1. SCOPE

This Specification describes some general requirements to be met in civil engineering

and works for SAMIR Upgrade Project – Mohammédia – Morocco.
This procedure replaces the equivalent instructions included in the contractual Project
Specifications 8762-00-NV-303.

2. DEFINITIONS

4. BASIC ENGINEERING DATA

4.1. Wind Loads

Wind loads shall be determined in accordance with 00-CA-E-11202 using either the
Simplified Procedure or Analytical Procedure in accordance with ASCE 7-02 as
appropriate to the structure’s physical dimensions.

4.2. Earthquake Loads

Earthquake loads shall be determined in accordance with 00-CA-E-11202. The site falls
within the UBC Seismic Zone 2A, with a seismic zone factor (Z) of 0.15.
Soil Profile Type shall be based on the recommendations and factual data detailed in the
COMPANY’s Final Geotechnical Reports C480-02, C480-03 and the CONTRACTOR’s
final Soil Interpretative Report (ref. Section 4.7).

4.3. Design Rainfall Intensity

The design rainfall intensity shall be determined in accordance with the requirements of
Project Specification 00-GA-E-60803 (ITB Spec. Ref. N° 8762-00-SP-414) “Refinery
Effluent Drainage Design”.

4.5. Load Combinations and Safety Factors

Load combinations and safety factors shall be determined in accordance with the
requirements of Project Specification 00-CA-E-11203.

4.6. Topographical Survey

A topographic survey has been carried out by the COMPANY for areas proposed for the
new Upgrade Project.
The CONTRACTOR will execute an additional topographic survey work, carried out in
accordance with the requirements of Project Specification 00-CA-E-11217.

4.7. Soil Investigation

A general soils investigation including a contaminated ground survey has been carried
out in the areas for the new Upgrade Project by Thales Geosolutions Ltd.. The results of
the investigation, including field test and laboratory test data, are contained in
COMPANY’s Final Reports C480-02 and C480-03.
The CONTRACTOR will execute a further geotechnical investigation to support the
detailed foundation engineering, design and construction requirements for the Samir
Upgrade Project.
The investigation executed by the CONTRACTOR will be carried out in accordance with
the Project Specification 00-CA-E-11216; its results will be contained in the final Soil
Interpretative Report.

5. SITE PREPARATION

The CONTRACTOR will perform only the activities assigned as EPCC (EPC Contractor)
Scope in the ITB Specification 8762-00-NV-220 “Disinvestment and Site Preparation”.

6. FOUNDATIONS

The requirements for foundations and piling shall be according to Project Specifications
00-CA-E-11203, 00-CA-E-11205, 00-CA-E-11207 to 11210 together with the
recommendations contained in the COMPANY’s Soil Investigation Reports C480-02,

C480-03 and the recommendations of the final Soil Interpretative Report relative to the
additional geotechnical investigation performed by the CONTRACTOR.

7. DRAINAGE AND SEWERAGE

The CONTRACTOR shall design and install the drainage and sewerage in accordance
with the requirements of Project Specifications 00-GA-E-60803 and 00-CA-E-11218.

8. REINFORCED CONCRETE STRUCTURES

Reinforced concrete structures shall be according to the requirements of Project

Specifications 00-CA-E-11208, 00-CA-E-11210 and 00-CA-E-11215.

9. STEEL STRUCTURES

9.1. General

The requirements for design, detailing, fabrication and erection of structural steelwork
shall be according to Project Specifications 00-CA-E-11651 and 00-CA-E-11652.
If a Supplier designs any structure, then the CONTRACTOR shall perform an
independent design review to verify the integrity of the design and the proposed method
of erection for COMPANY’s review.

9.2. Fire Proofing

The requirements for fire proofing to structural steelwork shall be according to Project
Specification 00-CA-E-11212.

10. ROADS, PAVING AND FENCING

Requirements for roads, paving and fencing shall be according to Project Specifications
00-CA-E-11211 and 00-CA-E-11214.
Flexible road paving, comprising bituminous wearing course and base courses shall be
laid as soon as practical. CONTRACTOR shall be responsible for all associated
maintenance and remedial works to constructed road wearing course, base courses,
sub-base and sub-grade up to and including final contractual plant acceptance.
CONTRACTOR shall provide and install all road and pavement marking and permanent
signs including, but not limited to, stop signs, speed limits, directional signs, road,
building and unit names/numbers signs etc..

11. BUILDINGS

CONTRACTOR shall develop the design of the buildings (starting from the COMPANY’s
building conceptual layouts) and shelters conceptual layout drawings, to establish final
sizes and layouts of all buildings to accommodate equipment and operational
requirements.
Shelters shall be portal framed structures supporting crane beams where required.
Roofs shall be double pitched.
Appearance of buildings and shelters shall be carefully considered and developed to be
complementary to other buildings, including the more recent existing refinery buildings
and shelters.
A Master Key System shall be provided for all Samir Upgrade Project door locks.
Buildings and shelters shall be in accordance with the requirements of Project
Specification 00-CA-E-11400 together with the requirements of “General Civil Works and
Buildings”, ITB Specification 8762-00-NV-213.
