Next Planning Board meeting September 17, 2018 Adjourn or set continuation of the meeting a DRAFT ‘The Town of Franklin Planning Board had its regularly scheduled meeting on Monday May 21, 2018 at 4 pam. in the Town Hall Board Room, Chairman Tom Harris presided, Members present were Vice Chair Janet Greene, Denton Higdon, Susie Ledford, and Andrew Raby Dave Jones, Peter Moscoe, and James Smith were absent. Staff persons present were Land Use Administrator Justin Setser and Town Clerk Travis Tallent, Motion made 2018 to August 20, 2018, Motion carried. Vote: Approval of the June 18, 2018 Planning Board Minutes ‘Motion was made by Higdon, seconded by Ledford to approve the June 18, 2018 Planning Board minutes as presented. Motion carried. Vote: 5 (0 0. Ledford, seconded by Greene to change date written on Agenda from July 16, too. Public Comment Nobody from the public spoke. Old Business: Text amendment changing minimum sidewalk requirem« Motion made by Raby, seconded by Ledford to approve text amendment changing minimum sidewalk requirements as amended to include an exception to the 5 feet suggestion but requiring that any sidewalk width less than 5 feet wide provide a wheelchair turnaround every 200 feet of length. Motion carried. Vote: 5 to 0. Text is attached. Fi wings of Facts 1. The proposal will place all property similarly situated in the area in the same category, or in appropriate complimentary categories. Yes; al sidewalks would be required to meet same standards throughout Town, 2. There is convincing demonstration that all uses permitted under the proposed district classification would be in the general public interest and not merely in the interest of an individual or small group. Yes; all residents and visitors would enjoy the wider and safer sidewalks and future sidewalks would generally meet ADA guidelines. 3. There is convincing demonstration that all uses permitted under the proposed district classification would be appropriate in the area included in the proposed change. Yes; 4. There is convincing demonstration that the character of any neighborhood will not be materially and adversely affected by any use permitted in the proposed change. Yes; the neighborhoods would be enhanced by the better sidewalks. 5. The proposed change isin accord with the principles of growth, sound planning principles and any applicable small area plan. Yes; the neighborhoods would be enhanced by the better sidewalks, Motion by Higdon, second by Raby to accept the Findings of Fact. Motion carried. Vote: § to 0. DRA‘ I July 16, 2018 meeting continued, New Business: Review Chapter 75 Parking and make recommendations Land Use Administrator Justin Setser informed the Board that the Town Council has asked them to review parking as described in Chapter 75 of the Franklin Code of Ordinances. The Board will be reviewing this for the next meeting, Announcements ‘The next regular Planning Board meeting will take place on Monday August 20, 2018 at 4:00 p.m. Adjournment Motion was made by Raby, seconded by Higdon to adjourn the meeting at 5:40 p.m. Motion carried. Travis Tallent, Town Clerk TOWN OF FRANKLIN RESOLUTION OF THE TOWN COUNCIL DIRECTING THE TOWN PLANNING BOARD TO REVIEW AND MAKE RECOMMENDATIONS FOR REVISIONS TO CHAPTER 75: PARKING SCHEDULES WHEREAS, the Town Council designated a Planning Board for the Town of Franklin pursuant to GS §160A-361, pursuant to which the Town Council may task the Planning Board with various duties from time to time, including the study of areas within the Town’ planning Jurisdiction, and the development and recommendation of policies and ordinances to carry out plans in a coordinated and efficient manner; WHEREAS, the Town Couneil finds that Chapter 75: Parking Schedules of the Town Code of Ordinances is outdated and in need of review and revision: WHEREAS, the Town has recently conducted a study of the best method for parking along the central Main Street corridor; and WHERAS, other conditions detrimental to efficient parking within the central Main Street corridor may still exist, and Chapter 75 may contain provisions that deseribe regulations no longer enforced, or which ought to be amended to correspond to current parking conditions and practices. THEREFORE, BE IT RESOLVED by the Town Council of the Town of Franklin, the following: Section 1. The Town Planning Board is hereby directed to study the matter of parking within the tral Main Street corridor, including the availability, utilization, and need for parking facilities ‘on surrounding streets, as deemed best by the Planning Board. Section 2. The Planning Board shall publicize one or more meetings to the public and take public input from interested citizens and business owners, and incorporate input from the same into its recommendations to revise Chapter 75. Seetion 3. The Planning Board shall also review and consider incorporation of the recommendations of Town staff as to the best configuration of parking on Main Street. Seetion 4.
