Mr Khammanh called for officials to delve more deeply into the Politburo’s Resolution No. 25 concerning the
direction, objectives and measures involved in building provinces as strategic units, districts as
comprehensively strengthened units, and villages as development units. He also called for stricter
implementation of Prime Ministerial Order No. 34 dated August 23, 2016, for assessing progress with specific
statistical indicators.
Laos has 18 provinces, including the capital, comprising 148 districts and 8,500 villages.
The Party and government plan to target 5 to 10 provinces as models for implementation as strategic units.
These nominated provinces must achieve 2 to 5 strengthened districts by 2020. Each district must have
established or consolidated various villages into 1 or 2 townships by that time, while two-thirds of all villages in
the country must achieve development status.
Under the Sam Sang directive, the Politburo defined provinces as strategic units with seven criteria to raise
standards in achieving the strategy for Party and personnel development. These are set to impact on
governance and public administration, in keeping with a strategy to drive national economic growth as
provinces become strategic financial units of the country.
Provinces must also be strategic units in the management and exploration of sources for natural resources,
state property, socio-economic infrastructure, material-technical fundamentals, and environmental protection
while adhering to the relevant laws.
Provinces, according to the directive, must be strategic units in socio-cultural management and human
resource development, and strategic units of strengthened national defence and security.
Strengthened units in Party and personnel development, governance and management, economy, finance,
natural resources and environment, social and cultural management, and strengthened units in national
defence and public security have been defined by the Lao People’s Revolutionary Party as criteria for raising
the standards of districts.
The government is targeting villages to be strengthened in politics and administration of the People’s
Democratic Regime, with a concurrent focus on the promotion of commercial production services alongside
social and cultural development.
