Japjap Motion: Magkaroon ng radio-stream to uphold transparency in the GASC.

● Cholo: radio streaming still poses a risk
● Mike: reduce the safety and only the council as a group is referred to as an identity

○ puwedeng mafilter and ma-edit yung voices para maging mas secure
● Hernan’s suggestion: write a resolution for faster processing of minutes

Magna Carta
context - codification of students rights during 2014-2015 and are currently being lobbied sa
different colleges
Magna Carta is drawn as a contract and all laws will supercede it
Cholo: it’s the baseline for the students rights
Mike: in Physics, in late grades especially sa professors. third year students still don’t have their
grades. the MC can be used to enforce the grades from the professors. Puwede mong
“makaso” na late na binigay yung grades mo
Japjap: sa CS, is to lobby sa professors and i-angat from tenured professors to Dean
State sa CS - tenured professors

Hernan: motion to extend the 5 minutes

Mike: there are people who are still against the Magna Carta
● campus militarization under compelling circumstances which has no definiition
● TOFI and ambiguous consultation
● BOR self-interpreting

Hannah:
● Enrile-Sotto accord in law then it supercedes the Magna Carta
● dapat wala nang consultation kasi parang hindi dapat need
● pero dapat walang BOR, kung wala yan sa Magna Carta ang sinusunod is yung may
authority

Hernan
● legal document as a contract
● five years worth of financial statements
● self-executing
● it’s for the students

Dave:
● there are institution assemblies tapos doon binribiring up and then we get feedback and
then they do that for each department
● not everyone is Free Eduk

Kim: kasama ako doon sa wala sa Free Eduk

Motion: codification of our students rights. CSSC effectively endorse the Magna Carta to
the Dean through thorough institutional consultations.

CSSC is for the lobbying of the Magna Carta with respective revisions and comments.

STATE OF EDUK

Japjap: recently pinass yung UAQTE

● we still have free education but it has loopholes in the IRR
● bago mapass sa LCC and SUC’s pero dapat accredited by CHED
● hindi lahat nakakatamasa ng FAQ education
● 1205 yung nagbabayad ng Sts
● we still have the STS that is a profiteering scheme
● billion yung revolving fund
● hindi pa rin talaga free eduk sa lahat kailangan mong mapatunayan

Cholo
● nagpropropose sila ng budget sa government to get funds for their spendings
● would be better to subsidize the SUC’s based on the budget proposals
● it’s not free but it’s feasible for it to be free

JAPJAP
● pagiging commercialized yung education
● naka-pattern parin education system natin sa mga mga dayuhan
● K-12 minamadali yung mga bata na magtrabaho at parandagan pa ang two years na
additional problems
Cholo: our state of eduk manufactures cheap labor as export for manpower sa ibang countries
they dont get hired here
it’s meant to serve outside

Mike Go: majors can’t take Math 20 because of K-12 strands impose a path for students na
agad-agad
students are forced to choose what you want for the rest of your life from high school palang;
that’s not a good thing (Psychology)

Mariko
● schools don’t offer general strands and don’t have specific

Kim: our education is commercialized, colonial, fascist

Cholo: walang suri yung k-12 sa current eduk system

Japjap: Our state of education is commercilized, colonial and FAQ

Kim: our state of education is commercialized, colonial

Fascist
● ALCADEV scenario
● there are different forces that are oppressive to the student body

Francis: change the word from fascist to oppressive

Hernan: shift the focus to oppression

Lorenzo - is oppression really the right word

Hernan: it’s denying them of the holistic education
Francis: ur preventing them from their best self
Lorenzo - manipulative limiting you to these certain strands
Dave - manipulative is fooling them yet they are oppresive
● you have to be tricked into being manipulated but there are people who are still being
oppressed but self-aware

Mike motion:
Our state of education is commercialized, colonial, and oppressive.

Japjap
● Kailangan magkaroon ng full-state subsidy
● Kailangan ng FAQ education

Japjap: education is not free

Dave - education can be free but is still inaccessible
Japjap: CSSC fights for FAQ education

NEOLIBERAL COMMERCIALIZATION
● privatization
● Wait for Nyr

Junk STS
● socialized tuition scheme
● why is it a scam
○ classify people into brackets
● Mike: bracket you properly to your supposed bracket
● STFAP: physical form na sasagutan
● if we want free education, why should we support a system that supports
● Cholo: FUll state subsidy will support everything
○ OSF will support everything that’s not tuition

Hannah: motion to extend for three minutes

● manifest: sa lab fees hindi na kailangan mag-acquire ng stocks kapag hindi allocated
● right to use education

Sherwin
● we’re not seeing the transparency to the OSF that’s why we’re being charged unjustly
because we don’t know the money is going
● NSTP context: the budget that u get from NSTP fee is not enough but there’s still so
unjust

Japjap: Motion to junk STS, junk OSF, and all profiteering schemes
● Cholo objection: RSA is a profiteering scheme and we haven’t discussed it just yet

RSA & IRR (RA 10931)

● Mike: you have to pay the full tuition if u wanna not work and get free education
● Mechanism: working while studying
● Sherwin: within 60 days, the failure of the board to promulgate shall not deliver
● Hannah: mahirap mag-aral habang nagtratrabaho, and it’s not right for students to work
while studying
● Cholo: we all agree that we are fighting for free education but the presence of an opt-out
mechanism
● Only thirteen listed fees will be subsidized
● there are a lot of IRR loopholes
● hindi universal dahil may accreditatio

Cholo POI: yung option to donate makes it more problematic

Sherwin: admission and retention policy, during transitory period, UNIFAST
Motion: Junk STS, OSF, and other profiteering schemes.

KULÊ
Hannah:
● bakit pinapaulit yung exam is because there are two graduating students na hindi
pinapayagan magkarooon ng exam
● final decision already imposed
● remain critical of Kulê
Context-building
● two students were barred because they were graduating but had plans to take Masters
● they were not allowed to take
● resolution ni SJ: allowed to take
Hannah
● remain critical of SJ
● nag-allow naman daw ng graduating students before
Mike: it’s not a question of capability but a question of credentials and his moral compass
Hernan:
● remain critical of the future examinations and the credibilities of the leaders of influential
student institutions
Sherwin: The CSSC acknowledges that the proceedings of the Kule EIC examination were
unjust and oppressive.
Francis: it’s not invalid because two students were barred from taking the exam
Mike: if you invalidate SJ, you invalidated him despite the proper proceedings na you took
Kim: SJ didn’t do anything wrong.
Dave: The umbrella discusion system is invalid.
Mike: The current EIC is invalid given the contexts of the exams.
Dave: With chancellor’s statement, what are our action points?
Mike: uphold transparency and remain critical of the EIC and its institution. Kailangan na ng EIC
din for Kulê to function azap

Sherwin - MOTION: There is a misrepresentation of the EIC examinees due to the questionable
selection of applicants, but with the upcoming GASC and academic year, qualms should be
addressed and an EIC is much needed.

MOTION: We will remain critical of the leaders chosen and protect the integrity of the
student institutions.
