Design:

1. CIAC extension will create exact same accounting for PA and AR and publish the full debit and credit into PA Interface Table and into RA interface
table.
2. PA CIAC Transaction Source will be defined as costed and accounted, so that the transaction will hit projects and not post to GL.
3. CIAC Extension will write in Transaction Type as "CIAC" and AR item as "CIAC"
