Yamama has requested PEG to prepare an offer for engineering and consultancy services for a Greenfield
cement production plant of two lines of 10’000 tpd clinker each to be located in the Riyadh Province, in
Saudi and the relocation of the existing Line 7 to the new Plant site by the Turnkey Contractor once the 2
new lines are operational.

Description:

YSCC is one of the biggest cement producers in the Kingdom of Saudi Arabia, Yamama Cement Factory
was located south of Riyadh and started production in 1966 with 300 tpd, YSCC`s production now reached
18’600 tons clinker/day. Yamama decided to shift the Cement Factory to outside the city; four years are
foreseen to fulfill this order.

PEG will consider an overall technical concept consisting of 2 x10’000 tpd new lines and the relocation of
the existing Line 7 of 10’000 tpd clinker production to the new greenfield site after the commissioning of the
2 new lines. These three production lines will be able to use partially alternative fuels; a WHR “Waste Heat
Recovery” plant will be built to recuperate the waste heat of the 3 lines for production of electricity.

PEG scope of works include the preparation of tender documents, evaluation of proposals, preparation of
the contract draft and assistance to the client during contract negotiations.

Description:

Dangote Industries is planning to install a greenfield 3’000 tpd clinker production line in Zambia. For this
purpose the Project tendering, evaluation and contracting has been completed by Dangote Industries;
Sinoma International (or subsidiary) having been selected as the Contractor for the execution of the Project
on a full turnkey basis including mechanical, electrical & automation equipment supply, mechanical erection,
electrical installation and civil works (concrete and structural steel) and all necessary infrastructure
components.

Dangote Industries requested that PEG S.A. provide an offer for such engineering and consulting services
for one or several of the Dangote Industries upcoming projects.

In addition, and at the request of the Client, quality assurance of mechanical and electrical equipment,
construction supervision and supervision of commissioning have been excluded from the Consultants scope
of work at this time.

PBI (the Lender) requested to PEG to act during the first phase as Technical Advisor through the diligence
process and the drafting and negotiation of the financial documents to be executed between Nova
Cimangola and future lenders. The project is related to the establishment of a new cement plant of 5’000 tpd
capacity to be constructed on a turnkey basis in the Republic of Angola.

Description:

The objective of the technical due diligence investigation was to ensure that the technical solutions and
background information for the project, as presented by the Owner to BPI, considered industry best
practices and were in line with a modern cement facility allowing BPI to proceed with an investment and
financing decision.

As this would be a Greenfield plant project it was necessary to assess all contractual documents outlining
the project scope, project technical specifications and project commercial conditions prior to the signature of
the EPC contract.

For the second phase, PEG will act as Implementation Monitoring Consultant during construction.

1’700’000tpy. The Djebel Rassas plant is located 25 km from Tunis. The railroad can be found some 10 km
away. The Quarry harbours the three main raw materials that are required to produce clinker.

PEG provided consultancy and engineering services for the execution of 1.5M tpa Greenfield Cement plant
for the construction company and General Contractor PER TECH.

Description:

PER-TECH, UAE has been contracted by South Valley Cement Company, as the general contractor for the
construction of a 1.5M tpa OPC Greenfield cement plant, without electrical generation, at Beni Sweif, 120
Km South of Cairo, Egypt. For that reason, the client has requested PEG services as project coordinator
relating to the construction time schedule for the execution of the above mentioned cement plant.

This included the following scope of work:

- Review of the Project Plan – including project plan review and consolidation, to properly define the
responsibilities of the parties involved and outline the correct time schedule for the project.

- Monitoring, Updating and Advising of Project Plan Execution – Twenty seven months; including
monthly consolidation reports and a tri-monthly site visit for site coordination from the PEG team for
the complete duration of the project.

The Client contracted PEG to manage the turnkey construction of his new Greenfield cement plant with a
capacity of 3’300 tpd located in Hama, Syria.

Description:

This cement plant is using the quarry and some of the existing installations from the old Hama cement plant
opposite the new site. PEG has handled the project from the outset and has been responsible for all phases
of the contract from raw material study right through to commissioning. Once completed, this cement plant
will be the largest in Syria.

Project:

In the frame of the development of their activities in the building materials sector, the “Groupe Omar Laraqui”
has decided to build a new greenfield cement plant under the official name of Asment Ouled Zidane (AOZ),
in the village of Ouled Zidane, Settat province.

