TENDER SPECIFICATION REPLACEMENT OF 2 X 40 L 70 NAVAL GUN - BNS BANGABANDHU

1. lntrodr"rction. BNS BANGABANDHU is fitted with 02 X 40L70 'Fast Forty' Gun. These existing
02 X 40L70 'Fast Forty' gurn to be replaced with new gun system with minimum modification of the
auxiliary/ supporting systems.

2. Purpose. To replace existing 2X4OL7O 'Fast Forty'Gun with suitable 40 mm Twin Barrel
Gun System with minlmum modification of existing structural system.

3. Scope of Supplv. The scope of supply are as follows:

a New 2 X 40 mm Twin Barrel Naval Gun System with accessories.

b. Removal of existing 2 X 40L70 Fast Forty Gun from the ship.

c. lnstallation, alignnrent, STW, HAT and SAT of the new guns.

d lntegration facilities of existing Combat Management System (CMS) through existing


Gun lnterface Cabinet (GIC).

e. Modification of existing ammunition storage and hoisting arrangement with the


requirement of new gun, if necessary.

f. Necessary modification for maintaining ship's stability due to difference in weight (if
required).

4. Countrv of Origin. Australia, Canada, EU Countries (Country to be mentioned), Singapore,


Norway, UK, USA.

5. Countrv of Manufacturer. Australia, Canada, EU Countries (Country to be mentioned),

6. Year of Manufactqrer. 2017 or later.

7. Proven lnformation. The proposed gun is to be in use by 03 or more Navies. The fitted
platform of gun to be a Firgate/Corvette or any other type of combat ship. Gun fitted on board auxiliary
or OPVs or similar naval vessels would not be considered. Proposed gun (model) has to be in use by
naval forces for at least 05 years. The supplier is to mention the name of Navy, platform and year of
installation.

B. Description of Existinq Svstem.

a Functions. Anti-surface and anti-air operation.

b. Weisht. The weight of each gun is 5900 kg.

c. Dimension. The dimension of the gun mounting is 3070mmX2920mmX21B7mm


(LXBXH).

d. Hgistinq and l-oading Facilitv, lt includes porlable hoist system by which


ammunition is transferred from magazine to Ready Service (RS) Room. Ammunition loading
system is hydraulically operated. Present loading mechanism is composed of automatic
magazine, lower hoist, upper hoist, fan shape shifter and auto loader.

e. Fower Requirement. Main power supply is 415V, 3ph, 50Hz and maximum
consumption is 18.4 KW.

f. lnterfacinq. The guns can be operated remotely.by Gombat'management system.


Primarily the target is acquired by trackingi search radar and designate through CMS. Gun is
interfaced with CMS by Gun lnterface Cabinet (GlC). The supplier is:to interface the gun from
the GlC. ln this regard lnterface Control Diagram (lCD) is to be provided.

g. Ammunition. Therb are various types of ammunition used in 40 mm gun namely


HET/HEIT, APT, MPT, TPT etc.

9. - Site Suryev. Suppliers may carryout site survey at their own expense before submitting the
quotation. Supplier is to ensure minimum modification in the existing structure and layout of the ship.

14. I nterfacinq Requirement.

a. Remote Operation: For remote operation guns are to be interfaced with CMS through
existing GlC. All the operation including firing of the guns will be performed from Combat
lnformation Center(ClC). The Supplier is to have third party agreement with Thales Nederland
(OEM of CMS) for interfacing works.

b. Qlhe,r Interface. Requirement of other interfaces, (Gyro, Log, GPS etc) with the
guns are to be mentioned.

a. Gener.al. Documentation is to beispecific for the configuration and capabilities of


the system chosen by the buyer. The documentations are to coyer all equipment, units, sub-
assemblies, all kinds of test equipment of on board system and all equipment of base support
facility. The documentation shall be provided in English.

b. lV!.flnuals. ,06 (six) copies each of following original documents in English for the
whole system is to be supplied during delivery of the system:

(1) operatinq Manual. lt will cover all"itandard aspects of subjects including


system general description, working principle,.qperating procedures, safeties etc of each
unit.

(2) Maintenance Manual. It will cover detailed technical description of each


unit, circuit diagram in details of all units/modules/PCBs, procedure for fault finding,
performance test procedure, adjustment procedure, installation of software, repair 6f
software related faults, electrical and mechanicaltrouble shooting (including hydraulics),
inter-unit interconnection diagram showing number of connection terminals and wire
number etc.

(3) lnstatlation Manual. lt will cover detailed mechanical and electrical installation
drawings.

26. Warrantv. Two (02) years warranty after satisfactory acceptance by BN. lf any defect arises'
within this two years, supplier will rectify the defect by replacing the respective module. lf ihe equiprnent
remains non-operational for a certain period due to defect in any sub unit/component during the
warranty period, the warranty period will furlher be extended for that period.

27. Gua.r3ntee. The supplier is to give guaraRtee of continued supply of :spare and ammunition
for at least 10 years at a reasonable price.

28. AggeEtange-oI:the Svstem. On successful completion of SAT, acceptance certificate will be


signed by the representative of the buyer and the supplier.

29. Traininq.

a. Manufacturer's Premises. The supplier is to provide operator's and maintarner's


training to the nominated personnel of the buyer at manufacturer's premises. Cost of air fair
(Dhaka to manufactures premises) will be borne by the buyer) and accommodation, food ancl
internal travel are to be borne by the supplier. Training is to be provided in English Language.
Duration of training are as follows.

(t I Operator's Training. Supplier will arrange operator's training at their premises


for 08 BN personnel for duration of 04 weeks. Training will be conducted during various
stages of manufacturing and assembling of the gun, so that practical learning can
provide maximum assimilation of the trainee.

(2) Maintainer's Traininq. Supplier will arrange maintenance training at their


premises for 08 BN personnel for duration of 10 weeks. Standard maintainer trainilng
period is to be mentioned including up to 2nd level maintainer course.

Local Traininq. A group of operators/ technicians has to be trained locally in


Bangladesh for 02 weeks, by manufacturers Engineer/ technicians after complete installaiion
i.e. after HAT and SAT. Cost of air fare (to and from Bangladesh), accommodation, food and
internal transportation (to and from worksite and hotel) of the manufacture/s/engineer
technicians is to be borne by supplier.

31 Shipment ?nd Deliverv.

a. The supplier will arrange shipment of all items by sea to Chittagong within 12 months
after signing the contract to the following address:

b. All items are to be delivered in sea worthy packing to ensure safe transit by sea.

All packages are to have packing notes showing their contents in detail and all packages

of all supplied items from Chittagong port to NSD Chittagong.

e. Port of Shipment. To be specified.
