RTC 8 ANNUAL ACCOMPLISHMENT REPORT

I. EXECUTIVE SUMMARY

Regional Training Center 8 accomplished its targeted Programs, Projects and Activities (PPAs) for CY 2017 fairly well. Two (2) PSSLC classes,
three (3) PSJLC classes and eighteen (18) PSBRC classes were conducted. Its targeted PSOCC class was not accomplished due to insufficient number of
enrollees However, this class of PSOCC will be converted into one class of PSJLC which is tentatively scheduled to open on December 18, 2017. This
means that RTC 8 has a 100% completion of its 2017 METP.

A total of twenty four (24) Boot Camps were conducted to the PSSLC, PSJLC and PSBRC students. Twenty four (24) pretests and twenty three
(23) post tests were done. Thirteen (13) classes had community partnership and extension service programs through the Enhanced Community Immersion
Program (ECIP). Twenty two (22) new faculty members were recruited, ranked and classified. Three (3) Faculty Development activities were conducted
and two (2) Corps of Professors Formation & Faculty Fellowship activities were attained.

Seven (7) trainings / seminars conducted both within and outside RTC 8 were participated by RTC 8 personnel. Five (5) new NUP employees
on contractual status were hired.

As to facility development, the repairs of the female staff dormitory, male dorm CR and shower area as well as the grandstand (Phase I) are
now 100% accomplished. The construction of the 2-Storey Administrative Building, 2-Storey 8-Classroom Building and 2-Storey Dormitory are now at its
initial phase.

RTC 8 was able to accomplish its Master Education & Training Program (METP) for CY 2017 except for one (1) PSOCC Class which will
be converted into one (1) PSJLC class to be opened on December 21, 2017. This PSOCC class was not realized due to lack of enrollees.

Quality Management System – ISO Certification 9001:2015

Two (2) personnel of RTC 8 had already attended the Training Course on ISO 9001:2015 Quality Management System (QMS)
conducted last October 16 – 18, 2017 by PPSC Head Office. Specifically, the Training was on QMS Awareness and Documentation.
Another training course for QMS will be conducted and tentatively scheduled on the 3rd week of January which will focus on Internal
Quality Audit and Root Cause Analysis and Corrective Action.

Public Relations and Image Building


RTC 8 had released one (1) issue of the Puni-as (RTC 8 Name of Publication) for the 1st semester of CY 2017 with a
nationwide dissemination.. It will be releasing soon the issue for the 2nd Semester

In the conduct of the PNPA College Admission Test last October 29, 2017, RTC 8 assisted in the information dissemination of
said examination through broadcast media specifically at ABS-CBN MOR and Magic FM Radio Stations.

CONVERGE AND HARMONIZE ACADEMIC COURSES AND TRAINING PROGRAM

Curriculum Enhancement Program


- Implemented the Revised Programs of Instruction for the PSSLC and PSJLC
- Conducted 23 Boot Camps and will be conducting one (1) more Boot Camp to the PSJLC which will be opened on December
18, 2017.

Standard Learning Package (SLP) Development


- RTC 8 has fully implemented the SLPs for PSBRC and PSJLC

Case-Based Scenario Application


- Majority of the instructors are already applying the case-based scenario in the conduct of their classes.

LAUNCH AND SUSTAIN THE ADVANCEMENT OF PROFESSIONAL AND COMPETENT HUMAN RESOURCES

Human Resource Development Program

Two (2) seminars for Human Resource Development Program were conducted at RTC 8 namely: “Strategy Refresh on the Roles of
PPSC-RTC 8 Staff” and “Personality Development Seminar”. These were participated by all RTC 8 uniformed and non-uniformed
personnel.
Likewise, 9 personnel or 30% of the training staff had undergone trainings and seminars outside of RTC 8.

A “Communication Enhancement Seminar” will be held on December 13, 2017 and an Organizational Development Seminar will also
be conducted on same date.

Merit Selection Program

Five (5) Non-Uniformed Personnel (NUP) on contractual status were recruited during this period. Considering the current large
population of students in RTC 8, these contractual employees were designated as Course Coordinators of the PSBRC classes.

Morale and Welfare Program

● Last June 1 – 2, 2017, RTC 8 staff and personnel had their Institutional Strengthening Activity held at Limasawa Island, Southern
Leyte.
● Two (2) sportsfest activities were conducted during this period: May 24 – 26, 2017 and November 10 -12, 2017.

● 100% of the training staff had received Certificates of Appreciation as well as Commendations from the RTD during this period.

Strategic Performance Management System Implementation

RTC 8 has a 100% implementation of the Strategic Performance Management System.

Faculty Rank Classification


Twenty two (22) faculty members or 21.15% of the RTC 8 Faculty had their faculty rank classification during this year.

Corps of Professors Formation and Faculty Fellowship
A Faculty Forum was conducted last February 10, 2017 where issues and concerns to include the problems encountered by RTC 8
faculty members were given emphasis and were provided with corresponding appropriate action. On August 18, 2017 a Faculty General
Assembly was held and an election of new set of officers for the RTC 8 Corps of Professors was done. There was also the Formulation of
the Constitution and By-Laws of the RTC 8 Corps of Professors.

Faculty Development Program


An “Instructor Development Seminar” was conducted last August 17, 2017 at RTC 8 AV Hall and was attended by In-house and Guest
Instructors of RTC 8. This was for the enhancement of the teaching skills and strategies of the faculty members.
Last November 17, 2017, a Personality Development Seminar was conducted and participated by RTC 8 personnel and faculty
members.

Faculty Performance Monitoring Evaluation System


Eighty (80) faculty members or 76.92% of the total faculty members of RTC 8 were evaluated from January to Dec 2017.

REVITALIZE AND DEEPEN COMMUNITY PARTNERSHIP AND EXTENSION SERVICE PROGRAM

Enhanced Community Immersion Program

Fourteen (14) classes composed of seven hundred five (705) students conducted 14 Enhanced Community Immersion Programs
(ECIP) from January to December this year. These were conducted at Tacloban City and at three nearby municipalities of Tacloban City
namely: Palo, Tanauan and Sta Fe all from the province of Leyte.

Among the activities conducted by the students during these ECIPs are Tree Planting, Clean and Green, Free Dental and Medical
Check Services, Free Legal Services, Handcuffing Techniques for Barangay Tanods, Feeding Activity for Malnourished Children, Skills
Development with the assistance of TESDA trainers and Lectures on topics that barangay residents need to be aware of, such as but not
limited to the following: Family Values & Responsible Parenting, Human Trafficking and Anti-Illegal Recruitment, Special Laws such as
R.A 9262 and RA 9165.

RTC 8 had also participated in four (4) Brigada Eskwela activities at Cirilo Roy Montejo National High School, Salvacion Elementary
School, Apitong Elementary School and Basper Elementary School.

Furthermore, last February 25, the PSBRC 2016-02 students participated in the planting of mangroves along the coastline of San Jose,
Tacloban City.

Listong Pamayanan Community Program

RTC 8 Listo Team was able to conduct sixteen (16) Listo Rollouts for 2017. These were conducted in four (4) municipalities of Eastern
Samar and eight (8) municipalities of Southern Leyte. One thousand three hundred seventy six (1,376) participants successfully
completed the two-day Community Simulation Drill for Tsunami and these participants came from one hundred fifty seven (157) barangays
of Eastern Samar and Southern Leyte.
