Goyal said on Friday that the
reported  50%  rise  in  depo­
sits  by  Indians  in  Swiss
banks  could  not  be  pres­
umed  to  be  a  case  of  black
money  parked  abroad.  He
added  that  the  government
would  start  getting  details
on bank accounts of Indians
in  Switzerland  from  next
year  under  a  bilateral  tax
treaty,  and  strong  action
would  be  instituted  against
anyone found guilty.
The  Minister  was  res­
ponding  to  news  reports
that  money  parked  by  In­
dians in Swiss banks rose to
CHF (Swiss Franc)1.01 billion
(₹7,000  crore)  in  2017.  The

Odisha signs MoU for early warning system
Collaborative effort with RIMES to enhance effective management of all kinds of disasters

The  Odisha  government
on  Friday  entered  into  a
collaboration with the Re­
gional  Integrated  Multi­
Hazard Early Warning Sys­
tem (RIMES), a body of 48
members  and  collaborat­
ing countries, aimed at au­
tomating  risk  manage­
ment, advisory generation
and dissemination.

isha  State  Disaster  Man­
agement  Authority  ma­
naging  director,  and  A.R.
Subbiah  (for  RIMES)
signed an MoU in the pre­
sence of Chief Minister Na­
veen Patnaik here.
The collaborative effort
would  enhance  early
warning system for effec­
tive  management  of  all
kinds  of  disasters  like
flood, drought, heat wave,
lightning  and  road  acci­
dents, said Mr. Sethi.
Software platforms
He  said  the  MoU  would
bring  a  shift  from  ‘what
weather  will  be’  to  ‘what
weather  will  do’.  Using
weather and climate infor­
mation, sourced from the
India  Meteorological  De­
partment  (IMD),  efforts
will  be  made  to  create
open­source  software
platforms  and  public  do­
main data sets.
Initially for 5 years
“Initially,  the  agreement
will  be  in  force  for  five
years with a cost involve­
ment  of  about  ₹8  crore,”
said Mr. Sethi.
The  State  government
also signed three MoUs for
empowering  farmers.
“The  MoU  on  doubling
farmers’  income  intends
to  assist  two  lakh  small
and marginal farmers dur­
ing the next three years in
nine  districts,”  said  Mr.
Patnaik.

Similarly,  the  State  go­
vernment  has  also  made
an attempt to restore com­
mon  lands  and  waterbo­
dies through village insti­
tutions  and  local
federation in all districts.
Another  MoU  intends  to
trigger  competition
among  farmers  to  inno­
vate  new  technologies  to
reduce drudgery.
“I  hope  all  these  pro­
grammes will promote ec­
ologically  sound  agricul­
tural  practices  and  water
management, reduce cost
of  production,  enhance
productivity  and  price
realisation  and  promote
grassroots­level  innova­
tion,” said the Chief Minis­
ter.

4 ITBP personnel killed 
in Arunachal landslide

Four  ITBP  personnel  were
killed when a huge boulder,
loosened by monsoon rain,
rolled down a mountain and
hit  their  vehicle  on  the  Ba­
sar­Akajan  road  in  Lower
Siang  district  of  Arunachal
Pradesh on Friday, the pol­
ice said.
The  incident  occurred
around  2.30  p.m.,  about  5
km from Likabali.
The boulder rolled down
the  mountain  slope  and
smashed the mini bus carry­
ing 20 ITBP personnel. Four
died  on  the  spot.  So  far,

In the city of refugees
As the monsoon rains threaten to ravage the Rohingya refugee camps in Bangladesh’s Cox’s Bazar, relief workers struggle to balance the vital work of damage control

