To facilitate the disabled persons to earn
their livelihood and to work towards
resolution of their socio-economic
i s s u e s i n v o l v i n g a c c e s s i b i l i t y,
accommodation and equity.
Employment provides livelihood leading to total rehabilitation. To
empower disabled persons to undertake their work place
responsibilities we offer a host of preparatory programs. Our
objective is that the disabled should sustain in jobs purely on the
strength of competence and productivity rather than compassion.

the Disabled is a non–profit,
independent and non – governmental
organization patronized by the Lahore
Chamber of Commerce & Industry
(LCCI) and having the LCCI President
as its Chief Patron. Our main purpose is
to rehabilitate the disabled persons and
help them lead an independent life.
We have established two vocational
Training Centers at New Muslim Town
and Tajbagh in Lahore, with the capacity
to train almost 450 people at a time. We
offer 14 trades in which disabled persons
can be trained (For details of trades, visit
our website www.labard.com.pk).
After the successful completion of
training, our placement officers also
arrange the employment for the disabled
through contacting various industrial
and commercial sectors. LABARD also
provides educational assistance,
medical assistance and financial
assistance to the disabled including the
interest free loans. Thousands of people
have benefitted through these
interventions and LABARD continues
its journey to spread hope and
confidence and help the disabled
persons becoming the useful citizens of
society.

MESSAGE

L ABARD is doing commendable work when it comes to providing

rehabilitative services to Persons with Disabilities. I consider
myself an important part of LABARD and actively participate in its
activities. In the holy month of Ramadan, LABARD successfully launched
Zakat Campaign and collected funds to be utilized for upgrading the lives of
PWDs. We should all play our part to do something for this most neglected
lot of our society.

LABARD is going to start the construction of Rehabilitation & Vocational

Training Centre for Persons with Disabilities (PWDs) at Harbanspura,
Lahore and I would like to urge everyone, especially the business
community to contribute generously so that this dream could be realized
and a platform could be provided to PWDs for their economic and social
benefit. It is time that we pay back to our society which has done a lot for us.

MESSAGE
I want to congratulate all of you on the
publication of 8th Quarterly Newsletter.
It is a humble effort from LABARD
Team to apprise all the honorable donors and
sponsors about the ongoing activities and
prospective initiatives. Our prime objective
is to bring change in the lives of PWDs who
confine themselves within the four walls of
their homes and do not have the courage and
capacity to face the outside world. We vow to
empower them in every manner so that they
could become a productive part of our
society.
We are going to initiate the construction of a
purpose built Rehabilitation & Vocational
Training Centre for Persons with Disabilities
(PWDs) at Harbanspura, Lahore which will
be fully disabled-friendly and first of its kind
in Pakistan. We have relied on you in the past
and look again for your support to complete
this dream project. Please join hands with us

so that we could provide a platform for
economic as well as social uplift of PWDs.

 SUCCESS STORIES
IKHLAQ AHMED
M y name is Ikhlaq Ahmed and I am suffering from
right arm muscular problem. I am 22 years old.
We are 4 brothers and my father is a low-wage
worker and hence it is very difficult to make the both ends
meet, shifting a major responsibility on my shoulders being
the eldest in siblings.
One day a rickshaw driver in my village told me about an
institution which is working for the rehabilitation of Persons
with Disabilities, named LABARD. I visited LABARD’s
office where the Psychologist gave me an overview about
vocational training and different courses being offered.
After an interview, I was selected for Domestic Stitching
Course. During training, my instructor guided me to
perform the stitching work with full devotion and motivated
me to perform well during the training
After completing the training, LABARD provided me with
an Interest Free Loan (IFL) on easy installments and free
tool-kit so that I could start my own work. I purchased a Juki
Machine and also rented a shop in my area. Alhamdolillah I
have started my own business and doing well, not only
supporting my family but also successfully repaying back
the loan installments. I want to thank LABARD from the
core of my heart for helping thousands of people like me.

