My name is EJ Salinas and I am commissioned as a peace officer by the State of Texas.


I hereby state upon my.oath that 1. have reason to believe and do believe that heretofore,
and before the making and filing of this Complaint, that

on or about the 14th day of September, 2018, in Webb County, Texas1 did then and there
intentionally a n ~ threaten imminent bodily injury by pointing a .
firearm at said - and did then and there use or exhibit a deadly weapon, to-wit
a firearm, during the commission of the assault.

My probable cause for said belief and.accusation is as follows:

On Friday September 14, 2018, at approximately 9:00PM, the Texas Department


of Public Safety Trooper Francisco Hernandez was stationary at a gas station, located
at 619 Crossroads St Laredo, TX, when he w ~ e d by a shirtless adult female
asking for help. The female was identified as - ·

- s t a t e d a known male she knew as "David" had picked her up on San


Bernardo Street. David then took-to his house located on a street .in the San Isidro
Ranch subdivision. - stated David began to act weird when she began to speak
about Melissa, a female she knew who had been discovered dead the week before.
-then got sick, exited the residence and vomited in the front yard. David and -
then left the residence in his white Dodge pickup truck, and stopped at gas station
located at the corner of Loop 20 and McPherson Rd.

. While at the gas station.-stated thatshe and David started talking about
Melissa again. David then pulled out a black in color pistol and pointed it at her. -
tried to leave the vehicle. David grabbed her shirt to prevent her from exiting the
vehicle. -began to scream for help. pulled off her shirt allowing her to
escape and run ~from the vehicle. saw a State Trooper vehicle refueling at
the gas station. - r a n towards the Trooper asking for help. The Trooper was later
identified as Trooper Francisco Hernandez.
-was then escorted to the Sheriff's Sub-Station on Highway 59 for
questioning. While at the Sub-Station, ~tated to Texas Ranger EJ Salinas and
Sheriff's Office Captain Federico Calderon that she knew the location of the residence
of David. -further stated the description of David's vehicle which she described as
white Dodge Truck.

As part of the investigation,-accompan!ed and directed Sheriff's


Investigators and DPS personnel to the location of the residence, which was located
inside the San Isidro Ranch- subdivision. -positively identified a residence located
~ . ,

Capt. Calderon cond,ucted a property search_on the.residence. The search


revealed the owner of the residence as Juan David Ortiz, At
approximately 12:07AM, September -15, 2018,, A "Look Out'' was then given out via
radio dispatch for Juan David Ortiz, and a white in color Dodge Truck.

At approximately 1:02 AM, State Troopers located the Dodge Truck and person
of interest, identified as Juan David Ortiz, at a gas station located at the intersection of
San Bernardo Ave. and Jefferson St. As State Troopers approached the vehicle and
Juan David Ortiz, to detain him for questioning in reference to an Aggravated Assault,
Juan David Ortiz fled on foot.

At approximately 02:30am the Texas Department of Public Safety- Texas
Rangers and the Webb County Sheriffs Office located Juan David Ortiz hiding in the
parking garage of a local hotel located at the 800 block of Garden and was arrested for
Evading Detention. Juan Oaviifbrtiz was ·thentransported to the
Sheriff's· Sub-Station -
on Highway 59 for questioning.

Upon arrival Juan David Ortiz was read his Miranda Warnings in English by
Texas Ranger E.J. Salinas. An interview was then conducted by Texas Ranger E.J.
Salinas and Webb County Sheriff's Office Captain Federico Calderon.

During the interview Juan David Ortiz provided a voluntary verbal confession in
reference to committing an Aggravated Assault with a Deadly Weapon and the killing of
four people between September 3, 2018 and September 15, 201"8. Juan David Ortiz
stated the following details:

On September 14, 2018 Juan David Ortiz picked up a known female he identified
as in the immediate area of San Bernardo Avenue in Laredo, Texas. While
stationary inside the vehicle at gas station, located at the intersection of McPherson Rd
and Loop 20, -attempted to exit the vehicle. Juan David Ortiz grabbed a
firearm and pointed the firearm at - Juan David Ortiz grabbed and pulled on
the shirt of -attempting to prevent her from exiting the vehicle. -
started screaming for help as she continued attempting to exit the vehicle.
managed to escape and exited the vehicle running. Juan David Ortiz then drove away
from the area.

I hereby state upon my oath that I have reason to believe and do believe that heretofore,

on or about the 14th day of September, 2018, in Webb County, Texas, did then and there
intentionally or knowingly by force, intimidation, or deception, restrain
hereafter styled the complainant, without her consent, by restricting the movements of the
complainant, and the defendant did then and there recklessly expose the complainant to
a substantial risk of serious bodily injury by pointing a firearm at the direction of -
- against the laws of the State. . . ..

