My 6th Open Letter to Prime Minister

Scrap Proposal of Lateral Entry in Higher Positions in


Government Services as it is Denigrating Bureaucracy &
Endangering Democracy, Also Scrap NITI AAYOG
For Being Working on Behalf of Private Corporate Industry

Sub: Need for Scrapping the Idea of So called “Lateral Entry at Higher
Level i.e at GOI as Joint Secretaries in Crucial Ministries”, Which is
nothing but Denigrating Bureaucracy & Endangering Democracy, Instead
GOI Must Immediately Initiate Lateral Entry in Health Care i.e Doctors
from Private to Government, & Vice Versa & also in Education i.e
Teaching Staff from Private to Government & Vice Versa For Better
Health Care For All & Better Education for All, In addition GOI Must
Immediately Scrape “NITI AAYOG” For being proven time & again that
NITI AAYOG is Working on Behalf of Private Industry and Big Corporates,
As Almost All Recommendations of NITI AAYOG to Government are solely
aiming at Privatising Everything to ensure Profits for Private
Organisations at the Cost of Hard Earned & Honest Tax Paid Money of
COMMON MAN OF COUNTRY.

Dear Prime Minister Sh Narendra Modi Ji, I have My Personal Respects for
You & Your Cabinet Colluges in GOI For Bringing Many Reforms &
Schemes like Jandhan, Mudra Yojna, PMSBY, (Which will Yield Positive
Results in Due Course If Other REFORMS are IMPLEMENTED along with
most of them) It is an open fact that the Almost All Reforms
implemented by BJP Led NDA GOI From 2014 to till date are otherwise
nowhere mentioned either in BJP Manifesto 2014 or expressed by any
Leader of BJP or its affiliates, and the Reforms which BJP Led NDA GOI
Done from 2014 to till date are otherwise Circulated/ Given by Me to the
then UPA-2 GOI during 2011 to 2014 (during my tenure as Coordinator -
All India Congress Committee), with Official ACKNOWLEDGEMENTS from
Almost All UPA-2 Ministers for My Documents and all Documents are
Circulated among TOP Bureaucrats and To Your Good Self in June 2014
to till date, and my Documents are available on the Internet
substantiates this; Even though till Date Your Good Self or BJP Never
Ever endorsed the Same, when Your Good Self Talks about Valuing Merit,
and Also time and again invokes Dr B R AMBEDKAR‟s name every other
time to Woo/Galvanize Dalits & Adivasis towards BJP, but Strangely
ignores to Recognise the unprecedented MERITORIOUS CONTRIBUTION
a Young Hindu Dalit.? STRANGE?

But of Late GOI formed So called NITI AAYOG & Started Following So
Called NITI AAYOG with “Transforming India” Slogan in 2015, trying to
give hope to every Common People that their lives are going to be Really
Transformed by Democratic Government by taking IDEAS from so called
EXPERTS, Which came with the Slogan of Sab Ka Sath Sab Ka Vikas, but
to the shock of Common People So called NITI AAYOG is literally Working
for & Vouching for the benefit of ONLY & ONLY Private Sector especially
Some Big Corporates, All in the name of Betterment of Common People.

It appears that So called NITI AAYOG has taken The BJP Slogan of
Minimum Government and Maximum Governance seriously, as such they
want every other thing that Government are doing in the name of
Welfare and Sustained Development of Poor with Maximum Budget of
GOI Should be Used by Private Industry To Make Private Industry Earn
Profits from the Tax Paid Money in one or other manner, and The NITI
AAYOG is pushing the Country into the Hands of Private Sector Big
Tycoons and the day is not Far Away if the same trend is Continued that
INDIA a Sovereign Democratic Nation is Going to be Dictated & RULED by
Capitalistic Private Industry, Just Like the Erstwhile East India Company
Which Ruled India Pre Independence Looted INDIA.

It appears that Since BJP Realised that Common People getting aware
that GOI is fully indulging in Making everything Private and Common
Peoples interests are CIRCUMVENTED By Totally deviating from the
Slogan of Sab Ka Sath Sab Ka Vikas, the BJP came with a new slogan of
“Saaf Niyat Sahi Vikas” as a part of Regaining lost Confidence of People?
If it is not the case why BJP has to Divert to new SLOGAN? Do BJP
Believes that so called Sab Ka Sath Sab Ka Vikas Happened fully in the
last 4 Years of Governance and it reached beyond scope for further
Expansion as such at the beginning of the 5th Year of their Government
they started a New Slogan of “Saaf Niyat Sahi Vikas” or BJP Feels that Till
date their NIYAT is not SAFF as such hence forth they want to People to
believe that their NIYAT is SAFF?

Since I Myself Being a Secular HINDU Nationalist, I Determined to Ensure


OUR Country INDIA that is BHARAT Should be ruled Democratically with
Inclusive Growth & Sustained Development of All sections, With Equality
Prevailing at all times and ensuring Prosperity for All sections of People,
certainly not a Select few Capitalistic Wealthy People/Select Few Upper
Castes/ Select few Upper Echelons in INDIA. As such I am here with
Bringing to Your Good Self‟s Notice the Serious Repercussions of So
called Lateral Entry Into Government, Which Your Good Self and other
CABINET Colluges of Your Government might not have Assessed, for
Your Good Self‟s Total Understanding and Immediate Scrapping of the
proposal Lateral Entry into GOI as Joint Secretaries, In Addition,
Simultaneously Scrapping NITI AAYOG for its Capitalistic Centric Ideas &
misleading Democratic Government to make everything Privatise.

It is really Utter Criminal on the part of NITI AAYOG in the first place to
Recommend Later Entry at Higher Positions in GOI to induct Private
Corporate People without any functional experience at Government and
with Any formal training by Government and without any standard
uniform measures to assess the merit among the applicants for selecting
for the positions of Joint Secretaries in Crucial Ministries in GOI from Pvt,
PSU, Consultancy Firms, Phd, and Secondly Most Unfortunate on the part
of Government of India by Announcing & Trying to Implement the so
called Lateral Entry at Higher Positions in GOI (Joint Secretary to
Government of India) all in the name of so called Experts by directly
Getting them PARACHUTED into Crucial Policy Making in GOI, Which is
Nothing but opening FLOOD GATES for Sophisticated LARGE SCALE &
HIGH STAKES CORRUPTION by the so called Private Corporate Giants by
inducing their Vested Interest Stooges in the name of so called Domain
Experts in the Field / Sector to make TAILOR MADE POLICES/ MONOPOLY
like situation that are exclusively advantage to Private Big Corporates at
the cost of COMMON PEOPLE of INDIA.

The Entire Exercise of inducing Private People into Indian bureaucracy is


nothing but TOTAL Denigration & TOTAL Demoralisation of Existing
Bureaucracy which will certainly effect the functioning of Almost All
CADRE OFFICERS in Government, and it is certain that the administration
will not be as usual and bound to Terribly Get Failed over a Period of
time, in addition to the so called CONTRACT JOINT SECTARIES May
Endanger Democracy which may lead to potential threat to Sovereignty
of the Country, Probability of Occurrence this kind of CATASTROPHE is
High, As GOI May expand in Future the Total Number this kind of So
called CONTRACT JOINT SECRETARIES to more than 50% of Total
Strength top Bureaucrats at GOI or Even more, by the present BJP Led
NDA in the later part of this Year or if they come back to power in 2019.

