1. Republic Act No. 9418 is also known and cited the “Volunteer Act of 2007”
2. To promote the participation of the various sectors of the Filipino society and as necessary, international and
foreign volunteer organization in public and civic affairs and adopt and strengthen the practice of volunteerism
as a strategy in order to attain national development and international understanding.
3. Goals and objectives: to carry out foregoing policy, the government shall pursue the attainment of the following
goals and objectives:
a. To provide a policy framework on volunteerism
b. To provide a conductive environment for volunteers
c. To provide an effective institutional mechanism
4. Volunteerism refers to an act involving a wide range of activities.
5. Volunteer refers to an individual or group who for reasons an sing from their socio-developmental, business and
corporate
6. The role of the government is to coordinate, facilitate and encourage the participants of the voluntary sector in
the promotion, utilization and recognition of volunteerism in national development and international
cooperation
7. The Philippine National Volunteer Service Coordinating Agency shall undertake the implementation and
execution of the provisions of this act
8. One function of the Multi-sectorial Advisory Board (MSAB) is to provide advice in the formulation of policies and
guidelines for the National Volunteer Service program
9. The PN-VSCA with advices from the MSAB shall promulgate the rules and regulations to effectively implement
the provisions of this Act

10 Striking Features of RA 9163

1. Republic Act 9163 is also known as the “National Service Training Program (NSTP) Act of 2001”
2. RA 9163 is an act establishing the NSTP for the tertiary level of students
3. It shall be the responsibility of all citizen to defend security of the state and in fulfilment thereof, the
government may require each citizen to render personal military or civil service
4. The state shall develop their physical, moral, spiritual, intellectual and social well being
5. National Service Training Program is a program aimed at enhancing civic consciousness and defence
preparedness in the youth
6. Civic Welfare Training Service refers to the program or activities contributory to the general welfare and the
betterment of life for the members of the community of the enhancement of its facilities
7. Each of the fore mentioned NSTP program components shall be undertaken for an academic period of 2
semesters
8. The DND, CHED, TESDA shall have the joint responsibility for the adoption of the implementing rules of this Act
within 60 days for the approval of this Act
9. Coverage: Students, male/female of any baccalaureate degree course or last two year technical-vocational
course in public and private educational institutions shall be required to complete 1 NSTP components as
requisite for graduation
10. Fees and incentives: higher and technical-vocational institutions shall not collect any fee for any of the NSTP
component except basic tuition fees, which shall not be more than 50% of what is currently charged by schools
per unit