f you travel south from Cox’s Bazar, a
small  port  city  on  Bangladesh’s
southeastern  coast,  the  drive  along
the world’s longest natural beach seems
rather  pleasant.  Scenic,  even.  But  an
hour into the journey and it all begins to
change.  The  roads  get  narrower  and
muddier.  The  beach  disappears.  And
looming in front, as far as the eye can
see, is a vast conglomeration of human
settlements that ought to be called a ‘ci­
ty’ but is the opposite of one, with its
own version of the normal. 
The  first  sign  of  the  new  ‘normal’
comes  not  far  from  the  city’s  entry
point:  a  young  man’s  body  lies  in  the
middle of the street. There are no visi­
ble  wounds  on  the  body,  but  blood
trickles out of the mouth. An older wo­
man, presumably his mother, bends ov­
er  him,  sobbing,  while  a  small  crowd
around them is engaged in heated argu­
ment. 
Not  only  are  altercations  common,
but they often end in violence, say aid
workers stationed at the largest refugee
camp  in  the  world.  Early  this  month,
the head majhi  of Balukhali camp, 35­
year­old Arif Ullah, was hacked to death
by  unknown  assailants.  In  January,
another camp leader, 60­year­old Yusuf
Ali, was stabbed to death. Days before
Ali’s death, Mohammad Yusuf, leader of
the  neighbouring  Thaingkhali  camp,
was shot dead. 
The  police  and  aid  workers  say  a
struggle  for  control  of  supplies  to  the
camps is behind much of the violence.
“We are advised not to get involved in
fights within the camps. They often turn
ugly  and  there  is  nothing  we  can  do,”
says a social worker who landed in Cox’s
Bazar three months ago to work in the
refugee camps. 
The monsoon threat
As  of  June  21,  over  706,364  Rohingya
Muslims had fled Myanmar since August
25, 2017, when the country’s army be­
gan  a  brutal  campaign  of  violence
against the community. The mass car­
nage  was  described  by  the  United  Na­
tions as having all the “hallmarks of ge­
nocide”.  The  vast  majority  of  the
population that escaped across the bor­
der into Bangladesh were accommodat­
ed in the Kutupalong­Balukhali refugee

ing 27 in all, are made of bamboo and
tarpaulin, since conventional or perma­
nent construction materials are not per­
mitted for what is supposed to be a tem­
porary  living  arrangement  for

gee Agency, 919,000 Rohingya (includ­
ing  those  who  had  arrived  in  earlier
waves of exodus) live in these makeshift

camps had to withstand not only floods
but  also  windstorms  and  landslides.
About 32,000 refugees had to be relo­
cated. After having rushed to build toi­
lets, aid agencies are now scrambling to
de­sludge  and  decommission  nearly
30,000  latrines,  which  are  at  risk  of
flooding. Administering a city­size pop­
ulation without the kind of infrastruc­
ture that a city requires is no easy task.
And if security, sanitation, and primary
health care — essentials that most resi­
dents of functional cities take for grant­
ed — are precious commodities here, it
is not for want of trying.
“These camps are not like an ordin­

running the refugee camps. Given that
the  Rohingya  are  officially  ‘stateless’,
the  RRRC’s  ambit  is  a  combination  of
disaster  management,  foreign  affairs
and  home  affairs.  The  bureaucrat  ap­
pointed by it, picked from the Bangla­
desh Civil Service, has the sole authori­
ty for all things that happen inside the
27  camps.  The  RRRC’s  responsibilities
range from dispute resolution between
families  to  setting  up  basic  infrastruc­
ture  and  relief  coordination  between
the Bangladesh government, UN agen­
cies and aid organisations.
“We  are  building  culverts,  toilets,
roads and hospitals even as they crum­
ble. It’s like mopping the floor while the

points to an overturned truck. “That’s

caused strife between the refugees and
the host communities living in Ukhiya,
the  sub­district  of  Cox’s  Bazar  where
the camps are located. However, daily
concerns are not about hostile relations
with host communities, they are about
resolving conflicts.
About a slap
As foreign nationals, the Rohingya refu­
gees are not allowed to wander outside
the  camps,  let  alone  look  for  a  job  in
Bangladesh. But being forced to live in
close quarters with thousands of stran­
gers in an overcrowded, fenced­in space
that offers very little by way of produc­
tive  engagement,  either  for  men  and
women  of  working  age  or  for  adoles­
cents and children, can be complicated.