My probable cause for said belief and accusation is as follows:

On Friday September 14, 2018, at approximately 9:00PM, the Texas Department


of Public Safety Trooper Francisco Hernandez was stationary at a gas station, located
at 619 Crossroads St Laredo, TX, when he w ~ e d by a shirtless adult female

questioning. While at the Sub-Station, -stated to Texas Hanger EJ Salinas and
Sheriff's Office Captain Federico Calderon that she knew the location of the residence
of David. -further stated the description of David's vehicle which she described as
white Dodge Truck.

As part of the investigation, - accompanied and directed Sheriff's


Investigators and DPS personnel to the location of the residence, which was located
inside the San Isidro Ranch subdivision. -positively identified a residence located
at

using a firearm to shoot Melissa Ramirez, against the laws of the State of Texas.

My probable cause for said belief and accusation is as follows:.

reference to committing an Aggravated Assault with a Deadly Weapon and the killing of
four people between September 3, 2018 and September 15, 2018. Juan David Ortiz
stated the following details:

On September 3, 2018 Juan David Ortiz picked up a female he identified as .


Melissa Ramirez, in the immediate area of San Bernardo Avenue in Laredo, Texas.
Juan David Ortiz drove out of the Laredo city limits and traveled to Jefferies Road
located off of FM 255. Upon arriving to Jefferies Road Melissa Ramirez exited the
vehicle of Juan David Ortiz to urinate on the side of the road. Juan David Ortiz then
used a firearm (handgun} to shoot Melissa Ramirez multiple times on the head. Juan
David Ortiz then drove away from the area. Melissa Ramirez was discovered deceased
by the Webb County Sheriff's Office after a report of a body laying on the side of the
road was reported to the Sheriff's Office Dispatch.

On September 13, 2018 Juan David Ortiz picked up an unknown female in the
immediate area of San Bernardo Avenue in Laredo and traveled out of the city limits to
FM 255, East of Highway 83 North. Juan David Ortiz pulled over on the side of road
after the female became nervous and began accusing Juan David Ortiz for being the
last person seen with Melissa Ramirez. The female exited the vehicle. Juan David
Ortiz also exits the vehicle and uses a firearm (handgun) to shoot the female multiple
times on the head. Juan David Ortiz then left the area. The female was discovered
laying on the side of the road by a truck driver. Emergency Medical Services respond to
the scene. The female was transported to a local hospital where she expired. The
female was later identified as Claudine Ann Luera.

On the evening of September 14, 2018 Juan David Ortiz picked up a known
female he identified as in the immediate area of San Bernardo Avenue in
Laredo, Texas. While stationary inside the ~ s station, located at the
intersection of McPherson Rd and Loop 20, -attempted to exit the vehicle.
Juan David Ortiz grabbed a firearm (handgun) and ~ f i r e a r m at
Juan David Ortiz grabbed and pulled on the shirt of - attempting to prevent
her from exiting the vehicle. ~ r t e d screaming for help as she continued
attempting to exit the vehicle. - m a n a g e d to escape and exited the vehicle
running. Juan David Ortiz then drove away from the area.

That same night, September-:1-5-,-20l8, Juan David Ortiz then picked up an


unknown female, "Jane Doe" in the immediate area of San Bernardo Avenue in Laredo,
Texas. Juan David Ortiz drove out of the city limits towards IH-35. At the Webb County
Interchange overpass, located on mile marker 20 on IH -35, Juan David Ortiz told 11Jane
Doe" to exit the vehicle. Juan David Ortiz then used a firearm (handgun) to shoot the
female multiple times in the head. Juan David Ortiz then drove away from the area and
traveled back towards Laredo.

That same night, Juan David Ortiz then picked up an unknown male, "John Doe",
in the immediate area of San Bernardo Avenue in Laredo, Texas. Juan David Ortiz
drove out of the city limits towards the 15 mile marker on IH-35. Juan David Ortiz told
"John Doe" to exit the vehicle. Once the male exited the vehicle, Juan David Ortiz used
a firearm (handgun) and shot the male once on the back of the head. Juan David Ortiz
then drove away from the area and traveled back towards Laredo. Juan David Ortiz
gave the location of "John Doe's" body during the interview. Juan David Ortiz said that
the body was behind gravel pits located off of the mile marker 15 exit on IH-35.

After the inteNiew, Sheriff's Deputies and DPS Personnel went to the mile
marker 15 exit and found the body of an unidentified male, "John Doe". At said location,
a single spent casing was discovered near the body.

