TO Honorable Mayor and Members of the City Council
SUBJECT Phase Two Reorganization Highlights

Effective today, we will begin implementation of Phase Two of the 2018 reorganization.
Transitions will take place over the course of the next 30 - 45 days, with full implementation by
September 15, 2018. The reorganization is designed to strengthen accountability across all levels
of the organization while continuing the work that we began last year to enhance our focus on
fundamental services, fiscal sustainability, and give greater attention to critical administrative,
operational, social and human services that are essential to our community.

With this new structure, the responsibilities of my executive team have been realigned to provide
greater oversight of critical functions, improve service delivery connectivity, and effectuate cross-
departmental coordination of similar service linkages. As part of this transition, the Chief of
Community Services position, held by Nadia Chandler Hardy, will expand responsibilities to
become the Assistant City Manager and Chief Resilience Officer.

As part of the FY2018/2019 Operating Budget, we anticipate a General Fund savings of an


estimated $549,464. Savings will also be realized in the Enterprise Funds of an estimated
$715,881. The following summary is being provided to highlight major operational department
changes, the realignment within the Office of the City Manager, and executive management
reassignments:

Operational Department Changes

Trinity Watershed Management

The current Trinity Watershed Management Department will dissolve as an operating department.
Dallas Water Utilities (DWU) will serve as the City’s “One Water” system for all water-related
activities. Thus, allowing the City to manage watersheds, water resources, and water facilities in
an environmentally, economically, and socially beneficial manner. By consolidating storm water
drainage, water supply, and wastewater utilities, Dallas will better align itself with national
standards and take a holistic approach to planning, operating, and anticipating future needs for
its water system. Functions related to environmental activities will be absorbed by the Office of
Environmental Quality.

The One Water program funding and requirements can be addressed holistically and combine
resources to achieve greater efficiencies in these key areas:
• Regulatory oversight and legislative initiatives
• Infrastructure planning, design, construction, operations and maintenance activities
• System operations & technology
• Water quality monitoring
• Emergency services
• Long range planning

Resource conservation management and stormwater inspections and compliance will move
under the rebranded Office of Environmental Quality and Sustainability to create a more
sustainable approach and ensures no conflicts of interest within capital and operating
departments who perform construction activities and plays to OEQ’s strength in enforcement and
regulatory compliance. Sanding operations for snow & ice for the area between IH45 and IH35
from downtown to IH20 would transfer to the Public Works Department. Certain floodway
management areas and channels cleaning have been provided by Public Works through
stormwater reimbursement to the General Fund. This service will return to the Dallas Water Utility
Department and be handled by the new Stormwater Division.

Terry Lowery has been promoted to Director of Dallas Water Utilities and will oversee the
transition of Trinity Watershed Management. Sarah Standifer, the current Director of Trinity
Watershed Management, will become an assistant director, providing leadership to the
Stormwater Division, under the Dallas Water Utilities Department.

Equipment and Building Services

The current Equipment and Building Services Department will split to form a dedicated Building
Services Department and a stand-alone Equipment and Fleet Management Department. These
changes will enhance oversight and competitiveness of the fleet management program, provide
a focused approach on the fiscal sustainability of the City’s physical assets, provide greater
attention to the construction of new City facilities, proactively address ongoing maintenance
issues, and strengthen coordination and planning of space allocation needs and future growth.
In addition, the Security Division will transfer to the Courts and Detention Services Department to
align all public safety programs, including the oversight of the school crossing guard program into
a centralized reporting structure.

Errick Thompson will lead the newly established Building Services Department, which will report
to Assistant City Manager, Joey Zapata. Donzell Gipson, who currently serves as Assistant
Director in the Dallas Police Department, will serve as the interim Director of the newly established
Equipment and Fleet Management Department, which will report to Chief Financial Officer,
Elizabeth Reich.

Office of the City Manager Realignments (Management Services Divisions)

Office of Environmental Quality and Sustainability

The Office of Environmental Quality will be renamed “Office of Environmental Quality and
Sustainability”. By consolidating existing resource conservation, engagement, and outreach into
one office, we will ensure City-wide environmental compliance and continual improvement,
maximizing resources and minimizing overlap, while achieving water conservation and zero waste
goals. Additional synergies include coordinated strategic planning and data reporting to champion
environmental sustainability and innovation. James McGuire will continue to provide leadership
to our environmental programs reporting to Assistant City Manager, Majed Al-Ghafry.

