The attached Action Plan was developed by 33 representatives of MWLAP, MELP, MEM, SLRD,
Environment Canada, Fraser Basin Council, B.C. Museum of Mining, UBC, Golder Associates, SRK
Consulting, URS, CH2M Hill, Klohn Crippen, and Water Management Consultants during a two-day
facilitated ESP (Enhanced Systematic Planning) Session held in the offices of AMEC Simons Mining
& Metals in Vancouver BC on November 1st and 2nd, 2001.
The document describes the development of MWLAP’s plan for remediation of the Britannia Mine
site, including a detailed feasibility study for a water treatment plant and an associated water
management system.
The Feasibility Master Schedule included in this Action Plan has 135 work packages distributed over
sixteen work areas. It is a high-level schedule with a solid project perspective, suitable for
administration of the program. It intentionally does not include the level of information that will be
necessary to manage the details of the Feasibility Study or the associated programs.
It is expected that this Action Plan will prove to be a valuable baseline document to guide the
execution of the Feasibility Study and the overall advancement of the Britannia Mine Remediation
Project.

INTRODUCTION
The attached Action Plan was developed by 33 representatives of MWLAP, MELP, MEM,
SLRD, Environment Canada, Fraser Basin Council, B.C. Museum of Mining, UBC, Golder
Associates, SRK Consulting, URS, CH2M Hill Canada Limited, Klohn Crippen, and Water
Management Consultants during a 2-day interactive ESP (Enhanced Systematic Planning)
Session held in AMEC’s offices in Vancouver on November 1st and 2nd, 2001.
The planning session was facilitated and documented by AMEC Simons Mining & Metals.
NAME OF PROJECT
The name of the project is the Britannia Mine Remediation Project.
OBJECTIVE OF PROJECT
MWLAP’s representatives, with the participation and endorsement from the other provincial
and federal representatives identified the objective of the project as an intent “... to develop
and implement a project that:
• – will reduce environmental impacts on fisheries (including other aquatic organisms, the
fish habitat, and sediment and water quality) resulting from water and sediments
originating from the mine site, by meeting site-specific risk-based provincial and federal
requirements.
• – will construct a water treatment plant and other works to treat drainages to meet site-
specific provincial and federal requirements.
• – will reduce contamination-related human health risks on, and emanating from, the
mine site by meeting site-specific risk-based provincial requirements.
• – will consider future sustainable development, compatible with land use designations in
SLRD’s official community plan.”

SCHEDULE CALENDAR
The ESP Master Schedule in this document was prepared using the Primavera software
package. It was based on the precedence [logic] network developed during the planning
session, and used a start date of November 5th, 2001.
The schedule uses one-day time units, with five days per calendar week. No allowances
were provided for statutory holidays or vacation periods, apart from a one-week impact over
the Christmas period.
SCHEDULE RESULTS
During the ESP Session, the 33-member planning team identified 135 key work packages
and established the logic relationships that integrated the evolution of the feasibility study.
They also estimated the duration of each work package.
The as-developed schedule forecast a completion date for the Draft WTP Feasibility Report
(Work Package H-25) of December 9th, 2002. AMEC’s Facilitator subsequently made a
number of carefully rationalized adjustments to the schedule, and improved the issue date of
the draft report by almost two months, to October 18th.
The schedule included in this document has been modified slightly by AMEC’s Facilitator to
improve the duration of the program. The changes were faithful to the intent of the planning
team, and are a normal part of the planning process.

SCHEDULE FORMATS
The Feasibility Master Schedule for the Britannia Mine Remediation Project is presented in
this report in three different formats:
• A 5-page tabulation of the work packages which describes the early start and finish
dates, the late start and finish dates, the duration, and the total float for each activity; it is
included on Pages 3-02 to 3-06 of this report.
• A 7-page detailed bar chart, in color, of all work packages sorted by project areas. It is a
simple and clear presentation of all of the work packages, sorted in the usual early start-
early finish fashion; it can be found following Page 3-06.
• A large Time-Scaled Logic Diagram of all work packages, grouped by Work Area. This
format is similar to the bar charts above, but the logic links have been included. The
schedule was created in landscape format, and can be found in the plastic pocket at the
back of this report.
In addition, a 1-page Project Overview Schedule is included in this Action Plan. It can be
found following Page 1-06 in the Summary.

SCOPE DESCRIPTION
The scope description of each work package on the following pages is brief, but it highlights
the essential content and context of the work for each activity. The key persons who
attended the planning session also wrote the scope descriptions for the individual work
packages. For convenience, the initials of each Planner have been placed adjacent to the
scope descriptions, which he or she prepared; note that the initials are not intended to imply
a responsibility for execution of the work package.

