Usually NOC is issued for any particular reason, only once for use. But if you
haven’t used it before for the mentioned reason you can use the provided letter.
More better option is to consult your manager in this case.

Yes you may change if find a better job somewhere else, the new
employer will offer you visa. You will get NOC from ex-employer.