RABIA RAFIQUE
M y name is Rabia Rafique and I am suffering from
Muscular Dystrophy in both legs. At a very early
age, my muscles started getting weak, making it
very difficult for me to move. It took a lot of time to realize and
accept that I will not be able to lead a quality life as before. We
are four sisters and one brother. My father‘s both legs have
been paralyzed and he cannot work to manage the finances and
bear the educational expenditure of his children.
Despite all the hardships, I never lost hope. One lucky day, my
sister received invitation of LABARD Mela. She attended the
Mela and collected the information about LABARD. Later on,
I contacted LABARD, got registered and ultimately enrolled in
Domestic Stitching Course at Vocational Training Centre Taj
Bagh. The environment of LABARD was very supportive and I
learned a lot during my training.
After successful completion of training, LABARD’s
Placement Cell arranged a job for me at Sapphire Textiles. My
aim is to pursue my career in designing and this confidence and
direction was given to me by LABARD. I am not only
supporting my family financially but also a role-model for my
siblings and encourage them to work hard to become
successful in life.
I pray to Allah to shower His countless Blessings on LABARD
which is doing commendable work for the cause of PWDs.

MUHAMMAD IRFAN
M y name is Muhammad Irfan. I suffered from
polio at the age of 2 years which affected my left
leg. My father is a Mason and we are 8 siblings
(5 sisters and 3 brothers). Both of my brothers are working
with my father as mason so as to make both ends meet.
I did my Matriculation from Govt. High School Awan
Town and Intermediate (I.Com) from Govt. College of
Science Wahdat Road Lahore. I earned full scholarship for
Bachelors and did B.Com from Hailey College.
I came to know about LABARD through its outreach camp
where I got myself registered. I was enrolled in Practical
Accounting and Book-keeping Course. After completion
of training, LABARD’s Placement Cell arranged a job for
me at PAK PRECISE ENGINEERING where I am
working as Inventory Controller. I am not only supporting
my family but also plan to continue my studies. I will In
Sha Allah enroll myself this year in MBA Program from a
recognized University.
Thank you LABARD for helping me in achieving my
dreams.

WASEEM ABBAS
M y name is Waseem Abbas. At a very early age, my
hand got fractured due to an accident. The problem
got worse with time and ultimately my hand got
paralyzed. My father is a driver and has to work very hard to
support our family as we are four siblings.
It was really difficult for me to continue my studies due to my
disability and the poor financial condition of my family. But I
did not lose hope and continued to pursue my studies so that
one day I could support my family. After Matriculation, I
planned to do Intermediate, but due to poor financial condition
I could not do so.
Meanwhile LABARD organized a camp in my locality and I
got the opportunity to go to the camp and discuss my case with
the staff. I got registered and was enrolled in Accounting &
Book Keeping Course. The course proved to be very
beneficial for me and I learned a lot of practical skills related to
the market trend. After the completion of the course,
LABARD’s Placement Cell arranged employment for me at a
company named “Cortax”.
Now I am not only supporting my family but also thinking
about resuming my studies. I want to thank LABARD because
the credit of supporting thousands of needy and disabled
persons like me goes to this organization which is working day
in and out our for our cause.

 LABARD’S NEW PROPOSED
REHABILITATION
& VOCATIONAL
TRAINING CENTER
L ABARD is about to start the
construction of a purpose
built Rehabilitation &
Vocational Training Centre for
Persons with Disabilities (PWDs) at
Harbanspura, Lahore. The 8-kanal
land donated by the Government of
Punjab in 2008 is located at a very
central location, facing canal road.
The project will be first of its kind in
Pakistan, with disabled-friendly
parking, specially designed ramps at
entries and exits of buildings,
railings, lifts, wheelchair accessible
doorways, wide corridors and
accessible washrooms, it caters the

needs of all types of PWDs. The
multi storied building will have
specially designed spacious rooms
dedicated for all the trades offered at
the vocational training centre.
Medical facility along with a full
time MBBS doctor will also be
available for PWDs.
The main purpose of taking this
initiative is to provide a proper
platform to PWDs, who have been
the most neglected lot of our society
with meager opportunities, to excel
and become a productive part of our
society.

There are various ways through which LABARD is providing help to the
disabled persons, preparing and polishing them to enter into the
mainstream and work side by side with the able bodied people.