A PROJECT ADMINISTRATION
A general Health & Safety protocol will be developed to comply with the Mines Act
and define the procedures for obtaining access to the site. Each technical
contractor will develop its own Health & Safety Plan to, as a minimum, comply with
the contractor’s health & safety procedures, WCB requirements and, where
appropriate, specific requirements under the Mines Act and other relevant
legislation.

SCOPE DESCRIPTION
The existing scope of work in the technical contracts will be compared to the scope
of work in the Action Plan. Differences between the initial scope, as contained in
the RFP and the contracts, and the scope in the Action Plan, will be identified and
discussed with the technical contractors. A revised scope of work will be
developed with emphasis on the total contracted amount staying within the total
value of the technical contracts. Areas where there is some discretion in the
Action Plan will be identified for discussion with the Province. Upon reaching a
consensus, the existing contracts will be modified to reflect the changes since
award of the contracts.
In order to achieve the required level of stakeholder input and buy-in to the
remediation plans and their implementation, a Consultation Plan will be developed
that will identify stakeholder group(s), meeting forum(s), committee(s), and their
appropriate interface to the project management and coordination.
An economic model will be developed to integrate and rationalize the capital and
operating costs. In particular, it will address the long-term operation and
maintenance of the remedial works, including the water treatment plant.
Development of this model will influenceTasks A-09 and A-10.
The Project Execution Strategy will define the manner in which the Province will
contract the detailed design and construction of all facilities in the Britannia Mine
Remediation Project, including the water treatment plant and establish all related
infrastructure and water management facilities. It will also include the contracting
strategy for site remediation works required to implement the remediation plans.

SCOPE DESCRIPTION
The operating strategy will define means for funding of operating costs and
replacement capital costs for all facilities including the water treatment plant, water
management systems, facilities installed as a result of implementing the
remediation plans and all related facilities.
The operating philosophy will establish criteria to guide the design of the water
treatment plant and ancillary facilities by providing criteria for the trade-off between
capital and operating costs, a project staffing philosophy, desired operating factors
for the major components of the plant, operating reliability and other factors that
must be considered in the design of the water treatment plant and related facilities.
Once the Province concurs with the recommendations of the technical consultants
regarding the location of the water treatment plant, water management systems
and other facilities, the Province will initiate a program to acquire the appropriate
land rights, where they have not already been acquired. Acquisition of land rights
will be required prior the construction phase, and has been included in the design
phase to ensure that construction work can proceed.

SCOPE DESCRIPTION
The Inspection Plan will be submitted to the B.C. Ministry of Mines for approval by
the chief inspector of Mines under the Mines Act and the Health, Safety and
Reclamation Code for Mines in British Columbia.
Once approval of the inspection plan has been received, the mine inspection will
be completed as per the approved inspection plan. Both underground and surface
areas identified in the plan will be inspected. All inspections will be carried out by a
geotechnical engineer and a specialist familiar with the design and construction of
rehabilitation measures. A certified shift boss will accompany the inspection team
for underground work.
The plan will be submitted to the B.C. Ministry of Mines for approval by the chief
inspector of Mines under the Mines Act and the Health, Safety and Reclamation
Code for Mines in British Columbia. Approval will also be sought from MWLAP.

SCOPE DESCRIPTION
Once approval of the plan has been received, tender documents will be prepared
and a quote will be solicited from selected contractors to complete the work.
Following approval of the quote, the work will be awarded and a contract signed
with the successful contractor. The contractor will mobilize equipment to the site
and commence the work. Supervision of the rehabilitation will be provided by
experienced geotechnical and mining engineers.
A detailed rehabilitation plan for the remaining phases and a cost estimate will be
prepared for work required to ascertain safety of the mine workings and mine
infrastructure as determined by the inspection. The plan will include the items
listed in B-01 and the stability of waste dumps and existing timber culverts.
The plan will be submitted to the B.C. Ministry of Mines for approval by the Chief
Inspector of Mines under the Mines Act and the Health, Safety and Reclamation
Code for Mines in British Columbia. Approval will also be sought from MWLAP.
Once approval of the plan has been received, the proposed work will be advertised
and tender documents will be prepared. The project team will assist in the
selection of a rehabilitation contractor by preparing a detailed specification,
recommending bidders (if required), recommending proposal evaluation criteria,
and participating in the proposal evaluation. The rehabilitation will be carried out
under direct contract to MWLAP and the project team will assist in contractor
selection and inspecting contractor progress. This phase of the work will focus on
work that can be carried out during the execution of the plug test.
The process will mirror B-09, however, the work will focus on rehabilitation that can
be carried out after the plug test is completed.