Description:

The production capacity of 825,000 tpy of cement, expandable to 1,650,000 t was foreseen to meet the
increasing needs of cement in the area of Casablanca and Chaouia-Ouardigha.

The plant site is located in the rural communal estate of Ouled Zidane, Caïdat M’dakra Tanoubia, Circle of El
Gara, Settat province. The implementation is located 40 km SE of Casablanca and cover a surface of 266
hectares including limestone and clay quarries.

PEG S.A., together with its Moroccan associate GITC, has been entrusted with a complete engineering
contract including preliminary studies, updating of feasibility study, detailed engineering and implementation
of the project on a multi-package basis, up to site management and handing over of the factory.

Project:

PEG was approached in 1994 by an Indonesian investor desiring to establish a 5500 tpd cement plant on
the island of Sulawesi, Indonesia. The limestone quarry had been selected as well as the plant area, and the
customer wanted PEG to assess the quality of the limestone, locate the necessary additives (clay and sand)
and establish a preliminary feasibility study.

Description:

PEG therefore defined and monitored the geological campaign, elaborated a raw mix design, and issued
general investment and operation figures with relevant economic calculations grouped into a pre-feasibility
report.

PEG further assisted the Client in selecting the equipment and, after signature of a turnkey contract with a
Korean contractor, performed a general monitoring of the whole project until the end of commissioning.

This project consisted in a new 3,000 tpd greenfield plant in Pakistan of one production line, dry process.

Description:

Mechanical and electrical equipment was supplied turnkey while civil construction was entrusted to four local
companies.

In principle, PEG acted on behalf of the International Finance Corporation to ensure flawless project
realization and to assist the end user. Initially, PEG's services included reviewing of current project status
including raw material investigation, process selection, design data, equipment sizing, site preparation work
and environmental aspects. The mandate consisted furthermore of design compliance checks with respect
to civil works, mechanical and electrical systems, electricity supply and instrumentation. It included also
project monitoring at supreme management level, pre-shipment inspection of major machinery, supervision
of construction, erection, start-up and commissioning. Specific consultant engineering services were granted
during construction in particular cases, on request from the customer.

Project:

Early 1977 a joint Saudi and Kuwaiti Company approached PEG for a feasibility study of a cement plant in
Northeast Saudi Arabia. The aim was for the Kuwaiti party to secure a clinker source in the vicinity for its
clinker grinding plant in Kuwait, the remainder of the production being ground into cement and sold in the
area. The plant capacity was set at 2,310,000 tpy, out of which 1,320,000 tpy to be sent to Kuwait as clinker
and 990,000 tpy to be ground into cement and marketed in Saudi.

Description:

PEG launched the study with extensive investigations on raw materials. Limestone, clay and sand deposits
were found and assessed quality and quantity wise. In view of the contamination by silica sand of the
limestone deposit in certain areas, an enrichment process was developed and precise zoning maps drawn.
Once the feasibility established and the financing settled, calls for tenders were floated worldwide and
contracts signed for equipment and civil works by end of year 1981.

The features of this plant, at that time the largest one built in a single step in the area, were innovative:
combined clay and limestone crushing in hammer crushers, ball type raw mills with wrap around motors, gas
fired precalciner kilns with 30% by-pass, wrap around motor driven cement mills, fully equipped service
departments, semi-centralised controls.

The plant was commissioned and taken over 38 months after. Meanwhile, PEG also purchased the quarry
and plant automotive equipment, performed a detailed quarry development programme, engineered and
installed a 52 km gas pipe line and designed and built a housing compound for 550 workers and staff and
their families. This plant presently belongs to the Eastern Province Cement Company.

contractors and workshops.

Project:

The National Company for Building Materials decided in 1969 to build a 1 million tpy plant, to be built in two
500'000 tpy steps. The plant was to be located near Annaba, to take advantage of the nearby steel works of
El Hadjar and of the large quantities of available slag to manufacture slag cement.

Description:

PEG was entrusted with this project. The first step was undertaken along with the turn-key principle with a
general contractor. The second step was undertaken along with the package principle (around 10 contracts
were signed with foreign and local contractors).

Each production line comprises a 1'500 tpd suspension preheater kiln. Both lines are computer controlled
from the same control room.

Description:

UNICEM decided in 1969 to increase the production of their Guidonia cement plant, located near Roma.

PEG S.A. was entrusted with the detailed engineering of that project, performed on the principle of multiple
contracting.

The plant included a number of advanced features such as:

- Single 3'500 tpd preheater kiln

- One raw and two cement mills driven by wrap-around motor

- Computer based remote controlled operation.