We have a vision of creating a society where equal opportunities are available,

and equal treatment is provided to all the members irrespective of their physical
capabilities, with a mission to facilitate the disabled members of the society to
become self-dependent in all spheres of life.
It has only been possible due to the support of friends and well-wishers of LABARD
that we have been able to impact the lives of more than 18000 Persons with
Disabilities.

Vocational Training:
Vocational Training is provided to the disabled
persons to help them move up in life. There are
around 14 trades offered by LABARD in which the
Persons with Disabilities get the vocational
training according to their aptitude and
disability.
Monthly stipend of Rs.1500 is provided to every
student getting the vocational training at
LABARD along with free pick and drop services so
that the trainee is encouraged to work with full
attention and learn the appropriate skills.
Provision of Employment:
LABARD’s main objective is to make the PWD
economically independent. Hence there are 5
Placement Officers working in LABARD who
LABARD’s PERFORMANCE
arrange employment for PWDs through

well as Corporate Sector. Placement Officers also
help the PWDs in making their CVs and giving
them appropriate tips to perform better in the
interview. LABARD has managed to provide
thousands of employment opportunities to the
disabled persons through our placement offices.
Interest Free Loans/ Qarz-e-Hasna:
Interest free loans are also provided to those who
genuinely deserve it. Our panel of experts
properly interview those aspirants who lack
resources to initiate a startup. The financial help
is given to them on easy installments and does
not include interest or any service charges. The
loan helps them to start their business so that
they can independently earn an honest living.
Financial Assistance/QH
LABARD also provides financial
assistance to the destitute
PWDs who are financially very
weak and do not have proper
source of income. This initiative
was taken keeping in mind
those people who belong to
the lowest financial strata of
our society and struggling hard
just to fulfill their most basic
needs.
Educational Assistance
LABARD is also providing free
educational assistance to the
deserving disabled persons
including those students who
perform exceptionally well but
can not afford to continue their
studies without financial help.
Hundreds of students secured
educational assistance from
LABARD and became doctors,
engineers, lawyers and
chartered accountants etc.

Medical Assistance
Disabled persons are also
provided with free medical

 RECREATIONAL TRIP OF
LABARD’S TRAINEES

A recreational trip to Greater Iqbal Park was

organized by Tourism Development Corporation of
Punjab (TDCP) for trainees of LABARD’s New
Muslim Town and Taj Bagh Campuses. PWDs have serious
accessibility issues and hardly get the opportunity to go out
and enjoy themselves.

Keeping this in mind, LABARD organized this trip with

support of TDCP so that the trainees could also get a retreat
from their daily routine and enjoy their time seeing the
historical places. A special Double Decker Bus was arranged
for trainees to take them to Greater Iqbal Park where they
enjoyed a lot. A guide also accompanied them who shared the
historical importance of the places of interest.

K eeping in view the spirit of Ramadan

countless Blessings, Eid Gift Distribution
Ceremony was organized by LABARD on June
13, 2018 at Jinnah Auditorium, LCCI Building.
Former Member National Assembly Ms. Shaista
Pervaiz Malik graced the occasion and distributed
clothes and grocery packets among the deserving
PWDs who are receiving training at LABARD’s
Vocational Training Centres.

While addressing the ceremony, she encouraged

the trainees and said that nothing is impossible for
them provided they work hard with commitment.
Guest of Honor was Vice President LCCI Mr.
Zeeshan Khalil who also motivated the trainees to
excel in their respective fields without being
discouraged because of their disability.
Governining Body member Ms. Naghmana Javed
and LABARD’s staff also participated in the
ceremony which provided a great platform to
PWDs and the staff to connect with each other.

 JOB FAIR BY LABARD
AND JUBILEE INSURANCE

L ABARD and Jubilee Insurance joined

hands to organize a Job Fair for
Persons with Disabilities of LABARD
on April 16, 2018 at Jinnah Auditorium, LCCI
Building. Jubilee Family Takaful has
developed a purpose built new “JAZBA
Branch” for PWD's where they can work in a
disabled friendly environment without having
any accessibility issues.

