I. RATIONALE

During disaster, regular food supply is cut–off and affected families have no
means to prepare their daily meals. For the Food and Non-Food Items Cluster
(FNI Cluster) operations will focus on providing the affected families with basic
food requirement per day to prevent starvation and other necessities to maintain
good health and hygiene

During disaster, it is common site for affected communities to be cut-off from their
regular supply of food and the means to prepare their daily meals. For the Food
and Non-Food Items Cluster (FNI Cluster) the operations focused on providing
affected families with the needed sustenance and other daily requirements for
basic necessity.

II. OBJECTIVES

The FNI Cluster generally aims to save lives by providing food and non-food
items to the affected populations during the emergency response phase in the
short-term, and to restore at least the pre-disaster level of food security in the
affected areas in the long-term.

Specifically, the cluster aims to:


a. Undertake the coordinated provision of food and non-food
assistance to the affected families;
b. Regularly monitor, in coordination with Nutrition Cluster as a part
of HEALTH Cluster (See Roles and Responsibilities of DOH in
Concept of Operations described below and Operations Protocol
of Cluster B: Health), the nutritional status (include nutritional
content, social and cultural acceptability anywhere in the
food/non-food cluster TOR) of the affected population, identify
gaps in the provisions of food assistance, and formulate
strategic interventions to address the gaps;
c. To ensure availability of food and non-food stockpiles at all
levels including the provision for safe drinking water.

III. CONCEPT OF OPERATIONS

The FNI Cluster will follow the cluster approach taking into account that the
direction of the operations will be guided on the information provided at the Local
Disaster Risk Reduction and Management Councils.

Each member agency has its respective roles and responsibilities during and
post disaster phases. DSWD as Cluster Lead shall coordinate, orchestrate and
monitor the delivery of food and non-food items to the affected families and
communities.

The primary aim of the FNI Cluster is to augment the resources of the affected
Local Government Units (City/Municipal/Province). LGUs must have
prepositioned resources that will be distributed first to the affected population to
ensure that the IDPs are provided with the needed food and non-food items.

The LDRRMCs should also establish a system of reporting for the inventory of
available resources at their disposal and will only submit and request to the next
higher level of government for augmentation of required resources.

All members of the FNI Cluster shall coordinate their relief distribution /
augmentation with the DSWD.

All Clusters will conduct post disaster assessment of cluster operations to identify
good practices and areas for improvement.

The following are the key players and actors in the implementation of this
concept.

A. Lead Cluster Agency

1. Department of Social Welfare and Development (DSWD) through


the Disaster Risk Reduction Operations Office will head and lead the
coordinating functions of the Cluster. Specifically, the DSWD will do the
following for each Disaster Phase:

a. During Disaster Phase


a) Activate pool of volunteers for repacking of food packs,
monitoring and distribution of food and non-food items.
b) Determine logistical requirements for F and FNI
(warehouse and transport), coordinate with Logistic
Cluster and other humanitarian and commercial partners.
c) Establishment of the One Stop Shop (OSS) in
coordination with BOC and DOF.
d) Coordinate with internal and external donor/donation
agencies for their capacities taking into consideration
occurring disaster situations.
e) Provision of Disaster Assistance Family Access Card
(DAFAC) to be facilitate by the LGUs on-time, frequency
and type of assistance provided to disaster victims.
f) 24/7 operation of DSWD Disaster Response Operations
and Monitoring and Information Center (DROMIC) at
Central Office and Field Offices.

