: A CONSOLIDATED REPORT ON ICUPAO’S

MISPRIORITIZATION OF AWARDING HOMELOTS TO ITS BENEFICIARIES AT IBA PANG RELATED
ISSUES

The Iloilo City Urban Poor Affairs Office (ICUPAO) was established through Regulation Ordinance
No 95-055, which was sponsored by councilor Joshua Alim, to implement provisions of RA 7279
or the socialized housing program (relocation and resettlement of the legitimate and qualified
urban poor residents.)

Data shows that since 1995 to present, there are 24 relocation sites, nga ginbakal sang city
amounting to 176, 879, 765, for 7,864 awardees.

On January 9, 2017, the ombudsman has established grounds for the filing of a criminal charge
against ICUPAO Executive Director Wilfredo Jurilla and former site coordinator Nelia Secusana,

pareho sa duha ka mga himata ni Jeffrey Celiz nga sanday Suzara Luces kag Gilda Canilao.
Mejorada pointed out that Canilao and Luces were not project affected and homeless.

QUALIFICATIONS FOR LOT AWARD

Based on R.O 95-055, the office shall give priority to:

1. Those who have cases in court that has become final and executory;

2. Those who have cases in court that are still pending for hearing;

3. Those who have received a final letter of demand to vacate from private land
owners;

4. Those qualified and legitimate urban poor who wants to avail of the program;

According to Conlu and Jurilla, they give priorities to:

1. Those who are affected by govt projects;

2. Those who are affected by calamities;

3. Those who have ejectment cases;

MISPRIORITIZATION OF AWARDEES

Though Luces and Canilao were not on the priority list, Jurilla stated that while under Article V
section 16 of RA 7279, they are both qualified to avail of the homelot. (Note: Art V sec 16:
Underprivileged and homeless citizens are qualified).

It was also found out that Rogilda Celiz, wife of Jeffrey Celiz, was granted a homelot at Sooc
Arevalo despite that Rogilda and Jeffrey were both city hall employees.

CELIZ AND HIS 2 RELATIVES WERE GRANTED HOMELOTS DESPITE THAT THEY WERE NOT IN
THE PRIORITY CRITERIA. IT WAS LATER FOUND OUT THAT THERE IS A MUCH MORE
DESERVING APPLICANT NGA MAS NAGAKINAHANGLAN SANG HOMELOT.//

On February 15, ginpalab ot ni Juanito Lachica, 70 years old, currently residing at Bucari Leon,
sa AKSYON RADYO nga naguba ang iya balay sa Calubihan Jaro bangud sa bagyo sang 1995.//
He stated that nag apply siya sa ICUPAO sang 1995 kag nagapabalik balik sa city hall apang
tubtob subong wala siya gihapon nahatagan sang homelot.//

NO SYSTEM IN DOCUMENTATION= NO CLEARCUT GUIDELINES

Based on data, more than 12, 000 applicants are still waiting agud mahatagan sang homelot
sang ICUPAO (note: indi pa mahibaluan kun pila ang mga qualified)

Because wala sila sang may gina uyatan nga masterlist sang mga beneficiaries kag mga
aplikante sang homelot kag wala man sila sang mga dokumento halin 1995- 2010 (According to
ICUPAO chairman Jeck Conlu), Conlu admitted that they cannot identify those nga mas dapat
hatagan sang prayoridad.

ICUPAO is now on the process of validation of the awardees to determine those who have
violated the Memorandum of Agreement.

GROUNDS FOR FORFEITURE OF LOT

Based on the memorandum of agreement the lot will be forfeited if:
