Preface
The objectives and principles of standardization in the Russian Federation establishes the Federal Law of 27 December 2002 №
184-FZ Federal Law "On technical regulation", and rules for the development of codes of practice - Government of the Russian
Federation "On the order of development and adoption of codes of practice" of 19 November 2008 № 858.
Introduction
This regulatory document is up to date edition of SNIP 35-01-2001 "The availability of buildings for low mobile groups" in the
format of the Code. The basis for the development of the instrument is the Federal Law of 30.12.2009, № 384-FZ "Technical
Regulations" On safety of buildings and structures "and the disposal of the Government of the Russian Federation of
21.06.2010, № 1047-p. SNIP 35-01-2001 actualization in the format set of rules held in the framework of the implementation of
paragraph 2 of the Action Plan for the creation of barrier-free environment for the XXII Olympic Winter Games and XI
Paralympic Winter Games 2014 in Sochi.
Set of rules drawn up in accordance with the principles of the UN Convention on the Rights of Persons with Disabilities, signed
by the Russian Federation in September 2008, including: the full and effective participation and inclusion of disabled persons in
society, equal opportunities and accessibility. For the first time in Russian regulatory document incorporated a new progressive,
the term "universal design", which is enshrined in the UN Convention on the Rights of Persons with Disabilities. The term
"universal design" means the design of products, environments, programs and services designed to make them as usable by all
people without the need to adapt. Application of the above principles to the design and construction creates easy access for the
disabled and other low mobile groups to buildings and facilities, the safety of their operation without the need for further
restructuring and adjustment.
Set of rules designed to meet the requirements of the International Olympic Committee International Paralympic Committee,
international experience, in the other documents in the field of standardization, establishing the requirements for accessibility
to buildings, facilities and infrastructure for low mobile populations.
This set of rules is the basic document of the complex system of 35 normative documents in construction "Providing
handicapping environments for disabled and other low mobile populations."
Items marked with a * text, as a result of the application on a mandatory basis, ensure compliance with the Federal Law of
30.12.2009, N 384-FZ "Technical Regulations on safety of buildings."
1. Scope
1.1 This code establishes minimum requirements for accessibility to buildings and facilities for the disabled and other low
mobile populations (hereinafter - mH), based on the principles of "universal design" and "reasonable accommodation" that
must be followed in the design of residential, public and industrial buildings and structures and their territories (the "Facilities")
to ensure equal living conditions for the disabled and other low mobile populations in the other categories of citizens in order
to ensure the Federal Law of 30.12.2009, № 384-FZ "Technical Regulations" On safety of buildings and facilities "and the Federal
Law of 29.12.2004 № 190-FZ" Urban Development Code of the Russian Federation. "
Reconstruction and adaptation of existing buildings and structures for the needs of inst should be carried out by applying the
principles of "universal design" and "reasonable accommodation".
1.2 This code is intended for use in designing new and renovating existing buildings and structures. It extends to the functional
elements of the planning of buildings, their sites or individual rooms are available for inst: input nodes, communications,
evacuation routes, emergency rooms (zones) of accommodation, services and places of employment, as well as their
information and engineering infrastructure.
1.3 The requirements of this regulatory document not subject to the design of military infrastructure, facilities, information
about which constitutes state secrets, manufacturing facilities, processing and storage of radioactive and explosive substances
and materials, facilities for the storage and destruction of chemical weapons and explosives and other objects, for which
establishes the requirements related to nuclear and radiation safety in the use of nuclear energy.
1.4 Ability and the degree of (sort of) adaptation of buildings of historic, artistic or architectural value to the requirements of
inst should be harmonized with the organ of executive power for the protection and use of monuments of history and culture
appropriate level.
1.5 Design decisions facilities meeting the accessibility requirements, must provide:
- Reach their target sites to visit and free movement within buildings and their territories;
- Safety traffic routes (including evacuation and rescue routes), as well as accommodation, maintenance and application of
labor;
- Evacuation of people (including people with disabilities and other characteristics of low mobile populations) to a safe area to
possible harm to their health and life due to the impact of fire;
- The timely receipt of all groups of high-grade and high-quality information to navigate in space, use of equipment (including
self), to receive services, participate in the employment and educational process, etc.;
- Convenience and comfort of living environment for all populations.
1.6 Projected available buildings and structures must ensure compliance with the Federal Law of 30.03.1999 № 52-FZ "On the
sanitary-epidemiological welfare of population".
2. Normative references
Legislative and regulatory documents that are in the text references are given in Appendix A.
3. Terms and definitions
Used in the text of terms and their definitions are in accordance with Annex B.
4. Requirements for the territory
4.1 Access to the path of movement and
4.1.1 * Access to the site should be provided or accessible for disabled items of information about the object in accordance with
GOST 25131, GOST R and GOST 51 256 52 875.

4.1.8 * Tactile means of warning information and alarms should be located no closer than 0.8 m from the zone change the

The maximum length of curb ramps shall be not more than 2,0 m, width - not less than 1.0 m. The maximum slope of ways to be

Curb ramps shall be labeled with tactile markers, performing preventive function.

