In Malaysia, the registration of nurseries has been compulsory and to register the

nursery it is necessary to comply with the terms and conditions outlined by the Malaysian

government which emphasizes on the safety of children, early childhood education

development curriculum and daily activities. As compared to the caregivers, they are only

experienced in raising their own children and some of them seem to make the care of these

babies and children a business attempt as an additional income regardless of the effects and

consequences of the development of children and the safety of the children.

Under the law, all childcare centres need to be registered with the Department of Social

Welfare (DSW) or more popularly known as Jabatan Kebajikan Masyarakat Malaysia (JKM)

under the Ministry of Women, Family and Community Development (MWFCD). MWFCD is

responsible for the approval and establishment of childcare centres in the country whilst JKM

serves as the main regulator and coordinator of ECCE programmes. (Schools of Malaysia

The day-care center who registered with the JKM is bound by the laws and regulations

pertaining to the "child care center act 1984". after being successfully registered and meeting

the criteria set by the JKM a plaque and certificate containing references include approval from

the fire department, health environment and approvals from relevant authorities as evidence

that the day care center is legitimate and competent. The act also covers methods of registration,

monitoring and inspection of care centers from time to time to protect the interests and safety

of children against any form of abuse and neglect when the nursery is run care operations.

Day-care centers that are registered with the Social Welfare Department has an

intensive curriculum and programs that have been formulated by the government called a

national policy for early childhood education and adopt the Permata curriculum as a guide to

replace the principle of "course of early childhood care (KAKK 1988)". In terms of the

development of creativity and aesthetics, most parents feel that the development of the

creativity of their children are at a moderate level, and according to them the most important

development that should be given to each child's spiritual, communication, character, logical

thinking and socio-emotional. Input from parents' views on child development has helped the

government work to improve policies on early childhood education.

Since 2012, all nurseries and pre-school employees are required to attend the Permata

(Early Childhood Care and Education) course. The course is designed to ensure that centres

meet with every health and safety requirement, particularly since it deals with babies and

PERMATA Negara emphasizes six important domains in ensuring the holistic development of

children; it includes the development of the personality, socio-emotional and spiritual;

language, communication and early literacy; early mathematics and logical thinking; senses

and understanding the environment; physical; and creativity and aesthetics. This research found

that majority of the parents conclude that children have a high level of the development of

domain personality, socio-emotional and spiritual and domain early mathematics and logical

Parent should choose the day-care instead of babysitter to make sure the children get

the best choice for children, since nurseries have many advantages in terms of child

development as well as the safety of children being more secure. with its skilled and qualified

workforce, it is a bit of helping the education and development of a child's mind secure for the

future. the child care center is also registered with the authorities who carry out the monitoring

process from time to time can guarantee that this care center is safe and every workforce is

refined preferably.

We as parents need to think about what is best for the children because at this time

life is more challenging. we are obliged to provide children to face the increasingly difficult

challenges in line with technological developments. by choosing our care center to give up our

children development mentally, adapting to their multiracial society and away from family

problems that may exist in caretaker families. with various initiatives from the government to

ensure that care centers provide the best for children and are guaranteed by law and standard

operating measures can ease the feeling of busy parents working to ensure the education and

growth of children are guaranteed.

Are we willing to sacrifice the safety and development of children's education over

cost? Soon we realize that children have gems to the country for future state construction. we

should think of how we should provide children with an organized education and education for

the convenience of their lives in the future?
