OPENING REMARKS
Dr. Reinhard Dalumpines
Head, FOC

Dr. Reinhard Dalumpines commenced his welcome through suggesting a name

change for the Health Outreach for People Empowerment (HOPE). According to him, Health
Outreach Program for Equity would best fit the program since the primary focus of HOPE is
to address the health inequities prevailing in the communities. Given such, the
implementation of HOPE should then be responsive to the needs of the urban poor and the
marginalized. Furthermore, he appealed for everyone’s participation as their insights are
valuable to the planning of the implementation of the program most especially the
representatives from the Local Government Units who are most knowledgeable on the real
situation at the community level.