Also BJP Led GOI May expand the CONTRACT JOINT SECRETARIES to
others areas of Administration Such as Police (Internal Security),
Defence and External Affairs Sectors in the name of Fresh Talent / To
Reduce the shortage of so called CADRE OFFICERS in Governance by not
recruiting sufficient Number of CADRE OFFICERS by the Government
which is nothing but Failure of the Government to Provide Jobs to Fresh
Jobless Youth to get into Civil Services after Collage or It may be a
Deliberate Attempt by BJP Led NDA GOI to do shortage of CADRE
OFFICERS by not recruiting fresh and then with this alibi of shortage of
CADRE OFFICERS, GOI continue to indulge in Recruiting directly from
Private Corporate at the middle level to Do FAVOUR to the CORPORATE
at the cost of PUBLIC MONEY?

If It is not the case PM Shri MODI Ji No less than Your Good Self must
ANSWER to this OPEN LETTER in PARLIAMENT, Provide clarification to all
sections of People, Especially to Youth of the Country the How do YOUR

Government Over Come the following Repercussions arising due to
induction of so called CONTRACT JOINT SECRETARIES in GOI and from
the ILL ADVISES of so called NITI AAYOG, If Your Good Self is Really for
the interest of Welfare of Common People, especially Downtrodden
Sections more Specifically Dalits, Adivasis, OBC and Minorities and more
Specifically Majority HINDUS of the Country?

Here are the reasons that Why CONTRACT JOINT SECRETARIES proposal
should be Scrapped by the Government of India (GOI).

1) It really SHOCKING to see the Advertisement inviting applications


for Higher Positions in Government of India through Lateral Entry from so
called Meritorious / Experts from various fields, it clearly resembles so
called Demonetisation done in 2016 Nov, that this exercise of so called
LATERAL ENTRY at Higher Positions in GOI as fully ill prepared Done
Hurriedly as if someone chasing and it Appears that it is Done to
Deliberately Provide Favours to Private Big Corporates to induce their
stooges into Governance, as There are No Standard Measures In place to
assess the MERIT / EXPERTISE for Lateral Entry, it is practically not
possible to gauze the so called EXPERTISE / MERIT from among the
applicants in various sectors and practically not possible to set uniform
measures to determine the calibre of the so called Experts who are going
to be recruited as CONTRACT JOINT SECRETARIES?

If BJP Led NDA GOI Finds a UNIQUE TRANSPARENT METHOD to assess


the MERIT/ EXPERTISE/ CALIBRE then it should Standardise the same
and Make it mandatory for all Government, PSU, Private CORPORATE
employees to follow in future the same method instead of Calling for
Written Examinations in UPSC, SSC, BRB etc ? If there is no HANKY
PANKY in this Lateral Entry CONTRACT JOINT SECTARIES, Then GOI
should make it mandatory to implement the Same Formula for selection
to in All Private & All Government Employments? Else People may think
that it is for sure GOI is indulging DELIBERATE MANNER to INDUCE
VESTED INTERESTS from Private CORPORATE to Do GOVERNANCE? It is
really Silly If GOI Tells that 15 Years of Experience and 40 Years of Age is
the Standard Measure to Recruit CONTRACT JOINT SECRETARIES?

It is really STRANGE & AGAINST Principles of DEMOCRATIC


GOVERNANCE that GOI playing double standards that is one law for
Downtrodden People one law for Upper Echelons? As this is Clearly visible
as GOI Scrapped INTERVIEWS for GROUP C, GROUP D and Non gazetted
GROUP B Selection in CENTRAL GOVERNMENT from 1st JAN 2016
Expressing that the Practice of INTERVIEWS breed CORRUPTION and
Poor were looted by DALALS (Middlemen) where the MERIT is assessed
based on the MARKS obtained in WRITTEN TEST alone, which is standard
test for all Applicants for same positions may be from different academic
backgrounds? BUT STRANGELY when recruiting for JOINT SECTARIES

there is no need for WRITTEN TEST, But only interview will determine the
MERIT from among the Applicants?

Then how do People of Country get assurance from GOI That there won‟t
be Scope/ Place For RECOMMENDATIONS/ MANIPULATIONS /
CORRUPTION / So called DALALS (Power Brokers /Thugs Fixing Deals)
from Big Corporates or other Influential People (for their Kin Kith &
others from Either Ministers of GOI, CM‟s, Elected Representatives of BJP
or the BJP Party Office Bearers or the NGO Which supports BJP Or NDA
allies) To select their suggested persons as CONTRACT JOINT
SECTARIES? As BIG Stakes are INVOLVED in the JOINT SECTARIES in
GOI who Formulate the POLICES for entire COUNTRY?

The matter of the FACT is that CORRUPTION in GROUP-C GROUP-D &


Non GAZETTED GROUP-B is just 10% of Total CORRUPTION occurring in
INDIA, where as the CORRUPTION at HIGH Levels that is GROUP A and
above are 90%, which is a Universal fact as GROUP A & above especially
JOINT SECRETARIES and above There Exists POLICY MAKING power &
DISCRETION Authority?

Here the Financial Management analogy works perfectly, in any Industry


all the consumables can be classified into A, B, C. D Class Based on the
Volumes, the C Class Items & D Class items occupy more than 70 %
Number and volumes of Total Number of items that the Industry is
procuring, where as the price of C & D class items are just 15 % of the
Total cost of inventory, and the B class items are 25% in volumes and
occupy 10% value, whereas A Class ITEMS are just 5% in Number &
volume but the value is 75% if the Total cost of inventory? The same is
valid UNIVERSALLY as far as CORRUPTION in Governance is concerned.
Then how do GOI say that there will not be any sort of CORRUPTION in
CONTRACT JOINT SECTARIES Recruitment

2) If GOI Think that the so called persons who are recruited from
Private Sector will be able to bring in their EXPERTISE & TALENT of
PROFIT MAKING into GOVERNMENT to make sure GOI Earn Profits When
GOI is for Social Betterment and act as CUSTODIAN of Public Tax paid
Money which needs to be spent for the larger interest of welfare of all
sections People of the Country especially Downtrodden sections and
certainly not for a particular entity/Upper Echelons? Then how Come GOI
expect these so called CONTRACT JOINT SECRETARIES recruited from
Private Sector in the name of So called EXPERTISE/ TALENT will work
better in Government Delivering Good for Social Good when their DNA of
Administration is tuned to Profit Making in Private Industry?

Else Do GOI Recruit from Private Sector those persons Who are at
present looking after Corporate Social Responsibility (CSR) activities in
that Private Company till date, as GOI Did not defined the Standard

Measures for determining the so called EXPERTISE from Private Sector
for selection of CONTRACT JOINT SECTARIES? If it is the case it is really
LAUGHING STOCK and strange that People who are expertise in CSR
work in PRIVATE Corporate are considered as called Domain experts in
various Sectors?