The plant was built within a record-breaking time frame of 24 months from signature of the first main supply
contract to kiln lighting.

Elaboration of a Technical-, Export Market- and Financial- Feasibility Study for a Cement Plant of an
approximate Capacity of 3500 tpd of Clinker in the Mugla Region of Turkey.

Description:

Mugly Yapi Company is operating three lignite fired power plants within a distance of 50 km and
subsequently three open pit lignite quarries in the Mugla Region of Turkey. The lignite is covered by an over-
layer of marly limestone. In addition only one power plant produces approximately 3600 tpd of fly ash,- more
than sufficient for the operation of a 3’500 tpd clinker plant. Moreover, a harbour with shipping facilities for
lignite and two related belt conveying systems to one power plant with a distance of 7 km are available.

The project targets were as follows:

- Utilization of the own over-laying marly limestone, the fly ash and the lignite for cement production.
- Sales of fly ash, clinker and cement within the Eastern part of Turkey, export to neighbouring Iraq
and via the existing port facilities to other countries in the region.
- Utilization of the excavated quarry areas for the production of solar electrical power (further step of
the project).

A Market Study on regional level and a Raw Material Feasibility Study for the project were already available
for a 3’500 tpd clinker plant which shall be located next to an existing lignite power plant. Hence the client
requires a technical-, export market- (National level only) and a financial feasibility study for the project.

Description:

Yamama is one of the biggest cement producers in the Middle East. The 1st production line was
commissioned in 1956. The basis for scope of work under this contract was based on completion of
Contract No. 1733 (Upgrade Study 10,000 tpd production line signed and executed between the Client
and PEG). The upgrading study was approved by the Client and Yamama requested PEG to prepare the

Description:

A consultancy contract for elaboration of a feasibility study for modification and installation of a 4’500 tpd
clinker production line in Akmenes Cement Plant was awarded to PEG by AKMENES CEMENTAS in June
2005. This study included an intensive audit of the existing plant and the elaboration of a concept of the
proposed new clinker production line.

On August 31, 2006 another contract including the pre-tendering, the tendering and the contracting phase of
the project was signed. This contract proposal included an optional proposal for the supervision and
commissioning phase of the project as well. In 2007, the Client has decided to secure PEG's services to
undertake and carry out the mentioned and required services to accomplish the Project.

to meet the increasing demand for cement. The client, being the biggest producer of cement in Libya, Zliten

Cementos Andino Dominicanos (CAD) has bought second-hand the necessary equipment for a complete
line production. The kiln should produce 2'900 tons clinker per day.

CAD entrusted PEG the general technical expertise of its project for its certification. The expertise relates to
the main equipment (mechanic, electricity, control) as well as on the main energy balances and the raw
materials.

The assembly and building works are in progress. The workshops of crushing cement, bagging and
expedition are in service.

The start up of the workshops for crushing meal, homogenisation and burning was planned for the end of
2006, beginning of 2007.

Installation of a complete clinker production line within the existing grinding cement plant at Kuwait, using
imported limestone and additives.

Description:

The Kuwait Cement Company was operating a 2 million tpy clinker grinding plant in the industrial zone of
Shuaiba, Kuwait. They approached PEG about the feasibility of a clinker manufacturing plant on their
premises.

The first step was to assess the local resources of limestone, clay and silica sand, then was elaborated a
project for clinker manufacture based on the locally available materials and fuels, and import of the balance
materials.

A first study with a capacity of 1 million tons was marginally profitable, and decision was made for a 1.8
MTPY capacity plant with cost saving features like multi-package implementation, use of a local company for
civil design and maximization of local fabrication.

RCC contracted to PEG a feasibility study investigation for the installation of a new line in their Norzagaray
cement plant

Different scenarios were studied to find the optimal solution corresponding to the limited budget. In 1994, the
Owner chose the solution of a new 3300 t/day kiln line including limestone crushing and raw meal grinding.
A new raw meal silo, clinker silo and storage hall were integrated into the plant.

Description:

The existing limestone hall was extended for a higher capacity and an on-line analyzer was installed. An
existing limestone crusher was relocated and installed for the use as additive crusher.

The cement grinding capacity was increased by a new 100 t/h cement mill with low energy consumption and
by increasing the capacity of an existing ball mill by the installation of a second-hand pregrinder. A multi-cell
cement silo was installed for the intermediate storage of different cement qualities. The cement dispatching
capacity was increased by two new 8-spout rotary packers and a 4-line truck loading station.

