I. Project Description

 Project Location
i. Project Title: Construction of Covered Court at Tibabo Elementary School
ii. Location: Tibabo Elementary School, Tibabo, Pioduran, Albay

 Brief Summary of the Project

Tibabo Elementary School is a thriving rural school located at one of the mountainous
areas of Pioduran, Albay founded on 1949. With the population comprised of a school principal,
163 pupils, and 8 teachers, with the support system from the stakeholders, the school continuously
upholds the vision, mission and goals of the Department of Education to provide quality learning
experiences to the clienteles for them to become lifelong learners. Like other small schools,
however, it also faces some difficulties that hinder its path towards achieving its full potentials.
Since its humble beginnings, the absence of a covered court in the school site is among these issues.
The construction and realization of the proposed project offers benefits not only to the
school but the community as a whole. Tibabo Elementary School has no available covered court
yet where monthly school activities, including Nutrition Month Celebration, Buwan ng Wika,
Literacy Week and Graduation and Recognition Rites, could be held. The construction of the
proposed project would ensure successful conduct of programs and other school events that will
greatly contribute to learners’ effective acquisition of knowledge. It could serve as venue where
pupils can practice in preparation for various competitions and skills demonstration, including, but
are not limited to Drum and Lyre Corps and Sports Clinic, thereby, developing them into well-
rounded individuals.
The project would create a safe, secure and comfortable venue for the pupils, teachers,
parents and stakeholders during the conduct of the aforementioned events. Lastly, during
unforeseen circumstances such as calamities and natural phenomena, the covered court could serve
as immediate shelter to the constituents of the barangay, thereby, serving a great purpose not only
to the school, but the whole community.

 Project Goals and Objectives

I. To provide an all season venue for community-based, socio-cultural and economic
programs, projects & activities;
II. To provide a safe and temporary shelter to affected families during times of man-made and
natural disaster;
III. To provide a facility that caters a good number of people at school level activities;

 Total Project Cost: Php 4,000,000.00

  Target Beneficiaries
The entire stakeholders of Tibabo elementary School are the direct beneficiaries of this
project who intends to avail the services it offers by the project. The barangays will also benefit
this project.

 Project Partners
The Office of the Congressman, 3RD District of Albay, FERNANDO V. GONZALES
is primarily considered as our partner for this project.

 Technical Evaluation
The proposed site for the construction of this structure will be at the Tibabo Elementary
School ground. It is relatively flat that is accessible to all public and private vehicles. It is not
susceptible to any run-off or flooding.

II. Project Components and lmplementation Schedule

The project is construction of covered Court, an infrastructure that cost to four million
pesos, more or less. The said amount will come from the Office of the Congressman, 3RD District
of Albay, FERNANDO V. GONZALES. All other amount excess will also be shouldered by
them, including all works not included in Program of work that could rise upon construction.

III. Work and Financial Plan

Tibabo Elementary Covered Court located at Tibabo Elementary School ground at Tibabo
Pioduran, Albay is funded by the Office of the Congressman, 3RD District of Albay,
FERNANDO V. GONZALES with a total cost of Four Million Pesos (Php 4,000,000.00) more
or less. The School's counterpart is the lot which the project is to be constructed.

IV. Project Management

The following are the personnel and key officers who will lead and directly accountable for the
construction of the project together with their respective roles during and post-project management
scheme, internal monitoring and evaluation procedure, to wit:
1. MPDC - Planning
2. Engineers - Construction/Design Preparation/Program of Works, Etc.
3. DILG - Assessment, monitoring and evaluation.

V. Project Sustainability
The maintenance of the project will be shouldered by the Barangay Local Government Unit and
the school. The maintenance cost will be integrated in their annual barangay budget as well as
school budget in order secure the sustainability of the facility.
VI. Risk Analysis
a. The project risk includes the unpredictable weather condition that may cause the delay of
the project.
b. Political will and commitment to implement the related laws for the implementation and
sustainability of the project.