It appears that GOI wants to escape from Governance Responsibility as


such Government of INDIA is pushing the idea of Privatising Everything
and MAXIMUM Public tax paid money goes to Private INDUSTRY, and GOI
intends GOVERNANCE be placed in the hands of CAPITALISTS aka Private
BIG CORPORATES, Which is nothing but BJP Led NDA GOI wish to run the
Governance in INDIA in the form of LIMITED COMPANY Earning Profits
For RENDERING Public Service to the People of the Country?

It is nothing but DENIGRATION Of CONSTITUTION of India and an utter


insult to Dr BHIM RAO AMBEDKAR who always vouched for Welfare State
which is possible with Democracy and Equality and inclusive Growth of all
sections especially Downtrodden sections, and it is the reason that every
Government takes the name of Dr B R Ambedkar for all welfare schemes
especially for Downtrodden Sections who are Majority People in the
Country? and by Privatisation of GOVERNANCE the concept of welfare of
People get VANISHED?

The Present BJP Led NDA GOI and PM Sh Modi Ji Your Good Self is
talking/ invoking the name of Dr B R Ambedkar every other time in every
other speech even it is not relevant to raise Dr B R Ambedkar in that
speech? But Strangely Your Good Self and BJP are indulging in such an
acts which are Totally Diagonally opposite to the BASIC ETHOS Of Dr
AMBEDKAR Philosophy of welfare of Weaker Sections of Society & UP
LIFT MEANT Of All Downtrodden Sections?, Which also Clearly indicates
that PM MODI Ji in YOUR inner Conscious there is no Respect for Dr BR
AMBEDKAR but invoking his name to give impression for Downtrodden
Sections that as if YOUR SELF and YOUR Government following his
principles in Letter & Spirit? CRIMINAL?

So PM Sh MODI Ji, if Your Government‟s Priority is Betterment of People


of the Country Following Dr B R AMBEDKAR‟S Philosophy? Then Why
Persons from Private Corporate to be Recruited as So called CONTRACT
JOINT SECRETARIES?

Do Dr AMBEDKAR ever mentioned to Privatise GOVERNANCE? Hope


YOUR Govt won‟t rewrite Dr AMBEDKAR Philosophy to get ACCEPTANCE
from People, Especially Downtrodden sections to Substantiate Your
Governments BLUNDER? If it is the case, then it is CRIMINAL?

Why Your Good Self As CABINET MINISTER FOR PERSONAL in GOI Failed
to make recruitment of fresh IAS in the Country in the Last 4 Years in

sufficient Numbers to ensure the existing short fall will get drastically
reduced over a period of time?

How do YOUR Government expect that just 10 Joint Secretaries will fill
the gap of Shortfall of CADRE Officers? Where the Short fall is more than
30 % of Total strength of OFFICERS at various levels?

If 10 OFFICERS are Short fall than Why Did Your Government failed to
promote from State CADRE OFFICERS as IAS and all CADRE OFFICERS
with 12 Years be promoted as Joint secretaries and pick 10 People from
among CADRE IAS?

How come for Your Government a 12 Year Experienced IAS not


SUITABLE for Joint Sectary in GOI, But an Employee of Private Corporate
or a Phd or Consultancy Firm with 15 Years can Deliver better to People
of the Country than a 12 Years IAS ?

Do Your Government think that so called Private CORPORATE Employees


with 15 Years Experience Match the Experience of a Principle Secretary to
State Government?

Do IAS are trained for Social Welfare and Administration or Profit


making? If IAS are for Social welfare and Administration then How come
Private Corporate Employees Match the 15 Years Experience of IAS as in
Private Corporate Profit making is the only criteria for Promotion?

Is there any Guarantee GOI can give to People of the Country that
Private Corporate Employees will OUTSHINE CADRE Officers, that is why
GOI Wanted to induce so called fresh talent from Private CORPORATE,
Who were otherwise has no functional experience on the ground in
Administration of Democratic Governance?

Do Your Government Want to Run the Administration also on Trail Run by


recruiting just 10 Joint Sectaries from Private Corporates via Lateral
Entry? What are the so called Parameters that GOI set to gauze Success
or Failure of the Trail Run Aka working of 10 Joint Sectaries?

If Trail Run fails then Your Government wants to scrap the idea of so
called CONTRACT JOINT SECRETARIES? As such Your Government
advertised only for 10 Positions?

Do Your Government not going to Recruit any other CONTRACT JOINT


SECTARIES Via Lateral Entry till at least 3 Years to Evaluate whether
Your Governments Trail Run is Success or Not? Else Your Government
will Do PUBLICITY within 3 Months after the so called CONTRACT JOINT
SECTARIES are inducted that GOI Experiment of Lateral Entry Joint
Sectaries is a HUGE SUCCESS in the Same Manner that GOI Done

Publicity for the Success of So called DEMONETISATION to save their
face in Common Public, when ENTIRE WORLD Knows that it is an UTTER
FAILURE EXERCISE?

Why Crucial Policy Planning be Given to These 10 CONTRACT JOINT


SECTARIES? If there exists a Short fall, then these 10 CONTRACT JOINT
SECTARIES should be given any other role other than the Crucial
Positions of Policy Planning, and Policy Planning should be provided
EXCLUSIVELY Provided to CADRE OFFICERS only, as the Policy making
have larger implication in the entire SECTOR, Government .?

Do GOI Feel that Policy Paralyses Exists in INDIA, as such GOI inducing
EXPERTISE / TALENT through these 10 CONTRACT JOINT SECTARIES, as
such these 10 CONTRACT JOINT SECTARIES are given the Responsibility
for making POLICIES for Entire Country in the CRUCIAL SECTORS?

What is that So called REFORMS GOI is going to induce in the last FEW
MONTHS of Governance if designed by so called CONTRACT JOINT
SECTARIES say in Dec 2018 as it takes at least 3 Months for the
CONTRACT JOINT SECTARIES and GOI to make a NATIONAL POLICY?

Do GOI expect these Reforms are Short lived or long term? If GOI
Expects the Reforms are long term then how come GOI makes long term
Polices with a CONTRACT EMPLOYEE who do not have much expertise in
GOVERNANCE and SOCIO ECONOMIC DYNAMICS of COUNTRY? Also
there is No Guarantee that the So called CONTRACT JOINT SECTARY may
just stay for just 3 Months to 3 Years? As once Policy was made which
may be tailor made to suit the needs of vested interests, CONTRACT
JOINT SECTARY May resign using the CONTRACT CLAUSE to Terminate
Contract by either side with just 3 Months notice?

Do GOI aware One wrong decision at JOINT SECRETARY Level (Forget


about implementation, just announcing in Social Media by the CONTRACT
JOINT SECRETARY with over enthusiasm about his own mind without
consulting GOI on that matter, (or might have expressed with Secretary
or Minister in an informal meeting about any So called Great idea that
this Contract Joint Secretary in his/her Great Mind) especially on
sensitive matters whether the matter is related to his/her subject as
CONTRACT JOINT SECTARY or not? As these CONTRACT JOINT
SECRETARIES are on contract bases and not having any further to do
with GOI once their CONTRACT is OVER they may indulge in All sorts of
activities to get maximum publicity for them?