Dust emissions were reduced below 50 mg/Nm3 dust by the installation of electrofilters for the kiln line and
bagfilters for crushing, cement grinding and material handling.

Well known German, French and USA suppliers were chosen to deliver the main equipment in various
packages. To keep the importation costs low, equipment was fabricated to a high extent locally, based on
supplier drawings and interconnecting components were designed and constructed by PEG.
The scope of PEG's equipment design and supply included clinker silo, multicell cement silo with feed and
extraction system, hot gas generators for raw and finish mills, ducting for raw and cement mill.

In spring 1995, the site was opened. In summer 1997, the plant was commissioned under PEG's supervision
and the preliminary performance test was successfully passed.

The Client decided the expansion of the Hama cement plant by a new dry process production line.

Description:

PEG's services started with the study and evaluation of the existing cement plant, an appraisal of raw
materials reserves, a feasibility studies for the projected new line with cost estimate and economic review.
They extended into the review of tender documents, tender evaluation and the preparation of supply
contracts.

After a period of uncertainty, the General Organisation for Cement in Syria has decided to award the turn-
key construction of this plant to Ehdasse Sanat Corp of Iran.

PEG in continuation of its contract has performed a general review of the contractual set-up and a detailed
analysis of the technical appendices of the contract.

The mandate continues with general project coordination, reviewing of general arrangement and detailed
drawings (civil engineering works, mechanical, electrical, instrumentation and control), pre-shipment
equipment inspection, construction and erection management and supervision of start-up and
commissioning.

The project consisted in the upgrading of Karaganda Cement Plant.

Description:

The Central Asia Cement Company (CAC) in Almaty, Kazakhstan, owns and operates the cement plant in
Aktau, north-west of Karaganda.

The plant consisted of four wet production lines, each producing 500 tpd of clinker and two dry lines, with a
nominal capacity of 7’000 tpd of clinker; these two lines were stopped at the time of the project. The dry lines
(lines n° 5 & 6) were built in the 70s as prototypes and then stopped in 1992 and 1993 at the time of
collapse of the Soviet Union. During their years of production neither line ever reached nominal capacity.

CAC’s project was to revamp and re-start one of the two dry production lines, in order to serve an increasing
market demand.

For this purpose PEG has been entrusted with a technical and financial feasibility study of the project.

PEG's role started with the study and evaluation of the existing plant, we started with an appraisal of the raw
materials requirements and existing reserves. Then we proceeded to a complete technical study for the
rehabilitation of line No 5 (3'500 tpd dry line) which was carried out with a cost estimate and financial
profitability analysis.

entire plant installations. This mission was carried out with the idea in mind of possibly reconditioning and
respectively replacing warned and damaged equipment in order to revamp line No5 back into operation.

The aim of the project was to use, as much as feasibly possible, the already existing structures and
equipment which include the following:

- Renovated crushing plants for limestone and clay


- A covered pre-homogenising department
- A new raw mill department using two of the existing raw mills and their building
- The electrostatic precipitators converted into bag filters
- A new pyro processing line using the existing preheater building (extended in height)
- A new coal mill department using the existing mill and its drive
- A new coal blending storage and additive reception and storage equipment
- The electrical distribution is fully renovated from the 110 kV substation up to a discharge into the
clinker silos
- A new centralised control system was provided

The civil works included demolition, repair and construction of new buildings. Among the new buildings the
following were foreseen:
- A large rectangular hall for the pre-mix of raw materials.
- A clinker cooler structure.
- A coal blending circular dome and a rectangular hall for slag and gypsum storage.

Once the revamping work has taken place the performances of the renovated plant were expected to be
much improved. The calorie consumption should be around 850 kcal/kg clinker and around 1'500 kcal/kg for
the wet kilns and the overall electric consumption should be less than 117 kWh/t of cement.

Technical basic characteristics of the various sections have been studied and redefined.

The budget has been established with a construction program spread over two years.

A profitability calculation was made for the entire revamping and modernization of CAC’s Aktau line No 5.
And it is foreseen that the profitability will be very high.

This result is reflected by a low investment (existing equipment, buildings and facilities are to be reused) and
a lower operating cost is also foreseen due to the level of the average salary, price of the electrical energy
as well as coal prices all this compared to a high selling price for cement.