g) Continue disaster response monitoring and mobilize


instrumentalities and entities of the LGUs, CSOs and
private groups and organize volunteers for response.
h) Provision of emergency relief (food and non-food items),
inside and outside evacuation centers.
i) Allocation of Quick Response Fund (QRF) at the Field
Office level. Work and financial planning for additional
allocation of QRF for relief augmentation and other
operational expenses.
j) Conduct of Rapid Assessment using the DSWD tool to
validate information provided by local stakeholders to
determine the extent of disaster’s damage either partially
or totally, specifically for food and non-food, for funding
requirements (For augmentation-actual and factual local
response need to identify/reflect in the report as basis for
response)
k) Set protocols for information submission and reporting to
account relief activities of all partners, local and
international NGOs and media groups.
l) Set guidelines as to when to terminate relief, response
and evacuation center management.
m) Secure accurate data from the LGUs as needed, to
facilitate request/s for augmentation of assistance and
dissemination of report to cluster members/agencies.
n) Continue monitoring on level of stockpiles of the DSWD
FOs, LGUs and identify gaps on F and FNI requirements;
o) Activate DSWD Regional Cluster Hubs in case there is a
need for massive production of family food packs.
p) Record, encode through Databank, the production of food
packs, purchased goods, donation and distributions of
goods indicating its beneficiaries.

b. Post Disaster Phase


a) Conduct Rapid DANA and Post DANA w/ other partner
agencies under coordination of NDRRMC and
RDRRMC(s) concerned.
b) Develop a post-distribution monitoring system. Evaluation
of the quality, sufficiency, effectiveness and timeliness of
distributions help to improve the overall distribution
system and approach of the Cluster.
c) Establish complaints mechanisms, so camp residents can
ensure a way to verify entitlements and services. In case
of fraud, theft or abuse, camp residents/families must be
able to voice their complaints and know that lead and
coordinating agency including service providers will take
action.
d) Provide “Pabaon Package” (provision of food packs) and
Balik Probinsya to IDPs from affected areas.
e) Provide continuing relief assistance when needed.

f) Consolidate reports on food and non-food items


assistance including donation allocation and distribution.

B. Cluster Member Agencies

1. Philippine Institute of Volcanology and Seismology (PHIVOLCS) is


the sole agency to issue and continuously provide earthquake and
tsunami information and warning, and forward these to the NDRRMC-
OpCen for official issuance to the Office of the President, NDRRMC
member agencies, LDRRMCs, cluster leads as well as members, and
other stakeholders.

a. Post Disaster
a) The PHIVOLCS Quick Response Team (QRT) identifies
good practices and areas for improvement of the agency
as well as of the other cluster agencies.

2. National Food Authority (NFA)


a. During Disaster Phase
a) Continue OpCen operations.
b) Regular monitoring of weather forecast of PAGASA and
updates from PHILVOLCS.
c) Closely coordinates/facilitates the requests of the Office
of Civil Defense (OCD), DSWD, PNRC, LGUs,
Legislators and other relief and concerned government
and private entities on their rice requirements.
d) Issue/deliver rice stocks as requested by OCD, DSWD,
PNRC, etc. upon payment/submission of necessary
documents.
e) Mobilize OPCEN personnel to conduct the assessment of
the status of rice supply and prices.
f) Submit report on rice sales and issuances to the top
management and concerned agencies.

b. Post Disaster Phase


a) Monitor the supply and demand, and prices of rice and
extent of damages
b) Deploy rolling stores and tap/accredit rice retailers in the
affected areas to sustain/stabilize the supply and prices
of rice.
c) Coordinate/facilitate the requests of OCD, DSWD, PNRC,
LGUs, Legislators and other relief and concerned
government and private entities on their rice
requirements.
d) Submit daily report on rice sales/issuances to the
Agency’s top management and concerned agencies.

3. Department of Health (DOH)


a) Coordinate and share information on nutritional
assessment reports to prioritize food distribution to the
affected areas.
b) Support to food safety and IEC activities.

