1. Functions and Role of Directorate

Electric Traction was introduced in 1925 in the country with


1500 Volt DC system. Later on, the 25 KV AC system was introduced
in 1959. With a modest beginning made almost 58 years ago, Electric
Locomotives and Traction system have seen remarkable developments
in terms of haulage capacity as well as reliability. The Electrical
Directorate of RDSO has played a leading role in all these
developments.

The functions of the Electrical Directorate include design and


development of different kinds of Electric Locomotives and their
equipments keeping pace with the changing technologies and need of
the times, guiding the Zonal Railways/ Production Units with regard
to problems experienced by them in the maintenance and operation of
Electric Locomotives and their equipments, acting as a pivot between
Railway Board and Zonal Railways in all technical matters pertaining
to the performance of Electric Locomotives over Indian Railways.
Therefore, the role of the Electrical Directorate is primarily to design
and develop new locomotives and equipments with modern
technologies and also to assist the Zonal Railways/Production Units
in improving the reliability and act as the Technical Advisor to
Railway Board.

2. Infrastructure and Capabilities

The office of Electrical Directorate is headed by Principal


Executive Director Standards Electrical assisted by officers at the
level of Directors (SAG/SG/JA grade). These officers handle the work
of different equipments/ their systems used in Electric Locomotives of
different designs. Broadly, these have been classified into following
groups:

(i) Static Electric Equipments, System Engineering & Auxiliary


Machines
(ii) Control and Systems
(iii) Pneumatic System & Static Converter
(iv) Three Phase Locomotives
(v) Traction motor

3. Role of Director/ Executive Director of the group:

(i) Director/Executive Director is the incharge of each group and is


assisted by one senior/junior scale officer and 3 to 4 staff in
supervisory category. The Organization chart is enclosed in
Annexure-I.

(ii) Each group handle work related to design, development,


performance, vendor development and service engineering for the
Railways related to different equipment including state of the art
technology for overall improvement of the reliability, safety and
availability of the respective equipment and the locomotives.

(iii) The overall work involves preparation of specification, development


of product/locomotive through reputed manufacturers worldwide,
prototype inspection & testing, commissioning and monitoring of
their performance in field for overall improvement of productivity of
the Indian Railways.

(iv) Various problems experienced and reported by Zonal


Railways/Production Units are examined/studied from time to
time regarding the performance of locomotives/equipment in field
and corrective action/guidance are issued in the form of
Modification Sheets, Special Maintenance Instructions, Technical
Circulars, and Reports etc.

(v) Simulation software related to haulage capacity of different kinds


of locomotives has been developed and used to simulate and study
different conditions of load, gradient, speed etc. Further, a state of
art electrical laboratory for testing of various equipment is also
being established as an additional facility by the Directorate.

(vi) Each group help and guide Railways by issuing different


documents such as Specifications, Schedule of Technical
Requirements (STR), Special Maintenance Instructions (SMIs),
Modification Sheets(MS), Reports, Drawings pertaining to various
equipment.

4. Major Thrust Areas & current status:

(i) Upgrdation of WAP7 to 160kmph:

• The nominated committee has submitted the technical report for


upgradation of speed of WAP7 from existing 140kmph to 160kmph
to Railway Board.
• Board has approved the recommendation of committee for
upgradation of speed potential of one WAP7.
• CLW has been advised to take necessary action.

(ii) Upgrdation of WAP5 to 6000hp


• Based upon RDSO recommendations, Board has communicated
approval for undertaking trials upgraded WAP5 loco as 6000hp.
• CLW has been advised to take necessary action.

(iii) Upgrdation of WAG9 /WAP7 to 9000hp

• Specification for upgradation of WAG9/WAP7 loco to 9000HP has


been issued.
• CLW has initiated the process for upgrading of WAG9/WAP7 to
9000HP as per RDSO specification for same.
• Contract awarded to:
- M/s Siemens 05 sets for WAG9/WAP7 each.
- M/s Medha 2 sets for WAG9
- M/s BHEL 1 set for WAG9

(iv) EP assist brake system in 3-phase locos


• Specification for EP assist brake system in 3-phase locos has been
issued.
• CLW is floating tender for 20 loco sets & likely to be opened in
July/Aug’2018.

(v) Dual Mode Shunting Locomotive


• Meeting was convened at RDSO on 07.06.18 to finalize the
purchase specification of CLW for Dual Mode Shunting Loco.
• Purchase specification will be finalized by 2nd week of July’18.
• CLW will float tender as per final purchase specification.

(vi) Conversion of WDG3A & WDG4
• The oscillation trial of WDG3A (converted to WAGC3) is in progress
in BE-MB section of NR & expected to be completed by 2nd week of
July’18.
• The trial with worn out wheel profile is in progress.
• The FEA analysis of WDG4 loco has been done.

(vii) Development of 2x130kVA SIV for conventional loco


• Prototype of 2x130kVA SIV as per RDSO specification has been
fitted in one WAP4 loco no.22714 of ELS/LGD on 17.05.2018 &
running successfully since then.

• Specification shall be finalized by July’2018.Thereafter existing


SIVs may be replaced by 2X130kVA SIVs in phased manner.

(viii)Development of Regenerative braking in WAG7 loco


• Technical specification no. RDSO/2018/EL/SPEC/0133, Rev’0’
for development of Re-generative braking in WAG7 loco issued on
09.01.2018
• Letter of Acceptance (LOA) issued to M/s Medha Servo Drives Pvt.
Ltd, Hyderabad vide letter no. EL/3.2.19/RB/Tender dated
29.05.2018
• Cost of Re-generative braking system in one loco is 1,51,98,400/-
• Completion period is within 6 months from date of LOA i.e. 28th
Nov, 2018
• To discuss progress of ‘Development of regenerative braking in
WAG7 Loco’, a meeting with M/s Medha is fixed on 6th July 2018

(ix) Design review & Oscillation trials of WAG12 loco(M/s Alstom)

• The Speed Certificate for undertaking the oscillation trials has


been issued.
• The commencement of Oscillation trials is expected in last week of
July’2018.

(x) Provision of GPS on Electric locomotives


• Technical specification No. RDSO/2018/EL/SPEC/0132, Rev’0’
for GPS device had been issued on 09.01.2018
• Pink Book item No. 1192/18-19 as per Railway Board’s letter No.
2017/Elect (TRS)/441/1 dt.02.04.2018, sanctioned 5000 nos. GPS
in electric locos for centrally procurement by Western Railway with
direct delivery to consignee Railways

(xi) Provision of Integrated converter in WAP5 (including Hotel
load converter)
• M/s ABB has supplied one no. integrated hotel load converter &
fitted in loco no. 30140 allotted to ELS/GZB.
• Loco is under commissioning at ELS/GZB.
• The integrated Hotel Load converter is also planned for WAP7 &
likely to be fitted in one loco at CLW by Aug’2018.