The Internal Rate of Return (IRR) remains high even with pessimistic assumptions. A sensitivity analysis
was carried out in order to calculate the IRR under the most pessimistic assumptions (decrease of sales by
30%) and increase of operating costs.

The revamped plant break-even point will be very low which will in its turn guarantee that the project remains
profitable even with the most pessimistic market assumptions.

Description:

The Client has acquired the Kupang Cement Plant in Timor/Indonesia with a rated capacity of 1’000 tpd of
clinker production. The plant stopped its operation in 2008 and was under rehabilitation. The re-
commissioning was planned to start by end of September 2011.

Based on the initial technical plant inspection the Client request the delegation of a PEG commissioning
expert to supervise the re-commissioning of the plant for an anticipated duration of 3 months.
By this present Contract, the Client has decided to secure PEG’s services to undertake and carry out the
required tasks to successfully accomplish the Project. With this goal in mind, the contracting parties held a
discussion that led to a mutual agreement according to which PEG will carry out the described tasks for the
Project, in compliance with the terms and conditions agreed herein.

Elaboration of an environmental impact study related to

Most cement plants in the UAE had already been converted to coal firing. SCF was still burning Gas but due
to a relative shortage of this fuel, SCF had to pay the corresponding heat value at the cost of HFO. The high
cost of HFO increased the variable production cost for clinker and the cement from SCF became less
competitive. To reduce the high fuel cost, SCF planned to change from Gas to Coal firing. This project
required the installation of a raw coal storage and handling system and a coal grinding plant, but also
modifications in the existing plant to allow solid fuel combustion.

With the reduction of the fuel cost resulting from this project, SCF became more able to compete on the
national and regional cement market. The change from gas to coal preserved the Gas reserves for power
plants.

Description:

PEG has executed the technical and commercial feasibility to convert from gas to coal firing of the 2 clinker
lines of the Sharjah Cement Plant. The conversion project included coal handling, storage, drying, grinding
and firing from unloading at plant entry to waste gases from the plant stacks.

ln the ongoing progress of the Project, the Client asked PEG to prepare an environmental impact study.
Hence the subject of this contract was to evaluate the environmental impact and proposes possible measure
of mitigation and compensation to reduce the impact resulting from the conversion of the two tines into coal
fired clinker production tines. The object of this study was to support the Client in the preparation of the
request for the planning approval which would be submitted to the Sharjah Municipality.

The project consisted in the utilization of AFR in this 1.6m tpa Cement plant.
It was calculated that 12% of the total heat consumption of the plant could be substituted by solid industrial
waste and rice husk which is available only during the harvesting period.

Description:

PEG was contracted to conduct three feasibility studies of the existing facilities in Arasmeta in order to
recommend viable solutions for the utilisation of several different alternative fuel systems (rice husk, solid
waste, and liquid solvent) as well as the handling system, storage and dosing system to supply the kiln line.
Given the current economic climate, PEG paid particular attention to both the financial feasibility and
implementation feasibility in order to recommend the alternative fuel with the highest return on investment. In
this case, Solid Waste proved to be the most viable solution in terms of the two investment criteria.

Furthermore, contracts were also signed for PEG to assist in the Engineering and Equipment Supply stages
of the implementation of the project. After completion of the feasibility study, Lafarge decided to go ahead
with project execution activities, with PEG implementing the following:
- Finalisation of plant layout and GA drawings
- Project Procurement services
- Review and approval of suppliers engineering
- Project monitoring and Site supervision

Feasibility Study for Co-incineration of Sewage

The project was awarded to the Group from the European Investment Bank (EIB) for the full bankable
feasibility study for the utilization i.e. co-incineration of sewage sludge in the Adana and Mersin cement
plants located in Turkey.

Description:

The sludge came from the Meski, Aski and Taski waste water treatment plants. The feasibility study included
consideration of the following:

- Transport and storage of the dried sludge in the plants


- Preparation and introduction of the sludge into the cement burning process
- Evaluation and discussion of technical, environmental and economical conditions and effects

Based on PEG’s recommendations, the client has decided to proceed with the sludge utilization in due
course. The savings in petcoke and clay respectively reached 16’830 tpa and 25’245 tpa. The total annual
savings in fuel and raw material amounted to 959’000 Euros. The return on investment took 2.1 years.

PEG executed the works on a full turnkey basis and carried out all phases of the project (studies,
engineering, supply, installation and start-up). Special filters, silos of coal grinding, dosing systems and
transport supply burners and all necessary structures and buildings were all included in our scope of supply.
The project was successfully completed in Spring 2007.