C HYDROLOGY
Consultants will review and evaluate the available hydrologic information for the
Britannia Creek Basin, including creek and adit flows, climate records, and historic
hydroelectric generation data.
A detailed reconnaissance of the existing flow monitoring sites will be carried out
during a site reconnaissance of the Britannia Creek Basin, including Jane Basin
and the Apex and Victoria Mines area. The sites will be assessed for remote data
access and security. A detailed plan, schedule and budget for remote data access
and security of existing monitoring stations and provision of additional monitoring
stations will be prepared based on the results of the review of the historical
records. Following approval of the plan, upgrading of existing gauge stations and
installation of new stations will be implemented.
Digital base maps will be prepared of the Britannia Creek and Furry Creek
drainage basins including Jane Basin and the Apex and Victoria Mine areas tied to
the historic mine survey grid and the NAD 83 UTM coordinate system. Maps will
have a 10-metre contour interval. A more detailed 5-metre contour map will be
prepared for the Jane Basin catchment.
Peak mine inflows and return periods will be estimated from available historical
mine flows and meteorological records. The work will involve developing a series
of annual hydrographs that represent the inflows to the mine workings during
extreme wet years.
Results of the flow monitoring equipment upgrading and the hydrological study will
be incorporated into an interim hydrological report.

Precipitation and flow data will be collected and reviewed. Regional stations will
provide the long-term data, and site data will be used for correlation analysis. A
regional flood frequency analysis will be carried out to estimate the 200-year flood
for Britannia Creek. This will comprise flood frequency analyses using flow
records for basins in the region and developing a relationship between watershed
characteristics and flood peaks.
The debris flow, debris torrent and debris flood assessment will be based on visual
and air photo inspections of likely source and run out zones in the watershed. A
helicopter reconnaissance will be conducted as part of this work. The downstream
risk from debris flow events will be assessed.

SCOPE DESCRIPTION
Precipitation events of different return periods will be routed using the hydrologic
model and a flood routing model, MIKE 11. The ‘probable maximum precipitation’
will be input to the model to produce the ‘probable maximum flood’ design flood
hydrograph. An assessment of dam freeboard will be carried out using the flood
routing model. The output will be design flows and flood levels in the lower valley.
The dam breach analysis will be carried out using the MIKE 11 model. The
existing mapping of the town site area will be used to assess the potential impacts
downstream of a potential dam failure. The dam failure will be combined with a
flood event to simulate the likely simultaneous occurrence of both of these events.

Water quality data will be reviewed with the specific intent of identifying sources
and/or sinks in the Jane Basin and 2200 Portal areas. Data collected by
Environment Canada will be collated and reviewed.
The Jane Basin and 2200 Portals will be inspected and surface flow patterns
delineated. Samples of water from the area will be taken and analyzed for
signature elements and isotopes. The amount and quality of water entering the
mine by each flow path will be estimated.
An assessment will be made of whether works within Jane Basin (such as surface
diversions, soil covers or recontouring) could reduce annual 4100 Level flows
enough to warrant their permitting and construction. If the study proves positive, a
work plan and budget for this work will be prepared.

Flow paths will be determined of all contributions to 4100 Level and 2200 Level
drainage flows by considering groundwater; seasonal and storm events; inflows to
Jane Basin workings or other mine openings; and inflows to the 2200 Level from
Furry Creek, or the Victoria shafts.
Preliminary estimates of Water Treatment Plant feed flows from the mine will be
prepared. The estimates will be based on results of the mine water inflow and flow
path studies. The data will be compiled with data collected from the plug test and
results incorporated into the overall water management plan (F-13).

SCOPE DESCRIPTION
The 2200 Level plug is currently under construction. It is anticipated that the plug
will become operational in mid-December, 2001. The closure of the plug drain
pipe will be coordinated with monitoring activities at the mine site, in particular in
Britannia Creek and the 4100 Level.
Records relevant to the 4100 Level plug test will be reviewed to determine the as-
built plug configuration and performance of the plug during subsequent pressure
testing. The review of records will also extend to relevant geology and mining
records for the 4100 Level to 3250 Level zones that will be flooded. The records
include documents held by CBEL, Environment Canada, Klohn Crippen and the
B.C. Mines Branch. The review will include discussions with personnel involved in
the plug construction.
Since any works in a mine require Mines Branch approval, the drilling and
remediation works associated with the investigations into the geotechnical
condition of the plug will require Mines Branch approval. Since this is only
approval of a notification of work and not an engineering report, approval is
expected to be relatively prompt.

