Development of Adequate Road Connectivity to Major Ports in India

CONTRACT PACKAGE: TN (TUTICORIN) BALANCE.

Four Laning and Strengthening of Existing Two Lanes of Tirunelveli – Tuticorin Road –
NH-7A from Km 4/300 – 51/200 in Tamil Nadu (Balance Works).

Rate Analysis

I . Basic Approach:

(A) Road Works:

(1) The adopted rates of almost all items are same as the PWD Schedule of
rates for 2006-2007 except those items specifically mentioned hereunder.

The prevailing market rate is taken into account for the following items:
a. Cement
b.Reinforcement & Structural Steel
c.Bitumen 60 / 70 grade
d.Btumen Emulsion
e.CRMB

(2) The PWD lead chart for conveyance of materials is adopted.

Those items for which PWD schedule of rates are not available, market rates are
adopted.

The data adopted for arriving rates of various items of work is same as MORTH
Standard Data Book.

(3) Contractor’s profit is taken as10%.

(4) 8% overhead charges is followed as per data book for projects costing > 50 crores.

(5) The cost of water adopted for working out rates is Rs.25 for kilolitre.

(6) Supply of material is taken either at location of mixing or at the work site as the
case may be.

(7) Making arrangement for borrow earth is contractor’s responsibility. Compensation


for earth taken from private land has been considered.
(B) Bridge Works:

(1) Overhead charges are taken as the weighted average of Major Bridges, Minor
Bridges and Culverts as specified in the Standard Data Book.

(2) For various types of super structures and conventional types of substructure and
foundation component of form work is adopted percentage form as per Standard
Data Book (MORT&S).

(3)Normal method of curing has been covered in the schedule.

(4) The rates include the element of testing of samples of various materials brought
for the use as well as other tests for various items of work.

(5) The mix properties for controlled concrete are only for estimation of cost.
The actual consumption would have to be based on the approved mix design.

(6) The item covered in the overhead charges are same as described in the
Standard Data Book for bridge works.

(C) Pipe Line Shifting Work


TWAD Board standard schedule of rate for 2006-2007 is adopted for pipe line
shifting work.

II. General:

(1) Each item of work is described in brief and linked with relevant provision of
Ministry of Road Transport and Highways Specifications (MORT&H) IV
Revision.

(2) The rates include, otherwise specially mentioned and provided for in the schedule,
the basic cost, cost of carriage, loading and unloading and stacking of materials
required for the work.

(3) The quantities of materials for sub-base, base and bituminous material etc., are
taken for estimate purpose only. Since a grading mix would have to be evolved in
such cases, the actual consumption would have to be based on the same rather
than the estimated properties.

(4) In case of materials, the tests are to be conducted at least at minimum desirable
frequencies prescribed under the relevant specifications. The cost of such tests is
supposed to be inclusive in the rate of the item.

(5) The quantities for the traffic during construction including maintenance thereof
but excluding initial dressing and/or extra treatment to shoulders/verge and
excluding construction of temporary diversions shall be considered as incidental
to the works and contractor’s responsibility.
Collection of Material:

(6) All materials shall conform to the prescribed grading and quality.

(7) The rates for the collection of materials also include the cost of opening quarries
wherever necessary, removing over-burden of earth or unsuitable materials,
dewatering of quarry and blasting, if necessary, screening of metal and removal of
materials of unsuitable size and quality and all other expenses, whatsoever,
connected with such work. The rates further include making approach to the
quarry, temporary cross-drainage works and other incidental expenses.

Labour Rate:

(8) The rates for skilled and semi-skilled labour are inclusive of all necessary
tools which are necessarily carried by them according to the trade practice
prevalent in the locality.

(9) No extra payment shall be made for the transportation of labour.

Transportation of Materials:

(10)The rates for transportation include loading and unloading materials with all lead
and all lifts, unless otherwise stated.

Plant and Machinery

a) Contractors are to use their own machinery conforming to Ministry’s


Specifications.

b) However, for estimate purposes, hire charges of plant, equipment and machinery
are considered in the Rate Analysis including:

 I-Fixed component i.e. (i) Depreciation, (ii) Repairs element and (iii) overhead
component.

 II-Variable components i.e. running charges and its overhead component. Running
charges include the cost of fuels, lubricants, daily, weekly/fortnightly servicing,
pay of driver, cleaner, night chowkidar, P.O.L. and labour for service etc., Runing
P.O.L. etc., and these vary from State to State.

(11)The requirement of machinery has been worked out assuming effective working
period of 6 hours per day.