The client intended to modernize its cement plant in Pulau Langkawi, Malaysia by substituting the secondary
firing at the precalciner of Line 2 with tyre chips at a throughput of 5 tph. The project was implemented on a
turnkey basis.

Description:

The tyre chips are fed to a hopper by front-end loader. After being extracted from the hopper by a belt
feeder, the tyre chips are conveyed by bucket elevator and belt conveyor to a surge bin from where they are
extracted, metered, and fed to the calciner.
The material receiving hopper as well as the surge bin has been designed to facilitate material flow ability.
The metering of the tyre chips are sufficiently accurate to avoid fluctuation in the feed, which will potentially
influence the burning process. Furthermore, the accuracy of the metering system overcomes the difficult
flow ability of the tyre chips to ensure a constant and accurate feed to the calciner.

PEG scope of work included engineering services, equipment supply and delivery as well as commissioning.

PEG installed an unloading and processing system for 40 tph or 40m3/h of rice husk in this 3’300 tpd plant
on a turnkey basis.

Description:

Operating at 11.5 tph of rice husk the plant achieved a substitution of 34.4% of the total heat consumption.
In the 2nd phase of the project, 74 tpd of municipal waste fluff were being fed into the calciner increasing the
replacement of fossil fuels by a further 10%.

PEG engineered and designed the complete receiving, handling and feeding system for the AFR fluff.
Moreover PEG identified the sources of suitable municipal waste and engineered the necessary separation
and production facilities

Rice husk as a re-generatable AFR is also qualified for the reduction of CO2 emissions according to KYOTO
protocol and the related sales of CO2 emission bonds are an additional benefit to the cement plant.

System for the kiln gas.

Description:

The complete consultancy services for the supply and erection of the KCC Cement Plant in Shuaiba, Kuwait
was awarded to PEG back in July, 1997.

Having maintained a strong relationship with KCC since the erection of their plant, the client awarded PEG
with this new project which involves the complete design, supply, erection and commissioning of the Bypass
System.

The system includes the extraction of chlorine and sulphur rich gases from the kiln’s riser duct, separation of
the bypass dust from the gas stream in a specially equipped bag filter, pneumatic transport and then dosing
of the bypass dust to the discharge of the existing cement mills.

in several of the above-mentioned countries. The company is headquartered in Nairobi, Kenya.

The main objective of the Project assignment was to assist AFC to better understand the commercial and

and Tanzania, the viability of the company’s growth plans in the region, and the technical and organizational
capacity of the company.

The findings had helped AFC in making an investment decision and will guide its interaction with the

The Arkan Group started the commissioning of a 3.2 Mio tpy clinker and 4.5 Mio. tpy cement factory in Al
Ain in the UAE within the 4th quarter of 2009. The contractor for the factory was Sinoma from China.

The Client intended to award such a contract to the turnkey contractor for the plants design, erection and
commissioning Messrs. Sinoma from China. However, this approach might included different conflicts of
interest. Sinoma is an equipment design and plant constructor, spare part supplier and not only a sole O&M

RCC is planning the construction of a Greenfield Clinker production line of 6’000 tpd capacity adjacent to the
two existing grey cement production lines (Line 1 & 2) and the existing white cement production line at the
RCC site in Riyadh.

The Client intended to install a (HFO, Diesel or Natural Gas) Greenfield Captive Power Plant to supply all
required electrical energy for the new clinker production line (Line 3). Each of the existing productions lines
(lines 1 & 2 and White Cement line) is already supplied by its own power generation facility (island mode).

The Client was examining alternatives for the Project and has requested PEG to provide a proposal for

The Client asked PEG to investigate how cement could become contaminated by Carbamide, as the
emission of ammonia can have an impact upon the health and environment for people exposed to the
emission. The Client also requested that PEG identify preventative measures against such contamination in
the future and how to eliminate the effect of the existing contamination.

refurbished equipment. The plant should reach a rated capacity of 2’100 tpd of clinker. However it was
expected to reach 2’400 tpd of clinker by optimization of the plant.

Lagon was a Greenfield Cement plant construction project in West Africa promoted by a group of local
entrepreneurs.

Description:

Swicorp was appointed Financial Advisor to the project Lagon. In this capacity, Swicorp invited Expression
of Interest for Engineering Advisory having the capacity to provide a market study. PEG was fulfilling the
above requirements and thus the Client and PEG have entered into a contract with the herein specified
scope of work.