My name is EJ Salinas and I am commissioned as a peace officer by the State of Texas.


I hereby state upon my oath that I have reason to believe and do believe that heretofore,
and before the making and filing of this Complaint, that

JUAN -DAVID ORTIZ ·-

On or about 15th day of September, 2018, in Webb County, Texas1 did then and there
intentionally or knowingly cause the death of an individual, namely, "Jane Doe", by
using a firearm to shoot "Jane Doe", against the laws of the State of Texas.

My probable causeJor said belief and accusation i~ as follows:

On Friday, September 14, 2018, at approximately 9:00PM, the Texas


Department of Public Safety Trooper Francisco Hernandez was stationary at a gas
station, located at 619 Crossroads St Laredo, TX, when he was ~ p p ~ cl___ _
shirtless adult female asking for help. The female was identified a s -

stated a known male she knew as "David" had picked her up on San
Bernardo Street. David then took .-io his house located on a street in the San Isidro
Ranch subdivision. -stated David began to act weird when she began to speak
about Melissa, a female she knew who had been discovered dead the week before.
-then got sick, exited the residence and vomited in the front yard. David and_
then left the residence in his white Dodge pickup truck, and stopped at gas station
located at the corner of Loop 20 and McPherson Rd.

While at the gas station, -stated that she and David started talking about
Melissa again~ David then pulled out a black in color pistol and pointed it at her. -
tried to leave the vehicle. David grabbed her shirt to prevent her from exiting the
vehicle. -began to scream for help. pulled off her shirt allowing her to
escape and run ~from the vehicle. saw a State Trooper vehicle refueling at
the gas station. - r a n towards the Trooper asking for help. The Trooper was later
identified as Trooper Francisco Hernandez.
- w a s then escorted to the Sheriff's Sub-Station on Highway 59 for
questioning. \Nh!!e at the Sub-Station, -stated to Texas Ranger EJ Salinas and
Sheriff's Office Captain Federico Calderon that she knew the location of the residence
of David. -further stated the description of David's vehicie which she described as
white Dodge Truck.

As part of.the investigation, - accompanied and directed Sherlff's


Investigators and DPS personnel to the location of the residence, which was located
inside the San Isidro Ranch subdivision. -positively identified a residence located
at

Capt. Calderon conducted a property search on the residence. The search


revealed the owner of the residence as Juan David Ortiz, At
approximately 12:07AM, on September 15, 2018, a "Look Out" was then given out via
radio dispatch for Juan David Ortiz, and a white in color Dodge Truck.

At approximately 1:02 AM, State Troopers located the Dodge Truck and person
of interest, identified as Juan David Ortiz, at a gas station located at the intersection of
San Bernardo Ave. and Jefferson St. As State Troopers approached the vehicle and
Juan David Ortiz, to detain him for questioning in reference to an Aggravated Assault,
Juan David Ortiz fled on foot.

At approximately 02:30am the Texas Department of Public Safety- Texas


Rangers and the Webb County Sheriff's Office located Juan David Ortiz hiding in the
parking garage of a local hotel located at the 800 block of Garden and was arrested for
Evading Detention. Juan David Ortiz was then transported to the Sheriff's Sub-Station
on Highway 59 for questioning.

Upon arrival Juan David Ortiz was read his Miranda Warnings in English by
Texas Ranger E.J. Salinas. An interview was then conducted by Texas Ranger E.J.
Salinas and Webb County Sheriff's Office Captain Federico Calderon.

During the interview Juan David Ortiz provided a voluntary verbal confession in
reference to committing an Aggravated Assault with a Deadly Weapon and the killing of
four people between September 3, 2018 and September 15, 2018. Juan David Ortiz
stated the following details:

On September 3, 2018 Juan David Ortiz picked up a female he identified as


Melissa Ramirez, in the immediate area of San Bernardo Avenue in Laredo, Texas.
Juan David Ortiz drove out of the Laredo city limits and traveled to Jefferies Road
located off of FM 255. Upon arriving to Jefferies Road Melissa Ramirez exited the
vehicle of Juan David Ortiz to urinate on the side of the road. Juan David Ortiz then
used a firearm (handgun) to shoot Melissa Ramirez multiple times on the head. Juan
David Ortiz then drove away from the area. Melissa Ramirez was discovered deceased
by the Webb County Sheriff's Office after a report of a body laying on the side of the
mad was reported to the Sheriff's Office Dispatch,

On September 13, 2018 Juan David Ortiz picked up an unknown female in the
immediate area of San Bernardo Avenue in Laredo and traveled out of the city limits to
FM 255, East of Highway 83 North. Juan David Ortiz pulled over on the side ofroad
after the female became ner.;ous and began accusing Juan David Ortiz for being the
last person seen with Melissa Ramirez. The female exited the vehicle. Juan David
Ortiz also exits the vehicle and uses a firearm (handgun) to shoot the female multiple
times on the head. Juan David Ortiz then left the area. The female was discovered
laying on the side of the road by a truck driver. Emergency Medical Services respond to
the scene. The female was transported to a local hospital where she expired. The
female was later identified as Claudine Ann Luera.