Crimes without punishment
A CPP  volunteer  enters  Pavel’s  room,
opens  a  cabinet  and  pulls  out  a  ma­
chete. A man had walked into Pavel’s of­
fice the day before and handed over the
blood­stained weapon that he had used
to hack his friend following a disagree­
ment. The friend had suffered grievous
injuries but survived. “He is in the hos­
pital and will recover. The attacker de­
posited  the  machete  here  and  made  a
confession,” says Pavel. “Yesterday was
a crazy  day.”  The  ‘machete  man’  was
handed  over  to  the  Bangladesh  police
stationed in the camps. “We have kept
him under observation but legally he is

handle  these  situations,  says  Shelley
Thakral, Communication Officer, World
Food  Programme.  “We  try  to  address
situations as they happen, before they
flare  up,”  she  says.  With  the  Govern­
ment  of  Bangladesh,  the  International
Organisation for Migration, the UNHCR,
and  over  a  hundred  NGOs  getting  to­
that communication is smooth, some is­
sues  have  been  settled,  Thakral  says.
When the Rohingya had first moved, the
priority  was  to  provide  information
clothes  and  medicines.  Now,  the  mes­
saging is about evacuation. “We tell the
community  about  identified  areas  for
relocation.  There  is  a  flag  system  to
guide the way,” she says.
But everything comes to a standstill
when people fight, says Pavel, and that
is why it is important to resolve conflicts
inside the camps. “This is a city of peo­
ple  who  have  to  share  with  strangers
everything from a needle to a house. We
have to resolve fights as soon as possi­
ble. At least we try to. Our main objec­
tives  —  building  bridges  and  roads  to
make sure that aid can reach the camps
— will suffer if these smaller disputes are

Of course, all the CiCs would like to
focus  solely  on  building  camp  infras­
tructure. But this is not possible as eve­
ryday  conflicts  keep  snowballing  into
violent  fights.  So,  much  of  their  time
goes into dealing with quarrels over an
extra  ration  card,  a  lost  bangle,  extra­
marital affairs, or a slap.
Next in line to meet Pavel is a young
woman, Zabiyah, who tells him that she

ing another wife. She now lives with her
grandson  in  a  different  house  in  the
same camp as her deceased husband’s
new wife. Her problem is that there are
now  two  families  on  the  same  ration

wife is quite common among Rohingya.
“Because  polygamy  is  accepted,  these
cases are often complicated,” explains
Kshetrimayum.  “The  Rohingya  have
faced so much food insecurity that they
want to get extra ration cards when fa­
milies  split.  Sometimes  families  come
here  and  separate  —  or  tell  CiCs  that
they have separated — so that they can
get two cards. They get more food provi­

Meanwhile, the CPP volunteers come
back with the guard who had allegedly
slapped  Faiza.  She  also  returns  with
them, still crying. The guard denies hav­
ing slapped her. By now it is four in the
afternoon, and this dispute is in its sixth
hour. 
Faiza has also added another layer to
her story: When she was slapped, her
nose  pin  came  off.  Among  Rohingya,
like in many Asian countries, a nose pin
signifies that the woman is married. It is
a part of traditional bridal jewellery and
is considered auspicious. “My husband
is not letting me back in my house be­
cause I lost my nose pin,” Faiza tells the
officials. 
Pavel takes a deep breath, and pauses
for  a  minute  to  consider  a  fair  resolu­
tion.  He  then  speaks  crisply  to  the
guard:  “It’s  a  hot  day.  People  have  to
line up for hours to wait for rations. You
cannot let people jump the queue. You
cannot hit people.” Then to Faiza: “You
cannot  hassle  the  guards,  they  have  a
stressful  job.  Hundreds  of  people  are
waiting in queues patiently. So should
you.”  And  finally,  addressing  both  of
them about the nose pin, he says, “The

now, the dark clouds hovering over the
camps are the biggest threat. 
Pavel  is  nearly  done  wrapping  up
work for the day when a couple walks
in. They lay a thick file of papers on his
desk, and as the man begins to talk, the
woman starts crying. “She has a swell­
ing in her stomach. She is in pain but we
can’t take her out of the camp for treat­
ment,”  says  Tahir,  the  husband.  Pavel
scans  the  prescription,  which  reveals
that  the  woman  has  Hepatitis  C.  He
hands her some cash to get tested at a
private clinic, and steps out of his office
muttering,  “Will  figure  something  out
by tomorrow.” 
As we drive back to Cox’s Bazar, Pavel
remembers  the  young  man  we  had
found lying in the middle of the street.
“He survived,” he says. “He was taken to
the  hospital  on  time.”  And  what  hap­
him? “Nothing.”

