What surrounding circumstances accompany the alleged maltreatment, precipitating events, history?
Summary of Allegations:
On 06/19/18, the Hillsborough County Sheriff's Office received a report alleging that the mother does not properly supervise
the child and there are concerns that she will wander off and get hurt.

Maltreatment:
The mother and child live together and the mother is a single parent. The child is more likely to wander
off because she doesn't understand the consequences of her behavior. There are no documented incidents where the child
got out of the home and the mother does have a security system installed in the home that will alert her if the doors or
windows open. The mother denied that there have been any issues with the child getting away from the home and the
neighbors have never seen any supervision issues at the home.

Nature of Maltreatment:
The child resides with the mother, whose home is appropriate and free of any hazards. The home is equipped with a security
system. The child appears to be well cared for and free of any marks or bruises.

CPI Kramer spoke to the child victim Je'hyrah. She is non-verbal and she was not able to be interviewed.
She was playing in the house during the visit and appeared to be happy, healthy and active. She was bonded with the mother
and appeared to listen to basic commands. She would follow the mother and CPI around the home.

CPI Kramer spoke to the mother/AP Shakayla. She is shocked that a report was called in. She has never had to deal with
CPS before. She is a great parent but does report that it is difficult to be a single parent of a special needs child. The child
was diagnosed about a year and a half ago and it has really changed their lives. The child does not really speak
and she can throw bad tantrums. She always supervises the child and the time she walked off from the grandmother's house,
she was supposed to be watched by the MGM and MGGM. She denied that the child has gotten out of her home but she is
very pre-occupied with water and always wants to jump in no matter where they are. She does not sleep all day and she
makes sure to set the alarm and usually has the child sleep in her room at night in order to keep an eye on her. She does
sometimes get some of her family to help watch the child but it is limited. She is fearful about having other people watch the
child because they may not be able to deal with her behavior. She is very involved with the child and wants the very best for
her. She is working on getting her into a school called FACE. The child is currently enrolled at James ES. She would also like
the child to get some additional ABA therapy or services. The child was getting services but then the
school started speech therapy with her. She denied that there is anything wrong with her that would prevent her from being
able to care for the child. She denied that she is too immature to care for the child.

CPI Kramer contacted . She is the mother's sister and does sometimes help out with watching the child. She
has no concerns for the mother taking care of the child and the child appears to be well cared for and happy. The child does
like to try to walk off to the park and is very active but the mother is on top of things. She is not aware of there being any
supervision issues with the mother watching the child. The mother is very hands on with the child. She trusts the mother
enough to leave her own children with her to watch and there have not been any issues with her watching her children.

HCSO Deputy Maury met with , who is the mother's neighbor. She has no concerns for the child getting out
of the home and has never seen her unsupervised. She has no concerns about the family and denied that there have been
any issues at the home.

Summary of Priors:
The family has no prior history.

Findings:
No Indicators for Inadequate Supervision. The mother does properly supervise the child and the family assists in her care.
The child has tried to wander off a few times but someone is always available to get her.

Analysis:
The child resides with the mother, whose home does have a security system. The child is non-verbal and does have
the potential to wander off. The mother denied that she has ever gotten out of the home without someone's knowledge and
there are no documented incidents of her getting out of the home. The mother does utilize the security system and her family
to help with supervising the child. She did get the child linked with CARD and into a specialized school. There were no
concerns from the collaterals obtained.

V. Safety Analysis Summary


There is no impending danger identified as to the child. The child continues to reside with the mother and her needs appear to
be met. The child is mostly non-verbal but appears to be happy and energetic. She does have the potential to be
a flight risk and does require supervision. The mother does receive a lot of family support for the child and has gotten the child
into a specialized school (FACE) and linked with CARD. She also receives speech therapy during the school year. The family
is trying to get the child monitored with Safety Net but can't afford it unless they qualify for the grant program. The mother
denied the need for any additional services.

CPI Kramer made face to face contact with Shakayla Denson and Je'hyrah Daniels at the
family's residence located at 5502 N 43rd St, Apt 105, Tampa, FL. The mother's
signature was obtained for the release form and ICWA, which she denied. The mother
was provided with the R*R pamphlet. A photo was obtained of the child for the file.

Home Observation:

CPI Kramer observed the home to be a 2 bedroom, 1 bathroom apartment. The home
appeared to be clean, well furnished and free of any hazards. The home contained plenty
of food and the utilities were on and functional. The mother has her own room and the
child has her own room. There is a home alarm system to help ensure the child doesn't
get out of the home. There is a small dog that lives in the home, which appeared to be
friendly.

Observation and Interview: Je'hyrah Daniels


CPI Kramer contacted Je'hyrah Daniels, who is 4yo and her DOB is 01/30/14. She
appeared to be clean, well groomed and free of any marks or bruises. She appeared to be
within norms with regard to height, weight and development.

Je'hyrah is non-verbal and she was not able to be interviewed. She was
playing in the house during the visit and appeared to be happy, healthy and active. She
was bonded with the mother and appeared to listen to basic commands. She would follow
the mother and CPI around the home.

Interview: Shakayla Denson

CPI Kramer contacted Shakayla Denson, who provided her phone number as 813-481-
4882. She denied any history of trauma or abuse in her childhood and does remain close
to her family. She does receive some support from her little sister and her
mother/grandmother with watching the child at times. She does work 3-4 days a week at
McDonald's but is looking for another job that she can do from home in order to spend
more time with the child. She is not together with the child's father but he does pay child
support when he can. He does not really have a relationship with the child though. She
denied any history of mental health issues or drug use. She has two arrests . She
loves being a parent and this is her only child. She always makes sure the child's needs
are being met and has a close bond with the child. She does get frustrated at times with
being a single parent and dealing with the child's behavior but she accepts it and moves
on. She does want more assistance for the child to address . She will raise her
voice or tell the child no when she is being bad and that usually works. She is shocked

CPI Kramer contacted the MGM to get an update on the
mother and child, as the mother couldn't be reached on her phone. She reports that things
are going well with the family and the mother's sister does help out with
watching the child. She is working on her relationship with the mother because she likes
to be more independent and doesn't always like to take advice or disclose everything to
her. The child is now linked with CARD, who is working with the child on her
communication. They provided her with a book, where the child can point to pictures of
things that she wants or wants to say. The child is making a lot of progress. The child was
also accepted into FACE school and will start in August. She has no concerns at this
time.