How Do GOI Expect RESPONSIBILITY & RESPONSIBLE Behaviour from


these So called CONTRACT JOINT SECTARIES when they are HIRED on
CONTRACT bases and Given them ULTIMATE AUTHORITY To Decide /
Formulate Policies for Entire COUNTRY?

After all these CONTRACT JOINT SECTARIES mostly coming from
Corporate, possess compromising nature by and large, making Money is
the only motive for most of the Private CORPORATE EMPLOYEES, Then
since they are going to work for fraction of the Salary they are getting
from Private CORPORATE before they become a CONTRACT JOINT
SECRETARY, Then How Do GOI expect Ethical behaviour from the so
called CONTRACT JOINT SECTARIES?

Do GOI apply only so called CCS Rules & terminate from Services for any
over enthusiasm statement by any CONTRACT JOINT SECRETARY? If it is
the case it will not serve the purpose, as the damage might have already
taken place due to the SHARING OF HIS/ HER PERSONAL MIND By the
CONTRACT JOINT SECTARY as so called Social Media is viral in the
Country? A Classic Small Example is that when some THUGS /
CRIMINALS circulated just a rumour mongering of child lifting an old
video from abroad being circulated in the North East State of INDIA lead
to mob lynching and two People lost their life and a law and order
situation arised, and similarly one of the so called Passport Officer who is
GOI Servant taking Tax paid Money as Salary to serve the People
following the Constitutional Law, Denigrated the position of a Passport
Officer and Gone applying his Personal mind law and Denying a
Legitimate Passport to Inter Faith Couple, which led to utter Social Media
chores and when the Minister of External Affairs done course correction
the Troll People did not left the one of the best Minister in Your
Government to troll her online with worst comments, then How Do GOI
Expect to contain these so called CONTRACT JOINT SECRETARIES from
Applying their Personal Mind on their subject or other matters and ensure
they only and only follow Constitutional law of INDIA in letter and spirit
all the Years of Contract period?

Do GOI induce a law that if the CONTRACT JOINT SECRETARIES Apply


their own mind or leak any info or create a law and order situation will
they IMPRISON THEM IMMEDIATELY SOON AFTER SUCH ACT? with a non
bail able criminal offence by creating separate LAW for them?

If GOI do not make a special law in this regard and express that law will
take its own course, then there is no doubt People will feel that GOI is
fully INDULGED In promotion of vested interests as CONTRACT JOINT
SECRETARIES in GOI to do favours to Private CORPORATES and nothing
less than this? In addition People feel that BJP Led NDA, GOI Intended to
gain some Political Advantage by using these So called CONTRACT JOINT
SECRETARIES by allowing them to apply their personal mind
Deliberately/ push them to promote others mind and create a
controversy on sensitive subjects that will shatter entire Peace &
Harmony, and structure of Administration from grass root to till National

Defence Ministry to decide the Defence procurement Policy and to decide

shouting loudly on any matter of External Affairs by giving impression to
common public that they KNEW EVERY THING (As the BJP Party & GOI

Customers for that Corporate) is Equivalent to A CADRE OFFICER Joint
Secretary EXPERIENCE as such they can be eligible to become JOINT
SECRETARY without any formal training for them to deal with CITIZENS
implementing the Government Policies?

Also it is Strange if GOI Tells that a some Private Corporate / Bank


Employee/ Private Consultancy Firm having better Experience in Financial
Management? And Such Financial Experience is BADLY REQUIRED for
GOI? And when it is known fact that most of the Corporate Companies
Run two types of Accounts to book various other expenses which need to
be paid in cash such as payments made to Political People, Bureaucrat‟s
or Real Estate or for Zero Bill trade for Raw Materials Etc and it is a
common practice in Private Business Houses, Which is an open secret,
other wise to run the business is very difficult? As no one takes BRIBES/
SPEED MONEY/ CORRUPT MONEY in CHEQUE/ ONLINE BANK TRANSFER?
Also entire Zero Bill Trade operates only on CASH? And the Fact is most

Employment meet their ends with almost half the Salary last he/ she
drawing while working in Private Corporate?

20) Also since GOI Expressed that they will take on Deputation from
Other Government Services, PSU, Government Universities, the People
for CONTRACT JOINT SECRETARIES then in that case after the End of
Contract Period they have to return to their Parental Organisation, So
GOI Must Clarify that after the Contract Period i.e Deputation is over do
the CONTRACT JOINT SECRETARY hailing from PSU or other Government
will get same Position or Promotion to Next Level considering three Years
experience as CONTRACT JOINT SECRETARY with Pay Protection, as
there is no system in many PSU and UNIVERSITIES or other
Governments that within 3 Years there should be Promotion to next level
etc? also there is no Guarantee that the Person from above Services who
is having just Rs 144200 pay when applied and GOI May fix 2,18,200 As
his/ her pay as part of Making it a uniform pay for All 10 positions of
CONTRACT JOINT SECRETARIES Announced, Then in that case if the
Person from PSU or other State Government returns to parent
Organisation after the CONTRACT PERIOD of three Years over, His
seniors who are two positions above him/ her in Parental Organisation
might not draw the Salary of Rs 218200 pay, then in that situation What
will GOI Do? Is it not demoralising the Other Officials in that
Organisation? If it is the case they have to work in the Same Position
with Lower Salary i.e same Salary as was there three Years Back (with
Normal Annual Increments) after returns to Parent Organisation On
completion of the Contract period as JOINT SECRETARY, then is it not an
insult the Service they rendered at GOI and it is more or less like
demotion in carrier?

production, will lead to more profits, but SHOCKINGLY / STRANGELY
soon after the project is ERECTED and Soon after first production

SALARIES Than what they are normally receiving in the Government /
PSU, their Salary will be brought down to less than what they are

Salary from the present employer, and it takes at least few Months to
Years for searching alternative Employment that gives the same high
Salary if they happened to be lucky, till that happens they have to
continue in the present Employment, but since their life style they built
with high salaries including the EMI for their HOUSE, EMI For their
CARS, EMI For their children Education etc has to be met as they taken
all these keeping in mind of high Salary they are receiving by quitting
Government Employment and Joined in BIG Private Corporate and never
imagined that the Big CORPORATE Suddenly drench them with by
abnormally reducing their Salary and they have to live with peanut
Salary, which is otherwise not possible to clear even one EMI of any of
the loan and the peanut Salary will be even not sufficient for maintaining
their daily home needs of groceries in that situation many of their family
members especially women get themselves pushed into high profile
prostitution to earn money to run their family with so called HIGH
SOCIETY STATUS, Very UNFORTUNATE and very SAD?

So GOI want to follow the same lines Some BIG Private CORPORATE (use
and throw like, more or less Treating Expert Employees like POLISHED
CALL GIRLS) using the CONTRACT JOINT SECTARIES with high Salary
during contract period and dump them after the contract period is over
after 3 Years or termination if the CONTRACT JOINT SECTARY do not
tune to the lines of Big Corporate/ via Vested interests in GOI? If it is the
case it is really CRIMINAL on the part of GOI to use / TREAT Experts as
POLISHED CALL GIRLS? At the same time when the fact of the matter is
that these Expert Employees Who returned Back to parental Organisation

CONTRACT JOINT SECTARIES should be SCRAPPED and the EXPERTS
should be used as ADVISORS in Various Ministries and pay per every
single advise (like what GOI Doing at present so called HACKATHON‟S )
or as a Permanent Employee of GOI in the ADVISORY Role.

