E&I Comment
1. CPP-EKL-1.0-MFM-FSB-I-0038-B
a) Failure action has been changed from ‘Stay Put’ to ‘Fail Open’ in serial number 48.
Please clarify.
SMEC reply: As per teleconference meeting with PARCO dated 14-May-2018, PARCO
confirmed that failure action of PCV shall be “Stay Put”. Comment has been
incorporated.
PARCO Response: Okay
b) Area classification for electrical actuator has been changed from ‘Zone 1’ to ‘Zone 2’ in
serial no. 62 and Note-3. Please clarify.

SMEC reply: Electrical Hazardous area classification layout (116-PS-9002) is followed for
area classification. However, Protection method & apparatus group are same as per
FEED data sheet.
PARCO Response: Okay
MECHANICAL COMMENTS:
Subject documents have been reviewed and found OK.

STATION COMMENTS:
Subject documents have been reviewed and found OK.

PARCO COMMENTS:
Hydraulic results for selection of operating parameters to be enclosed.

1) The design pressure is 3.14 kg/cm2 whereas in FEED data sheet the pressure was
mentioned as 3.9 Kg/cm2.Please clarify.
SMEC Reply:
Operating pressure is based on Pump TDH of 40m.
Design pressure is based on Pump TDH x 110% design margin.

PARCO Reply: More stringent condition of 748Kg/m³ to be considered for PCV


selection/design based on density range (upper & lower limit).

2) The inlet pressure is 2.855 kg/cm2 whereas in FEED data sheet the inlet pressure was
mentioned as 3.1 Kg/cm2. Please clarify.
SMEC Reply:
Operating pressure is based on Pump TDH of 40m.

PARCO Reply: More stringent condition of 748Kg/m³ to be considered for PCV


selection/design based on density range (upper & lower limit).

3) The basis of minimum, normal & maximum flow rate to be provided.


SMEC Reply:
Considering minimum recycle line,
Minimum flow: Feed flow x 0.3 (30% of Total flow)
Normal Flow: Feed flow x 0.33 (33% of Total flow)
Maximum Flow: Normal flow x 1.1 (110% of Normal flow)

PARCO Reply:

The minimum, normal & maximum (recirculation requirement) to be based on


considering following actual scenarios.

a) One loading pump running & one loading arm running


b) Two loading pumps running & three loading arms running
c) Two loading pumps running & one loading arm running
d) Two loading pumps running & two loading arms running

The scenarios a) & b) are credible whereas the scenarios c) & d) will be credible if there is
no cutoff on Auto.

In the same manner, pressure drop will also be based on maximum flowrate of the above
mentioned scenarios. However, 0.816Kg/cm2 is mentioned in data sheet. Please clarify.

The shutoff differential pressure is 3.14kg/cm2. Please provide the basis as this will be
determined based on loading pumps data from Vendor.
