Method of Statement a) Objective ‘Method of Statement Page Soft HPV To outline the method statement for installation work of above Liquefied Petroleum Gas Piping System. b) Scope This section covers the HPV, and owner approval method of installation for the above Liquefied Petroleum Gas Piping System and the platform. Method Statement will following Drawing approval for installation Pipe and equipment, enclose Test certificate by Site IT. c) Definition This Method of Statement is for the installation of Liquefied Petroleum Gas Piping System. It should be approved by Consultant and owner before installation. 4d) Responsibilities - Project Manager - Gas Engineer - Gas Supplier ~ Authority Department e) Material Pipe and Fittings SCH40 (DNG6S& larger), SCH80(DNSO & smaller) API A53 Seamless Grade B carbon steel pipe, Pressure gauge, Ball valve, Gas Metter f) Handling and Storage of Material Handling * Material delivered to site must be inspected by Consultant and owner prior to installation. + Random check on the delivered material at site to ensure that materials are correct with approved sample Storage: Deliver the product to the protected area and stack the material in flat and dry surface. 9) Plant, Machinery and Equipment + Machinery: ‘Method of Statement Page dott HPV Threaded Machine, welding Machine, Tig Welding machine, Cutter& hand drill, Concrete drilling machine, Portable cutting machine, + Safety devices: safety belt, hard hat, safety shoes. + License for Skill worker: Welder performance qualification (WPQ) according ASME IX issued by HPV and approval by Consultant and owner. h) Preparation Work HPV shall check Progress construction and propose schedule, alll work will follow Working Master Program Schedule issued by main contractor. Contractor shall liaise with Owner to ensure that all installation work is according to the construction drawings and technical specifications. ‘Any deviation at site from construction drawing shall seek the confirmation and clarification from Owner, HPV and Maincon. for approval on new proposal. i) Safety condition All of the staffs and workers will trained a safety course by safety staffs of main contractor before they enter to site for supervising, working, etc... on site. The main purpose of piloting is to identify the actual location of the above ground LPG gas piping routing based on the approved drawing. b) Then the approved materials are brought to the site and the installation of pipe support bracket is carried out to hold the pipe position at its routing. °) The pipe is then installed and the fitting is installed through welding (Refer Appendix A for welding procedure specification). d) ‘The pneumatic testing will be carried out which will be explained more detail in the following pages. 2) Inspection will be carried out and the approval will be given if every thing is in satisfactory condition. If not the installation will rechecked and rectifying will be done until the testing shows that everything is in satisfactory condition. D) Finally the handing over will be done to the owner of the project. 2.2 Process Surface of TIG Welding and Painting Procedure Processing basic surface of weld (Refer Appendix A & B) I Primer (Rust preventive paint Red color + solvents) | Painting (yellow paint + solvents) After welding should be use paint for protect weld and Gas pipe. Activity sequences are as following: * Processing basic surface of weld + Primer ( Rust preventive paint red colour + solvents) * Painting (yellow paint + solvents) Essential Principle: = The process of painting is to achieve an aesthetic protecting coating. The paint is usually applied by brush or spray gun. It is expected that all spray painting be conducted within a spray booth Fixed pipes which cannot be positioned in a spray booth, should be painted by other means (eg, brushing). These procedures are as follows: * Use emery-paper, steel wool to remove dirt, rust, paint. Care shall be taken to provide the required 2mm gap between the end of the pipe and the inner end of the fitting to avoid bottoming. The external weld reinforcement and the internal weld protrusion shall be fused with and merge smoothly into the weld, After alignment check satisfaction, tack weld can be executed to fix the joints. Then the next layers of the welding joint are permitted. Some checking equipments use for T&C: Pressure gauge (Portable type). - Oxygen percentage measuring equipment. - Pressure gauge for pipe line must be certified - Air compressor - VOM meter for checking electrical equipments. - Mega-ohm tester. - Earth resistance measuring equipment. 1. Aboveground Pipe Prior to acceptance and initial operation, all piping installation shall be inspected and tested in accordance with TCVN 7441, TCVN 387, ASME 31.3, NFPAS4, NFPAS8 and Canada standards to determine that the materials, design, fabrication and installation practices comply to the specification inspection shall consists of visual examination, during or after manufacture, fabrication, assembly or pressure tests as appropriate, While each line may be tested in section as work progresses a final pressure test at pressure specified shall be performed in each completed line for acceptances purposes. The tie-in connections between the piping and the appliances shall be tested with a soap and water solution. All valves in the lines shall be in an open position during testing. The test medium shall be compressed nitrogen. ‘Method of Statement Page oft HPV Before testing is conducted, all the opening in the completed lines shall be plugged or capped. The line going to be tested will be pressurizing to pressure measured with a pressure gauge, pressure test will refer to Inspection and Testing Plan. Comply with NFPAS4 standard, test duration is not less than Y/2 hour for each 14m? of pipe volume. For piping system having a volume of more than 680m°, the duration of the test shall be not requested to exceed 24 hour. In the above duration testing, if there are not drop of pressure contractor can request for pressure testing inspection from consultant. 2. Commissioning The qualified and adequately trained personne! only shall be present on the premises at all times during the testing and commissioning. Before the commissioning of system has been commenced, all the equipment must be checked to ensure it is in proper installation and functioning. The commissioning works shall be carried out in the following sequence: a) Displacement of air from the pipe work with an inert gas such as nitrogen. b) Displacement of nitrogen with LP Gas. ©) Surveillance of the system. f Air from the Pipework. i) Prior to delivery of gas through the pipework, the air inside shalll be sufficiently purged and displaced with an inert gas such as nitrogen to ensure that the combustible mixture of air and LP Gas does not develop in the pipework. ii) A procedure shall be submitted to the Owner for approval prior to commencement of pipe purging to ensure that all necessary purge points and other requirements for testing and commissioning have been provided. iii) The following facilities shall be provided for the purging of pipeline. 1. Nitrogen injection equipment, comprising of a transportable nitrogen bottle, adjustable pressure regulator, shut-off valves and pressures gauges. 2. Oxygen content indicator. It shall be of rugged construction and equipped with an effective sampling probe. A line shall be considered sufficiently purged when the ‘oxygen content in the line in less than 2%. 3. Temporary purge stem, comprising of a temporary pipe connected to the main shut-off valves. The pipe shall be completed with a shut-off valve. 2.2 Displacement of Nitrogen with LP Gas i) When air in the pipework has been sufficiently displaced with nitrogen, the delivery of LP Gas into the pipework may commence. The procedure to be followed may be similar to that for displacing air from the pipework with nitrogen. ‘Method of Statement Page 10011 HPV ii) The purged gas shall be conveyed by means of rubber hose to a purge burner set up in an open space and directed safely away. A flame torch is lit in close vicinity to the purge burner. When the LP Gas arrives at the purge burner, the burner will be set alight giving a visual indication that the LP gas has been delivered to the purge point. ii) On no account shall be the LP Gas purging is carried out without visual indication of LP Gas delivery, and the gas shall not be discharged into confined spaces. The discharge Point shall be attended at all times during purging. 2.3. Surveillance of the m i) During the purging operations precaution shall be taken to ensure that all plugs or caps are in place and that there are no leaks from any part of the piping, which may have been damaged after installation, ii) The complete piping installation shall be inspected and checked out immediately after gas have been introduced and again after 24 hours. All tie-in connections not previously pressure tested shall be checked with soap solution. iti) ‘Method of Statement Page tof AL