21) I have Personally Suggested Various Reforms Pertaining to Every


Other Sector from 2011 onwards to the then UPA-2 GOI and repeated

Government Doctor on par with Private Doctors of same experience/

from Private can work for Health Care in the Government Hospitals and
Also this reduces Government Doctors Doing Private clinics and
consolations illegally which is otherwise happing everywhere by and large
and it is an open secret Know to all, epically in GOVERNMENT? And
Government ignored this and Stared Lateral Entry at GOI at Higher
Levels i,e CONTRACT JOINT SECTARIES?

22) If Government wants to REALLY WANT TO TRANSFORM INDIA It


should bring change in the society by bringing in fresh talent in Education
filed especially at grass root Education especially in Government Schools
& Government Universities by bringing in Private Talent People to provide
quality Teaching in the grass root schooling as well as so called domain
experts in Private Companies to teach the University Students in Degree
and Masters in that particular field to enhance education, innovation,
talent to help the Country in resolving the issues, and the Later Entry
from Private Sector Talent to Government Schools is most needed, as
most of People who are working in Private companies with holding PhD
and working for nominal Salary to run their Family etc who are otherwise
interested in teaching profession can certainly do justice for elementary
education in Schools and also in Universities with their real talent as they
possess zeal to do teaching? and even the so called Lateral Entry can be
done in the teaching from Private Educational Institutions to Government
and vice versa by fixing a cap on the Salaries of Private Schools and
making Salary of Government Private Teachers same and Allow Lateral
Entry in the Larger interest of the future of the Country? which I have

Experience Has Some Better understanding of Running A COMPANY and
MARKET DYNAMICS as far as CREATING A STRATEGY, BETTER
OPERATIONS, INNOVATIVE IDEAS FOR CRISES MANAGEMENT. Also What
is Required is while making Appointments to Various in PSU like
DISCOMS, TRANSCO, NALCO Etc the CADRE Officer Bureaucrats should
be given Carrier Training in the Business Administration of a Company To
ensure they run the Company like a Company and Preference Should be
Given to Persons with same Domain Expert in the Basic Education that is
Degree like Engineering, MBA etc for the PSU Positions in the Cadre
Officers to ensure better understating of the issues in that Sector &
Functioning of the COMPANY.

There is no harm in inducting so called EXPERTS from Private


CORPORATE in the BOARD of the PSU or Just an ADVISOR in the PSU
Board so that if any lacunas in the functioning of the PSU the Private
Corporate expert can advice to rectify the lacunas? But certainly the PSU
should not provide any Decision making roles to People Hired from
Private Corporate as they can finish the PSU to ensure the Private Big
Corporates in that Sector Flourish? One Classic Example is even when
the Private Sector Talent is not HIRED in GOI PSU, Still when the
PRIVATE TELECOM Companies entered TELECOM BUSINESS ESPECIALLY
MOBILE, once a profit making prestigious PSU i.e BSNL went into acute
losses soon after Private TELECOM OPERATORS entered Business due to
PRIVATE Telecom operators managing some in Government / BSNL for
to ensure that Decision Making in BSNL got Slow downed /Delayed
investment/ expansion of BUSINESS DEVELOPMENT of BSNL to ensure
more market for TELECOM OPERATORS to get flourish has Happened.

So if GOI Intended to Bring Fresh Talent and Bring in the SEA CHANGE
then instead of LATERAL ENTRY at Top Government, the LATERAL ENTRY
SHOULD Begin from the Bottom of the Pyramid which do not have any
kind of Large Scale Impact in case of any mis Governance and also it will
bring the Positive Change in the System by fixing the lacunas /
drawbacks at the Base of the System of Governance? Thus making the
STRONG FOUNDATION for future INDIA?

So GOI Must initiate Later entry in EDUCATION, HEALTH CARE to begin


with rather than LATERAL ENTRY at APEX of GOVERNANCE? As brining
Lateral Entry at Apex on CONTRACT BASES is nothing but Giving
Authority without much Responsibility as the person who is on contract
bases will not feel the same Responsibility as Permanent Employee? If

SECTOR, as not all people Who are working in the Private Sector are
Duffers and do not have Talent or Merit and also it is not that All those
who are working in Private Sector are Corrupt and work only for the
Profits of self and their Capitalists Owners nor they do not have ideas for
Social Engineering, Yes THERE EXISTS FRESH TALENT, MERIT EXPERTISE
IN PRIVATE SECTOR, But By and Large almost all Private Sector are
Tuned to Work for Profits only.

But it is true to the core by and large those who work in the Private has

Guarantee in Private SECTOR and the Employment in Private is by and
large depends up on the Will and Wish of the Employer, and if the
Employee is not tuned to the Waves of the Employer then the Private

is the only motto for majority of the Private CORPORATES, the more the
bigger size the Private CORPORATE they indulge in more MANAGEMENT
aka MANIPULATION AT HIGH Levels in GOVERNMENT By any means to
fulfil their Organisations Profits i.e MONEY HUNGER, but Outside it
appears as if they are ETHICAL in Business and it is like the ELEPHANT
EATING THE WOOD APPLE and exert wood apple AS IT IS FROM STOOLS
and when Examine the same WOOD APPLE it does not contain any
plump in it and it is empty, Same is the so called ETHICS of most of the
Big PRIVATE CORPORATE in INDIA, and it is an OPEN SECRET know to all

the BIG Private SECTOR CORPORATE OWNERS Give Lectures on ETHICAL

24) Also How Come GOI Induce CONFIDENCE BUILDING MEASURES


in CADRE OFFICERS who did not become JOINT SECTARY at GOI after
this CONTRACT JOINT SECTARIES are induced into system of Governance
at GOI? As most of the bureaucrats IAS IPS IRS IES etc feel proud and
privileged and honoured to serve as Joint Secretary to GOI as they will
get a chance to serve the entire Nation, and not only this because only
select few IAS IPS Etc who reached JS Level eligible to become JS in GOI
then is it not demoralising these Honest Sincere CADRE Offices who put

otherwise Mediocre persons Who do not have Functional Experience or
have Holistic Understanding of the issues? After all every issue in
Government is directly or indirectly related to Social Development?

It is a common human psychology that If ONCE any one lose the Heart
they cannt perform with 100% dedication even if they put their entire
physical energies. After for All most All HUMAN BEINGS SELF RESPECT is
the DRIVING Force for dedicated work, especially when Almost all the
Bureaucrats, Especially IAS who otherwise feel proud of their carrier and
of course most of the IAS carry with them the HEGEMONY of I am IAS
the BOSS of the DISTRICT/ DEPARTMENT will suddenly Drop down their
personal self respect and Do Dedicated work in their respective role
taking orders from Non CADRE Temporary Contract Employee Designated

Officers, when It CLEARLY Appears that GOI is fully Determined to fulfil
the needs of the vested interest PRIVATE CORPORATE GIANTS by giving
opportunity to maximum positions to Employees from Private BIG
Corporates in the CONTRACT JOINT SECTARIES?

