I submit that the Vakalapudi – Edatam road is an important (R&B) State Highway in
East Godavari District, having a total length of 46 Kms., connects several fishermen villages of
Kakinada Rural mandal, U.Kothapalli and Thondangi mandals to the District Head Quarters and
Port City of Kakinada. This road starts at Km.3.500 of Sarpavaram Junction to Vakalapudi light
house peta road (M.D.R.) and crosses Kakinada - Rajanagaram (ADB) road and Samalkota -
Uppada road.

This road is passing through number of fishermen villages upto Tuni and number of
R&B roads and heavy intensity of traffic prevails on the road as the public of all these villages
travels on this road to reach Kakinada City on one side and to reach Piligrim centre at
Annavaram on other side. The Road stretch from Km.6/2 to 11/2 (5.000Kms) runs in very close
proximity (i.e., 1.00M to 5.000M) to the Sea i.e., Bay-of-Bengal. The existing road in the above
stretch is very frequently getting badly affected due to the severe tidal wave action occurring
during Full Moon and N0 Moon days every month and also during cyclones resulting in loss of
property ie., damaging the road and merger of adjacent land in to the sea besides causing
interruption of traffic. Temporary restoration work is being carried out regularly to restore the
traffic. Unless permanent protective measures are taken, problem is becoming recurring and
valuable land is being badly damaged and several acres of agricultural lands abutting the road,
merges in to the sea and also several acres of land turn to waste land because of increased
levels of salinity in the land and there is every need to protect the road of the proposed stretch
km.6.200 to 11.200 & km 20.800 to 21.200 (5.400Kms) from severe tidal wave action.
Tsunami has taken place during 12/2004 leaving severe damages to the road
embankment in Km.10/10 & 11/2. After taking up the Tsunami protective work by placing
Concrete blocks in Km.10/10 & 11/2, major length of erosion taken place from 10/8 to 8/900
during “Khy-Mukh” Cyclone (Novmber-2008). The erosion has damaged B.T. Carriageway to
half width at several places and full width at some locations making the traffic to halt.
Temporary protective work was done by dumping the Jeddy Stone at the damaged locations
for a length of about 1.065 Kms. length in between 8/900 t0 10/800.

Again during “Lila” Cyclone (May-2010) further length of the road 0.345 Kms. at three
locations (Km.9/840 to 10/030, 10/080 to 10/120 & 10/380 to 10/445) was damaged leaving
the previously restored area safe. Temporary restoration work was done by dumping Jeddy
Stone of size 450 mm and above.

Subsequently during “JAL” Cyclone (Novmber-2010) further length of the road 0.390 kms.
was severely damaged by Tidal waves. These stretches were also temporarily restored by
dumping Jeddy Stone.

During South west monsoon (December – 2010) the road stretches from Km.7/500 to
8/320, 8/370 ti 8/550, 8/600 to 8/720 & 10/445 to 10/585) for a length of 1.260 kms. were
damaged. These stretches were also temporarily restored by dumping Jeddy Stone.
As illustrated above, temporary restoration works by construction of Sea wall or Dyke
with OG/HBG Jeddy Stones/Rough Stones is being carried out regularly for temporary
protection of the road embankment from erosion during Cyclones and to restore the traffic.
Unless permanent protective measures are taken, the problem is recurring. Several acres of
valuable agricultural lands abutting the road are prone for conversion as barren and marshy
land with increased levels of salinity in the land besides making the road communication to a
halt during Cyclone emergency.

The Govt. of Andhra Pradesh has initiated action to take up the protective measures along
this road. In this connection, the (R & B) Division, Kakinada has addressed Department of
Ocean Engineering, IIT Chennai vide Lr. no. 77/2JTO2/V-E Road/2010 dt.12.03.2012 to carry out
detailed investigation on the stability of shoreline along the above stretch with Specific
reference to shoreline erosion and the requirement of coastal protection. Accordingly, Prof.
V.Sundar and Prof.S.A. Sannasiraj Department of Ocean Engineering, IIT Chennai have carried
out the study area at the geographical location of Vakalapudi – Edatam Road coastal site is
17.05° N and 82.31° E and the key map of location. The stretch of 8.730 km to 11.087 km from
the Vaklapudi light house has been the most severely affected coast which needs immediate
attention. This particular stretch poses problem of severe erosion and inundation during
monsoon period, in particular during the high tide period. The southern part of the above
stretch from 7.2 km to 8.73 km has shown substantial beach loss during the earlier years. In
addition, this cyclone prone coastal stretch is also subjected to severe inundation due to storm
surge

Hence, there is every need to protect the road stretch from Km.7/000 to 11/200 from
severe Tidal wave action, with which free flow of traffic can be ensured even during Cyclones
and the valuable lands adjoining the road will also be safeguarded from submergence.