Office of Innovation

We remain committed to the continuous improvement of our processes and efforts to identify and
implement new and creative approaches to deliver City services. Thus, the Center for
Performance Excellence has been dissolved to allow for the formation of the new Office of
Innovation, which will report directly to the City Manager. The Lean Six Sigma program will
transfer to the new Office of Innovation to ensure consistency in process improvement efforts.
The Human Resources Department will assume responsibility for the leadership development
and overall core training of all City employees.

As previously communicated to the City Council, we are in the final stage of selecting the City’s
first Chief Innovation Officer (CINO). We expect to have an announcement of a new CINO within
the next 2-3 weeks and anticipate having the CINO on board before the end of the fiscal year.

Office of Equity and Human Rights

The City Council adopted the Resilient Dallas Plan on August 8, 2018. Furthering our commitment
to equity, a foundational principle of the Resilient Dallas Strategy and a core value of the City, the
Office of Fair Housing and Human Rights will be renamed to the Office of Equity and Human
Rights. The new Office will continue its roles and responsibilities specific to the regulatory
compliance of housing programs in addition to the implementation of the Resilient Dallas Strategy.
Thus, the activities related to Resilience becomes a primary focus within the new Office.

The Office of Fair Housing and Human Rights currently reports to the Chief of Economic
Development and Neighborhood Services. In this reorganization, the Office will report to the
Assistant City Manager and Chief Resilience Officer to create a separation of oversight between
housing administration, operations, program management, and regulatory compliance.

Beverly Davis, currently the Director of the Office of Fair Housing and Human Rights will lead the
establishment of the new Office of Equity and Human Rights, reporting to Assistant City Manager
and Chief Resilience Officer, Nadia Chandler Hardy. Theresa O’Donnell will provide support
during the transition and be temporarily reassigned to the City Manager’s Office to assist with the
Goals for Dallas 2030 strategic plan project.

Executive Leadership and Management Assignments/Reassignments

The Sustainable Development and Construction Department has been reassigned to the Chief of
Economic Development & Neighborhood Services, Raquel Favela. Kris Sweckard, former
Director of Code Compliance, will lead the day to day management of the department, while
allowing for David Cossum to focus on administrative activities for the delivery of engineering,
inspection, and platting services to increase the City’s responsiveness in these critical service
areas.

With the transition of Kris Sweckard, the Code Compliance Department will align under the
oversight of the Assistant City Manager and Chief Resilience Officer, Nadia Chandler Hardy.
Lynetta Moore Kidd, currently Assistant Director for the Department of Aviation, will lead the Code
Compliance Department on an interim basis. Any additional changes related to the leadership in
this department will be evaluated and communicated separately in the coming months.

SUBJECT Phase Two Reorganization Highlights

Rick Galceran will transition from the Director of Public Works position to lead the execution and
delivery of the 2017 Bond Program. In the interim, Robert Perez will take over the day-to-day
leadership of the Public Works Department. We expect to have a permanent Director in place
before the end of the fiscal year. Both Rick and Robert will report to Assistant City Manager,
Majed Al-Ghafry.

Gwen Schuler, former executive general manager of Public Affairs and Outreach (PAO) has been
appointed as the new Director of the department. Under the executive oversight of Chief of Staff,
Kimberly Bizor Tolbert, Gwen will lead the City’s new community engagement efforts, strengthen
external and internal communications, develop proactive media relations, and work with all
stakeholders to enhance the City’s public broadcasting programming and digital content.

The departments of Aviation and Human Resources have been reassigned to the oversight of the
Chief of Staff, Kimberly Bizor Tolbert. Assistant City Manager, Joey Zapata will provide oversight
to the Sanitation Department. Chief Financial Officer Elizabeth Reich will assume responsibility
for the Communications and Information Services Department.

Please see the attached organizational chart that reflects the new reporting structure. The boxes
highlighted in blue represent executive reassignments, the orange boxes represent newly created
departments or offices of the City Manager. The green box denotes a name change.

I expect to have additional staff reassignments that will take place to support the reorganization,
which announcements will be forthcoming. In the meantime, feel free to contact me if you have
