The procedure for Electrical Power Supply Turn On is as follow:

Reference Documents

1. A list of all relevant codes of practice being used is to be submitted.

Preparation
1. All instrumentation used for the testing, must have up to date (with at least 6 months validity)
calibration certificates that is traceable to international standards.
• Insulation Resistance tester (Megger).
• Multimeter.
• Clamp Ammeter.
• Phase rotation meter.
• Torque wrench with suitable extension pieces and sockets.
2. Submit records of meter application documents and date of installation.
3. Confirm date of power turn on and that appointments have been made with LEW for both landlord
and contractor.
4. Ensure each panel wiring and correct labeling is complete and has been inspected and the
installation confirmed correct.
5. Confirm panels have been thoroughly cleaned internally.
6. Ensure each piece of equipment has been installed correctly and been inspected, and that the
supplier has confirmed it is ready to receive / transfer power.
7. Confirm that all incoming / outgoing cable tests have been checked in advance ready to receive
power.
8. Safety Notices have been installed as specified.
9. As built drawing fitted to Switchroom walls as required.
10. Ensure copies of test results are available for review.
11. Blank test sheets are available for undertaking tests at power turn on time.
12. Test equipment and tools are available for conducting test at the time of power energizing.
13. Test personnel available for the complete duration of the energizing process.
14. Safety equipment – rubber mats etc have been provided as required.
15. Ensure rooms containing electrical equipment are clean, free of debris, lights are operational and
the room has a lockable door installed. All rooms should be keyed alike.

Execution
1. Hold briefing of power turn on requirements at least one week before power on to ensure all
parties have been informed and that all paperwork and attendance requests have been
confirmed.
2. Hold briefing one day before power turn on to ensure all requirements will be completed on
schedule.
3. Assemble all tools / test equipment / test sheets / suppliers / workers and complete the sign off
sheet to confirm ALL systems necessary are complete and ready to receive power.
4. When the LEW is ready, conduct all requested tests / measurements and record results as
necessary.
5. Once energized and LEW has completed his tests, proceed to progressively test and energizes
busduct / cables / panels / equipment in a logical manner following the as built schematic
drawing, recording all results on final test sheets as each section of work is completed; conduct
insulation (megger) test, supply voltage and phase rotation, voltage and phase rotation to each
breaker incoming before it is switched on.
6. As each panel is completed, move onto the next cable and test energize and prove in a similar
manner to that stated above, at each stage confirm insulation (megger) test, supply voltage and
phase rotation recording the results on the pre-prepared test sheets.
7. Any breakers for supplies not required to be energized at this time must be padlocked OFF to
ensure they are not switched on accidentally, and the Main Contractor or Electrical Contractors
test engineer are to be responsible for holding the keys. Install lock-out tags signed by the
responsible personnel in control of the keys.
8. On completion of energizing, all test sheets are to be completed and signed off.
9. All switchboard / equipment tests (UPS / STS etc) are to be conducted in accordance with their
approved method statements.

Post Test

1. Once any switchboard / panel or piece of equipment is energized, the room is to be under the
control of the main contractor only, and kept locked at all times work is not being carried out.
2. A permit to work system is to be employed to ensure the safety of all personnel working on the
electrical system. The proposed system is to be advised to all parties that are involved in this
process.

Test Record Sheets


1. Only approved records sheets shall be accepted and witnessed.
2. All sheets must be completed at the time of testing so authorized signatures may be taken.
3. All computer data / printouts must be produced on the day of testing and signatures sort.
4. The above can only be wavered with written consent from the client that had been submitted prior
to the programmed testing and commissioning.