assets. We have announced
104  projects  under  the  Hy­
brid Annuity Model (HAM),
of which 56 have reached fi­
nancial closure. The remain­
ing  projects,  which  were
awarded  in  February  and
March,  have  six  months  to

The  Indian  Institute  of
Science, founded in 1909 by
Jamsetji  Tata  and  former
Maharajah of Mysore Krish­
naraja Wadiyar IV, plans to
open  a  research  park  at  its
the next three years to incu­
bate sci­tech companies.
“Currently the Society for
Innovation  and  Develop­
ment is incubating about 15
companies,” said Prof. G.K.
Ananthasuresh,  chairman
of the Centre of Biosystems
Science  and  Engineering.
“We want to scale it up ten
times  and  the  tenders  for
setting up the facility has al­
ready been issued.”

The institute has collabora­
as Tata Consultancy Servic­
es, Volvo, Google Inc., Gen­
eral  Motors,  Microsoft  Re­
search,  IBM  Research,
Boeing, Robert Bosch Foun­
dation and Pratt & Whitney.

ment Agency and Centre for
Development  of  Advanced
Computing.
The institute, spread over
400 acres, is home to more
than 40 departments.
Of about 12 companies in­
cubated  by  the  Society  for
Innovation  and  Develop­
ment  arm,  an  inter­disci­
plinary body, include simu­
lators  used  for  endoscopy,
microsatellites to access the
Internet  at  lower  costs,  a
medical diagnostic kit and a
superwave technology to ex­
tract oil from sandalwood.
“Many  of  these  compa­
nies employ core technolo­
gy.  There  are  deep  science
and  deep  technology  in­
volved and the impact they
can  create  is  big,”  Prof.

An  air­conditioned  blan­
ket invented by scientists in
the institute enables one to
cool “in cycles,” he said. “It
is a layered blanket and one
does  not  have  to  cool  the
whole room. It is a personal­
ised  air­conditioner,”  he
said.
The Robert Bosch Centre
for  Cyber­Physical  Systems
was  established  in  2011  at
the institute as an interdisci­
plinary  research  and  aca­
demic centre to promote re­
search  in  cyber­physical
systems. 
Mimyk  Medical  Simula­
tions,  incubated  at  the
centre,  had  developed  the
endoscopy  simulator  for
gastroenterologists.

Bhakti in Kali Yuga
Kali Yuga is fraught with evil and it is difficult for people to
practise worship and adopt a pious way of life. Vyasa wrote
the Bhagavata Purana with the aim of providing the people
of Kali Yuga with a text that would be a source of solace and
a guide to work out their salvation even in this harsh Yuga
through the path of bhakti, said Sri Kesava Dikshitar in a dis­
course. In it, there are many hymns in praise of the Lord
sung  with  fervour  by  devotees  such  as  Kunti,  Bhishma,
Dhruva,  Prahlada,  Markandeya  and  many  others.  These
hymns extol the infinite compassion of the Lord. 
For instance Kunti recalls with gratitude the numerous
ways in which Krishna has helped the Pandavas throughout
their life. Bishma is moved to behold the Lord during his last
moments  and  bursts  forth  into  an  emotional  eulogy  of
Krishna.  It  is  not  just  Kunti  or  Bishma,  but  every  jivatma
who is a recipient of His grace. But sadly, one is not aware of
it. This awareness is also conferred by His grace and then
one sees the extent of one’s indebtedness to the Lord. Then
one is absolved of egoistic tendencies, and stirred by bhakti
that is expressed as worship of the Lord, chanting His names
and meditating on Him. 
But the evil forces in Kali Yuga tend to work against the
devout and can easily dislodge feelings of bhakti in many
ways. For it is always easy to fall into evil ways and lose this
precious awareness of Him. Did not the celestial gatekeep­
ers  Jaya  and  Vijaya,  who  enjoyed  the  special  privilege  of
serving Him in proximity in Vaikunta, lose this good fortune
owing  to  a  curse  and  had  to  suffer  separation  from  Him
through three successive births? So, one has to turn to God
alone for conferring resolute and steadfast bhakti towards
Him so that one always holds Him in one’s heart.
