Position Title : Site Health Safety Environment Manager [HSE Manager]

Division : Project Management
Department : Projects Management Department
Report to : Directly to Construction Manager/Project Manager

FUNCTION

The Health Safety Environment (HSE) Manager is responsible for the administration
of Arcadis site safety program. The Safety Manager report to the Project Manager or
the Construction Manager and shall actively promote the site safety effort. As
administrator of the safety program, he/she shall function as the safety co-ordinator,
advisor and consultant to the Project Manager and supervisory personnel in
establishing and maintaining compliance with the safety program,

DUTIES

The Safety Manager’s specific responsibilities include the following:

 Be responsible for the HSE related issues from the Project Management/Construction
management side.

 Prepare of the H&S Plan for Project Manager’s review and approval. This H&S Plan
shall be accordance to Client’s requirements, the regulations and the H&S Manual of
Arcadis.

 Review the Contractor’s H&S Plan prior submitting for approval of Project Manager

 Co-ordination of the site safety effort with Contractors’ Safety Manager and the
Client’s safety requirements in any.

 Managing and Monitoring the implementation of the H&S Plan by all Contractors on
their day-by-day activities

 Administer site safety policies and procedures within the framework of Arcadis’s
Health and Safety Plan, with particular emphasis on potentially hazardous operations.

 Conducting and/or participating in tool-box meeting and job safety meetings.

 Supervising safety training in accordance with the site requirement.

 Participating/taking the lead of investigation of all accidents, injuries, fires, property

damage and other safety related incidents and issuing the required reports.

 Assisting contractors with their safety programs to meet the various site safety
requirements.

 Notify Construction/M&E Department of all Health and Safety inspections

 Evaluating the need and requisite of safety; first aid and fire protection equipment
needed for the job, Ensure that safety equipment is maintain in good condition.

 Furnish safety approval for new tools and equipment.

 Effectively displaying and maintaining publicity material on site bulletin boards,

posters, safety signs and banners and distributing safety literature.

 Attending pre-job meetings with contractors and reviewing with them the Arcadis
safety policies and procedures requiring their compliance.

SUPERVISING RESPONSIBILITIES
Supervises the situation of issuing, applying and saving HSE records.

CLIENT COMMUNICATION
Limited by discretion of Project Manager/ Construction Manager (PM/CM to write statement
of limitations here)

POSITION SPECIFICATION

Staff group : Local Vietnamese

Education : Minimum - High-school certificate (of country)
: Preferred - University Graduate in Construction related discipline
Qualifications : Health Safety & Environment Certificates Grade I or II
Experience : Minimum - 8-years office work after graduation
: Preferred - Site work experience
: Preferred - Worked for foreign company
Language : Minimum - Some levels of English, Vietnamese
: Preferred – English proficient, Chinese proficient, Vietnamese proficient
Other items : Appearance & attitude suitable for Client impression
: Internal training is important for this position