4. Philippine National Police (PNP) through the Police Community


Relations Group (PCRG).
a. During Disaster Phase
a) Deploy personnel in the affected areas to provide
appropriate assistance.
b) Take necessary actions in response to the requests
from LGUs and the cluster through NDRRMC/OCD.
c) Coordinate with NDRRMC/OCD and DSWD regarding
security in food repacking/distribution centers.
d) Mobilize the community in support of Police Operation
during response.
e) Monitor the peace and order situation
f) Accepts donations/ relief goods for the victims of a
disaster.

b. Post Disaster Phase


a) Take necessary actions in response to the requests
from LGUs and the cluster through NDRRMC/OCD.
b) Coordinate with NDRRMC/OCD and DSWD regarding
security in food repacking/distribution centers.
c) Consolidate donated relief goods sent to the NHQ.
d) Coordinate PNP efforts with other government
agencies for relief operations.
e) Mobilize the community in support of Police
Operations.
f) Deploy Information Operations (IO) Teams to affected
areas.
g) Conduct assessment re: activities undertaken by the
Information Operations (IO) Team.
h) Conduct periodic review on assessment and
evaluation on the impact of the PCRG efforts.
i) In coordination with LGUs and other government
agencies, support road clearing operations and
provides updates on the accessibility of all roads.

5. Armed Forces of the Philippines (AFP)


a. During Disaster Phase
a) Be prepared to provide personnel as manpower
support to DSWD for the repacking of relief goods;
b) Be prepared to provide repacking station areas at the
Major Service Headquarters as necessary;
c) Be prepared to provide personnel, transportation and
other support requirements for the delivery and
distribution of FNFIs; and

d) Be prepared to participate in Health Cluster meeting

b. Post Disaster Phase


a) Be prepared to provide personnel, transportation and
other support requirements for the pre-positioning and
warehousing of relief goods by DSWD for sustainment.

6. Philippine Coast Guard


a) Shall take necessary actions in support (e.g. manpower,
support medical teams) to the request from LGUs and
cluster members through NDRRMC/OCD
b) To support the transport of relief goods in bulk by
utilizing PCG floating assets.

7. Office of Civil Defense (OCD)

FOR EARTHQUAKE & TSUNAMI

a. During Disaster Phase


a) Interpret the occurring disaster situation(s),
RDRRMC(s) concerned and prepare the necessary
preemptive follow-up actions.
b) Receive and consolidate reports on FNI requirements
from OCDRCs for submission to the NDRRMC.
NDRRMC shall copy furnish all stakeholders for rapid
damage assessment.
c) Process request/s for rice assistance and prepare
documents required by NFA for approval of the
Administrator.
d) Submit request/s for the release of rice to NFA Central
Office.
e) Issue Authority to Withdraw to concerned OCD
Regional Directors as needed.
f) Commence arrangement of logistics and transportation
supports with concerned agencies
g) Coordinate the conduct of Food/Non-Food Cluster
Meeting with DSWD.
h) Refer FNI related donations to the FNI Cluster for
clearance prior to acceptance.
i) Preparation of documents for the procurement of
requested non-food items (NFIs)

b. Post Disaster Phase


a) Provide rice assistance to affected areas through the
OCDRC.
b) Initiate the One-Stop-Shop (OSS) to process
international humanitarian assistance with DOF, BOC,
DOH, DSWD, BFAD.
c) Deployment of NFIs to affected OCDRCs

d) Collation of distribution reports of deployed NFIs from


OCDRCs.
e) Participate in PDNA.

FOR EARTHQUAKE ONLY

a. During Disaster Phase


a) Interpret the occurring disaster situation(s),

8. Department of Agriculture (DA) shall secure and supply food Items


(Rice) to affected population through the NFA.
a. During Disaster Phase
a) Continue operations of Quick Response Center and
QRT/market assistance.
b) Monitor market conditions
c) Facilitate movement of food from production to disaster
areas by tapping into the existing market

networks/mechanisms such as Barangay Food


Terminals and food trading centers.
d) Mobilize post-harvest facilities if necessary
e) Conduct of RDANA

b. Post Disaster Phase


a) Conduct PDNA; damages, losses and needs
assessment
b) Provide cash for work to the affected population.