A market study had to be elaborated to determine the actual and future projected regional cement
consumption. This was a significant step in order to confirm the planned capacity of the cement plant and
projections for future capacity increase and/or installations of additional facilities to be considered in the
actual planning.

Furthermore the market study was a key-element in all commercial calculations, e.g. return of investment
analysis, investment structure, etc.

The first step was the preparation of a detailed estimation of the actual cement market volume and the
regional market potential for the region of concern.
The second step was to project the development of the future market volume.
The third step was the definition of the targeted market share. This target provides the
basis for the projection of the sales quantities (i.e. Competitors situation).

The International Finance Corporation requested PEG to provide its services for the review of capital
expenditure proposals of Morning Star Cement (MSC). These capital expenditures were aimed at improving
operating conditions, productivity and economical results of the plant operations at Hon Chong and Cat Lai
in Vietnam.

The contract involved the PEG team visiting the site whilst they carried out investigations with plant
personnel at a managerial level in order to get a clear picture about the plant operations. When all the
assessments and benchmarks were made and the plant audit was finished, a detailed study was produced
which included all the necessary information on the process, the local cement market conditions, the action
plans and investment proposals for upgrading.

Description:

The main tasks of the assignment were as follows:

- To review and assess the MSC business plan for the next 10 years, i.e. 2001-2010

Duba Cement Plant went on stream in May 1998. During construction, the company was faced with two
major challenges: locally inadequate sub-soil bearing capacity requiring drastic changes in plant layout, and
a change in the secondary raw material component from a marlyth limestone to Schist that proved to be
highly abrasive. After some 27 months of operation, Tabuk Cement Company (TCC) decided to have the
plant assessed with regard to its potential for lowering production cost.

The study report concentrated in a first part on a cost factor analysis including benchmark comparison, staff
organization, administration and manpower. In a second part, it referred to the suitability of plant equipment
while taking into account the future production of Pozzolana cement, maintenance and repair, raw materials
and additives, as well as products including quality control. A final chapter contained the conclusions and
recommendations.

At the end of 1999, COC contacted PEG for the turnkey installation of a coal grinding plant to decrease the
fuel cost of their 3300 t/d kiln line. In March 2000, a contract was signed including a complete coal grinding
plant with civil works, equipment supply and local fabrication, installation of mechanical, electrical and
control equipment. The plant has been commissioned in the beginning of 2001.

Description:

The project includes coal storage hall, transport to raw coal bins, vertical roller mill, dedusting filters,
pulverized storage bins as well as delocalized intermediate bins for kiln and pre-calciner with latest coal
dosing equipment kiln and pre-calciner burner. Kiln air is used for coal drying. The air after the kiln exhaust
fan is dedusted by low-pressure loss cyclones and transported by means of a booster fan to the coal mill.

Well-known German equipment is used for coal dosing, pneumatic transport, gas transport as well as for
electrical equipment and for the control system. Other equipment such as coal storage hall and vertical roller
mill is to be dismantled in another plant, owned by the client, and reinstalled on the new site.

Structures, plate work and equipment parts are fabricated as far as possible locally based on PEG or sub-
contractor drawings. PEG's subsidiary office, CME in the Philippines, performed the local fabrication quality
control as well as erection and commissioning assistance. Civil, mechanical and electrical detail engineering
was divided between PEG and CME in order to reduce the total implementation time.

was signed for a complete coal grinding plant including engineering, equipment supply, installation of
mechanical, electrical and control equipment.

The plant was commissioned by PEG in August 1998 and has successfully passed the performance tests.

The plant consists of a coal storage hall, transport to raw coal bins, vertical roller mill, dedusting filters,
pulverized coal storage with latest technology coal dosing equipment for kiln and pre-calciner burner. Clinker
cooler exhaust air is used for coal drying. Mill feed can be composed of bituminous coal and petrocoke at
any ratio

Well-known suppliers have been chosen for the supply of key equipment as for the vertical mill, coal dosing,
pneumatic transport, gas transport, electrical components and for the control system.

Description:

SCG intended to build a cement grinding plant in Benin in order to compensate for the insufficient national
production both in the country and in the CEDEAO and UEMOA area (particular in Nigeria). SCG has been
authorised by governmental decree to realise this plant and has at its disposal the necessary lands for its
realisation.

PEG has been mandated to elaborate the technical and financial feasibility study of this project.

The feasibility study prepared by PEG relates to the technical characteristics of the project dimensioned for
an output of 600,000 tons per year.