The cause of Sea erosion along Uppada coast mainly ascribed to the peculiar feature at
the coast i.e., the existing of 17 Km long narrow sand spit called the Godavari Sand Spit (Hope
Island) which has been steadily extending in length due to progressive deposition of sand
transported by waves in the form of littoral drift coming from the South. This sand spit forms a
big shallow bay called “The Kakinada Bay” which is open from the North, breaks the continuity
of the shore-line and consequently the continuity of sand travelling along the coast, resulting
into deposition at the head of the sand spit. It cannot therefore reach Uppada shore as it
otherwise would have done, leaving the energy to pick up the material from the coast near
Uppada, thus resulting in Coastal erosion.
Damage to the road habitation of Uppada village is very common during the Cyclonic
Tidal wave action. As a permanent measure to protect the Uppada village, the Govt. of Andhra
Pradesh sanctioned an amount of Rs.12.16 Crores and the Irrigation department took up a
protective work with Gabion Wall with a Geo-tube for core filling. The work covers only the
village portion upto joining point with the (V – E road) pertaining to (R&B) Department. There is
adverse criticism from the public, press and media on not taking up permanent measures to
protect the important road from damages and frequent traffic interruptions.

During HUDHUD cyclone in the month of 10/2014, the stretch was once again damaged
badly by sea erosion and the same was temporarily protected by providing necessary jeddy
stone boulders along the stretch of road under cyclone damage repairs. Since then no damage
observed and the same are intact at present as there is no severe cyclone occurred during
2015..

However the estimate is prepared to protect the stretch of road permanently as per the
quantities proposed in the report of IIT, Chennai. The rates are worked out as per SSR 2015-16
and the rates obtained from the Port department. The work will carried out as per relevant
clauses of MORTH specifications.

The estimate is prepared under Part - A and Part - B as per report of Prof. V. Sundar
and Prof.S.A. Sannasiraj Department of Ocean Engineering, IIT Chennai. The following estimates
are submitted in quadriplicate for favour of taking further action.

observed and the same are intact at present as there is no severe cyclone occurred till date..

Necessary detailed estimate is prepared to protect the stretch of road permanently as


per the quantities proposed in the report of IIT, Chennai. The estimate is prepared under Part
- A and Part - B as per report of Prof. V. Sundar and Prof.S.A. Sannasiraj Department of Ocean
Engineering, IIT Chennai and submitted vide T.O. Letter No. Coastal Protection/VE Rd/SA/2009,
dated 09.04.2016 as follows and the same is under examination.

Then after, instructions were received to get the recommendations of the Central water&
Power research station, Pune, for finalisation of the proposal to take up the protection works
permanently. The report furnished by the CW&PRS, Pune, vide Ref.No. CHS/2017, dated 03.03.2017
is not found satisfactory and the same is being pursue by the SE (R&B), Kakinada. Final report is
awaited.
Under these circumstances, the Collector & District Magistrate, E.G. Dt., Kakinada, has
instructed to obtain & furnish the DPR proposed by M/s MACCAFERRI Environmental Solutions Pvt.
Ltd. Secunderabad so as to takeup the permanent protection to the VE road.`

Accordingly, necessary Techno commercial proposal (DPR) furnished by M/s MACCAFERRI


Environmental Solutions Pvt. Ltd. Secunderabad, for Rs. 113.18 Crores is herewith submitted for
favour of getting study through third party like IIT, Chennai or CW&PRS, Pune, for feasibility to
consideration and obtain the approval from the Competent Authority for taking further necessary
action.

I submit that the Vakalapudi – Edatam road is an important (R&B) State Highway in
East Godavari District, having a total length of 46 Kms., connects several fishermen villages of
Kakinada Rural mandal, U.Kothapalli and Thondangi mandals to the District Head Quarters and
Port City of Kakinada. This road starts at Km.3.500 of Sarpavaram Junction to Vakalapudi light
house peta road (M.D.R.) and crosses Kakinada - Rajanagaram (ADB) road and Samalkota -
Uppada road.