4.2 Parking lots and parking
4.2.1 * The individual car parking near or inside buildings service agencies should provide designated areas for disabled vehicles
from the calculation:

These areas should be marked by signs, generally accepted international practice and the SDA on the plane stops and mirrored
on the vertical surface (wall, pole, rack, etc.). A sign on a vertical surface should be located at a height of not less than 1.5 m.
Note - The above guidelines should apply in the absence of regulatory requirements for certain types of institutions.
4.2.2 * Designated private vehicles should preferably be disabled near the entrance, accessible to persons with disabilities, but
not more than 50 m, while residential buildings - not more than 100 m. The width of the zone for a disabled parking space must
be at least 3.5 m.
Grounds for stopping the specialized public transport vehicles carrying only persons with disabilities, should be provided at a
distance of not more than 100 meters from the entrances to public buildings.
4.2.3 * Available from the path of the car park to the accessible entrance to the building should not interfere with the transport
routes.
4.2.4 * The entrance to the parking lot and parking arrangements for payment must be accessible and easy to use for people
with disabilities.
4.2.5 * When leaving the vehicle should provide space for the lift-carrier, which is usually fixed to the vehicle.
In cases where a disabled person is required to take out a wheelchair or a scooter driven through the rear or side door of the
vehicle should provide a special area.
Zone placement wheelchairs must be at least 0.9 m wide and 1.5 m in length. The width of the car parking for the disabled in a
wheelchair should not be less than 3.6 m.
The site area for turning a wheelchair in 90gradusov must be at least 1.3 x1, 3 m, to rotate 180 degrees - not less than 1,3 x1,
5m, to turn 360 degrees - not less than 1,5 x1, 5m.
In the presence of the parking lot of places for car parking, lounges which are adapted for the handicapped in wheelchairs, the
width of the lateral approaches to parking of such vehicles must be at least 2.5 m.
In some cases, specific sites must be capable of charging batteries.
4.2.6 Special parking spaces along the transport links should be placed under the condition of the road slope and curvature of
the profile of no more than 1:40 or ramp equipped with a blister coating, providing a smooth transition from parking areas to
the pavement.
In the landing sites and transport of handicapped persons from private cars to building entrances should be applied coating
slip.
4.2.7 Dimensions of special parking spaces located parallel to the curb, should provide access to the rear of the car to use a
ramp or a lifting device. The length of a special parking space, located parallel to the curb, must be at least 7.0 m, width - not
less than 2.4 m.
4.2.8 On each floor of a multi-level car park should be closed with informational displays.
4.2.9 Fire alarm buttons should be placed at a height of not more than 1.2 m above the ground.

4.3 Recreation

4.3.2 * The benches are installed at the sides of the passages and are indicated by changes in road surface. Benches should
provide back support and have at least one armrest.Minimum foot space under the seat shall be not less than one third the
depth of the seat.
4.3.3 .* The minimum level of illumination in the recreation areas should be 20 lux. Objects of small architectural forms should
cover 1.5 times more coverage and adjacent areas.You should avoid flashing lights. If flashing lights are used, their frequency
should be less than 5 Hz.
5. Requirements for buildings, facilities and premises
In buildings and facilities accessible to mH, it must be accessible entrances, places of the basic processes of life: living, service
(receiving services), applications for work, leisure, health and sanitation facilities; devices and equipment in the
building. Available should be used in parts of buildings, groups of buildings, functional areas, the path of the inst.
5.1 Inputs
5.1.1 * The building must be at least one entrance accessible to the inst, from the ground and out of each available for an
underground or aboveground mH transition, coupled with the building.
5.1.2 * Outdoor stairs and ramps should have handrails in accordance with technical requirements for supporting a stationary
device according to GOST R 51 261.
With a width of stairs at the main entrances to the building of 2.5 m or more should provide further dividing rail.
5.1.3 * The input area at the entrance, accessible inst must have: a shed, drainage system, and depending on local climatic
conditions - heating, which is set by specifying the design.Size of the input area when you open the door leaf out to be not less

Surface coatings entrance vestibules and platforms must be firm, to prevent slipping when wet and have a cross slope in the
range of 1-2%.
5.1.4 * The entrance doors to buildings should have a clear width of not less than 1.2 m. The use of swinging doors at the hinges
and doors on the paths of movement of the turntables mH is not allowed.
In the paintings of exterior doors, available with disabilities, should include inspection panel, transparent and impact-resistant
filled material, the lower part of which must be located within the 0.3-0.9 m above floor level. The lower part of glass door
panels at a height of at least 0.3 m above floor level shall be protected by a shock-band.
Exterior doors of buildings available for mH, should not have thresholds. If necessary, the device thresholds, its height must not
exceed 0.013 m.
As the door locks should include pressure-handles. Door opening force should not exceed 50N.
5.1.5 * Clear doors at entrances and in the building, and fencing should be carried out of impact-resistant
material. Transparencies of the door should provide a vivid contrast markings with a minimum height of 0.1 m and a width of
0.2 m, located at a level of 1.2 m and 1.5 m above the surface of pedestrian paths.
Door frames and door leaf edge and the handle is recommended to be painted in non-leaf contrasting colors.
5.1.6 * The inputs of the appropriate use of automatic swing and sliding doors. With double doors, one working door width shall

At entrances and along the lines of traffic mH in buildings is not permitted to use revolving doors and turnstiles.