SCOPE DESCRIPTION
The objective of the investigation will be to determine the quality of the rock mass
surrounding the plug and the nature of the cement-rock contact. This will be done
by extracting six diamond cores from holes angled into the tunnel wall through the
front face of the plug. Permeability will be measured using packer testing; fracture
frequency will be estimated by the logging and plotting of core discontinuities. Core
from the plug will be tested for concrete strength and for signs of deterioration.
Holes will be grouted shut with high quality non-shrinking grout. Data from the
investigation will be used in the engineering report on the stability of the plug,
forming part of the plug test application.
Since the stored mine waters may carry significantly more metal loading than the
run-of-mine water, contingency plans for the release of these waters will be
developed. They may involve staged releases when impact is lowest. The release
plan will consider a release schedule minimizing impact on aquatic life (salmon
runs) and will be co-ordinated with monitoring programs.
Instrumentation needed for the plug test will include a 10 inch magnetic flow meter
installed downstream of the existing gate valve and a remote controlled valve
suitable for throttling the mine water flows under expected pressures. In addition, a
remote indicating pressure sensor will be included to monitor reservoir head.
Seepage past the plug will be collected and routed to a small remote indicating
flow measuring station on the floor of the tunnel. A strain gauge type instrument
will monitor deformation of the plug relative to the tunnel wall. Data from these
instruments will be gathered in a data logger/controller and transmitted periodically
or on command by telephone modem.
The comprehensive plug test plan and engineering report on the plug stability will
be submitted for Owner’s review and for approval by Mines Branch and other
regulators as required. As this is a significant document, approval may require
implementation of additional recommendations made by the Mines Branch.

SCOPE DESCRIPTION
The plug test will consist of a co-ordinated filling of the reservoir and the
monitoring or estimation of mine inflows/outflows, monitoring of any internal and
external mine seepages and continual water quality monitoring of water samples at
the plug, in the creeks and at nearby boreholes. The primary data will consist of
systematically-acquired pressures and flow rates during filling and draining.
Additional information on inflows will be obtained from staged level balancing tests
which will develop mine inflow data relative to mine head. Seepage data will be
used to evaluate measures required for the long term stability of the plug during
water treatment plant operation. Since water inflow will be variable, the exact
duration of the plug test is unknown. If natural inflow is too slow, diverting Mineral
Creek into the 2700 Level may be required to meet project schedules.
A combined Mine Study and Hydrogeology Report will be prepared. The report will
presents results from the investigations of hydrology (C-01 to C-05), mine water
collection (E-01 to E-07), and mine water storage (F-01 to F-13).
By integrating measured inflows versus time, an overall mine storage volume will
be determined. Tracking the rate of rise versus time during periods of equivalent
inflows will allow determination of the sectional area versus elevation of the mine
workings. Based on these two analyses, a volume elevation curve will be
established for the mine. In addition to assessing the hydraulic capacity of the
mine, an evaluation will be made of the geotechnical performance of the plug
under pressure.
The results of the plug test will be combined with the results of the hydrogeology
and mine geology to assess the suitability of the plug/reservoir system for
regulating seasonal water flows. The final report will include recommendations for
safe operation of the reservoir including operational limits and procedures.

A feasibility level plan will be developed for management of water at the site. The
plan will consider and make recommendations for diversions of clean water,
routing of mine water, collection of contaminated groundwater, and storage of
mine water and groundwater to equalize flows and water quality. Long term
changes in flows and/or water quality will be taken into consideration.
Uncertainties that could lead to problems in the Water Treatment Plant will be
identified. Contingency measures will be developed.

G WATER QUALITY
Preliminary estimates of Water Treatment Plant feed quality will be prepared. The
estimates will be based on a detailed review of data from previous monitoring of
the 4100 and 2200 Level outflows. Those data will be provided by Environment
Canada. Any available data from the fan groundwater studies will be taken into
consideration.
Possible sources of copper and zinc in flows entering the mine will be identified
and investigated. Air photos will be examined first. Then a detailed ground level
reconnaissance will be completed in the Jane Basin and 2200 Level portal areas.
The reconnaissance will include mapping of waste rock deposits and other
possible sources, and sampling and analysis of surface flows.
An initial prediction will be developed of the chemical effects of storing water in the
mine. Data from the previous flooding tests will be reviewed and compared to data
from experience at other sites (Baker, Holden). A limited sampling and testing of
readily accessible mineralized rock will be completed to identify acid salts and
other oxidation products, as well as possible solubility controlling phases. A
thermodynamic model will be used to assess the possible effects of redox
changes.
The effects or re-routing the 2200 Level flows through the mine will be assessed.
Historical records and the mine model will used to identify possible flow paths, and
to identify areas where the flow could contact mineralized and oxidized zones.
Initial predictions of possible increases in contaminant loads will be prepared.
Outflow at the 4100 Level plug will be monitored before and after the 2200 Level
plug is closed. The outflow monitoring results will be compared to the initial
predictions and a narrower range of possible effects will be determined.
Possibilities for monitoring water quality within the mine during the plug test will be
examined. The feasibility of installing wells and/or insitu monitoring from surface
and/or from accessible workings will be established. Cost estimates will be
prepared for feasible methods. A monitoring system will then be selected and
procured.

