Datos de la Fuerza Especial de Lucha Contra el Crimen (FELCC) informaron que en 2013 recibió 439
denuncias sobre trata de personas y otros delitos que guardan alguna relación con el mismo. Del
total estos casos, 356 se refieren trata de personas.
El departamento con mayores reportes de denuncias es La Paz con 172 casos, el segundo es
Cochabamba con 53 casos y el tercero es Santa Cruz con 51 casos.
En 2014, las denuncias sobre trata de personas y otros delitos que guardan alguna relación con el
mismo sumaron 515, de estos 310 se refieren a trata de personas. En La Paz se presentaron 171
denuncias. Le sigue Cochabamba con 57 casos y Tarija con 23.
En base a este diagnóstico se construye el documento regional que será presentado en diciembre
a la Federación Iberoamericana del Ombudsman.
"El negocio de la trata y el tráfico de personas son delitos silenciosos y mimetizados bajo
mecanismos legales o por lo menos formales. En Bolivia, mucha de la explotación sexual está
sucediendo en alojamientos y hoteles en pleno centro de las ciudades”, declaró el defensor del
Pueblo, Rolando Villena.
Además, dijo que se camuflan bajo "usos y costumbres” como el traslado de niñas y niños
indígenas y campesinos a hogares urbanos bajo la forma del padrinazgo; en estancias ganaderas,
bajo formas de empatronamiento; en las cosechas de almendra o azúcar; en el comercio minorista
e incluso en la mendicidad.
En cuanto a las políticas públicas, el informe de la Defensoría identificó limitaciones. "A pesar de
una normativa (...) no existe una eficiente aplicación, lo que repercute en falencias para prevenir
este delito”, detalló el informe
Bolivia informa sobre trata y tráfico de personas: El 98% de las denuncias queda en la impunidad
La trata y tráfico de personas para la explotación sexual y laboral es un tema que ha repuntado en
los últimos años y que cada vez afecta a más mujeres y adolescentes. Sin embargo, lo más
preocupante, es que la mayoría de las víctimas decide abandonar el proceso una vez hecha la
denuncia.
Una denuncia no es suficiente. "Son cifras alarmantes, pero es la realidad que atraviesa nuestra
sociedad", manifiesta Rosa Ribera, la coordinadora.
De acuerdo a esta información, lo que se puede concluir es que las afectadas optan por abandonar
el proceso debido al temor que sienten por sus opresores así como también al trauma que implica
un recelo el hacer público su drama.
Solo como ejemplo mencionó uno de los últimos casos en el que una adolescente estaba siendo
obligada a viajar a la frontera con Brasil, para trabajar sexualmente. Sin embargo, una vez hecha la
denuncia esta decidió volver a Cochabamba abandonando el proceso. "Nos dejan de manos atadas
porque en muy pocos casos logramos sustentar la denuncia cuando tenemos pocos testigos o
elementos", refiere.
En el caso de Santa Cruz, Rivera, manifiesta que este tipo de situaciones sucede con mayor
frecuencia en provincias de la zona del norte integrado y el bloque chiquitano, pues se respalda de
las últimas denuncias que se han suscitado a jóvenes mujeres de las localidades de San Julián,
Cuatro Cañadas, La Bélgica y Minero entre otras.
Piden cautela y refuerzan control. En ese sentido, el viceministro de Seguridad Ciudadana, Henry
Baldelomar, pidió tanto a los padres de familia como a las mujeres en general, ser recelosas al
momento de tener una propuesta de viaje laboral e indicó que se reforzará la seguridad en las
terminales de buses y aeropuertuarias para que toda persona que sale de viaje tenga la obligación
de llevar consigo su Cédula de Identidad. Asimismo, reiteró que en caso de transportar a menores,
el acompañante debe portar el permiso emitido por la Defensoría de la Niñez y la Adolescencia.