On the evening ~ e r 14, 2018 Juan David Ortiz picked up a known


female he identified a s - - i n the immediate area of San Bernardo Avenue in
Laredo, Texas. While stationary inside the v ~ s station, located at the
intersection of McPherson Rd and Loop 20, -attempted to exit the vehicle.
Juan David Ortiz grabbed a firearm (handgun) and pointed the firearm a t _

attempting to exit the vehicle. managed to escape and exited the vehicle
running. Juan David Ortiz then drove away from the area.

That same night, September 15, 2018, Juan David Ortiz then picked up an
unknown female, "Jane Doe" in the immediate area of San Bernardo Avenue in Laredo,
Texas. Juan David Ortiz drove out of the city limits towards IH-35. At the Webb County
Interchange overpass, located on mile marker 20 on IH -35, Juan David Ortiz told "Jane
Doe" to exit the vehicle. Juan David Ortiz then used a firearm (handgun) to shoot the
female multiple times in the head. Juan David Ortiz then drove away from the area and
traveled back towards Laredo.

That same night, Juan David Ortiz then picked up an unknown male, "John Doe",
in the immediate area of San Bernardo Avenue in Laredo, Texas. Juan David Ortiz
drove out of the city limits towards the 15 mile marker on IH-35. Juan David Ortiz told
"John Doe" to exit the vehicle. Once the male exited the vehicle, Juan David Ortiz used
a firearm (handgun) and shot the male once on the back of the head. Juan David Ortiz
then drove away from the area and traveled back towards Laredo. Juan David Ortiz
gave the location of "John Doe's" body during the interview. Juan David Ortiz said that
the body was behind gravel pits located off of the mile marker 15 exit on IH-35.

After the interview, Sheriffs Deputies and DPS Personnel went to the mile
marker 15 exit and found the body of an unidentified male, "John Doe". At said location,
a single spent casing was discovered near the body.

laying on the side of the road by a truck driver. Emergency Medical Services respond to
the scene. The female was transported to a local hospital where she expired. The
female was later identified as Claudine Ann Luera.

On the evening ~ e r 14, 2018 Juan David Ortiz picked up a known


female he identified a s - i n the immediate area of San Bernardo Avenue in
Laredo, Texas. While stationary inside the ~ s station, located at the ·
intersection of McPherson Rd and Loop 20, -attempted to exit the vehicle.
Juan David Ortiz grabbed a firearm (handgun) and pointed the firearm a t _

her from exiting the vehicle. started screaming for help as she continued
attempting to exit the vehicle. managed to escape and exited the vehicle
running. Juan David Ortiz then drove.away from the area.

That same night, September 15, 2018, Juan David Ortiz then picked up an
unknown female, "Jane Doe" in the immediate area of San Bernardo Avenue in Laredo,
Texas. Juan David Ortiz drove out of the city limits towards IH-35. At the Webb County
Interchange overpass, located on mile marker 20 on IH -35, Juan David Ortiz told "Jane
Doe" to exit the vehicle. Juan David Ortiz then used a firearm (handgun) to shoot the
female multiple times in the head. Juan David Ortiz then drove away from the area and
traveled back towards Laredo.

That same night, Juan David Ortiz then picked up an unknown male, "John Doe",
in the immediate area of San Bernardo Avenue in Laredo, Texas. Juan David Ortiz
drove out of the city limits towards the 15 mile marker on IH-35. Juan David Ortiz told
"John Doe" to exit the vehicle. Once the male exited the vehicle, Juan David Ortiz used
a firearm (handgun) and shot the male once on the back of the head. Juan David Ortiz
then drove away from the area and traveled back towards Laredo. Juan David Ortiz
gave the location of "John Doe's" body during the interview. Juan David Ortiz said that
the body was behind gravel pits located off of the mile marker 15 exit on IH-35.

After the interview, Sheriff's Deputies and DPS Personnel went to the mile
marker 15 exit and found the body of an unidentified male, "John Doe". At said location,
a single spent casing was discovered near the body.
