Hi Elizabeth:

First, I would like to send my regards to Senator Harris for taking the time to listen
and help us to resolve an issue that has stripped thousands of Americans and
Californians out of their careers.

Here are the Bullet-Points:

 Billy Earley was a Congressional Briefing Panelist in Washington DC,

April 25, 2018;
 The Medical Board State Police employees in California are engaged in
Massive misconduct against thousands and thousands of nurses and
doctors;
 The California Attorney General’s Office, in all their written replies to state
police misconduct – They allege that they cannot investigate complaints
against state police because of the attorney-client-police privileged;
 For those who have enough guts to complaint about state police and
prosecutorial misconduct – The AG office send the confidential complaint
to the perpetrators;
 We are comparing these acts to “Annie Dookhan” the rogue chemist who
the Judge had to release 23,000 innocent people due to her negligence.

THE DOJ’s VISCIOUS CYCLE:

(1). Healthcare provider identifies investigative police misconduct,

(2). Doctor reports the police misconduct to the Medical Board or the
Department of Consumer Affairs,
(3). The DCA forwards the complaint to the AG,
 (4). The AG prepares a written response stating they cannot investigate
the complaint due to employee or attorney-client reasons,
(5). The Confidential Complaint is then purposely sent to the
Perpetrators to let them know exactly what was said about them,
(6). Retaliation and Enforcement misconduct worsens as the Perpetrators
are now upset because a complaint was made to identify them as bad
cops and prosecutors.

Elizabeth, again thank you for helping us to resolve this serious issue because we
are losing our licenses due to state police misconduct and DOJ abuse of power
and corruption.