The mine water quality monitoring system procured In Task G-05 will be installed
and commissioned.
The effects of storage on mine water quality will be monitored during the plug test.
Samples and/or data will be collected from the monitoring system installed in Task
G-06, and samples will be taken from the 4100 Level plug discharge. The
resulting data will be analyzed to estimate average water quality and to identify
trends that could indicate deterioration or improvement of water quality over time.
Results from the assessments of mine water and fan groundwater quality will be
combined to estimate ranges of Water Treatment Plant feed quality. The
possibility of equalizing contaminant loads by mixing the two flows will be
assessed. The possibility of long term changes in Water Treatment Plant feed
quality will be estimated.

After a preliminary review of surface water flow paths across the site, streambed
amendments will be considered and recommended if site conditions support their
use. The considerations will focus on copper concentration in surface water, site
topography, types of amendments that might be used, and potential improvements
to surface water runoff that might reasonably be achieved. A brief summary report
will be prepared describing expected improvements to surface water runoff from
the site.
The summary report from Task H-01 will be reviewed by decision-makers and by
other interested parties. Written comments and questions will be addressed. If a
cost estimate is needed to support decision-making, the site will be visited to verify
surface water streambed locations, construction access, and (potentially) to
identify actively weathering deposits that might be treated. The technical feasibility
will be re-evaluated, a conceptual-level cost estimate will be prepared, and
recommendations will be re-assessed. Written and verbal questions will be fielded
and a meeting will be held to discuss the findings and clarify any outstanding
issues. (Design criteria and performance goals will be established in a new and
separate task if implementation is to be pursued).
The existing discharge permit will be examined. Other agencies that have
jurisdiction over or input into the establishment of discharge limits will be identified
and contacted, and opinions will be obtained about desired and probable required
discharge water quality criteria. A table of potential discharge criteria will be
compiled according to agency; it will be submitted to the Project Manager for
distribution to and comment from the various agencies.
Comments on the table of potential discharge criteria (from Task H-03) will be
reviewed, clarified by direct discussions with the commenting agencies (through
conference calls when necessary), and revised. The revised draft will be
distributed to the agencies and the project team as part of the basis for Water
Treatment Plant design.

Early estimates of the flow-equalized hydraulic feed rate from mine drainage will
be obtained from previous minewater investigations (by SRK) and an early
estimate of required seasonal hydraulic pumping rates from site remediation
activities will be obtained from previous groundwater investigations (provided by
URS). These data will be used to establish the preliminary feed flow rate for the
Water Treatment Plant. The chemical composition of mine water and groundwater
will also be obtained from previous studies.
A sample of the existing acid rock drainage water will be collected from the site
and sent out for analysis and simulated treatment to achieve two objectives. The
first objective will be to test cadmium removal (to protect offshore aquatic life).
The second objective will be to verify that copper sulphide (and zinc sulphide) can
be selectively precipitated and that the recovered by-product(s) will meet the
acceptance criteria of smelter(s) that may “buy” the by-products.
The Water Treatment Plant design will be developed to the preliminary level
based upon the discharge objectives, the preliminary Water Treatment Plant feed
rate, and the sludge management concepts. Preliminary Water Treatment Plant
process design will be based on the HDS process as outlined in the RFP. It will
include an estimate of required hydraulic retention time, recycle ratio, and
preliminary sizing of major plant equipment, such as thickeners and sludge storage
facilities.
The pilot program will be developed based on the preliminary Water Treatment
Plant process design. The pilot testing program will also draw on previous pilot
testing of the HDS process at Britannia in 1997. The program will establish the
required retention time, recycle ratio, and determine the anticipated underflow
density, sludge characteristics, optimal pH, lime consumption, and flocculant
consumption. The available mine drainage composition information, the
pretreatment process configuration, and sludge management issues will be
reviewed and the process conditions most likely to meet the discharge objectives
(compiled in Task H-04) will be identified. CH2M HILL will work with the Project
Manager to develop and implement the program for investigating the feasibility of
options for the upstream removal of metals.

The pilot plants will be shipped to the site, set up and commissioned prior to test
execution. The physical-chemical (primary) process will be tested first, without the
pretreatment system in operation. While the primary process is undergoing this
initial period of testing, the pretreatment process will be started up, optimized, and
stabilized. Feed to the primary process will revert to pretreated water after the
pretreatment process has stabilized and the initial tests of primary process have
been completed to establish baseline conditions. Follow up testing of each
process will be carried out until the essential test objectives have been achieved.
After field tests are finished, data from the primary and pretreatment process tests
will be analyzed.
Infrastructure and utilities at the mine and town site will be assessed to establish a
basis for evaluation of what will be required to service the new Water Treatment
Plant facility. The evaluation will include electrical, water, sanitary sewer, and a
physical inspection of the existing mine water feed and discharge pipelines. The
assessment will also provide a basis for evaluating whether it would be potentially
feasible to retain all or part of the existing discharge pipeline and the development
of preliminary outfall recommendations.