LABARD collaborated with Jubilee

Insurance to provide man-power for this
project. A highly qualified panel of experts led
by Mr. Zurr e Atta Hussain, Regional Sales
Head Jubilee Insurance, interviewed the
PWDs including those who have recently
completed the training from LABARD’s
Vocational Training Centres. PWDs have
been hired by Jubilee Insurance to work in JUBILEE Insurance HR Team Interviewing LABARD’S PWDS
different sectors including sales, marketing
and administration etc.

This venture proved to be highly successful

and both the organizations vowed to
collaborate in future as well for the betterment
of PWDs. This collaboration not only
provided jobs to dozens of PWDs in a disabled
friendly environment, but will also encourage
other organizations to bring similar programs
for the social and financial uplifting of PWDs
who have remained the most neglected lot of
our society.

 STUDY TOUR OF PWDs
Professional Cooking
Exposure to on the job Environment is an
essential part of our training program. In this
connection a study tour was made by
LABARD’s trainees of Professional
Cooking Course to the Barry’s Restaurant,
Ghazi Chowk Township Lahore on February
13, 2018. Mr. Tayyab Zubair, owner of
Barry’s Restaurant welcomed the 11 PWDs
and their Instructor.
The main purpose of visit was to introduce
our PWDs to the art of baking.
PWD’s observed the professional baking
system in the restaurant and participated in
baking a large size Pizza with a professional
Chef. Mr. Tayyab Zubair Bukhari, gave brief
introduction about Barry’s and its work
environment. He shared his views about
LABARD NEWS
maintenance of hygiene in cooking with
PWD’s. Mr. Tayyab felt very happy to host
LABARD’s trainees and wished them the
best of luck.
Industrial Stitching
A study tour of LABARD’s trainees of
Industrial Stitching Course visited IMMI
Garments on May 9, 2018. Mr. Asif,
Manager IMMI Garments received the
trainees and welcomed them. Trainees were
invited to see both cutting and stitching
departments, where they learned a lot while
interacting with the local staff and
supervisors. Trainees observed the
computerized machines that have been
installed which could adjust stitches and
automatically cut off the thread after
completion of stitching.

Seven former trainees of LABARD are also
working at IMMI Garments as their
employment was arranged by LABARD’s
Placement Cell. They really encouraged the
visiting trainees and gave them tips to
perform well in practical life. The Director of
IMMI Garments Mr. Imran also met the
trainees and encouraged them to work hard
so that they could be placed in companies
like IMMI Garments where there are a lot of
learning opportunities and environment is
also disabled friendly.
Mr. Imran arranged lunch for
PWDs and donated 400 yard cloth and 200
thread cones for PWD’s training. He showed
interest in hiring more PWDs of LABARD
and requested for CVs of those PWDs

LABARD has always relied on those who genuinely want to change the miseries of disabled persons through providing
them equality of opportunities and a suitable environment to work. All the contributions are spent solely on the
rehabilitation of the disabled persons. We ensure the transparency in all our actions and transactions. LABARD is audited
internally as well as externally to ensure that the money is being spent on the right cause.

Owing to the nature of services we are
providing i.e. absolutely free of cost
rehabilitative services to the disabled
persons, LABARD highly depends on the
donations given by our generous donors.
Your contributions in the form of donations
greatly help us in our endeavor. You can send

doorstep.
Zakat/Sadqat
LABARD spends its Zakat particularly for
those genuinely needy persons receiving
the vocational trainings. Moreover it
provides medical assistance after proper
assessment to make sure the person is
needy. Please send us your Zakat to help us
of the disabled persons.
Sponsor a child
A great majority of those disabled whom
LABARD helps are the children under the
age of 25. Owing to the large ratio of
unemployment, there are many disabled
persons who require such skills or expertise
so that they could be adjusted in the market.
The approximate cost for providing the
vocational training to a child, covering
his/her transportation cost and providing
the milk daily is approximately Rs. 12,500 per
month. There are many children whose lives
can be changed with your small effort.
Please sponsor a child and help us in their
rehabilitation.
LABARD seeks sponsorships for the printing
material, newsletter and website etc.
Moreover LABARD holds two important
events annually i.e. Annual Fundraising
Dinner and Annual Mela for which sponsors

Members directly become part of LABARD’s
General Body which elects the governing
body. Getting membership of LABARD will
allow you to have a say in the policy making.