The site retained for the establishment of the unit is located near Djeregbe, close to Porto Novo.

The production of the new plant planned according to the characteristics of the market demand, is based on
three types of cement to be dispatched in bulk and in bags.

The basic concept is a production line of 2,000 t/d extensible to 4,000 t/d including a single mill of 100 t/h
capacity. An alternative including two mills of 50 t/h was examined.

The results of the profitability study leads to a favourable profitability rate which enables to find the sources
of necessary financing with international financing organisations.

several implementation alternatives were envisaged and it emerged that the most cost effective was the ''in-
house turnkey'' system.

Description:

For this green field 5'500 tpd cement plant on the island of Java, near the town of Purwodadi. PEG’ services
were requested at first for defining and monitoring the geological survey campaign of the two quarries,
limestone and clay. PEG 's geologists then selected the samples to be analysed in Indonesia and those to
be submitted to crosschecks in specialised laboratories in Europe. PEG process engineers worked out a
raw mix and selected the additives. Meanwhile, full definition of the project was undertaken, with elaboration
of a plant layout and of detailed specifications of the equipment, from the quarry to the dispatch section.

The project was interrupted after this phase, due to the crisis in Southeast Asia.

The project consisted in the refurbishment of Cement Terminal T1 in Jurong Port

Description:

The existing cement bulk unloading facilities of Jurong Port have a capacity of 4 Mio. tons per year (design
capacity). It consists of two berth which are equipped with 2 screw type un loaders (each with a maximum
unloading capacity of 800 tph) plus 1 stand-by. Two vessels can be unloaded simultaneously.
Two subsequent in housed belt conveyor systems, a transfer station to two independent air slide systems,
bucket elevators and a fully flexible distribution station to route the cement to any of the existing cement
silos are available. The cement silos are owned and independently operated by 6 different cement
companies. The battery limit of Jurong Port is determined as the transfer chute from the silo bucket
elevators which are operated by the cement companies.
In addition a piping system for pneumatically self unloading vessels is installed.

It was stated that an additional terminal with an unloading capacity of an additional 2.2M tons cement per
annum is under construction which would bring the total capacity of the terminal to 6.2M t cement per year.
The terminal consists of 1 new berth and 2 transport systems.

With the projected increase in transhipments through the terminal, it was noted that an additional increase of
the existing 4M t facilities by approximately 20% was to be undertaken.

Turnkey Gabarone fly ash cement blending and bagging plant.

Description:

Blending and bagging terminal using Ordinary Portland Cement and local fly ash as basic products for
manufacturing of PC 15 and PFAC.

Bulk cement is delivered by rail in unit train loads and cement from Morupole Power Station is delivered to
the terminal by tanker trucks (unloading of the tanker cars and trucks, and transfer to the storage silos by
pneumatique system).

The cement storage facility consists of three 1'100 m3 concrete silos. The fly ash storage facility consists of
one 400 m3 silo with a capacity of 350 tons.

The grinding and blending installation consists of a closed-circuit ball mill system with air separator. OPC
cement and fly ash are proportioned into the air separator with grinding of the oversize in the ball mill.

The terminal is equipped with two individual 4-spouts in line, manually operated bagging machines. Each
bagging machine feeds onto a conveyor leading to overhead truck loading bays.

Principal characteristics of transport equipments:


- Rail track holding capacity: 18 cars
- On site useful track length: 320 meters (installed by Botswana Railways)

PEG provided consultancy and engineering services for the contracting and execution of a captive power
plant 50mw at 50°c to be located at the Al Safwa cement project within the area of Jeddah in The Kingdom
of Saudi Arabia.

Description:

As result of a joint venture partnership between the Al Safwa Cement and Orascom, work was about to
commence on the 5’300 TPD green field, AL SAFWA cement project. Al Safwa Cement has contacted PEG
for the erection and installation of a captive power plant for the cement project utilising used generator sets
currently located within China.

PEG scope of work consisted of the following phases:

- Inspection of captive power plant in China


- Project execution
- Start up and commissioning

Gaz Pipeline for the SKC Cement Plant

Project:

The Saudi Kuwaiti cement plant was provided for gas firing, taking advantage of the Jubail gas distribution
network.

The project involved a connection at the Jubail end, 52 kilometres of 16'' pipeline with scraper launching and
receiving stations, two cathodic protection stations, three gas operated valves and a pressure reduction
station at the cement plant end.