A conceptual treatment plant site layout (i.e. footprint) will be developed based on
the discharge objectives, the preliminary feed rate, sludge management concepts,
and the preliminary Water Treatment Plant design. It will be based on the
preliminary sizing of the larger process equipment, and will include sufficient space
for plant ancillary facilities.
A list of potentially-feasible sites for the Water Treatment Plant will be identified
based on the conceptual plant site layout (footprint). Information will be collected
that will enable the potentially-feasible Water Treatment Plant sites to be
evaluated and short listed. This information will include utility requirements,
potential impacts on nearby residential and commercial areas, impacts of
increased traffic and requirements for roadworks, architectural requirements, and
order-of-magnitude costs.

With input from pilot testing, projections of future mine water and groundwater
quality and quantity, the Ministry, and requirements and preferences of affected
agencies and from stakeholders in general, the discharge objectives will be
revised, if warranted, and redistributed for independent review. After review and
comment by affected parties, a meeting will be held to discuss any outstanding
issues in order to arrive at a (proposed) set of finalized discharge criteria that can
be submitted for formal acceptance.
Other activities that are conducted in parallel with work on the Water Treatment
Plant will provide information about the nominal and maximum hydraulic flow rates
of mine water and groundwater that must be treated in the Water Treatment Plant .
Related parallel work will supply the nominal and extreme concentrations of
constituents expected in mine water and groundwater. Sludge disposal options,
pilot plant test results (design data), discharge criteria, good engineering practices,
and prior experience will be used in connection with mine and ground water
characteristics to establish preliminary design criteria for the Water Treatment
Plant . These preliminary criteria will be summarized and distributed for review
and comment before being finalized in a brief design basis memorandum.
The Water Treatment Plant process flow diagram will be finalized based on the
final discharge criteria, the Water Treatment Plant design criteria, and the most
promising sludge management option. The PFD will include the flow and material
balances for the sludge management scheme selected.

Following approval of the selected site by the Project Manager and regulators,
geotechnical site investigations will be executed to determine the foundation
requirements for the Water Treatment Plant . The investigation will include a
drilling program and a site survey. The program will deliver recommendations for
foundation types, acceptable bearing pressures, and an assessment of the
potential for seismically-induced liquifaction. This information will feed into the
capital cost estimates and the Water Treatment Plant feasibility report.
Detailed feasibility-level capital and operating cost estimates will be developed for
the Water Treatment Plant and for the associated infrastructure and facilities.

advance planning for provision of electrical and utilities services; evaluation of
capital costs versus operating cost strategy tradeoffs; required staffing levels and
potential operation by museum staff; facility safety and security; and steps needed
to secure approvals under the Mines Act, Waste Management Act, and others, if
necessary.
The review comments will be addressed, the report will be revised as necessary,
and the final Water Treatment Plant Feasibility Report will be issued.

J SLUDGE MANAGEMENT
Earlier work will be reviewed, and screening-level concepts will be developed for
storage and management of HDS sludge on Britannia lands. The concepts may
include short-term storage at the Water Treatment Plant site, and longer-term
storage elsewhere on Britannia lands. These concepts will be further developed
into options after the completion of the pilot study.
Pilot and laboratory test results and preliminary water quality projections will be
reviewed to estimate the mass, volume, composition, and characteristics of sludge
from the treatment process(es). The characteristics will be compiled in a brief
technical memorandum and distributed for information and further evaluation.

K FAN HYDROGEOLOGY
A historical review of the Britannia Mine site will be conducted under the guidelines
of a CSR Stage I PSI (Preliminary Site Investigation). The goal of the historical
review will be to identify potential compounds and areas of contamination that were
created during the life of the mine. The review will include both the fan area and
the additional areas outside of the fan. Results of the review will be used to
develop work plans for the Fan DSI (Detailed Site Investigation) and the Additional
Areas PSI.
Using the findings of the Historical Review, the results of the Screening Level Risk
Assessment and any other relevant information, work plans will be developed to
further assess the contaminated sites and potentially contaminated sites potential
of the Britannia Mine area. Two work plans will be developed; a Detailed Site
Investigation (DSI) for the fan area (including the adjacent intertidal zone), and a
Preliminary Site Investigation (PSI) for areas outside of the fan (including the
intertidal zone) suspected of contamination originating from the Britannia Mine site.