9. Philippine Red Cross (PRC)


a. During Disaster Phase
a) Provision of relief supplies to augment chapter relief
operations.
b) Mobilize the logistical support required to augment
chapter response capacity and/or field base operations
managed by the PRC.
c) Mobilize and deploy required teams to the disaster
operation areas such as ERU Team/s, Water and
Sanitation Team/s, Assessment Team/s, Logistics
team, etc., in coordination with respective
services/offices in-charge.
d) Conduct assessment current and progress situation and
needs analysis in the disaster areas.
e) Prepare and submit operation plan for approval of the
Chairman/CEO and/or Secretary General/COO.
f) Prepare necessary memoranda for release of supplies
and funds to support NHQ and Chapter disaster
operations.
g) Support the Operation Center in the gathering and
collation of disaster reports and statistics.
h) Coordinate all disaster operation at the NHQ, Chapters,
and other field operations.
i) Coordinate with internal and external partners such as
IFRC, PNSs, ICRC, NDRRMC, Non-Government
Organizations, and private agencies.

PRC Area Chapters (During Disaster):


a) Provision of hot meals.
b) Setting up of welfare desks.
c) Provision of emergency medical, nursing and first aid to
those who are sick and injured in areas affected by
disasters.
d) Gathering of substantial data through conduct of rapid
assessment.
e) Survey and registration of families affected by disasters.
f) Relief operations (distribution of supplies food and non-
food items) are under the Chapter responsibilities.
g) Provision of emergency shelter for the homeless
victims, on a case-to-case basis.

h) Family service assistance (Restoring Family Links).

b. Post Disaster Phase


a) Provide supplies to augment chapter relief operations;
b) Mobilize logistical support for augment chapter
response capacity and/or field base operations manage
by the PRC;
c) Mobilize and deploy required teams in the disaster
operation areas such as ERU Team/s, Water and
Sanitation Team/s, Assessment Team/s, Logistics
Team/s, etc. in coordination with respective
services/offices in-charge;
d) Conduct assessment current and progress situation and
needs analysis in the disaster areas.

10. Bureau of Fire Protection (BFP)


a. During-Disaster Phase
a) Mobilization of resources in response to the request of
LGUs.
b) Assistance in the distribution of Food & NFIs
c) Provision of water ration for domestic use in the
evacuation sites/camp areas.

b. Post-Disaster Phase
a) Clearing/flushing of vital infrastructures such as evacuation
centers, hospitals, schools, etc.
b) Water siphoning of flood water in vital road networks.

11. Department of Public Works and Highways (DPWH)


a. During and Post Disaster Phases
a) Provide logistical support in the delivery of Food and Non-
food items, from warehouses/staging areas to affected
communities and evacuation centers.
b) Assist in the clearing of roads so deliveries of food items
can penetrate the area.

IV. CONCEPT OF SUSTAINMENT

A. The DSWD as Cluster Lead will coordinate all movement of food


and non-food items including those coming from other public or
private organizations using the support of the Logistics Cluster.

B. Concerned government agencies and their subordinate offices shall


utilize their respective internal personnel. Additional personnel
requirements shall be coordinated through the NDRRMC in
collaboration with all Council members.

V. COMMAND AND CONTROL

A. Command Relationship – all DRRM actors and key players will refer
and based their actions as prescribed in IRR of R.A. 1021, Rule 3,
Section 2. Composition

B. Command Center – National Disaster Risk Reduction and


Management Operations Center (NDRRMOC), Camp General Emilio
Aguinaldo, Quezon City.

1. Succession of Command:

a. Chairperson, NDRRMC (S, DND)


b. Vice-Chairperson for Disaster Response (S, DSWD)
c. FNI Cluster Lead (DRROO)
d. FNI Cluster Members

2. Interagency Communication System Support

For the entire duration of the operations, the existing means of


communications shall be utilized whatever is applicable. However, the
Emergency Telecommunication Cluster will be activated once communication is
cut-off from the affected areas.