This road is passing through number of fishermen villages’ upto Tuni and number of
R&B roads and heavy intensity of traffic prevails on the road as the public of all these villages’
travels on this road to reach Kakinada City on one side and to reach Pilgrim centre at
Annavaram on other side. The Road stretch from Km.6/2 to 11/2 (5.000Kms) runs in very
close proximity (i.e., 1.00M to 5.000M) to the Sea i.e., Bay-of-Bengal. The existing road in the
above stretch is very frequently getting badly affected due to the severe tidal wave action
occurring during Full Moon and N0 Moon days every month and also during cyclones resulting
in loss of property ie., damaging the road and merger of adjacent land in to the sea besides
causing interruption of traffic. Temporary restoration work is being carried out regularly to
restore the traffic. Unless permanent protective measures are taken, problem is becoming
recurring and valuable land is being badly damaged and several acres of agricultural lands
abutting the road, merges in to the sea and also several acres of land turn to waste land
because of increased levels of salinity in the land and there is every need to protect the road
of the proposed stretch km.6.200 to 11.200 & km 20.800 to 21.200 (5.400Kms) from severe
tidal wave action.
Tsunami has taken place during 12/2004 leaving severe damages to the road
embankment in Km.10/10 & 11/2. After taking up the Tsunami protective work by placing
Concrete blocks in Km.10/10 & 11/2, major length of erosion taken place from 10/8 to 8/900
during “Khy-Mukh” Cyclone (Novmber-2008). The erosion has damaged B.T. Carriageway to
half width at several places and full width at some locations making the traffic to halt.
Temporary protective work was done by dumping the Jeddy Stone at the damaged locations
for a length of about 1.065 Kms. length in between 8/900 t0 10/800.
Again during “Lila” Cyclone (May-2010) further length of the road 0.345 Kms. at three
locations (Km.9/840 to 10/030, 10/080 to 10/120 & 10/380 to 10/445) was damaged leaving
the previously restored area safe. Temporary restoration work was done by dumping Jeddy
Stone of size 450 mm and above.

Subsequently during “JAL” Cyclone (Novmber-2010) further length of the road 0.390
kms. was severely damaged by Tidal waves. These stretches were also temporarily restored by
dumping Jeddy Stone.

During South west monsoon (December – 2010) the road stretches from Km.7/500 to
8/320, 8/370 ti 8/550, 8/600 to 8/720 & 10/445 to 10/585) for a length of 1.260 kms. were
damaged. These stretches were also temporarily restored by dumping Jeddy Stone.
As illustrated above, temporary restoration works by construction of Sea wall or Dyke
with OG/HBG Jeddy Stones/Rough Stones is being carried out regularly for temporary
protection of the road embankment from erosion during Cyclones and to restore the traffic.
Unless permanent protective measures are taken, the problem is recurring. Several acres of
valuable agricultural lands abutting the road are prone for conversion as barren and marshy
land with increased levels of salinity in the land besides making the road communication to a
halt during Cyclone emergency.

The Govt. of Andhra Pradesh has initiated action to take up the protective measures along
this road. In this connection, the (R & B) Division, Kakinada has addressed Department of
Ocean Engineering, IIT Chennai vide Lr. no. 77/2JTO2/V-E Road/2010 dt.12.03.2012 to carry
out detailed investigation on the stability of shoreline along the above stretch with Specific
reference to shoreline erosion and the requirement of coastal protection. Accordingly, Prof.
V.Sundar and Prof.S.A. Sannasiraj Department of Ocean Engineering, IIT Chennai have carried
out the study area at the geographical location of Vakalapudi – Edatam Road coastal site is
17.05° N and 82.31° E and the key map of location. The stretch of 8.730 km to 11.087 km from
the Vaklapudi light house has been the most severely affected coast which needs immediate
attention. This particular stretch poses problem of severe erosion and inundation during
monsoon period, in particular during the high tide period. The southern part of the above
stretch from 7.2 km to 8.73 km has shown substantial beach loss during the earlier years. In
addition, this cyclone prone coastal stretch is also subjected to severe inundation due to storm
surge
Hence, there is every need to protect the road stretch from Km.7/000 to 11/200 from
severe Tidal wave action, with which free flow of traffic can be ensured even during Cyclones
and the valuable lands adjoining the road will also be safeguarded from submergence.

The cause of Sea erosion along Uppada coast mainly ascribed to the peculiar feature at
the coast i.e., the existing of 17 Km long narrow sand spit called the Godavari Sand Spit (Hope
Island) which has been steadily extending in length due to progressive deposition of sand
transported by waves in the form of littoral drift coming from the South. This sand spit forms a
big shallow bay called “The Kakinada Bay” which is open from the North, breaks the continuity
of the shore-line and consequently the continuity of sand travelling along the coast, resulting
into deposition at the head of the sand spit. It cannot therefore reach Uppada shore as it
otherwise would have done, leaving the energy to pick up the material from the coast near
Uppada, thus resulting in Coastal erosion.
Damage to the road habitation of Uppada village is very common during the Cyclonic
Tidal wave action. As a permanent measure to protect the Uppada village, the Govt. of Andhra
Pradesh sanctioned an amount of Rs.12.16 Crores and the Irrigation department took up a
protective work with Gabion Wall with a Geo-tube for core filling. The work covers only the
village portion upto joining point with the (V – E road) pertaining to (R&B) Department. There
is adverse criticism from the public, press and media on not taking up permanent measures to
protect the important road from damages and frequent traffic interruptions.

During HUDHUD cyclone in the month of 10/2014, the stretch was once again damaged
badly by sea erosion and the same was temporarily protected by providing necessary jeddy
stone boulders along the stretch of road under cyclone damage repairs. Since then no damage
observed and the same are intact at present as there is no severe cyclone occurred till date..