"closed". Doors should also be applied to ensure that delay automatic closing of not less than 5 seconds. Should be used with
hinged doors closers (with a force of 19.5 Nm).
5.1.7 * The depth of vestibules and air locks in the forward movement and one-way door opening should be at least 1.8 m and a
width of at least 1.35 m, and at a depth of 1.5 m width should be not less than 2 m.
In the lobbies and near emergency exits are not allowed to use mirrored walls (surface), and at the door - mirror glass.
Drainage and drainage grating, mounted in the floor vestibules or input pads must be installed flush with the floor covering. The
width of gaps of cells should not exceed 0.013 m and length 0.015 m. The preferred use of lattices with diamond-shaped or
square cells.
5.1.8 * If the control input should include the crossing devices and turnstiles clear width 0.9-0.95 m, adjusted for the passage of
the categories of disabilities, which will be available for the projected object.
5.1.9 * At the entrances to the building mass visit must have information for the visually impaired tactile mimic and blind

5.2 Motion Paths in Buildings
5.2.1 Horizontal communication
5.2.1.1 * Road traffic to the premises, areas and places of service that is available mH, inside the building should be designed in
accordance with statutory requirements to the ways of evacuation of the building.

When moving down the corridor to the disabled wheelchair requires minimal space for:
- Turn to 90 0 equal to 1.2 x1, 2 m;
- Turn to 180 0 equal to 1.6 (W) x2 (L) m.
In the dead-end corridors should be possible to turn a wheelchair 180 0.
The height of the passages in light of their entire length and width must be at least 2.1 m.
Note - The reconstruction of buildings is allowed to reduce the width of the corridor, provided that a passing loops (pockets) for
a wheelchair measuring 2 m (length) and 1.8 m (width) in line of sight the next pocket.
The width of balconies and loggias to be generally at least 1.4 m in the world. Permissible to reduce the width to 1.2 m in an
available space of 1.3 m on either side of opening the balcony door.
5.2.1.2 * Approaches to the various equipment and furniture should be the width of not less than 0.9 m, and if necessary,
turning a wheelchair at 90 ° - not less than 1.2 m. The diameter of the zone for self-reversal by 180 ° with disabilities on the
couch -chair should be at least 1.4 m.
Around tables, counters and other places of service, in wall units, appliances and devices for the disabled in wheelchairs should
be provided free space for maneuver in terms of size not less than 0.9 x 1.5 m.
The depth of space for maneuvering a wheelchair in front of the door when you open the "away" should be not less than 1.2 m,
and when you open the "back" - at least 1.5 m and a width of at least 1.5 m.
The width of the aisle in a room with equipment and furniture should be not less than 1.2 m.
5.2.1.3 * Lots of sex on the paths of motion at a distance of 0.6 m in front of doorways and entrances to the staircases, as well
as before the turn of communication routes should be a warning grooved and / or contrasting colored surface, it is
recommended to provide beacons of light.
Zone "possible risk" with regard to movement of the projection leaf should be marked with a contrasting color of the
surrounding space, marking paint;
5.2.1.4 * The width of the door and open apertures in the wall, and exits from rooms and corridors of the stairwell must be at
least 0.9 m. The depth of the open doorway of the slope more than 1.0 m width of the opening should be the width of the
communication passage but not less than 1.2 m.
Doors on escape routes should be of a color contrasting with the wall.
Doorways in the room, as a rule, should not have rapids and drops the floor height. If necessary, the device thresholds of their
height or elevation should not exceed 0.013 m.
5.2.1.5 * The design elements in buildings and equipment, as well as decorative objects and sculptures to be placed in the
dimensions of the pathways of the walls and other vertical surfaces, must have rounded edges, and shall not project more than
0.1 m in height from 0.7 to 2.1 m above floor level. If the elements are the walls of the plane by more than 0.1 m, the space

5.2.2 Vertical Communication
5.2.2.1 Stairs and ramps
5.2.2.1.1 * When the vertical drop in the building or structure should include stairs, ramps or other lifting devices are available

Slope of stairs shall not exceed 1:2. The width of stair tread, but inside apartment should be 0.3 m (valid from 0.28 to 0.35 m)
and height of steps - 0.15 m (valid from 0.13 to 0.17 m).
Stair treads shall be smooth, without ridges and with a rough surface. Step edge must be rounded to a radius of no more than
0.05 m. The lateral edges of steps are not adjacent to the walls must have skirting height of at least 0.02 m.
Number of steps on how traffic should be not less than three.
