MEMORANDUM

Subject: Change Order Over $100,000—Bethesda-Chevy Chase High School Addition

Project

The Bethesda-Chevy Chase High School addition project was approved to address projected
enrollment growth in the Bethesda-Chevy Chase Cluster. On August 21, 2014, the Board
of Education entered into a contract with Smolen-Emr-Ilkovitch, Inc., located in Rockville,
Maryland, to provide professional architectural and engineering services for the addition project.

The construction phase is well under way and the building addition is scheduled to open
in September 2018. The site work portion of the project is scheduled for completion in 2019.
A Fiscal Year 2019 appropriation was approved for the installation of artificial turf during
the period of construction. A change order to the construction management contract will
be required to include the installation of the required infrastructure and artificial turf field.

WHEREAS, On June 27, 2016, the Board of Education awarded a contract

to Hess Construction + Engineering Services, Inc., located in Gaithersburg, Maryland,
for the Bethesda-Chevy Chase High School addition project; and

WHEREAS, Funds were programmed in the Bethesda-Chevy Chase High School addition project
for the installation of an artificial turf field; and

WHEREAS, The construction manager, Hess Construction + Engineering Services, Inc.,

will compile costs and submit final costs for the installation of the required infrastructure
and an artificial turf field; and

WHEREAS, The project architect and Department of Facilities Management staff will review
the change order to ensure that it complies with the contract specifications and the costs
are reasonable; now therefore be it

Resolved, That the Board of Education approve a change order in an amount not to exceed
$1,450,000 to the contract with Hess Construction + Engineering Services, Inc. for the installation
of an artificial turf field and required infrastructure as part of the Bethesda-Chevy Chase
High School addition project.
