TERMS OF REFERENCE

I. Objective of the Project

 To beef up the S&T information drive and to popularize the Small Enterprise Technology
Upgrading Program (SETUP)
 To advocate science and technology information
 To influence the micro small and medium enterprises (MSMEs) to avail S&T services in
their business
 To assist in the production of SETUP Coffee Table Book

II. Methodology

 Planning
Identification and conceptualization of TWG and SETUP Coffee Table Book

 Writing
DOST Regional Offices are responsible for writing their respective success stories
based on the criteria

 Submission of Articles
Photos in high resolution and articles are submitted on the deadline to avoid delays

 Copy reading and proofreading


The editorial staff reviews, edits, and revises the manuscript for uniformity to the writing
style. The team may also rewrite the idea to assure accuracy and readability.

 Approval of layout and design


The TWG seeks the approval of the layout and design (book cover and content) to
DOST officials

 Printing and Distribution


The printing may take a month just in time with the celebration of the 25 th Provincial
Science and Technology Center Anniversary

The creation of a Technical Working Group (TWG) by the DOST with its task to provide
technical advice in the management and publication of the SETUP Coffee Table Book. The
composition is as follows:
 Lead Coordinator – DOST IV-B
 Steering Committee – DOST VI
 Editorial Staff – DOST – Science and Technology Information Institute (STII)
 Contributing Writers – DOST Regional Offices

In editing articles, financial support is critically important to effectively and efficiently


implement and monitor the progress of the coffee table book. The DOST VI assigns some
DOST-STII personnel to accomplish the following:
 Edit and proofread manuscript
 Ensure that stories are engaging and informative
 Impose consistent writing style
 Check illustrations
 Attend consultative meetings

In consideration of the editorial services rendered, the DOST-STII personnel shall receive an
honorarium based on the approved rate of the Review and Technical Evaluation Committee
(RTEC). To facilitate the processing of the honorarium, the personnel shall submit an
accomplishment report, and a certification of services rendered issued by the DOST.

IV. Project duration: December 2015-May 2016

V. Expected Outcome
 Strengthened linkages with the NGAs, stakeholders
 Increased number of S&T beneficiaries
 Intense information-dissemination drive
 Conduct of meetings
