Earthquake hazard – a multiple hazard

• Faulting
• Ground shaking
• Landslides, rock falls
• Liquefaction
• Tsunami
Important: Earthquake shaking affects all
components of a structure at the same time

Seismic instrumentation

Objectives of Earthquake Protection and

Earthquake-resistant Design
• Protection of life
• Protection of vital infrastructure (lifelines and
structures with large damage potential)
• Protection of environment
• Minimization of property damage and economic
losses – insurance
• Protection of cultural heritage, etc.

17
Collapse of multi-storey building due to column failure

For live saving collapse of vertical structural

elements (columns, structural walls) must be prevented

18
Buildings with Soft Storey

1971 San Fernando earthquake, California, Olive View

Hospital, 100% loss due to soft storey failure

19
Failure of ambulance car parking structure, Olive View
Hospital

23
Large Storage Dams

Elements of Modern Safety Concept for Projects

with Large Damage Potential (dams, nuclear facilities etc.)

• Structural safety (earthquake-resistant design)

• Safety monitoring (inspection, instrumentation)
• Operational safety (operation, maintenance)
• Emergency planning (for structures with high
damage potential)

51
Conclusions
General Situation: Seismic safety of most
structures is unknown as structures have not
been designed against earthquakes, or have
been designed with standards, which are
considered obsolete today
Short-term solution: Warning and rapid
response systems: applicable for systems with
large damage potential
Long-term solution: Earthquake-resistant design
and construction of all elements of a project
