The Research Designs & Standards Organization (RDSO) intends to upgrade their specification for polysiloxane-based paint systems used on railway bridges, coach exteriors, locomotives, and other industrial applications. The specification aims to improve gloss retention and the lifespan of exterior coach painting. RDSO is requesting technical comments and suggestions on each clause and parameter of the specification, particularly those marked in red, from experienced paint manufacturers, production units, and other users. Upgradation of RDSO Specification no. M&C/PCN/129/2010 for Polysiloxane based
painting system for the Bridges, Exterior of Railway Coaches, Diesel, Electric Locomotives and other industrial applications: Metallurgical & Chemical (M&C) Directorate, Ministry of Railways, Research Designs & Standards Organization (RDSO), Lucknow is intending to upgrade RDSO Specification no. M&C/PCN/129/2010 for Polysiloxane based painting system for the Bridges, Exterior of Railway Coaches, Diesel, Electric Locomotives and other industrial applications ( Specification enclosed as Annexure-I ) in order to improve the gloss retention and life of painting of exterior of railway coaches.
Technical comments/suggestions on each and every Clause/Para especially the clauses/areas
marked as red in colour of RDSO Specification no. M&C/PCN/129/2010 are invited from reputed paint manufacturers /Organizations/Production units of Indian Railways/Zonal Railways /Expert bodies and other users of this paint for Indian Railways who have enough experience in the relevant field and supplying of said paint item to Indian Railway. It is requested to see the specification for Upgradation in colour and gloss retention etc. in addition to the specific parameters as per format given below on RDSO website http://www.rdso.indianrailways.gov.in/Tender/EOI or contact Addl. Executive Director/M&C Directorate/RDSO/Lucknow during office hours on any working day for further details. The comments/suggestions/technical inputs may please be furnished latest by 16.11.2017 at the address as Annexure- III. In case of any deviations, the same should be brought out clearly. SN Description of parameter Comment/suggest ion/any other technical input 1 Loss of gloss shall be added to monitor the service performance of coaches as follows: Loss of gloss after 1st year-no loss of gloss, 2nd year-10% (Max)of initial gloss 3rd year- 7% (Max)of initial gloss 4th year-5% (Max)of initial gloss 5th year -5%(Max)of initial gloss Gloss after completion of six years shall not less than 60 units at 60 degree angle of incidence. 2(a) (a)Whether Unsaturated Polyester Putty as per RDSO Specn No. M&C/PCN/100/2013 can be introduced as a component of M&C/PCN/129/2010 for leveling of undulations as per necessity. 2(b) If necessary as per 2(a) above, adhesion & compatibility issue may arise between Unsaturated Polyester Putty and the components of Epoxy Zinc Rich Primer, Epoxy MIO Intermediate coating and Acrylic Polysiloxane finish coat. 3 Estimated quantities of different components (Epoxy Zinc Rich Primer, Unsaturated Polyester Putty, Epoxy MIO Intermediate coating and Acrylic Polysiloxane finish coat) in line with APPENDIX-XIII of RDSO Specification no. M&C/PCN/100/2013 for different types of coaches. 4 Supply and application contract with imposition of warranty clause in purchase order (P.O.) ANNEXURE-III