If it is not the case then How come Officers from the PSU/ Other
Government Services With Same Pay Scale in the range of Joint
Secretary GOI (Super Time Scale) is expected to Apply for Contract
Bases via Deputation? And It takes 25 to 28 Years for IRS to become a
Joint Sectaries, So the 15 Years experience of Private Corporate is now
28 Years experience and 40 Years of age of Private Corporate is now near
about 53 to 55 Years for a IRS CADRE Officer? So GOI Equates a CADRE
offers from IRS with 28 Years to a Private Corporate Employee of 15
Years because the Private Corporate Employee is earning almost equal
Salary of a 28 Years EXPERIENCED IRS Officer? STRANGE?

Pay scale, then 15 Years and 40 Years in Private BIG Corporate will draw
double the Salary than JS GOI? even if one presumes that a Private BIG
Corporate employee with 15 Years experience in the FINANCE/ REVENUE
Division of that Private Corporate, and the GOI Now expecting to induct
the same Private CORPORATE employee who is having working
experience in FINANCE/ REVENUE Dept of that Corporate to REVENUE
DEPT / FINANCE DEPT of GOI, In the name of Domain Expert, where as
the IRS Officer with 25 Years to 28 Years of experience has dealt with
FINANCES/ REVENUE Depts., if NOT LAKHS At Least Several Thousands
in his 28 Years of carries in assessing their revenues, expenditure,
taxation as assessing Officer for several thousands of CORPORATES, and
finding the loop holes as investigation Officer etc in different roles in the
28 Years. then how do GOI Expect the CADRE Officer with 28 Years
experience is equal to 15 Years of Private CORPORATE employee dealing
with Finance Dept, (or any other Department taking this as an example
and it may be IRS or any other CADRE Officer and any dept for the
Private Employee)? IT is SIMPLY CRIMINAL and utter insult to the
CADRE OFFICERS from other Government Services? It Appears Clear Cut
Conspiracy to PROVIDE GOVERNANCE to Private BIG Corporates via
CONTRACT JOINT SECTARIES?

In order to show to the public that some People from PSU are inducted as
CONTRACT JOINT SECTARIES GOI may select one or two from PSU or
other Government for one time that is for this advertisement of
recruitment of 10 Joint Secretaries, and after that GOI May Enhance the
Number of CONTRACT JOINT SECRETARIES to several 100‟s in Number in
the Pretext of Acute shortage of CADRE OFFICERS and also enormous
increase of WORK LOAD due to raise in GDP Etc, may fill almost all JS
Level OFFICERS in future with Lateral Entry CONTRACT JS, but hardly
recruit any one from PSU / Other CADRE Officers? This is going to

that People will get Domain expertise to become JOINT SECRETARY at
GOI, there exists several Lakhs of People with Phd, and yes there is no
doubt most of the People who done Phd has edge over others in that
particular subject on which they have done the Research i.e Phd but
certainly they Lack Holistic understanding of that SECTOR for sure (it is
like a Medical Doctor doing specialisation in Cardio, Neuro, Ortho,
Ophthalmology etc, and the Doctors who is a Cardio knows only about
Cardio and not about Ophthalmology or Ortho, but a General Physician
has the knowledge of every other subject, as such if the General

than People who done Phd in one subject is like a Specialist Doctors and
they are restricted by and large to their subject of Phd.,

If People in the GOI & NITI AAYOG if they think that People with PHD
can change the Social Engineering and better than CADRE OFFICERS
Who has 15 Years of functional experience in Governance are for sure
certainly either Having FAKE DEGREES or NAIVE as such for them when
there are no trees in their habitation the so called caster-oil trees which
grows in their vicinity are considered as Huge Trees and also those in
NITI AAYOG who Consider & Vouching the Lateral Entry the so called PHD

coordinators and monitoring these advisors in that Ministry and then they
should provide the suggestions for issues in that Ministry to ensure wider
outreach cost effective solution which is transparent with full
accountability? This is the best way to bring in fresh energy talent into
governance rather than providing the Phd Holders with 15 Years Working
in some or other Non Government Organisation as CONTRACT

words “Disruptions” Artificial Intelligence and Block Chain, Cloud, Virtual
Reality Etc etc very frequently and Tell that TECHNOLOGY Will change
Everything, If the so called NITI AAYOG Thinks to adopt technology in
every Sector then NITI AAYOG Should Advice the GOI to induct experts
from Private Sector from Information Technology who are working in the
areas of ARTIFICIAL INTELLIGENCE, CLOUD, VIRTUAL REALITY, BLOCK
CHAIN, DATA MINING, Etc be recruited as Advisors to the Government
in the Information Technology Ministry and let them work in coordination
with other Ministries by working in tandem to understand the needs if
that Ministry and Outreach of each Ministry and prepare any suggestions
that how these IT Solutions will bring Transparency, Accountability and
Simplified Procedures in the Governance of that Ministry and how they
benefit the Common man in the Country for consideration and for
implementation on Trail Bases and full implementation on success of
trail. And it is really CRIMINAL if some XYZ Mediocre in the In GOI or
NITI AAYOG tell these IT solutions as reason for recruiting CONTRACT
JOINT SECTARIES to bring in fresh talent in the Sector/ Ministry?

city, AS A COMMON SENSE Do Pollution will reduce by using Taxis in
Cities when 80% of City Vehicles are Two wheelers? If this is the level of
understanding of the so called Experts who are selected by the great
People in the NITI AAYOG on the bases of so called MERIT and So called
FRESH Talent into NITI AAYOG given an advise of this STANDARD and

Reduce the CORPORATE TAX Every year 1% i.e total of 5% CORPORATE
TAX is Reduced from 2014 to 2019, which lead to huge Revenue Loss for
GOI and STATE Government s, and in order to balance the revenue
earnings which were lost on account of 1% yearly reduction of
CORPORATE TAX, GOI Did Not Reduce the Prices on PETROLEUM Fuels
when the Crude Prices are less than 37 Dollars, and INSTEAD of reducing
Fuel Prices GOI has Enhanced the Central Taxes on Petroleum Fuels?)

So in 2016 GOI miserably failed Further Pro Private Corporate AGENDA


Because of the CADRE IAS OFFICERS who are JOINT SECRETARIES in
Crucial Ministries, Did Not COOPERATED/ push the Ideas of doing TAILOR
MADE POLICIES With NITI AAYOG to Suit certain section of BIG PRIVATE
CORPORATE as by and large almost all CADRE offers Especially IAS Joint
SECTARIES who are CREAM of IAS do not indulge in any PROMOTING
TAILOR MADE POLICES which Leads to RAMPANT CORRUPTION, As Such

CONTRACT JOINT SECTARIES to push their PRIVATE CORPORATE

secure, and hardly any big communication happen over mobiles that too
when all internal mails are within the Government , As such Many of the
Officials openly Expressed in media without naming them that it become
a Show peace for them as most of the communication is from GOI Land
phones, this caused more perils in JS and ABOVE due to suspicion of
SPYING on them by GOI that is why GOI given a special software mobile
of a Private mobile Service provider WHEN BSNL/ MTNL Exists very much
in DELHI, but strangely GOI provided a Private Mobile SERVICE
OPERATOR SIM , which also reflects that GOI Did not have trust on BSNL
/ MTNL Services being a Secure GOVERNMENT SERVICE PROVIDER But
have full faith and trust in the Private MOBILE OPERATOR? When the
servers of that Private operator can over see everything that user of the
phone done via his Mobile Phone?

