Description of relevant facts and circumstances which support probable cause that (1) the offense(s) was committed and (2) the defendant is the one who committed it: ‘On September 4, 2018, I initiated a pro-active chat investigation by creating a post on the Whisper Application which stated, “Back to school sucks, who wants to come over and cheer me up.” User “mischief managed” responded by asking “how old?” I wa: posing as 14-year-old “Katie,” and I responded that I was 14 years old. The target, later identified as Jonathan Liano, replied, “Damn. Sorry I can‘t. Wayyyy too old for you. I am 36." I apologized, and he followed-up saying, “Just out of curiosity. What is the oldest you have hooked up with.” He also told me, “Trust me. I would think about cheering you up but I don’t want to go to jail,” and shortly later told me that his way to cheer a girl up is to “go down on her.” When we discussed meeting, I asked what he wanted to do, and he stated that he wanted to go down on me. He stated, “I would work my tongue up and down the inside of your lips. Teasing your clit.” when I asked what he wanted me to do, he stated, “Blowjobs. Handjobs.” We then transitioned the conversation to Kik Messenger. His Kik user was (Jonathan Liano) and Kik was where the sexual conversation continued and a plan to meet was eventually established for September 14, 2018. During our Kik conversation, Liano told me that he’s a Sth grade teacher. He also described in explicit detail the sexual interaction he wished to have when we met. On September | 14, 2018, at approximately 4:25 PM, Liano was observed by surveillance officers in the vicinity of the meet location, Cooper River Park, in Pennsauken, NJ. He parked in the parking lot by the playground, as had been discussed, and then got out of his vehicle and walked around. He confirmed via Kik that he was by the bathroom, where he was apprehended by police officers. I read Liano his Miranda Rights both on scene and at the Pennsauken Police Department, which he waived and agreed to speak with me. In sum, Liano admitted to speaking to 14 year old “Katie” on Whisper and Kik, and to discussing meeting and engaging in sexual relations with her. He admitted that he also brought 3 condoms with him to meet her.
