane on +ariano +arcos
#venue. The on +ariano+arcos #venue was later renamed into two parts, the "ommonwealth
#venueand $ue%on #venue. !ater "ommonwealth #venue regained the A*lane >airview #venue, which
ends in the Eordan Plains 7ubdivision in Fovaliches.6n the 1GA=s, the road was widened into a six*lane
highway. uring thelate 1GG=s and early /===s -decade , the #venue was prone to heavy traffic
andaccidents due to the increase in number of public transportation vehicles plyingthe highway, and
sidewalk vendors crowding onto the road. 6n the late /===s-decade , the +etropolitan +anila
evelopment #uthority cleared the sidewalkvendors, especially in the Tandang 7ora area, which was
prone to heavy rushhour traffic. >airview #venue uses stoplights and center island splitting in its