Added to this there is no bidding happened to choose a particular Private


Mobile operator when there exists at least 4 other Private Mobile
operators and what is the Guarantee that the SIM Cards given/ Handsets
Given are not specially designed with SPY software by which the operator
side persons With OVER ENTHUSIASM to get brownie points over other
colluges in getting first hand information about any business/ Policy
without the knowledge of the top brass / management of the mobile
Service provider, for getting access to the text messages, e mails,

When it is a matter that so called SWATCHTA ABHYANA Issued by GOI


and Spending several thousands of crores on Just ADVERTISEMENT but
the So called NITI AAYOG who is otherwise formed to Transform INDIA
Miserably Failed to Recommend GOI To Provide Safety Gears for all
Sewerage Works Working in All Municipalities or and also Privately by
making it Mandatory to Register all Sewerage Workers and only
Registered, Trained Sewerage Workers only used for Sewerage Cleaning
Every Sewerage Worker must Get Periodic Health Check up for ensuring
they do not get succumbed to Occupational Health Disorders ranging
from Skin Disease to Cancers etc being touching the FILTH WITH
BILLIONS DEADLY HARMFUL BACTERIA EVERY DAY due to which the
average life of Sewerage Workers is just 45 Years which is less than the
primitive tribes living in THICK FOREST In the World? And NITI AAYOG
failed to make A Specific Plan to DRASTICALLY ERADICATE MANUAL
SEWERAGE CLEANING BY INDUCING TECHNOLOGY AND MACHINERY,
USING EXITING SEWERAGE WORKERS and at the same time CREATING
Alternative Employment/ Lively hood for the EXISTING SEWERAGE
WORKERS who are losing Lively Hood on account of Mechanisation?

And Also it is REALLY STRANGE That GOI ADVERTISING HUGELY that


their Government has built this many Croes if TOILETS etc as
Achievements, but the fact is that Hardly few percentage of Toilets are in
use due to lack of facility to remove the waste generated in the Sceptic
tanks attached to TOILETS, when the matter of fact is the more the
Number of Toilets got build, especially in Rural Areas the More the
VULNERABILITY of the Dalits Living in that territory who Left MANUAL
SCAVENGING which is otherwise Abolished by GOI Long back, as Dalits
are pushed Back to Do Such Heinous Job, as there is Hardly any
mechanisation happened nor machinery available in the Rural areas to
Lift the Filth from Sceptic Tanks? Then WHAT Is the NITI AAYOG doing All
these Years ? Do THESE Issues are not Appears to NITI AAYOG? Dif NITI
AAYOG ever tried to assess that What are the mechanisms that are avail
to clear waste generated from Toilets and Septic Tanks? It Appears that
for Great People in NITI AAYOG miseries of Dalits Do not matter? They

SKIN after they dye, and what are the revenues that THUGS are earning
by selling the HOLY COW SKIN in BLACK MARKETS, What are the
volumes of COW SKIN Business happening in INDIA? What is the Amount
of BLACK MONEY get Generated & Circulated on account of COW SKIN
TRADE in INDIA? Why not NITI AAYOG Made a proposal to regulate the
DISPOSAL Of Dead COWS and Regulate Skinning/ Sale of HOLY COW
SKIN and Regulate Manufacture of Any items made of ANIMAL SKINS to
end MAFIAS Of HOLY COW SKINS?

If NITI AAYOG Feels that it is not their Job to Protect HOLY COWS and
INNOCENT DALITS and also streamline revenues from SKINS of Dead
Animals which is otherwise ranges from several thousands of crores of
rupees annually, if NITI AAYOG Feel that All DALITS Who are working in
in tanneries must get Exposed to Chemicals and Poisons and Health
Hazards? Then Why NITI AAYOG Required in INDIA? When it Do not
Possess Basic Respect for HINDUS as COW is Holy Animal for 100 Cr
HINDUS in INDIA and no Basic respect for Dalits who are Doing Selfless
Job baring All odds to Keep the Habitations Clean and Ensure All
Habitants are not prone to any epidemics arising on account of BACTERIA
& VIRUSES Generated Out of Dead Animals By Clearing them? If NITI
AAYOG has BASIC RESPECT for Dalits it should have advising GOI To
make sure that all these DALITS WORKERS engaged in DEAD ANIMAL
LIFTING & SKINNING BE REGISTERED AND PROVIDED WITH SAFETY
GEARS and also ensure periodic health check up and ensure they do not
succumb to occupational health hazards? In addition Stream line HOLY

make COMMUNITY STUDENT STUDY CENTERS for Day Scholar Students
in Slums & Villages where most of the Downtrodden Poorest of Poor live
and it is practically not possible for them to study in the their slum hut
after the school/ collage being a day scholar?

34) Also the so called NITI AAYOG FAILED to advise GOI To provide
Free Sanitary Napkins to all Adolescent Girls and Women to ensure the
Primary Health Care of GIRLS & WOMEN are taken care as the statistics
shows that at least 80% of the Adolescent Girls & Women in INDIA so
not afford/ have access to Safe Sanitary NAPKINS instead of making the
GIRLS and WOMEN from poor pay Rs 21 to 30 As the price of pack of 6
was costing Rs 7.50 That too they are not available in the Required
Number as there is Huge Demand and Supply Gap?

It is a commonsense that many of the Health Discords in Women in


Especially Downtrodden Women belonging to Rural India, is due to
unhygienic methods of Menstrual Hygiene due to non Affordability of
Sanitary Napkins and this is impacting the entire life of the Women from
age she become adolescent to till their death, in addition it is impacting
the family life as the women will have to spend more from pocket on
Health Care and that is effecting the children as they are becoming mal
nutritional due to limited earning of the family and the health and
education of the family getting effected, when the cycle of illness of
family and CHILDREN HEALTH Etc are affecting which costs the National
Productivity by and large, HOW COME GREAT MINDS IN NITI AAYOG not
able to recommend the GOI To provide Free Sanitary Napkins to all Adult
Women who are in Menstrual Cycle? Which hardly costs just 10% of what
GOI Proposed HEALTH CARE INSURANCE i.e MODI care? Shame on the
part of the People Sitting in NITI AAYOG ? Just by Advising people via

COMING 2019 GENERAL ELECTIONS? If it is not the case why GOI got
this idea only at the END of their 5 Years term?) and it is certain that
most of the NATIONAL INSURANCE COMPANIES Money will go as profit to
so called PRIVATE HOSPITALS for sure and within a Year the NATIONAL
INSURANCE COMPANY Will Declare bankruptcy as The premium collected
is minuscule compared to the RISK COVERED & volume of money paid as
claims Aka the SWINDLING OF INSURANCE SUM By the Private Hospitals
if the Policy holder goes to Hospital for any small illness? And the
Number claims for full 5 Lakhs will be in several Millions even if just 2%
of the Total People who are covered under This HEALTH CARE
INSURANCE and the INSURANCE COMPANY assured them to pay 5 Lakhs
for them in case if need arises, as such the INSURANCE COMPANIES
WILL FAIL TO SETTLE THE CLAIMS Even in case they Re INSURANCE with
several other International Reinsurance Companies, and it is certain that
next Year onwards re insurance companies may not cooperate with
insurance companies of INDIA, as such INDIAN INSURANCE COMPANIES
unable to pay the sums assured for the People not only for this Health
Care but all other claims for All other policies as mist of the INSURANCE
COMPANIES become BANKRUPT ?

