6. Quality Assurance Requirements

Unless otherwise stated in the Contract, the Tenderer's quality system shall be based
on the appropriate ISO 9000 series standard and shall be described in a project-
specific Quality Plan, to be submitted when Tender Document is submitted.

7. Quality Control by the Tenderer

The Tenderer shall confirm to all clauses of this specification. The Tenderer shall, for
this purpose, take all necessary measures, making use of suitable means, devices
and qualified personnel and enabling them to ensure the permanent and effective
control of the design & fabrication.

The successful Tenderer shall report to the Employer constantly for the result of all
inspection which shall be carried out by the successful Tenderer during fabrication.
These reports shall be submitted to the Employer upon the request of the Employer at
any time.

Only supplies fully fulfilled with the requirements of this specification shall be
presented to the Employer for final acceptance.

The Tenderer shall provide office space and inspection facilities, as required by the
Employer, in shops where the material are fabricated. Free access shall be allowed to
the Employer at all the times during fabrication and testing.

8. Inspection and Test Plan

The “Inspection and Test Plan” with acceptance form shall be submitted within four (4)
weeks of the Contract signing for the Employer’s approval by the Tenderer. But
preliminary “Inspection and Test plan” shall be submitted with Tender Document.

The plan shall include but not be limited to:

- Quality check of all Keel Wooden Block

- Mechanical and physical check of all supplies against standards and


detailed requirements in this specification.

- Check of supplies arrangement against approved drawings.

- Check of basic requirements of this specification.

The Employer's approved drawings, schedules and associated documents, and the
selected Tenderer's documents shall be used as the basis of the aforementioned tests
and inspections. No test or inspection shall be permitted until the schedule and test
forms are approved by the Employer.

All drawings and documents used during the inspection / tests shall be "highlighted"
and copies kept for the record.

The Tenderer shall also provide documentation for recording discrepancies, errors,
faults, component failure and changes. Each document shall be dated and signed by
the Employer's representative. This document shall be attached to the
drawings/documents used for the tests. The degree or re-testing required after a
fault/error rectification or component replacement shall be at the discretion of the
Employer's representative.

Any malfunction of the supplies shall be rectified and re-tested, to the satisfaction of
the Employer's representative, at the Tenderer's expense, as part of the acceptance
test.

After fault rectification, the decision whether to continue or revert to the start of testing
shall rest entirely with the Employer's representative.

1) Inspection

Inspection shall be in accordance with the procedures approved by the Employer at


least four (4) weeks before inspection commencement. Where the proposed tests are
not acceptable to the Employer, the Tenderer shall correct the defects and repeat the
relevant inspection. The inspection shall be undertaken before testing. The inspection
shall include visual inspection of the completed installations and protective painting
systems. The costs associated with the Employer’s representative or third party
inspections, except travel expenses shall be born by the Tenderer.

- In addition to performing final inspections and witnessing final simulation tests,


the Employer reserves the right to carry out inspections/expediting visits
during the course of manufacture. Any material which are not in compliance
with this specification and/or the related documents which are specified in
technical design shall be replaced or modified by correct one without
additional cost to the Employer.

- All purchased/subcontracted items/supplies shall be inspected by the


Employer or his designated representative, at his discretion, at the
manufacturer's work before shipment at the site. This inspection shall only
be waived on the written agreement of the Employer.

6) In addition, the presentation of drawings shall be such that all component parts
of items can be located and identified for maintenance purposes.

3.2 Manuals

The Tenderer shall submit the arrangement design manual and arrangement
manual of Keel block in accordance with the requirements of the tender document
upon delivery of the Keel Wooden Block inclusive as below contents.

1) Keel block arrangement design manual for each type of Keel block.

2) Typical Keel block arrangement method with drawing for each type of repair
ship

3) Instructions manual of each Keel block fitting and accessories.

4) Safety manual for user.

the material proof for Keel Wooden Block and accessories to the Employer
before deciding the technical configuration.

This specification describes minimum requirements for the material design and
all material for Keel Wooden Block shall be approved by the Employer to select
the most adequate Keel block and accessories for ship repair activities.

3.2.1 The quality of the material.


1) Common name of wood material
- APITONG : Produced in Philippine
- KERUING : produced in Malay and Indonesia
2) Scientific name(s) : Dipterocarpus spp.

3.2.2 Log description


1) Color : Red brown (Heartwood light red to red brown or purplish red
brown)
2) Texture : Coarse

(Surface finish) (Section)


3) Grain : Straight or interlocked (interlocked are slight)
4) Sapwood : clearly demarcated
5) Floats : not floated

3.2.3 Strength of Wooden Block


Material of wooden block has to be designed safe for endured load of ship’s.
This material specification requirement for the material design and
indicatives, but Tenderer can apply equivalent specification if applied to
authorization standard.

1) Density(Specific Gravity) by dry condition: 0.64-0.84 ㎫

2) Coefficient of shrinkage

-Tangential shrinkage: 13.8%

- Radial shrinkage: 7.2%

3) Bending strength: 1,174㎏/㎠ (115.13㎫)

4) Compressive strength: 662㎏/㎠ (65㎫)

5) Shearing strength: 124㎏/㎠ (12.16㎫)

6) Yield strength: 75㎏/㎠ (7.35㎫)

3.3 Design standard for Strength of Keel Wooden Block

The Keel Wooden Block shall be able to endure safe load of design tolerance
and safety factor shall be over 10 unless otherwise specified.

3.3.1 Design safe load of wooden block


Plastic deformation shall not be observed when the loading of allowable
load is placed on the all plane of the wooden block having a standard
thickness.

1) Design standard of allowable load: 136.5ton/㎠

2) Minimum yield stress: 50㎏/㎠, 227.55ton/㎠

3.3.2 Design strength of Keel block


Keel block is to be arranged under the bottom of ship’s in dry dock and it
is assumed a load weight of 136.5ton per square centimetre in placed on
the all plane of wooden block as below (Figure).

1) Wooden block will sank approximately less than 1(One) centimetre


when weight loading of allowable design standard on keel block.

2) The tolerance of elasticity limit is 2(Two) centimetre maximum.

3.4 Material of Keel Wooden Block

General Keel Wooden Blocks are referenced in the chart below. Tenderer shall
design, manufacture and supply according to the detail drawing enclosed this
specification. All types of Wooden block shall be supplied in dry condition
according to maker drying procedure.

3.5 Manufacture Specification for Keel Wooden Block


Tenderer shall manufacture according to the “STANDARD DRAWING’ in this
specification. Standard drawing includes the below contents.
1) Dimension and detail figure
2) Material specification (Article/Metal Code/Size/Q’ty)
3) Assembling figure for applied purpose of Keel Wooden Block
4) Application and caution for specific manufacture characteristics.
5) Jig information including weight, safety load and paint color.

4 Inspection and Test


Tenderer shall carry out the visual inspection and strength load test of all types of
Wooden block and fitting, accessories and shall keep a full record of results on the
material proof and test result results.

4.1 Visual Inspection

Tenderer shall visually inspect in accordance with the specification drawing or


procedures approved by the Employer.

- Welding condition
- Fitting condition
- Edge condition
- Deformation or any defect
- Dimensional
- Painting and Galvanizing condition
- Others

4.2 Quantity Check

Employer will be check quantity for the Keel Wooden Block received with the
specification sheets, material summary sheets and parking lists.

4.3 Safety Strength Load Test

Tenderer shall carry out safety strength load test to authorized society in
accordance to this specification and shall submit to the Employer all test reports
and material certificates at the time of visual inspection with Employer.

The Employer can request sampling safety strength load test of Keel Wooden
Block.
