PREFACE The "KEB Recruitment and Promotion regulations 1969", was reprinted and published duly incorporating amendments and additions in the year 1979. Now, the "KEB RECRUITMENT AND PROMOTION REGULATIONS", "KEB EMPLOYEES (PROBATION) REGULATIONS’ AND "KEB EMPLOYEES (SENIORITY) REGULATIONS" revised edition duly incorporating amendments and additions upto 30th April, 1999 have been brought out. This edition is brought in a composite form with translated Kannada version and the re- edited and approved English version as a first step towards comprehensive implementation of Kannada language in administration. In exercise of the powers conferred under Section 79(c) of Electricity (Supply) Act, 1948, the Karnataka Electricity Board hereby make the following Regulations, namely; 4. TITLE: ‘These Regulations may be called "Karnataka Electricity Board Recruitment and Promotion Regulations" a) These Regulations shall apply to i) All employees who are in service and paid on monthly basis. ii) All employees of the Board deputed to Government and other organisations. b) These Regulations shall not apply to i) All those who are on deputation in the Board Service from Government and other organisations. ii) All the persons appointed on contract basis. 2. INTERPRETATIONS : In these Regulations unless the context otherwise requires, a) ‘Appointing Authority’ shall mean the authority empowered to make appointments to the Board service. b) ‘Board’ means Kamataka Electricity Board and shall include authorised officers of the Board. c) ‘Bachelor's Degree’ / ‘Master Degree’ means such degree granted by a University established and recognised by Law of India d) ‘Backward Castes’, ‘Backward Communities’ and ‘Backward Tribes’ means the Backward Castes, Backward Communities and Backward Tribes as notified by the Government and adopted by the board from time to time. @) "Category" means a group of posts in a particular grade of pay within a group separately designated in relation to the nature of functions assigned. f) ‘Diploma’ or ‘Certificate’ means a Diploma or Certificate granted by a University established by Law in India or by an authority authorised by the Government to grant such Diploma or Certificate. 9) ‘Direct Recruitment’ in relation to any service or post means appointment otherwise than by promotion, absorption or transfer from Government service. h) ‘Employee of the Board’ means a person who is a member of the services of the Karnataka Electricity Board or who holds a post in connection with the affairs of the Board and includes any person whose services are temporarily placed at the disposal of the Government and other Organisations. i) ‘Equivalent Qualification’ means a qualification notified by the Government or the Board to be equivalent to a qualification prescribed in respect of any post in the Regulations regulating recruitment to any services in the Board, i) Ex-sérviceman’ means a person who has served in any rank (whether as a combatant or as non- combatant) in the Armed Forces of the Union for a continuous period of not less than six months after attestation and, i) has been released, otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency, or has been transferred to the reserve pending release; or 4 ii) has to serve for not more than six months for completing the period of service requisite for becoming entitled to be released or transferred to the reserve as aforesaid; or iil) has been released at his own request; after completing five years service in the Armed Forces of the Union, k) “Eligibility list" means a list of persons in a particular cadre finalised and maintained for, purpose of effecting promotion to the next higher cadre, the list being drawn up by interviewing employees concerned and after aptitude test/s regarding the capacity to do the type of work for which the candidate is considered in addition to the consideration of the employees seniority. }) ‘Government’ means the Government of Karnataka. m) “Maintenance Men" means such of the incumbents who occupy posts as shown in Chapter - iI and such others that are added from time to time by the Board. n) ‘Promoting Authority’ means the authority empowered to accord promotions from one cadre to another cadre in the Board service. ©) ‘Promotion’ means the appointment of a Board employee from a post or grade of service or group of service to a higher post or higher grade of service or higher group of service. P) ‘Physically handicapped candidate’ means a person 1) Who suffers from :- i) total absence of sight; or i) visual acquity not exceeding 6/60 or 20/220 (snellen) in the better eye with correcting lenses: or ii) limitation of the field of vision subtending an angle of 20 degrees or worse; 2) Inwhom the sense of hearing is non-functional for the ordinary purpose of life or who does not hear and understand sounds at all events with amplified speach or having hearing loss of more than 90 decibles in the better ear (profound impairment) or total loss of hearing in both ears ; or 3) who has physical defect or deformity which causes an interference with the normal functioning of the bones, muscies and joints 4) ‘Rural candidate’ means a person who has studied i) from first standard to tenth standard and passes SSLC, where the qualifying examination prescribed for a post is SSLC or higher: or ii) from first standard to the qualifying examination, where the qualifying examination prescribed for a post is lower than SLC; in a school situated in an area / town other than the areas / towns specified by the Goverment from time to time. 1) ‘Scheduled Castes and Scheduled Tribes’ shall have the same meaning as in the Constitution of India. s) ‘Selection’ / ‘Screening’ means selection / screening in accordance with the provisions of these Regulations, {) By Selection committee / Recruitment Committee / Screening Committee, if any constituted for the purpose under the directions of the Board; ii) By the Appointing Authority, where no such committees have been constituted; 1) "Seniority" means relative place of an employes in the order of ranking in a particular Cadre / Category prepared in the Sub-Division / Division / Circle / Zone / the entire organisation of the Board as the case may be. CLASSIFICATION OF APPOINTMENTS : ‘The service personnel of the Board shail be classified as follows i) GROUP A’: Appointmentto posts the minimum pay of the time scale of which is Rs. 8,550/- and above. AGE LIMITS : Save as otherwise provided in the Regulations of recruitment specially made and applicable to any service of post prescribing higher age limit, every person for appointment by direct recruitment must have attained the age of eighteen years and not attained the age of ; ') thirty eight years in the case of a person belonging to any of the Scheduled Castes or Scheduled Tribes or Category | of other Backward classes ii) thirty six years in the case of a person belonging to category.