And it is certain that BJP Led NDA GOI May Discontinue the Scheme if
they elected in 2019 or the New GOI which is non BJP May scrap the
same Else the INSURANCE COMPANIES MAY CHARGE NO LESS THAN Rs
10 THOUSAND to Rs 20 THOUSAND premium for 5 Lakhs coverage of
this Health Care to ensure INSURANCE COMPANIES ARE NOT

GOVERNMENT Which assured Rs 5 Lakhs for accidental deaths aged
between 18 to 70 By paying Rs 330 by Government for every
unorganised worker under PMJJBY for 2 Lakhs aged 10 to 50 & Rs 12
premium under PMJSY Rs 2 Lakhs 18 to 60 and premium for rest amount
assured by the state Government via premium payment form AP State
Government to insurance companies under GROUP INSURANCE for 2.5
cr unorganised workers in the state, when the Scheme of PMJJBY was for
all bank account holders to be given by banks to the individuals, and the
GENERAL INSURANCE COMPANY accepted a premium of Rs 65 Cr for
covering the remaining Risk Which was not covered by life insurance
companies other than PMJJBY & PMSBY, and to the shock of the
GENERAL INSURANCE COMPANY Which done business with AP
GOVERNMENT For covering CHANDRANNA BHIMA THE CLAIM AMOUNT
FOR that CALENDAR YEAR WAS Several times more than premium

premium of Rs 161 cr and paid claims of Rs 290 as such the insurance
companies asking GOI To enhance the premium from Rs 12 per lakh at
present to Rs 20 to Rs 30 per lakh to absorbed losses and the fact is that
it costs near about 80 Rs for individual and Rs 45 to group to cover this
Scheme, And the case will be same for this HEALTH CARE of 10 Crore
FAMILIES or 50 crore PEOPLE By GOI Else GOI May scrap the scheme in
2019, Else the RISK Insurance Companies are DOING Wild GAMBLING?

Also there is big doubt that the so called Insurance premium paid by GOI
for Health Care will cover all age groups from 0 Years to at least 80 Years
or they will do the same GIMMICK of doing so called PMJBY Which covers
age between 18 to 50 Years which is strange as most People who are
vulnerable to Health Care is aged above 50 Years and the more the aged
the more the vulnerability of prone to chronic diseases which needed in
hospital treatment by and large? And the fact of the matter is that NEW
INDIA INSURANCE Company a GOVERNMENT PSU is charging Rs 10,000
For 8 Lakhs cover for Health Care for UNDER 35 Years People, than it is
wait and watch that how GOI and PSU Insurance Companies do gambling
with AGE GROUP and PREMIUM Amount,?

Also in the absence of So any structured reforms in Health Care to


ensure RATIONAL PRESCRIPTIONS BY Making it mandatory bar coded
prescription forms for all Qualified Doctors , and also making it
mandatory verification of genuinely of the academic qualifications of all
DOCTORS and MEDICAL STAFF like Nurses, Lab Technicians and
Pharmacists to CONTAIN QUACKS? Also issue of Medicine via Online Real
Time Monitoring at all Pharmacy Retail Against the Bar Coded
Prescriptions and Rationalisation of Service charges in Hospitals to ensure
all Hospitals adhere to same amount of charges for same facilitates in
addition fixing a cap of maximum 100% cap on the Medicine/ Drugs
Manufactured and Sold in INDIA by any Indian Company or Imported
Medicine and GOI Compensating for fresh R&D if they are providing path
breaking in Health Care system in curing diseases. And finally the system
of medical OMBUDSMAN In every DISTRICT and Online Billing connected
to Central Server by all Hospitals and Nursing Homes? without which so
called HEALTH CARE BY GOVERNMENT FOR POOR IS NOTHING BUT A

become a Cartel and Raise the Premiums for Health Care and Life after
the Collapse of the PSU Insurance Companies of Both life and General
Insurance due to this so called Health Care Policy?

36) When the GOI Hugely advertises in the Social Media and in the
PRINT MEDIA & ELECTRONIC Media that in the Last 4 Years of BJP LED
NDA GOI The Road Construction Has doubled that is 69 km per day in
2013-2014 to 134 km per day in 2017-18 and the rural road connectivity
was enhanced from 56% in 2014 to 82% in 2018-06-17, Then why
cannot GOI announce that how many BEDS in Hospitals they enhanced
from 2014 to 2018? and the beds in the Hospitals which are existing in
India till date including so called Private Hospitals are Minuscule
Compared to Requirement/ Demand ?

It clearly indicates that since ROAD Project works are absolutely


necessary as road connectivity will increase Trade, Employment, (But
Without Health Care what People will do with Roads that when these
roads are made with TAXES Especially Taxes on FUEL i,e Petrol & Diesel
and which in turn lead to More cost of DAILY CONSUMABLES And which
led to less consumption of People which lead to certain % of population
Malnutrition and Anaemic and also some section of People especially poor
and low middle class unable to use even the Public Transport for the

in fuel prices. In these circumstances Do GOVERNMENT EXPECT that
People go crawling on their bottom back to reach to nearby hospitals/ so

certainly there is room for ZERO Bill trade which means BLACK MONEY
TRANSACTIONS are certain? Also the so called Ill prepared rates of GST
led to most of the MSME in confusion, as such most MSME are doing their
business in cash to ensure their Industry is not closed on account of
losses if they pay such high rates of GST on their produce as in some
sectors the margins are very thin and they cannot afford to pay such

ignored the GST on fuels as it will reduce the TAX earnings of GOI

GOI and these Private Big Corporate make such a policies in the form of
investment attraction n the name of Development and Job creation to the
Big Foreign Companies and Sell their Stake soon or later at high prices
and they settle in Foreign Countries, And these Foreign MNC Giants once
acquire Almost all similar Companies they achieve Near to Monopoly in
that Sector and then they start Dictating Terms to the entire Country, the
case of So called GE / GM Manufacturers is the same which is dictating
terms in several other Nations with their GE/ GM Seeds from pricing of
seeds to tailor made Pest Control Etc,.

Course Corrections. I Express that I have no intention to Denigrate any
Individual Person or Section of People or any Institutions, and I Express
Apologies in Case anyone Hurt Due to My Way of Expressing Ground
Realities, as I Follow & Practice the Principle of BHAGAVAD GITA.