The data obtained from the hydrogeological assessment will be used for flux
calculations, and to assess the pumping rates required to achieve the control and
containment of contaminant plumes, based on a predictive numerical model
(MODFLOW/MODPATH) that will be calibrated to the pump test data. The
numerical model will also be used in the evaluation of alternative remedial
strategies for the site (e.g., pump and treat with barriers, pump and treat with re-
injection). The model will also be used to simulate plume behaviour with seasonally
variable pumping rates.
Prior to the start of the 4100 Level plug test, continuous groundwater elevation
measurement will be initiated in monitoring wells across the fan area using
pressure transducers. Monitoring will continue for the duration of the plug test.
The transducer data will be downloaded weekly. Groundwater quality monitoring
may also be used to quantify impacts from the plug test and will be utilized in the
Fan Area DSI. Near-bottom water samples will be obtained from the fan area
foreshore, to infer the degree to which groundwater seepage is impacting the
intertidal zone of the foreshore.
The fan groundwater elevation data and groundwater quality will be evaluated for
the effects on fan groundwater of using the mine as a storage reservoir.

Following the work plan developed for the Additional Areas PSI, fieldwork will be
conducted to investigate and collect samples from terrestrial and intertidal sites in
the additional areas suspected of being contaminated. The goal of the Additional
Areas PSI is to identify contaminated sites locations that will require a detailed
investigation for remediation under the CSR.
Using the results of the Additional Areas PSI, a work plan will be created to carry
out a detailed site investigation in the Additional Areas. Detailed site investigations
generally involve a more in-depth characterization of contamination at a site that
will lead to the development of remediation techniques to remove or mitigate the
source of contamination.
As part of the Additional Areas DSI, porewater and surface water suspected of
contamination will be sampled and tested. The work will provide data for the
identification and remediation of any suspected contaminant sources. The
program may involve the installation of piezometers in selected location across the
site for groundwater sampling, and the sampling and analysis of surface streams
and seepages.

L CONTAMINATED SOILS
As part of the Fan Area DSI, stream sediment and water samples will be collected
from the streambed of Britannia Creek and analysed for metals. Analytical results
will be used to determine the present day metal concentrations in the creek, and to
potentially identify any groundwater sources in the fan that may be contributing
metals load to the creek. These results will be incorporated into the fan area risk
assessments.
A screening surficial soil sampling program will be completed in the fan area. This
will consist of the collection of approximately 500 shallow soil samples from
randomly stratified coordinates within a grid consisting of 20 x 20 m cells. The
goal of the survey will be to identify metal contaminated ‘hot-spots’ and to clarify
which parts of the near-surface fan may be source areas for metallic contaminants.
The hot-spots will be re-evaluated by a step-out test pit program.
A test pit program will be used to further define the extent of hot-spots identified
through the surficial screening program, and through any relevant information
found during the historical review. A backhoe will be used to excavate, in locations
acceptable to stakeholders, up to 25 test pits in the fan area. Samples will be
analysed for metals, acid-base accounting parameters, hydrocarbons and/or other
parameters as necessary. Intertidal sediments and tailings will be sampled, if
determined to be necessary in the planning stage, to provide data in support of risk
assessment.
A Detailed Sites Investigation (DSI) report will be prepared containing the results of
the investigations carried out in the Fan Area. A draft DSI report, in a format
consistent with MWLAP CSR requirements, will be prepared and submitted for
review. Following the review process, a final DSI report will be prepared and
submitted to MWLAP.

As part of the Additional Areas DSI, soils and waste rock will be collected and
analysed. The sites will be identified during the Additional Areas PSI, but will likely
focus on the Mt. Shear/2200 Level portal area. Soils analysis may include total
metals, leachable metals and/or hydrocarbons. Waste rock samples will be
collected from waste dumps and analysed for acid-base accounting parameters
plus total and leachable metals. Drilling and test pitting may be utilized to
understand the extent and variability of contamination.
A test pit program will be used to further define the extent of potential
contamination identified in the Additional Areas PSI. A backhoe will be used to
excavate, in locations acceptable to stakeholders, up to 25 test pits in the
additional areas, likely to be focussed on the Mt. Shear/2200 Level portal area.
Samples will be analysed for metals, acid-base accounting parameters,
hydrocarbons and/or other parameters as necessary.
A Detailed Sites Investigation (DSI) report will be prepared containing the results of
the investigations carried out in the additional areas. This will include the results of
investigations carried out both in the uplands and marine areas, as required. A
draft DSI report, in a format consistent with MWLAP CSR requirements, will be
prepared and submitted for review. Following the review process, a final DSI
report will be prepared and submitted to MWLAP.

M RISK ASSESSMENT
A Tier 1 risk assessment will be conducted using the B.C. Tier 1 Guidelines for
Ecological Risk Assessment (ERA) and appropriate USEPA guidance documents.
The intertidal sediments will be included in this assessment. The risk assessment
will also provide an indication of risk inherent to both on-site and off-site aquatic
life from exposure to contaminated surface waters or groundwater, and the degree
of control/capture or treatment required to mitigate these risks.
A Tier 1 Human Health Risk Assessment will be conducted using the B.C. Phase 1
Guidelines for Human Health Risk Assessment (HHRA), for the fan area as
outlined above. Intertidal sediments will be included in this assessment.
(Although integral to the overall remedial work associated with the Britannia Mine
Remediation Project, this work package will be undertaken outside the Province’s
scope of work. It is included here to indicate interaction and relationship with
remedial activities included in the Province’s scope of work).
Ecological risk assessments will be carried out on the upland (including intertidal)
components of the Additional Areas. The risk assessment will be conducted using
the B.C. Tier 1/Phase 1 Guidance.

N REMEDIATION PLANS
A Remediation Plan will be developed for the fan area consistent with the definition
provided in CSR Section 1, including a summary of areas and contaminants of
concern, evaluating various remedial options that may be applicable from a
technical and cost perspective, an evaluation of the applicability and effects of the
remediation on regulatory aspects, and a proposed monitoring program.
A remediation plan will be developed for upland and intertidal Additional Areas
based on information gathered in previous phases of work. The plan will address
the requirements of the Waste Management Act and Contaminated Sites
Regulation. Remediation options will be quantified and assessed for suitability
based on practicality, cost, integration with plans from the mine water
management and treatment projects, long-term performance, regulatory and social
acceptability, future land use, and other criteria considered relevant in consultation
with BCMWLAP and their representatives. Options will be compared and
assessed based on conceptual designs.

P SEDIMENTS
The distribution of subtidal mine tailings within a depth of thirty metres will be
mapped by others. It is anticipated that this program will include micro-seismic
and sidescan sonar arrays with the signals integrated in a GIS platform already
developed for existing seabed imaging. Cores will be collected during the
geophysical survey to confirm interpretations of sediment character and allow
estimation of sedimentation rates using isotope dating techniques.
(Although integral to the overall remedial work associated with the Britannia Mine
Remediation Project, this work package will be undertaken outside the Province’s
scope of work. It is included here to indicate interaction and relationship with
remedial activities included in the Province’s scope of work).
The potential risks posed by tailings and sediments in the intertidal zone will be
evaluated on the basis of a literature review. Findings from the screening level risk

SCOPE DESCRIPTION
Environment Canada (EC) and Department of Fisheries and Oceans (DFO) are
jointly developing a work plan for investigation of the subtidal sediments (a
workshop was conducted on September 21, 2001). This work plan will include M-
04, P-01, P-02 (part), P-03, P-04, P-05, P-07 (part), P-08 and P-09. The work plan
will be consolidated into a Statement of Work (SOW) for selecting and hiring a
contractor to perform the work. The plan will encompass benthic community
surveys, bioassays and sediment chemistry. The focus will be on the near-shore
areas with the purpose of providing information for the subsequent aquatic risk
assessment and sediment management plan.

The Ministry of Water Land and Air Protection (MWLAP), Ministry of Energy and
Mines (MEM), and the project manager will jointly develop a permitting strategy.
The strategy will identify remedial actions requiring authorization under the Mines
Act (MEM jurisdiction) or Waste Management Act (MWLAP jurisdiction), outline
technical information necessary to enable approval of identified remedial actions
and identify key project staff (consultants) and Ministry technical staff responsible
for preparing and processing applications. The strategy will include options for
streamlining the regulatory review process through issuance, where possible, of
“blanket" authorizations for similar or related activities and identify where technical
information can be packaged to minimize multiple submissions requiring regulatory
approval. The strategy will also establish a communications procedure to help
ensure timely reviews and regulatory feedback to project staff.

SCOPE DESCRIPTION
A site wide surface water monitoring program will be developed and coordinated
with other (task-specific) monitoring programs at the site to establish the conditions
prior to, during and post implementation of significant site works. The plan will
define the sampling locations, frequency of sampling, and the parameters to be
analyzed for. The monitoring scope will cover requirements not met by the scope
of testing included in the separate contracts, and will specifically address the
potential effects on the water quality of Britannia Creek and surface water seeps,
in relation to the installation of the 2200 Level plug.

The ESP Master Schedule for the Britannia Mine Remediation Project is presented in this
report in three different formats:
• A 5-page tabulation of the work packages which describes the early start and finish
dates, the late start and finish dates, the duration, and the total float for each activity; it
is included on Pages 3-02 to 3-06 of this report.
• A 7-page detailed bar chart, in color, of all work packages sorted by project areas. It is
a simple and clear presentation of all of the work packages, sorted in the usual early
start-early finish fashion; it can be found following Page 3-06.
• A large Time-Scaled Logic Diagram of all work packages, grouped by Work Area. This
format is similar to the bar charts above, but the logic links have been included. The
schedule was created in landscape format, and can be found in the plastic pocket at the
back of this report.
In addition, a 1-page Project Overview Schedule is included in this Action Plan. It can be
found following Page 1-06 in the Summary.
